Department of For-Hire Vehicles (DFHV)
Notice of Funding Availability (NOFA) FY 2027 Transport DC Grant Program
The Government of the District of Columbia, Department of For-Hire Vehicles (“DFHV” or “Department”), is soliciting applications from all eligible DFHV licensed taxicab companies (“Taxicab Companies”) with current DFHV Digital Taxicab Solution (“DTS”) licensing and Operational Authority to operate DFHV’s Transport DC (“TDC”) program. The TDC program has been in operation for the past seven years providing an alternative transportation service to the Washington Metropolitan Area Transit Authority’s paratransit services entitled MetroAccess. Current TDC providers support a cost-effective, curb-to-curb service for eligible and active MetroAccess customers. Transport DC customers may take up to ten (10) one-way trips (or five (5) round trips each month) to any destination within the District of Columbia (“DC”).
This program is expected to start at the beginning of Fiscal Year 2027 (“FY27”) and throughout the year without interruption after potential applicants are awarded a grant. DFHV will expect the awardee, or awardees, to participate and commitment staff to monthly advisory meetings, monthly provider meetings, and respond to any information and reporting requests immediately or upon a reasonable response time. An applicant should describe in detail who those program points of contacts shall be and tour of duty schedule.
DFHV is seeking candidates with an expertise in paratransit, on-demand, and pre-booking up to twenty-four hours of a requested pick-up. In addition, the selected applicant must be located within the District of Columbia and must comply with Title 31 of the District of Columbia Municipal Regulations in its entirety with an emphasis on: Chapter 9, Insurance Requirements for Public Vehicles-For-Hire in its entirety including Applications and Scope pertaining to WAV vehicles; Chapter 16, Dispatch Services and District of Columbia Taxicab Industry CO-OP, and Chapter 18, Wheelchair Accessible Paratransit Taxicab Services. DFHV is seeking to leverage the capacity of the local for-hire vehicle industry and use innovations and best practices to include on-demand mobility fields to provide an innovative TDC transportation solution to enhance an already popular and highly visible program while including advocates, DFHV’s Project Lead, and other stakeholders’ input and suggestions.

Office of the Deputy Mayor for Public Safety and Justice
The Office of the Deputy Mayor for Public Safety and Justice (DMPSJ) was reconstituted in 2011 to provide guidance, support and coordination of public safety and justice agencies of the District of Columbia. The role of the agency was expanded to include oversight of service programs that previously operated as independent agencies. DMPSJ provides agency oversight and support for citywide public safety and justice related policies, activities and initiatives under its jurisdiction including:
Safe and Secure DC Nonprofit Fund
Purpose
The grant will improve and increase the physical/cyber security and facility/target hardening of nonprofit organizations’ facilities at risk of a terrorist or other extremist attack, safeguarding the lives and property of District residents and visitors. All grant activities must be linked to enhancing the security and safety at the physical site of the nonprofit organization. This grant will prioritize preparedness activities of nonprofit organizations that are at high risk of a terrorist or other extremist attack, with broader state and local preparedness efforts.
The grant will fund activities implemented by nonprofits in three focus areas (enhancing the protection of soft targets/crowded places; planning; and/or exercises and training). The Program shall be funded in accordance with D.C. Official Code § 1-301.192 (d)(1) and will be awarded as a grant to the selected recipients.

Urban Tree Canopy Analysis Grant
The Urban Forestry Division (UFD) within the District of Columbia Department of Transportation (DDOT) is soliciting detailed proposals from organizations to conduct an Urban Tree Canopy (UTC) analysis. The project is funded by the United States Forest Service through its Cooperative Forestry Assistance program.
The applicant will compile and provide a comprehensive UTC assessment report for DDOT-UFD. The report will estimate the current extent of the District of Columbia’s UTC and will incorporate data from this and previous studies. Previous UTC analyses were conducted in 2006, 2011, 2016, and 2020. The report will highlight programs, initiatives, trends, opportunities, and ongoing challenges to achieving and sustaining the District’s 40% canopy goal. The report will include a discussion on the results as well as broad recommendations. Interested local government, non-governmental, and community-based organizations may apply for Fiscal Year 2026 UTC analysis funds. Individual proposals should not exceed $100,000.

The DC Commission on the Arts and Humanities (CAH) is an independent agency in the District of Columbia government. First established in 1968, it evaluates and initiates action on matters relating to the arts and humanities. Additionally, CAH encourages programs and the development of programs that promote progress in the arts and humanities. CAH is the designated state arts agency for the District of Columbia. It is supported primarily through District government funds. Additionally, it receives partial support from the National Endowment for the Arts.
Projects, Events, or Festivals
Projects, Events, or Festivals (PEF) furthers CAH’s mission by encouraging progress in the arts and humanities in the District of Columbia by supporting Individuals and non-profit arts, humanities, arts education, and service organizations who significantly contribute to the District of Columbia as a world-class cultural capital. This grant opportunity program goals:
PEF is open for projects of all sizes that show District impact and engage District residents and visitors.
CAH encourages community-based projects that share characteristics such as geographic location, common interests, or community impact. Arts and humanities projects may include but are not limited to: concerts; visual arts exhibitions; literary readings; or festivals that feature dance, folk art, film, music, theatre and other art forms.

Office of the Deputy Mayor for Planning and Economic Development
The Office of the Deputy Mayor for Planning and Economic Development (DMPED) assists the Mayor in the coordination, planning, supervision, and execution of economic development efforts in the District of Columbia with the goal of creating and preserving affordable housing, creating jobs, and increasing tax revenue. DMPED pursues policies and programs that create strong neighborhoods, expand and diversify the local economy, and provide residents with pathways to the middle class.
Washington, DC Global Soft Landing Grant
The Office of the Deputy Mayor for Planning and Economic Development (“DMPED”) invites the submission of applications from qualified organizations for a grant under the Washington, DC Global Soft Landing (“GSL”) initiative (the “Program”). The purpose of the GSL Initiative is to support international entrepreneurs, startups, and companies seeking to establish operations in the District of Columbia (“District”).
The GSL initiative connects international entrepreneurs and startups to a network of economic developers, local government, universities, chambers of commerce, and business service providers to support a successful market entry into Washington, DC. Through the Program, DMPED intends to award funds to a Program Operator to manage and coordinate a comprehensive suite of services for international companies navigating the U.S. market entry process (“Project”). Grant funds are intended to support the day-to-day operations of the GSL initiative, as further outlined in the RFA.

Leaders of Tomorrow – Youth Violence Prevention Grant
The Office of the Attorney General (“OAG”) is seeking proposals from non-profit Community-Based Organizations (CBOs), interested in operating the Leaders of Tomorrow: Youth Violence Prevention Grant Program to identify and mitigate risk factors associated with youth violence and contribute to the long-term wellbeing and success of young individuals. OAG recognizes the importance of providing financial support to local non-profits dedicated to identifying and mitigating risk factors associated with youth violence. These organizations play a crucial role in developing strategies that align with promising and evidence-based approaches, ultimately contributing to the long-term wellbeing and success of young individuals. OAG will make up to $100,000 in funding per grant per organization available for Fiscal Year 2025. Total grant funding will not exceed $500,000.
