• To help microenterprises startup and growth through a Rural Microloan Revolving Fund.
• Provide training and technical assistance to microloan borrowers and micro entrepreneurs.

Microenterprise Development Organizations must demonstrate experience in managing a Revolving Loan Fund, or:

• Certify that it or its employees have received education and training from a qualified microenterprise development training entity so that the applicant has the capacity to manage such a revolving loan fund.
• Demonstrate that it is actively and successfully participating as an intermediary lender in good standing under the U.S. Small Business Administration (SBA) Microloan Program or other similar loan programs as determined by the Administrator.

 What kind of funding is available?

• Grants are available to provide technical assistance to rural micro-entrepreneurs or microenterprises, up to $205,000 annually.
  • Funding at the requested level is not guaranteed, and at least 15 percent matching funds are required.
• Loans of $50,000 to $500,000 may be used for establishing a Rural Microloan Revolving Fund managed by the Microenterprise Development Organization.
  • Total aggregate debt is capped at $2.5 million.

NCRC Field Empowerment Fund (FEF) - Housing Counseling Services

The Field Empowerment Fund (FEF) empowers NCRC network members to level up established service lines.

The Housing Counseling Services series within FEF supports HUD-approved housing counseling agencies in driving homeownership, such as through pre-purchase counseling. In addition, the program builds agency knowledge on heirs’ property challenges to better equip first-time and low-income homebuying households with the know-how to retain intergenerational wealth.

In doing so, FEF-HCS aims to help underserved families begin their homeownership journey, with an additional goal of ensuring foresight into the long-term future of their home purchase.

The FEF-HCS series is funded in partnership with Key Bank and HSBC, and targets communities within the Key Bank and HSBC branch footprints.

Through these partnerships, $2.5 million in Key Bank geographies and $1.5 million in HSBC geographies has been allocated for the subgrants for direct-to-client housing counseling services that will be awarded in three rounds in the FEF-HCS track.

With grants ranging from $1,000 to $50,000, the program aims to foster economic development and ensure equal access to basic necessities. Eligible organizations include tax-exempt nonprofits, government entities, and public schools, emphasizing diversity and inclusion in their community-focused efforts.

Full-time undergraduate engineering and pre-engineering students in Delaware pursuing HVAC&R-related studies can receive up to US $3,000 through the ASHRAE Region III Setty Family Foundation Scholarship. Focused on higher education in mechanical and building systems engineering, this award from the American Society of Heating Refrigerating & A C Engineers may benefit college-bound students connected to preschool-serving families.

The FCIDD Nonprofit Project Grants are designed to support 501(c)(3) organizations working with individuals with intellectual and developmental disabilities across various states. Grants are awarded for projects that enhance accessibility, provide educational opportunities, and promote community engagement. The foundation encourages collaboration with local Civitan clubs, particularly in October and March funding rounds, while also offering open applications in July. Since 2007, this initiative has contributed over $27 million to improve health outcomes and advance equity across the state.

The Community Facilities Grant Program in Delaware offers crucial funding for the development of essential community facilities in rural areas. Aimed at public bodies, non-profits, and tribal entities, it supports projects that enhance local services such as healthcare, public safety, and education. Eligible areas include rural communities with populations under 20,000. Funding can cover construction, equipment purchases, and related expenses, promoting sustainable growth and improved quality of life in eligible regions.

The Collaboration Fund: Implementation Grant supports sustained collaborations among Delaware nonprofits, ranging from back-office consolidations to joint ventures. Grants up to $30,000 cover one-time costs for implementing these collaborations. Eligible applicants include tax-exempt organizations providing services in Delaware, including partnerships with national entities. The fund aims to enhance the effectiveness and financial health of the nonprofit sector in Delaware by alleviating barriers to collaboration.

The Garden Club of America Award in Coastal Wetlands Studies supports graduate students engaged in coastal wetlands research. Established through the Rockefeller Environmental Education Fund, this scholarship promotes conservation by funding field work in tidal and nontidal wetlands across coastal states, including the Great Lakes. Eligible applicants must be enrolled in a U.S. graduate program and can propose their own wetlands study. Each year, the DCF awards millions of dollars in grants to support the work of nonprofits addressing Delaware’s greatest needs and opportunities, with an eye to building opportunity and advancing equity.

21st Century Children's Fund: Education or Financial Assistance

Education programming or Financial assistance programs for at-risk children or young adults up to age 21 to participate in programs or experiences that help them define their strengths, improve their self-esteem, and build a sense of hope for the future. 

These small grants will fund programs that have a direct line of sight to the child or children benefiting from funding. These programs can include but not limited to scholarships, field trip experiences, extra-curricular activities and more for at-risk children or young adults up to age 21. 

The Quintin E. Primo Jr. Fund for Racial Justice and African American Empowerment Fund, managed by the Delaware Community Foundation, will open for applications in March 2025. This fund offers small grants ranging from $1,000 to $2,500 to support educational programs and initiatives that promote racial justice and empower African American communities. It aims to foster positive change and enhance opportunities for education and engagement.

Walls & Turner & Freida Dolby Fund- Animal Welfare

These grants will fund programs that support animals and their welfare. This includes but is not limited to:

• Assist in the training of professionally trained seeing-eye dogs and service assistance dogs for blind individuals, deaf individuals and/or individuals with mobility impairments and/or other physical disabilities
• Provide support services in connection with the placements of such dogs with eligible recipients who are residents of the State of Delaware who demonstrate a drive to become more independent and who would not be able to acquire such dogs without financial assistance
• Encourage the humane treatment of animals in Delaware through education of the public, adoption of animals without owners, neutering, and enforcement of laws governing the humane treatment of animals.

Awards will range from $2,500 to $7,500.

The Dave Ryerson Fund and the Beekhuis Community Fund provide small grants to support the arts in Delaware. These grants are aimed at both small organizations and larger entities with specific projects, promoting performing, visual, literary, media, or folk arts.
