CDBG - Emergency Assistance Program (EAP)

​Program Overview

The Community Development Block Grant -Emergency Assistance Program CDBG-EAP (PDF) is administered by the Wisconsin Department of Administration, Division of Energy, Housing, and Community Resources (DEHCR) under Title I of the Housing and Community Development Act of 1974, as amended. CDBG-EAP funds are used to assist local units of government in addressing emergency housing, public facility, infrastructure, and business assistance needs that occur as a result of natural or manmade disasters.  

The CDBG - Emergency Assistance Program includes funding for: Public Facility/Infrastructure Assistance; Housing Rehabilitation Assistance; and Business Assistance.

Business Assistance

CDBG-EAP business assistance is available to eligible businesses that have been affected by a natural or manmade disaster. Funds may be awarded as a loan or a grant. To qualify, a business must demonstrate that:

• Damages are linked directly to a disaster event.
• They employ LMI individuals.
• CDBG-EAP assistance will result in creating new or maintaining existing LMI jobs.
• 51% of the jobs created and/or maintained must be held by LMI individuals.

Eligible projects include:

• Building, water system, and sewer/septic repairs
• Equipment repair/replacement
• Provision of working capital
• Other expenses not covered by insurance claims

The Hendricks Family Foundation offers capital grants exceeding $100,000 aimed at fostering local impact in Beloit, Wisconsin, and surrounding areas. Organizations must have 501(c)(3) status and demonstrate strong community partnerships and measurable program outcomes. The application process includes passing an eligibility quiz and, for those invited, submitting a full proposal. This grant supports initiatives in key areas such as workforce development, education, public safety, and community enrichment.

The Jeffris Heartland Fund Grant, provided by the Jeffris Family Foundation, supports significant historic preservation projects across several Midwestern states, including Iowa and Wisconsin. Grants range from $5,000 to $50,000, covering 50% of costs for Historic Structure Reports, requiring a dollar-for-dollar match. Eligible applicants include 501(c)(3) organizations and government agencies, focusing on projects with historical significance, architectural merit, and strong community ties. Applications are accepted anytime, with decisions made approximately 30 days after submission.

The McKnight Foundation's Midwest Climate and Energy Grant focuses on funding initiatives that address the climate crisis while promoting equity in the Midwest. The foundation supports projects that transform energy systems, decarbonize transportation and buildings, and enhance community resilience. It aims to engage diverse populations and foster innovative solutions to reduce greenhouse gas emissions and advance sustainable practices. Eligible organizations include nonprofits, governmental entities, and those in Minnesota, Wisconsin, and Iowa, with an emphasis on collaborative, impactful projects.

La Crosse Area Community Foundation

Founded in 1930, La Crosse Area Community Foundation is one of Wisconsin’s earliest community foundations. For more than 90 years, we have helped individuals, families, businesses, and professional advisors make meaningful charitable gifts that stay local and grow over time.

Today, we steward hundreds of endowed and non-endowed funds, award grants and scholarships each year, and serve as a trusted convener for people who care about strengthening the greater La Crosse community.ty.

Standard Grants Program

Standard grants are part of our historic competitive grants program to be responsive to the needs of nonprofit organizations serving La Crosse County. La Crosse Area Community Foundation has allocated grant dollars this year specifically for nonprofits seeking standard grants for result-oriented projects and programs that address a proven community need or priority aimed at making La Crosse County a better place now and for future generations. 

All grant requests that represent a portion of a capital campaign will be eligible for a maximum of $25,000. See RFP details here.

The Andersen Corporate Foundation, established in 1941, aims to enhance lives and strengthen communities where its employees reside. It has contributed over $65 million to various causes, focusing on housing, healthcare, hunger relief, and education. Grants range from $5,000 to $50,000, primarily supporting nonprofit organizations that align with these areas, particularly in communities where Andersen operates, ensuring a lasting impact on local initiatives.

The Hickory Fund Grant aims to enhance the quality of life for individuals with disabilities in Wisconsin and South Carolina. Funding supports capital campaigns, new programs, general operating support, and social entrepreneurship. Grants under $5,000 require a Letter of Inquiry, while larger grants require both a Letter of Inquiry and a full application. Notably, funds are not allocated for endowments, individual grants, lobbying, scholarships, or medical research.

The RCU Foundation Grant supports capital projects in the arts, education, and health sectors, having awarded over $10 million since 2012. Prioritizing community benefit and sustainability, it evaluates requests based on demonstrated need and organizational capacity. The foundation focuses on areas served by Royal, ensuring a significant impact on local communities in Western Wisconsin and Eastern Minnesota. It does not fund direct grants to individuals or certain operational expenses, encouraging diverse financial support for projects.

The Kohler Foundation Grant focuses on preserving art environments and cultural heritage in Wisconsin and beyond. Grants up to $10,000 support innovative projects by tax-exempt public charities and institutions. With a preference for Sheboygan County, the Foundation encourages STEAM initiatives and programs enhancing access to the arts. Recent preservation efforts include notable sites like the Garden of Eden sculpture park and Pasaquan. The Foundation believes in impactful investments that foster lasting community benefits.

The Small Business Development Grant (SBDG) in Wisconsin aims to enhance local economies by providing financial support to small business development organizations. With awards ranging from $50,000 to $250,000, the program targets local and regional Economic Development Organizations, municipalities, tribal governments, and counties to foster innovative support for small businesses. This initiative addresses the ongoing challenge of accessing capital, encouraging diverse and rural business growth while ensuring community involvement in program development.

The Fred C. & Katherine B. Andersen Foundation Grant focuses on enhancing the quality of life in the St. Croix Valley of Minnesota and Wisconsin. It supports 501(c)(3) nonprofit organizations with priorities in healthcare, education, housing, human services, civic initiatives, and environmental education. While capital requests may be considered, the foundation primarily funds operational and programmatic needs. Organizations outside the geographic area may be considered if they align with the foundation's funding priorities.

The B.A. & Esther Greenheck Foundation provides grants over $5,000 for meaningful projects in North Central Wisconsin that enhance arts, education, health, economic, and social development. Applications are accepted six times a year, with deadlines on the last Wednesday of January, March, May, July, September, and November. The foundation encourages innovative initiatives that engage diverse communities, improve well-being, and support productive citizenship, while promoting appreciation for the area’s natural resources.

The Bernick's Beverages and Vending Fund Grants aim to support organizations that align with the Bernick family's values, offering up to $150,000 in funding for 8-10 eligible groups. Focus areas include youth education and fitness initiatives, with grants ranging from $5,000 to $40,000. Eligible applicants include 501(c)(3) nonprofits, schools, and government entities within Bernick's operational regions. The foundation seeks innovative programs that foster community engagement and promote healthy lifestyles.

The Wausau Marathon County Impact Grants support innovative projects that enhance the quality of life in the greater Wausau area and Marathon County. Funded by the Community Foundation of North Central Wisconsin, these grants focus on the arts, education, health and human services, and resource preservation. They aim to provide long-term, tangible benefits to the community, encouraging nonprofits to propose impactful solutions to pressing needs.

The Wisconsin Public Service Foundation Grant supports local communities through charitable contributions, focusing on areas such as arts, education, and human services. Funded by shareholders, not utility customers, the foundation awards nearly $1.4 million annually to nonprofit organizations that enhance community quality of life. Eligible projects must align with specific funding areas and be located within the service area. The foundation encourages innovative projects that foster community engagement and development.

The Wisconsin Public Service Foundation offers Local Community Grants to support initiatives that enhance community development, health, arts, education, and the environment. Nonprofit organizations in the service areas are eligible for funding. The foundation emphasizes partnerships that promote educational opportunities and community improvement. With a history of providing financial support since 1964, the foundation encourages projects that engage local residents and foster collaboration among diverse groups. Preference is given to specific programs or projects that align with their mission.

The LCCF Mini Grants program, offered by the La Crosse Community Foundation, provides funding between $1,000 and $15,000 to nonprofit organizations in La Crosse County. With a total allocation of $100,000 for the year, the program seeks to support result-oriented projects that address community needs. Eligible organizations must be 501(c)(3) charities or have a fiscal sponsor and serve the local community, promoting engagement and social capital.

The Knowles-Nelson Stewardship State Property Development Grant Program provides $500,000 annually to support friends groups and nonprofit conservation organizations in enhancing state property facilities. Grants can reach up to $20,000 per project, with a focus on nature-based outdoor recreation and habitat restoration. Eligible projects must align with DNR plans and address unmet needs, ensuring long-term benefits. Successful applicants must comply with grant conditions and manage shared project costs effectively.

The State Property Friends Groups Grant Program allocates $500,000 annually to support friends groups and nonprofit conservation organizations in enhancing state properties. Grants can fund up to 50% of a project's costs, with a maximum of $20,000 per property. Eligible projects focus on nature-based outdoor recreation and must meet specific requirements, ensuring long-lasting improvements. Applicants are encouraged to engage with the DNR early in their planning process to ensure compliance and project success.

The WDNR offers grants totaling $250,000 annually to friends groups and nonprofit conservation organizations to enhance facilities, develop recreation projects, and restore habitats on state properties. Eligible applicants must be nonprofit entities committed to conservation and have a written agreement with the DNR. Projects should focus on nature-based outdoor recreation and address specific unmet needs in alignment with DNR management plans. Grants can cover up to 50% of project costs, promoting sustainable environmental practices.

The Capital Credit Union Charitable Giving Fund, managed by the Community Foundation for the Fox Valley Region, supports essential programs addressing food, shelter, clothing, and medical care needs in Wisconsin's Calumet, Outagamie, Winnebago, and Brown counties. Grants are available to IRS-recognized public charities and government units focused on improving community services. Organizations not meeting these criteria can apply through a fiscal sponsor. Notably, funding is not provided for projects outside the 501(c)(3) framework.

The Wisdom Family Foundation Grant Program supports organizations that empower children and strengthen communities. Founded in 2007, this 501(c)(3) nonprofit focuses on providing essential resources such as food security and educational assistance. Grants typically range from $1,000 to $5,000, with larger capital grants considered on a case-by-case basis. The Foundation operates primarily in Greater Chicago, Northern Wisconsin, and the Twin Cities, promoting a spirit of generosity and collaboration within communities.

The LCCF Nonprofit Capacity Building Grant Program, funded by the La Crosse Community Foundation, aims to enhance the sustainability and effectiveness of nonprofit organizations in La Crosse County. With $300,000 available, grants of $50,000 to $90,000 will support infrastructure investments, especially for those addressing disparities in historically marginalized communities. This program emphasizes ongoing technical assistance, fostering partnerships, and sharing best practices among grantees to build a more equitable community.

The Rural Business Development Grants in Wisconsin aim to support small rural businesses with technical assistance and training. Eligible businesses must have fewer than 50 employees and less than $1 million in revenue. Funding is flexible, prioritizing smaller requests, and can be used for various purposes, including business training, infrastructure development, and community economic growth. The program targets projects in rural areas, enhancing opportunities for local entrepreneurs and fostering economic development.

The Community Foundation of Central Wisconsin offers the Major Projects grant to support impactful community projects in Portage and Waushara counties. Annually, one project is funded with grants ranging from $25,000 to $50,000. Eligible organizations include nonprofit agencies and government entities that are tax-exempt, aiming to benefit the general public. Projects in the areas of Arts, Education, Environment, Helping People, and Wellness are encouraged, while operating expenses and political lobbying are ineligible.

Investing in Dental Care Technology: Grants to Improve Rural Dental Efficiency and Access

Funding opportunity summary

The Wisconsin Department of Health Services (DHS) is seeking applications for competitive grants to support dental clinics in adopting technologies that improve efficiency and increase access to care in rural and semi-rural communities. The Four Cedars Environmental Fund, supported by the Boreal Waters Community Foundation, offers financial assistance for programs that protect and educate about the unique natural resources of the western Lake Superior watershed. Eligible applicants include charitable organizations and those serving specific counties in Wisconsin and Minnesota. The fund aims to enrich local environmental initiatives through capital requests, start-up costs, and technical support, fostering sustainable practices within the community.
