Clifford H. Spicer Memorial Scholarship
Clifford Spicer, founder of Spicer Engineering, was a registered professional engineer and professional land surveyor. A finer gentlemen and engineer I have yet to meet.” Mr. Spicer died in 1997 at the age of 94.
