W.P. & T.M. Phillips Memorial Scholarship
The W.P. and T.M. Phillips Memorial Scholarship was established by Mrs. Thelma M. Phillips in memory of her late husband, William “Bill” Phillips, to honor his love of farming. Thelma and Bill spent a lifetime together enjoying farm life and working in agribusiness.
The purpose of this scholarship is to support students who are pursuing a college degree in the field of agriculture. Scholarships are awarded on a competitive basis to students who graduate from any public high school in Rockingham County, Shenandoah County, or Harrisonburg City.
Consideration will be given to the student’s academic record, chosen college major, leadership qualities, and involvement in activities related to agriculture.
This scholarship is renewable.

The Plein Environmental Scholarship Fund provides scholarships to benefit graduating high school seniors and current NVCC students in need of financial assistance pursuing an associate degree at Northern Virginia Community College and intending to receive admission to a four-year university to pursue a degree in an environmental-related field.

Andy King Memorial Scholarship
In great honor and memory of Anderson, “Andy” King, the purpose of this scholarship is to support graduating high school seniors planning to pursue a Bachelor’s degree with a college major in the field of agriculture. Andy and his wife, Amy, both enjoyed careers in the Agricultural field, although neither grew up on a family farm. It is Amy’s hope that this scholarship will support students who also found their way into the agricultural field.

Bev Good Memorial Scholarship (Track & Field)
Bev Good was a respected and admired track official who invested a lifetime developing and working with student athletes. He was well known not only locally, but throughout the Mid-Atlantic for his service as a track and field meet referee and official. His passion and commitment to excellence inspired all who knew him.
The Bev Good Memorial Scholarship, endowed by Debbie and Joe Showker, allows his legacy to live on.

Small Grants Program
Are you looking for funding to support your American chestnut research? External small grants offer recipients a variety of benefits such as professional development and an expanded network. Grant activities contribute to the continuous renewal and development of faculty and staff, to the education and motivation of students, and achievement of our mutual interest — restoration of the American chestnut. This is a small grants program. TACF does not ordinarily fund projects in excess of $10,000.
Virginia Department of Fire Programs
Since 1969, Virginia has been at the forefront of firefighter training, starting with the Fire Services Training section within the State Department of Education.
Later becoming part of the Division of Fire Services Training under the State Fire Commission and eventually the Virginia Department of Fire Programs (VDFP).
VDFP’s commitment to public safety and excellence drives everything we do. We strive to enhance the safety and well-being of Virginia's residents through comprehensive education, training and support for the fire and emergency services community. Mini-Grant
The Mini-Grant provides financial assistance to support fire departments by alleviating financial strain, ensuring they can continue their vital work without economic hindrance.
The Virginia Fire Services Board awards individual mini-grants based on need.
These grants are restricted to activities, projects and programs that positively impact and/or further the fire service within the Commonwealth.

Fire Incident Reporting Grant
Funding Vital Equipment for Fire Reporting.
The Fire Incident Reporting Grant Program supports local jurisdictions in accurately documenting emergency incidents through the National Emergency Response Information System (NERIS).
NERIS is the standardized national format for collecting, analyzing, and reporting data on injuries, fatalities, and property loss resulting from fires and related hazards.
By improving the consistency and quality of incident reporting, this program helps strengthen emergency response efforts, inform public safety strategies and guide resource allocation at the local and national levels.
STEM Competition Team Grants
The STEM+C Competition Grant application is available to schools seeking to establish a new STEM+C competition team or to enhance an existing team. Eligible schools may request up to $5,000 per team, with a maximum of two teams funded in a division during the academic year. The total award per division may not exceed $10,000.

Reforestation of Timberlands Program
Trees are good for you and good for Virginia. In addition to their monetary value, trees provide useful wood, jobs and homes for wildlife. Trees hold the soil, yield fresh air, and are simply beautiful. If you have land (cutover land or worn out fields) that just aren’t producing for you, an investment in pine trees can yield many benefits.
The Reforestation of Timberlands (RT) Program, managed by the Virginia Department of Forestry, provides cost-share assistance to landowners for pine reforestation, and is funded by the forest industry in Virginia (Virginia Forest Products Tax) with matching funds from the Commonwealth of Virginia’s General Fund.
The program has been helping Virginia landowners grow pines for more than 50 years. It can cost between $100 to $250 per acre to put in a crop of pines. The RT program reimburses landowners for a portion of the costs associated with getting pines started right. Your DOF forester can help you identify and apply for the forest management practices that are best suited for your property.
Forest Sustainability Fund for Local Government
Forestland provides many benefits to landowners, but also to communities. Landowners directly realize timber, wildlife and recreational values, while the benefits of watershed protection, clean air and scenic beauty are enjoyed by society at large. Realizing this, the Virginia Code enables localities to provide use value taxation that can assist owner in keeping their land as forests. Under use-value taxation, properties are taxed based on the productive value of the land rather than the current market value, which results in lower property taxes.For county and city governments, maintaining forest land is beneficial, as land devoted to forest land use generally requires less cost in providing services than more intensive uses. However, property in forest land use does result in less revenue to local governments. As a result, the General Assembly established the Forest Sustainability Fund in 2022 for localities to apply for an allocation from the Fund to help offset lower, or forgone tax revenue. Forgone revenue is the fair market value of forest land minus the forest use value of forest land times the locality tax rate.The Code states that monies will be used for public education, outdoor recreation or forest conservation.
