Archives Development Program Direct Grants

This grant is solely provided by the Tennessee Secretary of State.

The  Archives Development Grant is available for the official county or municipal archives or a not-for-profit organization that has an official, legal authorization to maintain the records generated by a county or municipality to replace or purchase archival supplies to improve the storage conditions of archival collections, operations, or public accessibility. Applicants must show the archives/preservation of records as a line item in the county budget and have an active Public Records Commission that has met at least twice during the county’s fiscal year.

In fiscal year 2026, grants are available for up to $10,000.00 for improvements to local archives.

Grant funds are available for the following:

• archival shelving units
• acid-free, lignin-free folders and boxes
• other necessary archival supplies or environmental monitoring devices
• contracted conservation treatments
• hiring part-time worker
• improving online access to collections through digitization
• registration fees for webinars from approved organizations

Tennessee Department of Transportation

The Department of Transportation provides citizens of Tennessee and travelers with one of the best transportation systems in the country. TDOT consistently wins awards for its projects, highway design and innovative approach to transportation.

TDOT is a multimodal agency with responsibilities in aviation, public transit, waterways, railroads and cycling and walking. Our involvement ranges from airport improvements to funding transit buses to planning for river ports.

Section 5310: Enhanced Mobility of Seniors and Individuals with Disabilities

The purpose of the Federal Transit Administration (FTA) Section 5310 program is to improve mobility for seniors and individuals with disabilities by removing barriers to transportation services and expanding the transportation mobility options available to seniors and individuals with disabilities.

TDOT is seeking applications for Rolling Stock Projects from Non-Profit Organizations, Local Governmental Authorities, and Public Transit Agencies located in Small Urban and Rural areas of Tennessee. Public Transit Providers are also eligible to apply for Mobility Management Projects.

The Tennessee Office of Homeland Security (TOHS) has primary responsibility and authority for directing statewide activities pertaining to the prevention of and protection from terrorist related events. This responsibility includes the development and implementation of a comprehensive and coordinated strategy to secure the state from terrorist threats and attacks. Further, TOHS serves as a liaison between federal, state and local agencies, as well as the private sector, on matters relating to the security of our state and citizens.

Houses of Worship State Security Grant Program

The State of Tennessee’s Houses of Worship Security Grant is a competitive grant for eligible 501(c)(3) organizations intended to fund contracted security personnel for their religious institutions. This grant has a 12-month grant period and funds will be disbursed through a Tennessee cost reimbursement grant contract.

The Tennessee Department of Safety and Homeland Security ("Department") has been appropriated funding, from the Tennessee General Assembly, to disburse through Tennessee cost reimbursement grant contracts. No more than one (1) grant award will be made to an eligible organization in a single state fiscal year. An applicant must demonstrate the threat and vulnerability to their organization and how the grant funding will address gaps and deficiencies in their current program and capabilities. Only one applicant can apply per building, facility, physical structure, or address. As a competitive grant, funds are not awarded on a first-come, first-served basis. Each item in the application has been assigned a point value, each application will be evaluated and scored, and grant contracts will be awarded based on scores and funding availability.

Driving University Impact: Expanding the Public Exchange Network Grant

How the Public Exchange Network Works

No single university – even a large R1 – has enough faculty expertise available to meet the needs of every partner. The Public Exchange Network was designed to help universities work together seamlessly to build robust partnerships and generate more collective impact. Universities joining the network are independent but affiliated members, with full control over their own program and project portfolios. As a national network with local, on-the-ground capacity, Public Exchange Network members can also share approaches that work, scale solutions to common problems, and build cross-regional partnerships together. 

As an institutional partner in the Public Exchange Network, universities will build capacity to develop, test and implement solutions to the most urgent problems in their regions and beyond. Universities joining the Public Exchange Network get:

• The tools, templates and training they need to start right away;
• A shared brand they can plug into on day one;
• A network of faculty, past and potential partners and philanthropic relationships, benefitting everyone in the network. 

Public Exchange Network Expansion grants will cover 75-80% of the minimum estimated annual costs for two years to launch a new Public Exchange. To launch a Public Exchange, universities must have the following in place: (1) a staff executive director with experience launching and leading social impact partnerships, (2) a project seed fund, and (3) a modest operations budget. We also recommend some in-kind project management support from an existing university staff member. The grant includes a two-year Public Exchange Executive Director (ED) compensation subsidy of $300,000 to launch the Public Exchange on campus, and a 2-year license to use the Public Exchange brand. New Public Exchange Network members will also receive ongoing support and guidance from current Public Exchange leadership and staff at USC and WashU, including recruitment support and intensive training for hiring and onboarding an executive director, a sub-site on the Public Exchange website, incubation and project management support from current Public Exchange staff, and a suite of tools for developing and implementing Public Exchange projects.

Agricultural Enterprise Fund

The Agricultural Enterprise Fund (AEF) is an incentive program that supports Governor Lee’s priority of job creation and economic development by facilitating agricultural development in Tennessee. It is administered by the Department of Agriculture in conjunction with the Department of Economic and Community Development.

The AEF awards grants to starting or expanding agricultural, food, and forestry businesses; nonprofits, local governments, and other entities in Tennessee, or those whose project will be located in Tennessee. The program focuses on value-added and processing projects that benefit other producers or forest landowners.

Successful grant recipients must demonstrate a strong potential for impact on local farm income, access to markets, increased capacity or agricultural innovation.

Project Categories

Projects funded by the Agricultural Enterprise Fund must match the description of at least one of the following four categories. Many projects will potentially match the description of more than one category and applicants should indicate so on their application.

Mission

The mission of the Tennessee State Museum is to procure, preserve, exhibit, and interpret objects which relate to the social, political, economic, and cultural history of Tennessee and Tennesseans, and to provide access to educational and cultural programs and exhibitions for the people of the state.

Capital Maintenance and Improvements Grants

For the fiscal year beginning July 1, 2026, the Tennessee General Assembly included a direct appropriation in the amount of $5 million to the Tennessee State Museum “for the sole purpose of providing grants to museums with a 501(c)(3) nonprofit organization or affiliated with a governmental entity for capital maintenance and improvements” (Section 61, Item 21 of the 2026-2027 Appropriations Act). This grant will be facilitated by the State Museum and is open to museums located in Tennessee.

This appropriation is separate from any other funding provided by the State of Tennessee to a museum and must be used for the capital maintenance and improvements as described in the grant application.

The NIH Research Evaluation and Commercialization Hubs (REACH) program aims to facilitate the translation of biomedical discoveries into marketable products to enhance patient care. By funding five new academic entrepreneurship hubs, NIH will provide essential resources such as funding, mentorship, and expertise in product development. These hubs will address high-priority technologies and foster public-private partnerships, ultimately supporting the goals of federal research initiatives and addressing local health needs in underserved areas.

The purpose of the Urban & Community Forestry Program is to ensure all Tennesseans experience the numerous benefits of urban and community forests by catalyzing and supporting the growth, management, and sustainability of healthy urban and community forests in all Tennessee communities.This grant provides funding in four key areas:

• Urban and Community Forestry Management: Supports a full range of community forestry activities, from canopy assessment and planning to planting and long-term maintenance.
• Tree Planting: Focuses on projects that address tree equity, reduce urban heat, replace trees lost to storms, and create new greenspaces.
• Program Development or Capacity Building: Helps establish or grow tree boards, nonprofit organizations, and advocacy groups dedicated to urban forestry.
• Workforce Development: Expands opportunities to build a diverse, skilled workforce in the field of urban forestry through outreach and training programs.

The LPRF program is a state funded program that provides grants to eligible local government entities for the purchase of lands for parks, natural areas, greenways, and recreation facilities. The funds may also be used for trail development and capital projects in parks, natural areas, and greenways. At least 60 percent of the funds allocated will go to municipal governments as authorized by TCA 67-4-409. All land associated with the funded projects must be owned by a government entity. LPRF grant require an equal match. The Office of Outdoor Recreation administers the LPRF grants.

Tennessee Housing Development Agency (THDA) will provide HOME funding under its HOME Rental Housing Development Program for the new construction and/or acquisition and rehabilitation of rental housing projects. 

This program comprises state funds which are available as grants to eligible government agencies operating local jails that house Tennessee Department of Correction (TDOC) inmates to support the implementation or enhancement of evidence-based programming to improve offender outcomes.

Pre-clinical Investigation of anti-TFPI-mediated Rebalancing Mechanisms in Non-Hemophilic Bleeding Disorders 

There remains a scientific gap in understanding of the role of anti-TFP Imediated hemostatic rebalancing in the context of inherited or non-hemophilic bleeding disorders. This competitive grant program encourages competitive submissions focsed on generating preclinical/foundational data exploring the therapeutic potential and mechanisms of TFPI modulation in bleeding disorders other than hemophilia.

About the Emergency Solutions Grant Program (ESG)

THDA administers the federally funded Emergency Solutions Grants (ESG) Program on behalf of the State of Tennessee to fund the provision of services necessary to help persons who are experiencing homelessness or at-risk of homelessness to quickly regain stability in permanent housing.

Technology Grants

These grants are open to any public library in Tennessee for the purchase of technology for use in the library. This is a 50/50 matching grant, which means that for every grant dollar received, a matching local dollar is required. This is a reimbursement grant, so as the grantee receives applicable invoices for purchases made, the State will reimburse half of each until the grant award has been met.

Applications will be rated based on need and the applicant’s ability to meet or exceed the following terms and conditions:

• Are a recognized public library by TSLA;
• Are currently in compliance with Children’s Internet Protection Act;
• Follow the grant application procedures and meet grant application deadlines;
• Demonstrate a clear ability and designated personnel to administer the grant responsibly;
• Present realistic cost/funding estimates under $20,000.00 for the grant objective;
• Offer well-focused, specific project proposals that identify specific objects or supplies to be procured, that concentrate on promoting technology in the public library for the staff and the public.

2027 Technology Grant

The Tennessee State Library and Archives is pleased to provide a grant opportunity to public libraries across Tennessee for their technology needs. This grant is supported in part by the U. S. Institute of Museum and Library Services under the provisions of the Library Services and Technology Act.

The 2027 Technology Grant is available for public libraries to replace or purchase technology for use by staff or the public. Grant funds are available for the following:

The Childhood Asthma in Urban Settings Clinical Research Network (CAUSE) aims to enhance asthma prevention and treatment in economically disadvantaged pediatric populations. Funded by the NIH, CAUSE supports multi-site clinical studies to identify innovative strategies and treatment targets for asthma. Utilizing systems biology, the network seeks to discover specific disease endotypes suitable for new therapeutic approaches, addressing the high burden of asthma in urban settings.

The BRAIN Initiative seeks to develop innovative tools and approaches for neuroscience research, focusing on cell-specific and circuit-specific processes within the central nervous system. This initiative encourages projects that enhance our understanding of brain architecture and function through novel technologies for characterizing neural components and advancing methods for recording and modulating neural activity. Applications are invited to address significant challenges and promote transformative breakthroughs in neuroscience.

The National Institute of Mental Health is inviting research applications for the AIDS Research Center program, which includes Developmental Centers and full Research Centers. This initiative aims to enhance interdisciplinary HIV/AIDS research through collaboration and innovative approaches across various scientific domains. The program emphasizes alignment with national strategies and encourages applications from teams skilled in fostering partnerships with diverse stakeholders. Although applications are currently not being solicited, this notice allows potential applicants time to prepare strong proposals.

The Translational Transplantation Tolerance Cooperative Study Group, supported by the National Institute of Allergy and Infectious Diseases, aims to advance transplant tolerance strategies that promote long-term graft survival without lifelong immunosuppression. This initiative focuses on developing, optimizing, and evaluating methods to induce immune tolerance in allogeneic transplants through collaborative efforts across multiple centers, utilizing translationally relevant models to ensure effective outcomes.

The Asthma and Allergic Diseases Cooperative Research Centers (AADCRC) program, supported by the National Institute of Allergy and Infectious Diseases (NIAID), aims to enhance research on asthma and related allergic diseases. This initiative fosters multi-center, multidisciplinary research to explore disease mechanisms and treatment responses. By promoting clinical trials and observational studies, the AADCRC seeks to advance understanding and improve interventions for conditions such as asthma and food allergies, ultimately benefiting public health.
