Beckley Area Foundation

Beckley Area Foundation was established in January 1985 by ten community-minded citizens. It began with a gift of $1.1 million from the Dr. Thomas Walker Memorial Health Foundation as “seed” money for this Raleigh County project. BAF assets have grown to over $70 million with over 500 different funds managed by our three trustee banks. Today, Beckley Area Foundation is one of West Virginia’s largest community foundations.

Since its inception, BAF has distributed over $23 million to charities and other worthy projects in the fields of education, public recreation, health & human services, the arts, animal services and beautification.

Scholarships

The Beckley Area Foundation proudly manages scholarship funds established by individuals, businesses, and organizations dedicated to helping students pursue higher education. Many of these scholarships are tailored for specific schools, fields of study, or graduates from local high schools, while others offer broader opportunities. No matter the path, our scholarships aim to support students from our region as they work toward achieving their educational goals.

Most of these scholarships must be awarded to students from our geographic area or at least preference given to such students. While the majority of scholarships benefit Raleigh County applicants there are others designated for Fayette, Summers, Webster, and Wyoming students. 

Ernest V. Bowman Memorial Scholarship Fund for Virginia Polytechnic Institute and State University

Graduates of Raleigh, Fayette, Summers, Mercer or Wyoming counties of West Virginia attending VA Tech; College upperclassmen (sophomores, juniors, and seniors) as well as graduating seniors; Engineering field of study; “B” average or better; Need based.

This scholarship is renewable.

Abandoned Mine Land Economic Revitalization Program

Virginia Energy is one of nine states and tribal programs chosen by Congress to receive funding in Fiscal Year 2025 to develop and repurpose Abandoned Mine Lands with economic and community development end uses. The 2025 Abandoned Mine Land Economic Revitalization Program (AMLER) funding is made available as a direct payment by the federal Office of Surface Mining Reclamation and Enforcement (OSMRE), in accordance with the Full Year Continuing Appropriations Act, 2025 (Public Law No. 119-4). Virginia has received an average of $10.48 million per year since 2017. Virginia's payment in FY2025 is $11 million.

Projects must follow eligibility and other guidelines set forth in OSMRE's AMLER Guidance document and adhere to Virginia Energy's terms and conditions. Applicants are encouraged to submit projects with the greatest potential to achieve the economic and community development goals of the AMLER Program.

The Community-Oriented Resilient Energy (CORE) Subaward Program, managed by the Virginia Department of Energy, supports local governments and community-based non-profits in developing energy resilience projects. With a total funding pool of $400,000, eligible proposals range from $50,000 to $250,000. This initiative aims to enhance energy reliability through diverse solutions such as solar storage and backup generation, ensuring all Virginians have access to affordable and dependable energy.

Virginia Power Innovation Program

The Virginia Power Innovation Fund and Program is for the purposes of research and development of innovative energy technologies, including nuclear, hydrogen, carbon capture and utilization, and energy storage; and to award grants on a competitive basis from the Fund to support energy innovation in the Commonwealth of Virginia.

The Virginia Power Innovation Program (the Program) is hereby established for the purpose of (i) establishing a Virginia nuclear innovation hub from such funds as may be available from the Fund and (ii) awarding grants on a competitive basis from such funds as may be available from the Fund to support energy innovation. The Program shall be administered by the Department. In administering the Program, the Department shall, in collaboration with the Virginia Nuclear Energy Consortium, establish and publish guidelines and criteria for disbursement of funds pursuant to clause (i), including providing grants to support higher education research on advanced nuclear technologies and advanced reactor technologies, to fund nuclear energy workforce development programming, and to assist with site selection for future small modular reactor projects in Virginia. In administering the Program, the Department shall, in collaboration with the Secretary of Commerce and Trade, establish and publish guidelines and criteria for disbursement of funds pursuant to clause (ii). The Department shall oversee each grant awarded through the Program and ensure thorough reporting on each such grant.

Overview For This Round of Grants

The Virginia Department of Energy invites proposals to address the emerging regional and local needs and opportunities for nuclear power, innovation, and research, to 1. Bring nuclear and nuclear supply chains to the Commonwealth based on technology and supply chain needs and 2. Identify gaps that need to be addressed, including projects and programs to further enable development and demonstration of nuclear in the Commonwealth.

Grant awards are made at the discretion of the Virginia Department of Energy and in determining grant amounts, the following criteria will be considered:

• return on investment
• impact on energy affordability, reliability, and impact on the energy supply chain in the Commonwealth
• new jobs
• capital investment
• utilization of research-based technologies

Grants may be made for more than one project for a single company, entity, or locality, but the projects must clearly represent separate investments for separate projects.

The Fund for Education Scholarship provides a financial award for students from Madison County High School, Culpeper County High School and/or Eastern View High School, all of whom plan to attend an accredited college or university after high school graduation. The scholarship will provide support for tuition, room & board, and fees.

The Pratt Family Foundation Grant, established in 1999, supports initiatives in education, healthcare, and community welfare. It prioritizes organizations that aid housing assistance, support for women in crisis, and disadvantaged youth programs, particularly in North Carolina. The Foundation favors established religious and charitable organizations that are tax-exempt and have a local presence. Preference is given to areas connected to the Pratt family, such as Texas and Florida, ensuring impactful contributions to community development.

Harold & Faye Teer Scholarship

Harold and Faye Teer, both James Madison University Professors Emeriti, know firsthand the difficulties in affording higher education. Faye was the first in her family to attend college. Both Harold and Faye struggled to afford college in a time when expenses were not nearly as high as they are today.

Wishing to assist today’s students who need financial help to attend college, Drs. Harold and Faye Teer established this scholarship for Harrisonburg and Rockingham County area high school students who will be the first in their family to complete a college education. This financial aid scholarship is renewable as long as the recipient maintains a 2.5 GPA and successfully completes at least 12 academic credit hours each semester.

The DC Mayor’s Scholars Undergraduate Program provides need-based funding for District of Columbia residents pursuing their first associate or bachelor’s degree at select colleges. As a last-dollar award, it helps cover tuition gaps after other financial aid. Eligible applicants must have been DC residents for at least a year, maintain satisfactory academic progress, and have household incomes below 300% of the federal poverty guidelines. Funding caps are $4,000 annually, with limits on total awards.

Luis A. Mendez, Jr. Scholarship

This scholarship honors the memory of Luis Mendez, a gifted pianist that performed with legendary entertainers, big bands and musicians from his early days in the U.S. Army and over the next six decades. While he loved to play music, his passion in life was to share his talent as a music educator. Luis impacted the lives of countless individuals throughout his 50 years of teaching choral and instrumental music in El Paso, Texas; Mansfield, Ohio; and Polk County, Florida. Humble, witty and kind, Luis loved his students and maintained relationships with many of them throughout his entire lifetime.

This scholarship supports graduating seniors of Harrisonburg City and Rockingham County high schools who are pursuing a college degree with aspirations to teach in the music or arts field. Strong consideration will be given to eligible applicants that demonstrate significant community involvement.

The Southern Equality Research Grant, offered by the Campaign for Southern Equality, aims to empower students and early career researchers to conduct crucial studies on LGBTQ+ issues in the South. With over a third of LGBTQ+ Americans residing in this region, there is a significant need for research to address legal protections and social inequities. This initiative seeks to elevate the voices and experiences of LGBTQ+ Southerners, fostering a deeper understanding of the policies affecting their lives.

The NRP Young Investigator Award is designed to support research on optimizing newborn care during delivery using Neonatal Resuscitation Program (NRP) techniques. This grant encourages innovative projects addressing gaps in transitional physiology and resuscitation practices. Eligible applicants include researchers from Canadian and US institutions, particularly those in training or within four years of completing medical training. Awardees may receive up to $15,000 to enhance their skills and knowledge, ultimately improving neonatal outcomes.
