Section 1: Purpose and Summary of Services

The Alabama Department of Conservation and Natural Resources (DCNR) - State Parks Division - (PARKS) requests submissions of sealed proposals from qualified marketing and communications firms to provide the services outlined herein as requested by PARKS.

PARKS seeks to implement a comprehensive marketing and communications strategy that promotes public awareness and engagement, organizes special events, increases visitation, and enhances the overall brand identity of Alabama State Parks, with the goal of increasing attendance and bolstering their economic impact to the State of Alabama.

This RFP contains a scope of services and deliverables for a fully-integrated marketing and communications firms)

("Offeror") to assist PARKS in creating and implementing a large-scale and cost-effective program that will engage and inform the general public, stakeholder professionals and organizations, the media, and others. The firm(s) must be registered in the State of Alabama and work closely with PARKS to successfully provide these services statewide.

Key priorities include community improvement, workforce development, emergency preparedness, and youth and adult programs. The council supports initiatives that promote economic development, training, and technology resources to benefit local citizens.

ADECA Family Violence Prevention and Services Act Grant Program

The Family Violence Prevention and Services Act (FVPSA) grant program assists the state in efforts to

• prevent incidents of family violence, domestic violence, and dating violence:
• provide immediate shelter and supportive services to victims of family violence and access to community-based programs for victims of family violence, domestic violence, or dating violence and their dependents;
• provide specialized services for children exposed to family violence, domestic violence, or dating violence, including victims who are members of underserved populations. 45 CFR § 1370.10(a).

FVPSA programs operate on the federal fiscal year calendar of October 1st—September 30th. A Request for Applications will usually be issued early spring for applicants seeking funding consideration. Funding decisions will depend on the availability of funds. Awards are for a 12-month period.

Funds from these awards cannot be used as a direct payment to victims or their dependents.

A funding match of at least 20 percent is required for an existing program.

Beyond availability of funds, factors that govern the funding decisions for these grants include how complete the grant application is upon submission and the need for financial support as demonstrated by the application narrative, project expectations (goals and objectives), project coordination and implementation, and monitoring and evaluation.

The National Coastal Resilience Fund (NCRF) aims to protect coastal communities through nature-based solutions, enhancing habitats while addressing the growing threats of climate change. Established in 2018, the fund focuses on restoring vital ecosystems like marshes and reefs to mitigate flooding impacts. Alabama Housing Finance Authority 

AHFA was created in 1980 by Act No. 80-585 of the Alabama Legislature. AHFA is a public corporation and instrumentality of the State of Alabama dedicated to serving the housing needs of low- and moderate-income Alabamians. AHFA creates housing opportunities through the affordable financing of single- and multifamily housing.


Since 1980, AHFA has helped more than 90,000 Alabamians purchase a home and provided funding for more than 65,000 rental housing units — serving as Alabama’s affordable housing resource.

HOME Investment Partnerships Program

The HOME Investment Partnerships Program (HOME) is a federally funded program established in 1990 as part of the Cranston-Gonzalez National Affordable housing Act (the “Act”). HOME provides funding to developers to construct new, affordable rental housing. 

AHFA, as Alabama’s HOME program administrator, conducts a competitive application cycle. As it does with housing credits, AHFA implements action plans each year, which include selection criteria, an evaluation process, design quality standards, environmental requirements, and compliance monitoring procedures.

In order to ensure programs benefit the greatest number of Alabamians possible, HOME funds are combined with housing credits. Leveraging these two sources of funds allows projects to target additional low-income families. 

The Exhibitions Abroad Support Grant Program, initiated by the Japan Foundation in New York, offers financial aid to U.S. museums and art institutions organizing exhibitions that showcase Japanese art and culture internationally. This program supports a range of events, including biennials and triennials featuring Japanese artists. Eligible applicants are non-profit organizations from designated states, with a focus on promoting cultural exchange and understanding through art.

The Asian Cultural Council's Individual Fellowship provides artists, scholars, and arts professionals from Asia and the United States with opportunities for self-directed cultural exchange and research in unfamiliar regions. This program supports activities such as interviews, workshops, and archival research, fostering cultural immersion and collaboration. With a funding limit of $35,000, the fellowship encourages innovative proposals that enhance creative perspectives and relationships among peers, while also ensuring strong eligibility criteria for applicants.

The Asian Cultural Council's New York Fellowship offers a transformative six-month program for artists, scholars, and arts professionals from Asia. Participants engage deeply with New York City's vibrant cultural landscape, attending performances, exhibitions, and workshops while building networks with local communities. This unique opportunity fosters peer-learning and individual artistic development, encouraging fellows to incorporate their experiences into their practices and contribute to their home cultures. Entergy’s Open Grants Program aims to enhance community well-being through funding initiatives in arts, education, social services, and community improvement. The program prioritizes support for organizations that serve diverse populations, including children and low-income communities. Eligible entities must have 501(c)(3) status or equivalent nonprofit recognition. Applications should be submitted three months in advance, allowing ample time for review.
