Foreign Policy Grants

A government’s most important task is to secure the rights and liberties of its citizens—in part, by providing for the common defense. For this reason, the United States should maintain a strong military to keep America safe, prosperous, and free.

In recent decades, the United States has pursued an approach to foreign policy known as primacy or liberal hegemony. This foreign policy has required active and aggressive U.S. military engagement around the globe that has undermined our safety and imperiled our prosperity and liberties.

The Trust supports scholars and institutions interested in challenging the current approach, providing alternative visions for U.S. foreign policy, and engaging in research that can bridge the gap between ideas and policy. The Trust is especially interested in foreign policy research projects from political science, international relations, history, or economics. However, proposals from all fields will be considered on their merits.

We are especially interested in research that:

• Explores topics and issues related to a grand strategy of restraint.
• Examines the role of values and ethics in the formulation of U.S. foreign policy.
• Addresses the unintended consequences of U.S. military actions abroad and explores the costs and impact of engagements in Afghanistan, Iraq, Somalia, Syria, Yemen, and other places where significant counterterrorism efforts have been conducted.
• Considers the impact of U.S. military engagement abroad on American society—for instance, the effect of our foreign policy decisions on civil liberties or the health and welfare of veterans.
• Explores the concept of threat inflation and problematizes theories of credibility and reputation in relation to U.S. foreign policy.
• Analyzes executive–legislative relations in foreign policy, including the constitutional division of war powers.
• Examines the impact of domestic interest groups, businesses, think tanks, and the permanent national security bureaucracy on U.S. foreign policy.
• Explores the growth of the intelligence and national security establishments since 9/11.
• Surveys the costs, risks, and impacts of foreign aid and alliance commitments.
• Studies the costs and benefits of burden-sharing and burden-shifting with current allies.
• Scrutinizes Pentagon spending, force structure, and the strategic demands of U.S. defense policy—including structural incentives for military expenditures.
• Considers the consequences of an increasingly multipolar world, especially as concerns principal geostrategic regions (e.g., Europe, the Middle East and North Africa, and the Western Pacific).
• Explores how changes in technology (such as A2/AD) that impact the offense-defense balance can be leveraged to support a sound approach to grand strategy.

Grant Criteria

Please submit a brief of no more than 3 pages that details the scope of the project. We are open to any type of project: papers, communications campaigns, conferences and convenings, school tours, and much more (we welcome creative ideas).

Funding

Funding levels are commensurate with the requirements of the research and the potential for the research to advance an understanding of critical issues. Accepted proposals may also receive support to disseminate the research findings.

The Loudoun County Tourism Grant Program provides funding to support tourism initiatives that align with the county's goals. With increased maximum awards up to $25,000 and waived matching requirements, this program aims to enhance marketing efforts and drive visitor engagement. Eligible applicants include nonprofits and businesses looking to attract regional and national visitors. Unallowable expenses include corporate debts and entertainment costs. International Union of Operating Engineers, Local 37 Scholarship

This scholarship is to provide scholarships for continuing education, undergraduate or graduate study to current and retired members of IUOE, Local 37, their spouses, dependent children (as defined by IRS regulation) and grandchildren. If the applicant is a Union Member he or she must have at least one year of continuous Union Membership. If the applicant is a spouse, dependent child or grandchild, the Union Member must fulfill the eligibility requirements.

Meghan Lynn Rippeon Memorial Scholarship

The purpose of the Meghan Lynn Rippeon Memorial Scholarship is to honor the life of Meghan Lynn Rippeon by providing a scholarship for any senior graduating from a Carroll County, Maryland high school who has shown academic achievement and is pursuing an education in early childhood development and who has been accepted at an accredited College, University, or Technical School. Applications will also be accepted from continuing students, i.e. those that are already in college, who meet the criteria established for this scholarship.

Michael W. Wantz Scholarship

The purpose of the Michael W. Wantz Scholarship is to honor the values, attributes, and dedication of Michael W. Wantz, the diesel teacher at Carroll County Career & Technology Center. This award is to provide scholarships for graduating seniors in Carroll County, Maryland who have attained their secondary-school diploma from the Carroll County Career and Technology Center in Diesel Technology. The scholarships shall be for those students to attend schools of higher learning or a certified program appropriate to enhance their capacities and capabilities in Diesel Technology.

By leveraging research, HV-RISE supports programs in testing and implementing effective practices, thereby improving outcomes. This initiative seeks to identify and expand successful strategies, ensuring that families receive the best support possible through evidence-based home visiting services.

The AFAR Grants for Junior Faculty and Glenn Foundation for Medical Research offer up to $160,000 for one- to two-year research projects focusing on the biology of aging. Aimed at early career faculty, these grants support innovative studies not limited to age-related diseases but rather the fundamental mechanisms of aging. Approximately 10 grants will be awarded in 2026, with funding starting July 1. Applicants must be independent investigators within 10 years of their postdoctoral training.

Rita M Medeiros (Rita's Closet) Scholarship

The purpose of the Rita's Closet Scholarship is to honor the memory of Rita Marie Medeiros by providing scholarship (s) for graduating seniors at any public High School in Carroll County, Maryland, and the Carroll County Career and Technology Center. Because Rita was a very caring friend and spent much of her short life, giving others her time, her friendship and ultimately her organ donor gift, the Rita's Closet Scholarship will be awarded to a graduating student (s) pursuing an undergraduate degree at an accredited college, university or technical school who meets the criteria established for the fund.

The Investigators in the Pathogenesis of Infectious Disease Grant Program, funded by the Burroughs Wellcome Fund, aims to support early-career assistant professors studying human infectious diseases. This funding opportunity encourages collaboration by allowing two Principal Investigators, including an early-career investigator, to drive the research forward. Applicants must partner with at least two SCI community members, ensuring that the project is informed by lived experiences and community needs throughout its development and implementation.

The FY26 Spinal Cord Injury Research Program (SCIRP) Investigator-Initiated Research Award (IIRA) supports innovative research aimed at enhancing patient care and quality of life for individuals with spinal cord injuries. This award encourages collaboration, allowing an Early-Career Partnership Option for two Principal Investigators, where one must be an early-career investigator. Focused on impactful research from basic to translational science, this opportunity is crucial for advancing SCI knowledge and interventions.

The Aurand Harris Grants & Fellowships support children’s theatre by funding projects that foster artistic growth and promote diversity, equity, and inclusion. Eligible applicants include 501c3 nonprofit theatres and individual artists. The grants cover various expenses, such as fees for artists and equipment costs, while prioritizing projects that align with the values of the Children's Theatre Foundation of America. Notably, funding will not cover general operating support or projects already in progress.

The FY26 Peer Reviewed Cancer Research Program's Idea Award promotes innovative, high-risk cancer research initiatives. Kiwanis Club of North Modesto

We are a service club of men and women whose primary goal is to help children and young people around the world, starting in Modesto, CA.

Scholarships

The members of the Kiwanis Club of North Modesto (founded in 1966) and the Kiwanis Club of Modesto (founded in 1923) are joining forces to award $2,000 scholarships to as many as 32 students for the 2026-27 academic year. Each year, members of these two clubs perform countless hours of community service through fundraisers, then donate these funds back to nonprofits and young people in our community. It is the hope of the two clubs that scholarship recipients in their adult life will give back to their communities as members of a community service club.

Goals

• To encourage public or private high school graduates (within the boundaries of the Modesto High School District) to pursue education goals, preferably at a California community college, four-year college or university or at a technical/vocational school.

The FY26 Peer Reviewed Cancer Research Program Impact Award promotes significant research aimed at enhancing clinical cancer care. It requires preliminary data to ensure feasibility and emphasizes projects with a strong potential for immediate impact. This funding supports clinical trials and allows for either a single Principal Investigator or a duo of partnering PIs, ensuring that both can contribute distinct aspects of the research. The FY26 Traumatic Brain Injury and Psychological Health Research Program's Clinical Trial Award aims to fund impactful clinical trials that address psychological health issues and traumatic brain injury (TBI). It offers two research levels: one for pilot studies and early trials, and another for larger, advanced trials assessing effectiveness in relevant populations.
