South Carolina Arts Commission

The mission of the South Carolina Arts Commission is to expand access to the arts and foster creativity for all South Carolinians.

For more than 50 years, the agency has worked to build a thriving arts environment that benefits all South Carolinians, regardless of their circumstances or where they live.

We help artists and arts providers offer unique arts experiences to residents and visitors. From free poetry readings and gallery crawls to sweetgrass basketry workshops and ticketed dance, music, or theatre performances, they create an environment that contributes to quality of life from three “corner” counties of Oconee, Horry, and Beaufort to the 43 arranged inside.

Since 1967, the SCAC has awarded more than $132 million in grants to artists, arts organizations, school districts, schools, and teachers!

Public Art Grants

Purpose

This grant provides support for art that is created intentionally for a space in the public realm, regardless of whether it is situated on public or private property. Projects can be located indoors or outdoors, but must be free and accessible to everyone. Public art projects are limited to murals, sculptures, light installations, and sound installations.

Funding type: Reimbursement.

Use of Funds

Eligible expenses include, but are not limited to:

• Maintenance, repair, and revitalization of existing public art pieces.
• Artist stipends and fees including design, project management, and travel.
• Art installation, fabrication, and associated costs (site preparation, artwork transportation, machinery and equipment rental).
• Consultant and contractor fees (consultants and contractors can include architects, conservators, preservationists, historians, engineers, electricians, lighting consultants, etc.).
• Documentation, marketing, and signage.
• Development of a public art tour.
• Public art focused workshops and programs.

If you are hiring artists or teaching artists

For all grant-funded activities (including group lectures, demonstrations, performances, residencies, and short-term arts teaching experiences), the use of S.C. Arts Directory members is required for school and school district grantees and encouraged for grantees that are organizations.

Artists identified as Verified Teaching Artists on the S.C. Arts Directory have been additionally vetted by SCAC through the submission of sample lesson plans, recorded teaching samples, and letters of recommendation. For any grantee whose grant-funded activities are for K-12 student services, SCAC encourages the use of Verified Teaching Artists. Many school districts require the use of SCAC Verified Teaching Artists for classroom residencies. If working in a school environment, always check with both the individual school and the school district about policies related to hiring artists, arts organizations, and teaching artists.

Indirect Cost Limitation

No more than 10% of the total grant funds may be used for indirect costs (general overhead expenses not directly tied to the project). The remaining 90% must go toward direct costs, which are necessary to carry out the funded project.

• Examples of direct costs: Artist fees, program supplies, travel for project activities, and venue rental.
• Examples of indirect costs: Administrative salaries not directly working on the project, office rent, utilities, and general office supplies.

This ensures that most of the funding directly benefits the project while allowing some flexibility for necessary overhead costs.

Matching Requirements

1:1 (grantee:SCAC)

• Up to 50% of the grantee’s match may be through an in-kind donation of materials and/or contracted services.
• An example of “in-kind” is a contracted fee that is waived or discounted as a donation to your project.
• Another SCAC grant and/or federal funds may not be used to match your award.

The Artist Creative Practice Grant by South Arts supports individual artists in various disciplines by funding professional development opportunities. This grant ensures that artists can access vital experiences that enhance their careers, covering up to 2/3 of the total costs with awards ranging from $500 to $3,000. By promoting artistic growth, South Arts aims to elevate the cultural landscape of the Southern United States and foster meaningful connections within communities.

Arts in Community Grants

Program Description

Arts in Community Grants are designed to support deeper engagements between Southern communities and artists. Through these grants supported by the National Endowment for the Arts, we aim to increase access to the arts, expand audiences for artists, and broaden our reach. Eligible projects require a Southern artist/company visiting another Southern state for public activities, offering access to arts programming by professional artists. Funding supports Southern film directors, traditional artists, visual artists, performing artists, or writers:

• film (documentary, fiction, experimental, and animation),
• traditional arts (music, dance, storytelling, and visual arts/crafts),
• visual arts (crafts, drawing, experimental, painting, photography, sculpture, and mixed media),
• performing arts (theater, music, opera, musical theater, and dance), and
• literary arts (fiction, creative nonfiction, and poetry).

Projects require an artist or artist ensemble and a host or partner organization. Project must include at least two in-person or live, virtual public activities – both a public presentation (a film screening, performance, reading, or exhibition) and an educational/community engagement activity (a workshop, demonstration, lecture, facilitated discussion, or master class). The grant requires a dollar-for-dollar cash match.

The Emerging Traditional Artists Program (ETAP), presented by South Arts Inc., supports early-career traditional artists from Appalachian Regional Commission-designated counties. With a $5,000 award, artists can access training, networking, and mentorship opportunities to enhance their skills and community impact. This initiative aims to preserve traditional arts and culture while fostering a new generation of artists dedicated to their craft and cultural heritage.

The Gridiron Veterans Scholarship, provided by the Bob Woodruff Foundation, offers essential financial support for military veterans and first responders. This initiative focuses on wellness, rehabilitation, and recovery programs, ensuring participants can access mental health services, physical therapy, and holistic resources. The foundation prioritizes those facing emotional and physical challenges, empowering them to overcome barriers and improve their quality of life through customized, evidence-based support.

St. Mark's Episcopal Church in Port Royal, SC, fosters an inclusive, Christ-centered community dedicated to love and outreach. The Endowment and Investment Fund supports initiatives aligned with this mission, providing grants starting at $1,000 for community outreach, education, and assistance to underserved populations. With a focus on responsible stewardship, the fund comprises a Permanent Endowment Fund and a General Endowment Fund, ensuring lasting impact through sustainable ministry and community development.

The South Carolina State Firefighters’ Association was founded in 1905 by a group of determined fire service leaders committed to strengthening the fire service through education, training, benefit provision, and legislative representation. Today, our mission stands: to serve the membership as the leader in fire service advocacy, benefits, education, and safety, while acting as the steward of the Firemen’s Insurance and Inspection Fund.

Sam Carbis Scholarship

The Sam Carbis Scholarship is presented to an Association member who is seeking assistance for volunteer firefighter recruit training.

Sam Carbis invented the aluminum fire ladder and later started the Sam Carbis Solutions Group, LLC, and the company annually funds the scholarship to support Sam’s mission. All completed applications will be reviewed by the Foundation Board to determine whom the scholarship will be awarded. The Foundation Board and Sam Solutions Group, LLC can provide one or more scholarships as agreed by both organizations.

As part of the application, the applicant must also scan and submit a letter of support from their fire chief and a letter of support from anyone of their choice.

South Carolina State Firefighters’ Association

Lieutenant Taylor A. Graham Memorial Scholarship

Lieutenant Graham served in the fire service for more than 30 years, dedicating his career to protecting citizens across Greenville and Spartanburg Counties. He proudly served 22 years with the City of Greer Fire Department as a Lieutenant and was also a member of the Greenville County Emergency Response Team (ERT). Beyond his years of service, Lieutenant Graham was deeply passionate about mentoring and teaching future firefighters. As an instructor at the fire academy, he took great pride in helping develop the next generation of fire service professionals and was honored to share his knowledge and experience with others entering the profession.

The Graham family has established an annual scholarship in remembrance of Lieutenant Taylor A Graham’s dedication and passion for the citizens of Greenville and Spartanburg Counties, and South Carolina’s fire service.

Applicants must complete the application, offer a letter of support from the applicant’s Fire Chief, and provide a general reference letter of support from a person of the applicant’s choosing. 

The Philip L. Van Every Foundation provides grants to 501(c)(3) organizations in North and South Carolina, focusing on education, healthcare, human services, and the arts. With a commitment to strengthen communities and support fiscal responsibility, the foundation aims to enhance lives through meaningful projects. Organizations must demonstrate a track record of success to be eligible for funding, which is generally awarded for special projects and capital needs.

Chief Louis Behrens Scholarship

Co-founder of the South Carolina State Firefighters’ Association, Chief Louis Behrens was fire chief in the City of Charleston for 25 years and was a faithful member of his department for a total of 58 years. Chief Behrens was the creative visionary and served as the Association’s first and longest serving President. Chief Behrens worked to promote and led the South Carolina Firefighters’ Association for 27 years and was instrumental in the passing of the Fireman’s Fund Bill, known today as the One Percent Fund.

The Foundation has established an annual scholarship to honor the dedication and love that Chief Louis Behrens gave to the citizens of the state of South Carolina and South Carolina’s fire service.

Chief Jim Stone Scholarship

Chief James Casper Stone Jr., a 50-year veteran, joined the Darlington Fire Department in 1962. In 1984, he was promoted as the City of Darlington's first full-time Fire Chief fulfilling and living his dream every day until his retirement in 2012. Chief Stone led his department with dedication, determination, drive, and a kind spirit that reached deep into his community. He was instrumental in preserving the town’s first horse-drawn fire engine for perpetual display the community continues to enjoy. In addition to his tenure with the fire service, Stone was an active, lifetime member of his church, and served on numerous community boards including Darlington County Council.

The Stone family has established an annual scholarship in remembrance of Chief Jim Stone's dedication and passion for the citizens of the City of Darlington, Darlington County, and South Carolina’s Fire Service.  

Applicants must complete the application, offer a letter of support from the applicant’s Fire Chief, and provide a general reference letter of support from a person of the applicant’s choosing.

Chief Carter Jones Leadership Scholarship

Carter Jones served the people of Clarendon County as fire chief for 22 years. Chief Jones, involved in the fire service for over five decades, was the 33rd president of the South Carolina State Firefighters’ Association. Chief Jones has worked for many years to promote and lead the Association to the betterment of its members. Carter loves history and works tirelessly to document the history of the South Carolina fire service on a statewide and local level. Carter is the definition of a leader and is dedicated to his community and his church. Carter personifies all which the Foundation represents.

The Foundation has established an annual scholarship to honor the dedication and love that Chief Jones gives to the citizens of the state of South Carolina and South Carolina’s fire service.

Applicants must complete the application, offer a letter of support from the applicant’s Fire Chief, and provide a general reference letter of support from a person of the applicant’s choosing. 

The ASB Research Award (Professional), offered by the Association of Southeastern Biologists, honors outstanding research by professional members (not students) with a $1000 grant. Applicants must be the primary author of a manuscript published after the last ASB annual meeting and must present their findings at the upcoming annual meeting. The awardee is recognized at the Closing Banquet, emphasizing the importance of attendance. This initiative promotes scientific advancement and networking among biology professionals.

Eastern Carolina Community Foundation

Eastern Carolina Community Foundation, founded in 2006, is the newest community foundation in South Carolina. We have a permanent endowment to meet the changing needs of the Pee Dee.

Eastern Carolina Community Foundation improves the quality of life in our area of South Carolina through inspired philanthropy and innovative community programs. We serve Chesterfield, Darlington, Dillon, Florence, Marion, Marlboro, and Williamsburg Counties.

Scholarships

Eastern Carolina Community Foundation partners with donors to administer 12 scholarship funds for the benefit of students in the Pee Dee. All scholarship opportunities are established through specific funds established at ECCF with criteria determined by the donor. 

Christine Sides Fisher Arts and Music Education Scholarship

The Christine Sides Fisher Arts and Music Education Scholarship has been established by Christine and Tim Fisher in support of students who are seeking higher education in the field of performing arts and music education.

The fund provides up to a $10,000 4-year scholarship, awarded as a $2,500 multi-year scholarship to a Florence 1 Schools student or alumni pursuing an education degree in the field of performing arts education.

Students will receive a $2,500 award in their 2nd, 3rd, and 4th years of enrollment as long as proof of passing grades and enrollment in the performing arts department of the South Carolina educational institution or the University of North Carolina at Pembroke are submitted to Eastern Carolina Community Foundation by July 1 of each subsequent year.

Dabo's All in Team Foundation Grant Program aims to support local South Carolina organizations in need of financial assistance for projects that align with its mission to address critical education and health issues. By providing funding opportunities, the program seeks to empower organizations with innovative solutions that can positively impact their communities. This initiative fosters collaboration among groups dedicated to improving lives across the state, ensuring that valuable ideas receive the support they deserve.

The Southern Documentary Fund (SDF) offers a Production Grant aimed at supporting Southern documentary filmmakers. With funding made possible by the MacArthur Foundation, SDF prioritizes nonfiction projects in production that showcase the rich tapestry of Southern stories. Up to seven grants of $15,000 each will be awarded to help elevate underrepresented voices and narratives. Applicants must have ties to Southern states and meet specific eligibility criteria to apply.

The Connecting Joy Grant, provided by the Joy in Childhood Foundation, aims to enhance the hospital experience for children battling illness through engaging gaming programs. This initiative supports children's hospitals and nonprofits by funding equipment, staffing, and connectivity, ensuring children can enjoy gaming at their bedside. With grants ranging from $25,000 to $150,000, the program focuses on offering joy and distraction, helping young patients cope with their hospital stays while facilitating connections with peers.

The Dunkin’ Prom Grant, provided by the Joy in Childhood Foundation, aims to bring joy to teenage patients unable to attend their own prom due to illness. By funding hospitals to host prom-like events, the program ensures these patients experience this significant milestone. Grants typically range from $20,000 to $50,000, supporting the creation of memorable events with themes, food, entertainment, and formal wear for the teens, making a positive impact in their lives.

The Dunkin' Joyful Spaces Grant supports children's hospitals and community health centers in creating joyful environments for pediatric patients. Launched in 2022, this initiative helps fund play areas, healing gardens, and other kid-friendly spaces, enhancing the hospital experience. Grants typically range from $25,000 to $65,000 annually, with a maximum of $150,000 over three years. This opportunity encourages creativity in designing spaces that provide comfort and joy to children and their families during hospital stays.

The Dogs for Joy Grant, funded by the Joy in Childhood Foundation, supports the integration of trained facility dogs in pediatric hospitals. These dogs provide emotional support, help children cope with medical procedures, and enhance overall well-being. The program aims to increase the presence of in-residence dogs, as research highlights their positive impact on reducing anxiety and improving patient outcomes. Grants typically cover multi-year funding, promoting innovative animal-assisted therapy approaches in healthcare settings.

The Lowcountry Scholarship for Nontraditional Students offers financial aid up to $5,000 for eligible nontraditional students attending accredited technical colleges in South Carolina. Aimed at those in Beaufort, Colleton, Jasper, and Hampton counties, it supports individuals ineligible for most federal and state aid. Applicants must maintain a 2.5 GPA and meet specific criteria, including being a returning learner or having obtained a GED. This scholarship is renewable for up to two years, fostering educational opportunities for underserved populations.

The Truliant Foundation Scholarships, established in 1996, have awarded over $265,000 to more than 250 high school seniors pursuing higher education. The Clyde Padgett Scholarship specifically offers $2,500 to eligible applicants who are members of a North or South Carolina credit union, maintain a GPA of 3.0 or higher, and enroll as full-time students in the 2025-2026 academic year. This initiative supports first-time college students, including dependents of Truliant employees.

The South Carolina Department of Education is offering funding through the Abstinence Until Marriage Evidence-Based Programs RFP. With approximately $546,972 available, grants will be awarded to nonprofit organizations to implement evidence-based teen pregnancy prevention programs that promote abstinence until marriage for youth aged 10-19. These programs must comply with Title V, Section 510 requirements and be certified by the National Abstinence Education Association, ensuring they adhere to the South Carolina Comprehensive Health Education Act.

Foothills Community Foundation

In 1999, the founding members of Foothills Community Foundation shared a vision for our community. They focused their time, resources, and mission to promote philanthropy and provide a catalyst for giving in Anderson, Oconee, and Pickens Counties.

Today, our leaders share the same vision. We work to inspire participation in philanthropy and retain the charitable wealth in our community to positively impact lives now and for future generations.

Scholarships

Several different scholarship funds have been established by individuals, companies, and organizations wanting to assist individuals with furthering their education. All qualified applicants will be graduating high school seniors except for renewal options specifically noted.

Irvin Cauthen Scholarship

Seniors from Anderson, Oconee, or Pickens County who plan to major in business or engineering at Anderson University, Florida State University, Clemson University or Georgia Tech are qualified. This scholarship is renewable.

Scholarship funds are awarded for one academic year. A renewal application is required for each academic year with demonstration of being in good standing at their school of choice.

South Carolina State Firefighters’ Association: Media Award

Presented to an individual or organization, the Media Award recognizes outstanding positive media promotion of the South Carolina fire service. Nominations must include an article, video, sound bite, poster, or any other form of media used to inform the public and include a measurable result as a result of the aforementioned news coverage. The award recognizes exceptional coverage of the fire service and is not presented yearly but on nominations of merit.

The Association’s award for Media shall be presented to a public media (television, radio, newspaper, magazine, website) for outstanding promotion of the Fire Service by presenting the Fire Service (Department) in a positive manner. The action taken by the media should positively impact both the local Fire Department and/or fire service and the public. Can be for an individual or media entity.

Nominee Criteria

All nominations must include an article, video, soundtrack, poster or any other media used to inform the public. There should be a measurable result from the actions taken by the media, such as, documented positive public opinion, reduction in fires, improved services, etc. This award is not intended for normal media coverage, but for exceptional coverage of the fire service in South Carolina.

The Barrier-Free Arts SC Grants aim to empower arts organizations in South Carolina to enhance accessibility for artists and constituents with disabilities. Over three years, grantees will receive tailored professional development and support to create and implement accessibility plans. Funding includes up to $3,500 in the first year and $5,000 in subsequent years, with a matching requirement in years two and three. Eligible organizations must be in good standing and possess the authority to modify their facilities.

The Art of Community: Rural SC Grants, offered by the South Carolina Arts Commission, aims to enhance community access to the arts in rural areas. By supporting arts-based projects, this grant encourages public engagement and collaboration among local residents. Eligible applicants include nonprofit organizations, colleges, and government entities. Priority is given to projects that develop artistic skills and foster creativity, addressing specific challenges faced by rural communities in South Carolina.
