Great Lakes Environmental Justice Thriving Communities Grantmaking Program

In partnership with the Midwest Environmental Justice Network, NDN Collective, and RE-AMP Network, the Minneapolis Foundation will award environmental justice grants to organizations working in and for underserved communities throughout the Great Lakes region.

Grants will be awarded to community-based nonprofits and other eligible organizations in the following three tiers:

• Tier 1: Assessment and Engagement
• Tier 2: Community Education and Planning
• Tier 3: Project Development and Implementation

We aim to distribute 30% of grant funding to federally recognized tribes and Native American organizations, 25% to rural communities, and 45% to urban communities. The partnership anticipates making 206 grants: 83 in Year 1, 85 in Year 2, and 38 in Year 3.

You may submit an application for multiple tiers at the same time, in any order.

Program Goal

The Great Lakes TCGM Partnership will distribute $40 million to organizations working in and for underserved communities throughout the Great Lakes region. The partnership was selected by the EPA as one of 11 grantmakers around the nation in its new Environmental Justice Thriving Communities Grantmaking program.

The program’s goal is to lift up community-led innovation and strengthen community-based groups by breaking down barriers to federal funding. All grants will be given to environmental and public health efforts in underserved communities as defined by the EPA.

Issue Areas

Grants will support projects that focus on issues including, but not limited to:

• Environmental health
• Air, soil, and water quality
• Healthy homes
• Access to healthy food
• Stormwater and green infrastructure
• Emergency preparedness
• Disaster resilience
• Environmental job training

Tier 1: Assessment and Engagement

Tier 1 awards are one-year grants of up to $150,000 for assessment and engagement efforts that increase understanding of the breadth, depth, or impact of local environmental or public health issues. These grants are limited to capacity-constrained and entry-level applicants, as determined by the information you submit in the intake form. These grants will be paid on a milestone basis: 50% up front and 50% at the midway point, upon completion of agreed-upon milestones.

Eligible activities include, but are not limited to:

• GIS mapping
• Air quality sensor purchasing and siting
• Air, water, or soil sampling, testing, and monitoring
• Research, surveys, and studies
• Power mapping, public engagement, and public education to improve collective understanding of community challenges, needs, and opportunities.

Through a noncompetitive process, we will also award grants of up to $75,000 to capacity constrained communities and community-based organizations under Tier One.

You need not develop a new project to receive a grant. These one-time grants are well suited to support existing work that is currently not funded by another source or to complement other projects for which you already have funding. We also welcome proposals for high-priority new projects.

Tier 2: Community Education and Planning

Up to 50% of the grant can be used for relevant property acquisition. Grants will be paid on a reimbursement basis, with a small number of grantees eligible for one advance payment of up to 10% of the total grant.

Eligible activities include, but are not limited to:

• Developing project plans
• Developing communications and outreach plans
• Conducting workshops and trainings
• Developing curricula, toolkits, or guidelines; developing social media content
• Producing videos or printed materials
• Hosting events and gatherings
• Building or strengthening partnerships and collaboration
• Creating local advisory committees
• Engaging in public review or comment periods
• Developing or updating disaster resilience plans, emergency preparedness plans, or other community planning and visioning efforts

Grants will be paid on a reimbursement basis, with a small number of grantees eligible for one advance payment of up to 10% of the total grant.

• Strengthening cumulative impact, public health, or environmental protections
• Increasing access to healthy food
• Reducing the use of pesticides or toxic substances
• Cleaning up contaminated sites
• Conducting healthy home assessments
• Increasing energy or water efficiency in homes or buildings
• Launching community energy or water efficiency programs
• Installing water filters; developing community gardens
• Creating community resilience hubs
• Installing green infrastructure projects

Racial Priorities

The Field Foundation is committed to investing 60% of its portfolio in BIPOC (Black, Indigenous, People of Color) organizations throughout the Chicago area. BIPOC organizations can be classified in the following way: By, for, and about serving BIPOC individuals, cultures, and communities. To assess whether your organization fits into this definition, please consider the following:

• BY: Your leadership and board are directed, managed, and/or led by majority BIPOC individuals.
• FOR: Your organization primarily works to improve social conditions for BIPOC cultures, communities, and individuals.

While the Field Foundation will continue to fund a range of nonprofits, we will be race explicit in our work, and focus on understanding how funding with a racial equity lens can improve outcomes for Chicagoans.

Geographic Priorities

To understand how need and race align throughout the city of Chicago, the Field Foundation created a series of maps. The maps outline a geographic study area where less than 10% of the residents are from Caucasian backgrounds. They analyze quality of life indicators such as educational outcomes, access to health insurance, commute times, violence rates, and access to arts and culture in those areas. By overlaying race with these quality of life indicators, we found there is an incredible divestment of resources leading to a nexus of poverty and trauma that align with communities of color in Chicago. 

Program Areas

Justice

The Field Foundation’s Justice portfolio seeks to support organizations working to address the root causes of inequity and systemic racism through community organizing, advocacy, and policy.

This looks like community organizing campaigns—driven by communities of color on Chicago’s South and West Sides—that engage community members directly impacted by inequities, challenge the status quo, demand changes in policy and practice, educate communities about root causes, and advocate for systemic and just solutions.

• What We Fund:
  • Field has prioritized several focus areas, including housing, immigration, and systems impacted by justice reform. While the Justice portfolio is interested in supporting and funding organizations working in these focus areas, we want to learn from communities addressing other critical issues and encourage applicants to organize and advocate outside of these issue areas.

  • Field is committed to supporting organizations strongly rooted in local communities to identify root causes of inequity.
  • We fund organizations working to address problems at both systemic and policy levels.

Media and Storytelling

The Field Foundation seeks to change how news production and storytelling reflect Chicago and create a more equitable, connected, and inclusive local media ecosystem—in which the stories of all Chicagoans are told accurately, fairly, authoritatively and contextually.

The Media & Storytelling program was created in partnership with the John D. and Catherine T. MacArthur Foundation following recommendations from BIPOC (Black, Indigenous, People of Color) journalists, media makers, and storytellers who participated in a series of salons and individual meetings organized by Field.

Topfer Family Foundation Grant

The Topfer Family Foundation is committed to helping people connect to the tools and resources needed to build self-sufficient and fulfilling lives.

Program Areas

The mission of the Topfer Family Foundation (TFF) is to fund programs and organizations that connect people to the tools and resources they need to build self-sufficient and fulfilling lives. Programs eligible for TFF funding will adhere to the guidelines listed below and address one or more of the following program areas:

Child Abuse Prevention and Treatment 

Self-sufficiency for children and families begins in a safe, healthy home. TFF supports programs that provide resources, training and treatment for families and children of abuse. Grants are awarded to programs that promote positive parenting, strengthen families, and provide early intervention. Additionally, TFF funds therapeutic support services for victims of abuse to enhance their quality of life and enable them to reach their full potential.

Youth Enrichment 

TFF is committed to helping at-risk youth prepare for self-sufficient, fulfilling lives. Therefore, the foundation funds initiatives that help youth develop practical life skills, promote education, build self-confidence, and provide positive development and enrichment opportunities.

Job Training and Support Services

Self-sufficiency is unlikely without the skills and knowledge to earn a livable wage. Therefore, the foundation supports job training programs and support services that enable people to increase their earning potential and enhance their quality of life through sustainable and meaningful employment. Initiatives eligible for TFF funding include vocational training, remedial education and life skills training. Successful programs will address the multiple needs of the individual to ensure that employment is secured and sustained.

Children's Health

For parents who have faced the expensive and overwhelming task of caring for an ill child, self-sufficiency can be a distant dream. TFF supports organizations that provide access to critical healthcare for low-income children and those with chronic and terminal illnesses. Grants are awarded to programs that address the physical and emotional needs of sick children and their families through compassionate care, medical treatment and intervention services.

Aging in Place

Aging does not lead to an inevitable loss of independence. However, limited access to safe, affordable housing can be a barrier. TFF partners with local organizations that provide housing options for the elderly while ensuring access to the support services needed to maintain their health and independence. Eligible programs include those that offer home modification, home repair, food and nutrition services, and affordable housing alternatives.

Application Process

The Topfer Family Foundation accepts applications year-round and reviews them on a quarterly basis. Please see below for information about how to apply. Due to the volume of requests received each year, we cannot accept requests in the form of letters, proposals or presentations.

The Impact Fund awards recoverable grants to legal services nonprofits, private attorneys, and small law firms who seek to confront economic, environmental, racial, and social injustice. Since our founding in 1992, the Impact Fund has made more than 800 recoverable grants totaling more than $10 million for impact litigation. We award grants four times per year, most within the range of US$10,000 to US$50,000.

Social Justice

The Impact Fund provides grants and legal support to assist in human and civil rights cases. We have helped to change dozens of laws and win cases to improve the rights of thousands. The cases we are funding allege that:

• In Texas and North Carolina, incarcerated people with mental health disabilities are forced to remain in jail despite being found not guilty and unable to proceed with a criminal trial.
• In Orange County, California there are currently 13 gang injunctions under effect, which disproportionately affect young men of color.
• In Chicago, Illinois, the city’s homeless shelter program is inaccessible to people with disabilities.
• In Springfield, Oregon, the city and its police department used excessive force against Black Lives Matter protesters.
• In West Virginia, the state fails to protect children in foster care from abuse and neglect. 
• In Montana, voter suppression laws disadvantage young adults and give priority to gun owners.
• In Gary, Indiana, a gun manufacturer negligently marketed and distributed its guns, leading to an epidemic of gun violence in the city. 
• In Vancouver, British Columbia, the police perpetuate systemic discrimination against Indigenous people through bureaucratic measures.

Environmental Justice

The Impact Fund provides grants to support local litigation for environmental justice. These grants are for cases aiming to help people or communities who are affected by environmental harm or who lack access to basic environmental needs, such as clean water, clean air, adequate waste treatment, and green spaces. The cases we are funding allege that:

• In Centreville, Illinois, the city’s failure to maintain its sewer system has caused raw sewage to flood peoples’ homes, endangering the property and health of a predominantly Black community.
• In Fresno County, California, the California Department of Transportation approved a highway expansion project that would increase air pollution and traffic in one of the state’s most environmentally burdened communities.
• In downtown Milwaukee, Wisconsin, the proposed expansion of a highway would divide the region's Black, Asian, and Latine neighborhoods and cause pollution and ill health.
• In North Dakota, the five-month closure of a highway in response to the Dakota Access Pipeline protests disproportionately affected the livelihoods and health of the Standing Rock Sioux Tribe members.
• In Ontario, Canada, mercury contamination of the English-Wabigoon river system causes catastrophic environmental and health impacts for the Grassy Narrows First Nation.
• In Sacramento, California, the county government and Sacramento Area Sewer District violated the Clean Water Act by discharging raw sewage into nearby rivers.
• In the Eastern Coachella Valley in California, 1,900 residents of the Oasis Mobile Home Park suffer from arsenic-laced drinking water, wastewater contamination, and overcharging for utilities.

Economic Justice

The Impact Fund provides financial and other forms of support to cases fighting for economic justice. From workers' rights to consumer protection for vulnerable populations, impact litigation is a powerful tool to hold corporationss and the government accountable. The cases we are funding allege that:

• In Brooklyn, New York, a prominent mortgage lender engaged in predatory practices, leaving homeowners of color at risk of losing their homes. 
• In Washington, live-in caregivers are unconstitutionally excluded from the state’s wage-and-hour protections.
• In Ravalli County, Montana, the county has created a “modern-day debtors’ prison” by incarcerating people unable to afford pre-trial fees. 
• In San Diego, California, vehicle ordinances target unhoused vehicle owners even when no adequate housing alternative exists.
• In New York, a federal immigration detention facility is violating minimum wage and forced labor laws by forcing detainees to work for just a dollar a day. 
• In Minneapolis, Minnesota, the city and county destroy the property of unhoused individuals and conduct forced evictions from public spaces. 
• In Miami, Florida, insurance companies discriminate against a nonprofit community development corporation renting to tenants with Section 8 rental subsidies.

Match General Operating Support for Recipients of Government Grants – People, Power and Policy RFP

This funding opportunity provides general operating support to community-serving organizations currently managing government grants to help them adequately cover the true administrative and compliance costs.

Background

Congress has appropriated $4.5 trillion in relief and recovery aid to address the public health emergency and the economic hardship provoked by the COVID-19 pandemic. The final pandemic recovery bill, the American Rescue Plan Act, included a historic and unprecedented appropriation of $350 billion for State and Local Fiscal Recovery – discretionary funds to state and local governments to respond to their communities’ unique economic and public health needs, including emergency rental assistance, support for small businesses, and piloting innovative programs like guaranteed income. The approximately $11 billion the State of Illinois, City of Chicago, and Cook County received from this package must be fully obligated by the end of 2024 and spent by the end of 2026.

While a robust infusion of resources was and continues to be necessary to meet the immediate needs of those dealing with the economic impact of COVID-19, it is imperative to ensure these funds reach the communities and households suffering from historic disinvestment and the greatest financial hardship. Community-based organizations are crucial to ensuring federal funds reach theses communities. However, applying for, deploying, or meeting compliance requirements of government grants can be challenging for smaller, less-resourced organizations.

Goals & Outcomes

In addition to ensuring organizations can overcome barriers and challenges to managing government funds in the short term, the Trust’s longer-term goal is to advocate for reforms in government grantmaking and procurement processes to dismantle these barriers and challenges altogether.

Priority Strategies & Activities

Since the Trust began grantmaking under the Equitable and Inclusive Economic Recovery strategy, we have learned that the challenges organizations face when managing government grants and contracts are not unique to ARPA or other pandemic response and recovery appropriations but rather reflective of systemic barriers and challenges associated with government grants in general, regardless of the government level which funds originate. As such, the Trust will not restrict eligibility to organizations managing ARPA-funded grants but will prioritize organizations managing these one-time funds.

Priority will be given to organizations managing government grants that fund programmatic activities that align with the following issue areas:

• Community Investment: Grants that enable economic and community development, support small businesses, or invest in infrastructure projects.
• Community Safety: Such grants fund organizations to engage in or promote alternative emergency response, provide support to people who have experienced violence, support returning citizens, engage in violence prevention, or reform the criminal justice system.
• Household Supportive Services: These grants enable organizations to provide human services to individuals and households who need assistance meeting their basic needs, or promote access to public benefits, including direct cash assistance.
• Housing: Grants enabling organizations to provide or connect residents in need to housing resources such as affordable rental housing, assistance for homeowners, rental assistance, shelter, or other supports for people experiencing or at risk of being unhoused.
• Workforce Development: Grants that support organizations to connect people to employment opportunities, assist people with wraparound support to sustain employment, or provide job training. Such grants may also fund organizations to provide employment opportunities for youth.

Funding

Grant awards will equal 10 percent of the total amount of the government grant for which match general operating support is requested, up to $50,000. While organizations may receive multiple government grants, match support will only be granted toward one government grant. This grant is not eligible for renewal.

The Illinois Department of Commerce and Economic Opportunity (the “Department” or “DCEO”) is issuing this Notice of Funding Opportunity (“NOFO”) to eligible entities under the Illinois Job Training and Economic Development Grant Program (JTED) 20 ILCS 605/605-415 (JTED Act) and the rules adopted in support of the JTED Act, 56 Ill. Admin. Code Part 2660 (JTED Rules). The objective of this NOFO is to address the economic impacts experienced by employers and individuals who are either under-employed, unemployed, or underrepresented individuals facing one or more barriers to employment by providing career pathway opportunities and support services needed for successful re-entry or advancement into the labor force. Additionally, the NOFO offers flexible funding through barrier reduction services, which will support accumulated emergency costs for basic needs. The organization seeking to use funds for barrier reduction services must have policies and procedures to account for the grant funds and prevent fraud or misuse of barrier reduction funds. It is anticipated that through this NOFO, approximatly 1,000 individuals from the target populations may be served. If feasible, the Department anticipates providing funding for services through this NOFO in as many Economic Development Regions (EDRs) as possible, proportional to their populations.

Background

McGraw Foundation, headquartered in Northbrook, Illinois, makes annual grants to not-for-profit organizations.  The Foundation’s areas of interest involve the fields of conservation, educational programs at all levels, and human services. Occasionally, grants are made in other areas such as health, medical research and cultural.

Grant requests are suggested to be within a range of $2,000 to $10,000. Grant recipients and amounts will be determined by several criteria. Naturally, availability of funds is a key factor.

The Foundation will occasionally make large grants ($25,000 or more) to support unusually promising efforts in any of its areas of interest. Land, Health, Community-Chicago (formerly Aspiramos Juntos) is a grantmaking program offered to organizations in the Chicago region by the Lumpkin Family Foundation.

Land, Health, Community (LHC) is the Foundation’s primary and largest grantmaking program that has centered its giving in East Central Illinois. Through this grant program, the Foundation works toward a long-term vision of holistically healthy communities. As a reflection of our commitment to this vision, the Foundation has decided to strategically align its giving in the Chicago area to this long-standing grant program.

The Aspiramos Juntos program has been renamed Land, Health, Community—Chicago (LHC-C). In addition to a new name, the program has refined its focus areas to reflect our commitment, as a Foundation, to supporting holistically healthy communities. We believe that a community’s health is rooted in its ability to access and obtain life sustaining resources for all its residents without undue burden, systemic barriers, and inequitable opportunity.

• Community Garden Grants: Community Gardens which are defined are small patches of land that are used to connect community members to nature. These gardens are engaged in minimal food production (as opposed to larger urban farms). The maximum award for this type of grant is $5,000 per garden. 
• Inspiration Grants: Inspiring proposals that center a collaborative approach to the pursuit of equity, justice, and restoration (please note that the maximum award for this type of grant is $10,000).

LHC-C Grantmaking Guidelines

In an effort to be more transparent and provide access to a wider range of applicants, the following guidelines will govern our grantmaking strategy. Taking our funding priorities into account, the LHC-C funding committee with review applications for our fall funding cycle within the following parameters:

Community Garden Grants: This project-based funding is for those organizations looking to establish community gardens on previously underutilized green spaces or to improve upon and/or expand existing gardens. This could be patches of land connected with schools, houses of worship, community centers, etc. Organizations can apply for up to $5,000 per garden. An organization is eligible to apply for support of multiple gardens in one application.  

Inspirational Grants: We recognize that there are organizations throughout Chicago that are doing some amazing work in efforts to bring equity, justice and healing to communities that have been systematically neglected by unjust policies, laws, and practices. We are offering grants of up to $10,000 to fund inspiring proposals, that are collaborative in nature, that are designed to foster healthy, vibrant and thriving communities. Proposed projects should be able to be completed using the amount of funds that are being requested. Projects have a greater chance of success if they showcase multiple community partners working together to accomplish a common goal.

Awareness. Education. Prevention.  These are three key tenets of Bayer Fund’s investments in health and wellness.  With a focus on cancer and cardiovascular disease, we provide resources to organizations dedicated to educating and/or providing services to patients, caregivers and at-risk populations.

Health & Wellness Grants

Programs that Bayer Fund will support include those that focus on patients and their families needing assistance with issues to managing cardiovascular disease and cancer. This includes education, disease awareness, and supportive services for these diseases. In areas related to cardiovascular disease, priority (though not exclusivity) will be given to charitable organizations that focus on programs and support for the African American community due to the high incidence rate of disease in this population.

Giving in this category will focus on support services such as education, disease awareness, and general access to care (e.g., housing for families traveling for cancer or heart care).

All funding requests and budgets must be for program activities and expenses that start after funding decisions are made. All programs must be completed within one year of the start date, except in limited situations where longer term programs have been agreed upon. Grant award amounts vary, depending on the size of the community, the type of programming, and the reach of the organization.

RFP: Together Fund (Workforce) – We Rise Together

Background

We Rise Together: For an Equitable & Just Recovery is a coalition of public and private funders and communities accelerating equity in the Chicago region’s economic recovery so everyone who lives here can reach their full potential. To catalyze an equitable economic recovery from the COVID recession, We Rise focuses on grantmaking and engagement in communities hardest hit by COVID and those that are a majority Black and Latine because they are the places and people disproportionately affected by the pandemic. 

Community advisors through the Together Fund, an opportunity for local residents to shape $1.6 million in grantmaking, determined for this funding program that a particular focus on youth* is where our investments should be directed through this opportunity. 

Need/Opportunity Statement

Youth unemployment remains a critical challenge across Chicago’s economically disenfranchised communities. Many young individuals face obstacles such as limited access to competency-building programs, inadequate training opportunities, and systemic barriers that prevent entry into sustainable employment. This issue is compounded by gaps in wraparound services, such as childcare, transportation, and mentorship, which are critical to successful workforce development. 

There is a significant opportunity to invest in solutions that equip young people with the competencies, resources, and connections needed to secure meaningful employment. While this RFP invites existing youth-focused strategies and organizations that serve young people, We Rise Together also values innovation and encourages applicants to propose bold, novel approaches to addressing youth workforce needs in transformative and impactful ways. 

Goals & Outcomes

While this is a one-year grant, the activities supported through this funding should be designed to contribute to the broader, long-term goals of improving youth workforce development and creating sustainable organizations that serve youth. Work completed during the grant period should build a strong foundation for continued progress toward the following goals:  

• Increase youth access to competency-building opportunities, including certifications, apprenticeships, and quality job placements that lead to a livable wage. 
• Enhance youth financial independence through job retention, soft skill development (e.g., communication, teamwork, problem-solving), and readiness for employment. 
• Reduce barriers to employment by addressing systemic challenges such as transportation, childcare, housing support, and digital access. 
• Foster economic resilience by creating pathways for long-term career growth and strengthening partnerships with local businesses, educational institutions, and community organizations. 
• Improve stakeholder engagement to build stronger community relationships and increase retention of youth in programming. 
• Strengthen the financial resilience of youth-serving organizations by diversifying funding streams, collecting impact data, and demonstrating measurable outcomes. 
• Cultivate supportive organizational cultures by investing in staff retention, leadership development, and competitive compensation. 

Outcomes include up to three of the following:

• Strengthen the Organizational Infrastructure to Provide Services

Grant Amounts Available & Grant Term

The funding structure includes two tiers to ensure both local organizations with strong connections to hard-to-reach youth and more established organizations with evidence-based youth workforce development programs have the opportunity to participate in the grant opportunity. All grants are for a 12-month grant term in this funding program: 

• For organizations with operating budgets under $1,000,000: Grants of up to $75,000 are available to support smaller, community-based organizations that are deeply embedded within the communities they serve and have strong relationships with youth who are often hard to reach. 
• For organizations with operating budgets over $1,000,000: Grants of up to $200,000 are available to support larger, established organizations with proven track records of delivering evidence-based workforce development programs for youth. 

This tiered approach aims to balance equitable access to resources while recognizing the diverse needs and capacities of organizations working to empower youth in workforce development.

The Charitable Trust Stabilization Fund (“Fund”) was created in 2007 to help small non-profits across Illinois. Money for the Fund comes from the filing fees not-for-profit organizations pay to incorporate with the State of Illinois. The program is funded by non-profits and exists to support non-profits.

Executive Summary

The State of Illinois is coordinating agency strategies and investments, partnering with the community to build a strong safety net and permanent housing for Illinoisans facing homelessness and housing insecurity. In coordination with Illinois’ Coordinated Plan to Prevent and End Homelessness, the Supportive Housing Program (“SHP” or “Program”) provides grants to qualified applicants (“Recipients”, “Providers”, or “Grantees”) to serve formerly homeless individuals and families, those in danger of becoming homeless, and/or people with chronic disabilities (“Participants”). Created in 2009, the goal of the Program is to help Participants obtain or maintain independent living arrangements in community-based housing.

Required services for all Participants include ongoing case management, advocacy, and counseling. Additional Participant-tailored services must include accessing applicable mainstream public benefits. Other supportive services may include alcohol and substance use counseling; mental health programming; job training; transportation; childcare; and others selected by the Participant to achieve maximum self-sufficiency. All services must be necessary to enhance Participants’ ability to maintain independent living arrangements.

Total Amount of Funding

The Department expects to award approximately $25,000,000, subject to sufficient appropriation of funds.

Anticipated Number of Awards

The Department anticipates funding approximately 80-120 grant awards to provide services under this program.

Background

African American Legacy (AAL), an initiative of The Chicago Community Trust, is a philanthropic and educational initiative led by Black civic and community leaders who share the common goal of improving the quality of life among Black people throughout metropolitan Chicago. AAL engages leaders in philanthropy, collectively and individually, and provides support to non profit organizations that work at the community level to educate and engage communities, and to provide neighborhood-based services and solutions to address community problems. Grounded in the philosophies of collective giving, community engagement, and grant making, AAL serves as a convener and catalyst to promote significant impact in Black communities through the organizations that it supports.

Focus Areas

AAL will support community organizations who share the common goal of improving the quality of life among Black people throughout metropolitan Chicago working in working in the following areas:

Community Wealth Building:

We seek to support organizations focused on the shared wealth of their communities, as connected groups of people. It is the shared wealth, not the sum of wealth, of multiple households or whole communities. For this focus area, successful applicants approach economic development in a manner that promotes the local, democratic, and shared ownership and control of community assets. Such initiatives include:

• Worker-Owned Cooperatives: Values-driven businesses that are collectively owned and democratically operated by their employees. Worker Cooperatives generate worker and community benefits.
• Limited Equity Housing Cooperatives: Housing that is collectively owned and democratically managed by residents and that aims to maintain permanent affordability, accessibility, and stability.
• Community Land Trusts: Community-based nonprofits that acquire and steward community land and assets for the explicit purpose of preserving affordability and mitigating displacement from residential and commercial properties.
• Community Investment Vehicles: Legal mechanisms for community investment in neighborhood assets based on shared values and development goals. In its ideal form, CIVs are designed, majority-owned, and majority-controlled by residents or local members.

Community Mobilization

We seek to support organizations doing work in the areas of voting rights/access activism, immigration reform, education inequity, and fighting the erasure of Black people, Black history, and Black stories.

Community Care

We seek to support organizations that actively respond to the disproportionate impact of issues such as employment instability, housing instability, and trauma on Black people and Black communities through the delivery of mental health and wellness services as their primary service.

Grantmaking Criteria

• Black-Led or Black-Serving. AAL is committed to supporting Black leaders in organizations or organizations that serve underinvested communities whose residents or constituents are predominately Black. Black-serving means constituents are predominantly (51%) Black and/or from the African Diaspora (Africans brought primarily to the Americas as slaves who live around the globe—Brazil, Haiti, Dominican Republic, Europe, and Asia). Organizations that are older than five years will not be considered if the Executive Director and Board Chair are the same individual.
• Place-based. Primarily located in the Chicago metropolitan region (which includes Cook, DuPage, Kane, McHenry and/or Will Counties, Illinois), and accessed by Black people living in this region.
• People-driven. Program direction and design are grounded in the needs of the constituency and the community served. Using an asset-based approach means that the organization’s work is done not only for the people involved but also by them.

Funding Amount

Community Wealth Building Applicants Only:

Grants under these priority area for 2025 will range in size between $50,000 to $75,000 based on the scope of the applicant’s general operations or project-based needs. Community Mobilization and Community Care Applicants Only:

Grants under these priority areas for 2025 will range in size between $15,000 to $25,000 based on the scope of the applicants general operations or project-based needs.

Background

The IEJF administers the State of Illinois’ appropriation for Civil Legal Aid, which is housed in the Attorney General’s budget. Attorney General Raoul requested and received $5,000,000 for the state appropriation for civil legal aid this year. The budget for this year's grants will be approximately $4.8 million

Improving Veteran Mental Health

Across the United States, veterans face an elevated risk of homelessness relative to the general population. On any given night, an estimated 40,000 veterans go without shelter, and another 1.5 million veterans are considered at-risk of homelessness.1 Research shows that veterans experiencing housing instability are at an increased risk of mental distress disorders.

Hubbell-Waterman Foundation Grant

Mission

Objective

The objective of the Social Services Grant (SSG) Program is to enhance social service activities for community benefit.

Strategy

Provision of financial support for enhancement of social services (including labor, supplies, and materials) including, but not limited to those concerned with employment, crime prevention, child care, health, drug abuse, education, fair housing counseling, energy conservation, emergency financial assistance, recreational needs, senior services, or training for local agencies and institutions. The grant year starts on January 1 and ends on December 31.

The Social Services Grant was established with five main priorities in mind. Those priorities and eligible activities are listed below. Depending on emerging community needs, Staff performs assessment each year to determine if additional funding priorities should be emphasized.

Transportation is a priority in each category to fund the following objectives:

• Provide subsidy for a public transit voucher program.
• Provide subsidy for a gas voucher program.
• Provide subsidy for a taxi voucher program.
