The Indiana Department of Health is inviting local health departments to apply for the Naloxone Grant to distribute opioid overdose reversal kits, including naloxone nasal spray. This initiative aims to increase the availability of life-saving medication in communities, especially in collaboration with organizations such as county jails. Education on the use of naloxone and legal protections for responders is also a key component of the program, fostering a safer environment for overdose interventions.

CDBG Construction Grants 

Funding for all Community Development Block Grant programs is provided by the U.S. Department of Housing and Urban Development and administered by the Office of Community and Rural Affairs. The State of Indiana distributes CDBG funds to rural communities to support a range of projects, including infrastructure enhancement, downtown revitalization, improvements to public facilities, and economic development initiatives.

The state CDBG program offers competitive grants to units of local government to support rural areas. 

Wastewater and Drinking Water (WDW) Program 

Many communities in Indiana struggle with inadequate water supply and failing wastewater treatment. OCRA is committed to improving the quality of water and wastewater in Indiana and assisting in financing appropriate water and sewer infrastructure for communities and counties that have planned and set priorities for long-term development.

The goals of the Wastewater and Drinking Water (WDW) Program are to protect health and the environment, reduce utility rates for low- to moderate-income communities, and improve rural infrastructure for long-term sustainability and growth. General eligible activities include wastewater improvements such as collection lines or treatment plans, or drink water system improvements such as water towers or distribution.

Grant amounts for communities with existing systems are based on the current rates at the time of application. Grant amounts for communities constructing new systems will be based on a verified rate study included in a Preliminary Engineering Report (PER). The amount of CDBG funds granted will be based on a $5,000-cost-per-project beneficiary.

A local match of 20% of the total project cost will be required for consideration of funding.

General types of activities that are eligible for WDW funding:

• Wastewater Improvements (collection lines, treatment plant, etc.)
• Drinking Water System Improvements (water tower, treatment, distribution)

The GIG Fund: Arts and Wellness offers grants ranging from $2,000 to $15,000 to support projects that blend arts and wellness. Open to non-profit organizations, hospitals, and clinics across the Midwest, this fund aims to enhance community well-being through artistic initiatives. Eligible applicants must engage professional artists and provide activities that promote health and creativity. Friends of NRA

Friends of NRA is the National Rifle Association’s premier fundraising program, supporting the future of shooting sports. Since day one, Friends of NRA has been a 100% grassroots effort fueled by a united front to secure the Second Amendment and raise money for the shooting sports.

The Friends of NRA State Fund Grant Program provides supplies, equipment, and financial support to a variety of qualified groups and programs at the local level; geared towards youth, women, law enforcement, veterans, the disabled, and the general public, including:

Distinguished Contribution Award

The Postdoctoral Grant Program at the University of Wisconsin School of Medicine and Public Health aims to support the growth and professional development of postdoctoral trainees, fellows, and associates. With funding up to $20,000 for one year, recipients can engage in independent research projects, attend workshops, or cover open-access publication fees. This initiative enhances research capacity and promotes health equity in Wisconsin, addressing critical health challenges while fostering career advancement in the medical field.

The La Plaza Scholarship, established in 1997 by the leaders of the Latinx and Hispanic community in Indiana, aims to support Latinx and Hispanic youth in their educational pursuits. Managed by the Central Indiana Community Foundation, this scholarship emphasizes financial need, determination, and a minimum GPA of 2.7. Preference is given to students identifying as Latinx or Hispanic, ensuring that the program nurtures a diverse and inclusive academic environment for future generations.

What does this program do?

It provides loans and grants to Microenterprise Development Organizations (MDOs) to:

• To help microenterprises startup and growth through a Rural Microloan Revolving Fund.
• Provide training and technical assistance to microloan borrowers and micro entrepreneurs.

Are there other requirements?

Microenterprise Development Organizations must demonstrate experience in managing a Revolving Loan Fund, or:

• Certify that it or its employees have received education and training from a qualified microenterprise development training entity so that the applicant has the capacity to manage such a revolving loan fund.
• Demonstrate that it is actively and successfully participating as an intermediary lender in good standing under the U.S. Small Business Administration (SBA) Microloan Program or other similar loan programs as determined by the Administrator.

What kind of funding is available?

• Grants are available to provide technical assistance to rural micro-entrepreneurs or microenterprises, up to $205,000 annually.
  • Funding at the requested level is not guaranteed, and at least 15 percent matching funds are required.
• Loans of $50,000 to $500,000 may be used for establishing a Rural Microloan Revolving Fund managed by the Microenterprise Development Organization.
  • Total aggregate debt is capped at $2.5 million.

What are the loan terms?

• Maximum term is 20 years.
• Two-year payment deferral.
• Must establish a loan loss reserve fund.

What terms are required on loans to ultimate recipients?

• Up to $50,000.
• Fixed interest rate.
• Limited to 75 percent of project cost.

How may the funds be used?

Microlenders may make microloans for qualified business activities and expenses including, but not limited to:

• Working capital.
• Debt refinancing.
• Purchasing equipment and supplies.

The INTESOL Wendy Wildman Long Scholarship, established by Indiana Teachers of English to Speakers of Other Languages, supports current or former English learners from Indiana. The Norfolk Southern In-Kind Donation Grant supports organizations seeking physical donations of materials that align with their focus areas, including safety, sustainability, workforce development, and thriving communities. This grant is available year-round, with no application deadline. Recipients must be located within Norfolk Southern territory and are encouraged to apply for resources that will enhance their community projects and initiatives, fostering growth and resilience.

Indiana Department of Health

The Indiana State Department of Health became the Indiana Department of Health (IDOH) in July 2021 after the Governor signed legislation updating the agency's statute. The Indiana Department of Health (IDOH) is providing funding for Indiana communities to assist in the design and implementation of low-cost pop-up, tactical urbanism demonstration projects that support active living in Indiana. This funding will assist grantees in the planning, preparation, and implementation of one or more tactical urbanism demonstration projects in their communities. Eligible applicants include cities, towns, counties, regional planning agencies (such as MPOs), school corporations, and not-for-profit groups.
