Washington County Community Foundation

The Washington County Community Foundation seeks to improve the quality of life in Washington County by promoting and facilitating philanthropy. We accomplish this by assuming four philanthropic roles of Grantmaker, Donor Service Organization, Fundraiser, and Community Leader. 

Fostering philanthropy by offering charitable gifting opportunities to donors on an individualized basis and at reasonable fees, we make charitable giving easier, more satisfying, and more effective. We broadly support the Washington County community by awarding grants in eight focus areas as follows: Animal Welfare, Arts & Humanities, Community Improvement & Economic Development, Conservation & Environment, Education, Health & Fitness, Human Needs, and Religion & Faith.

Loughman Scholarship Fund

For a current year graduating senior who resides within the boundaries of the Fort Cherry School District, who plans to enroll in an associate or bachelor’s degree program, and who demonstrates financial need. 

National Federation of the Blind of Kentucky

The National Federation of the Blind of Kentucky is a chartered affiliate of the National Federation of the Blind (NFB). The National Federation of the Blind (national office and all state affiliates) are tax-exempt non profit agencies and are classified as 501c(3) organizations. The NFB is a Better Business Bureau (BBB) Accredited Charity as well as a Combined Federal Campaign (CFC) Approved Charity.

Greater Louisville Scholarship

Mittie Lake Scholarship

The National Federation of the Blind of Greater Louisville scholarship has named the Mittie Lake Memorial Scholarship in honor of Ms. Mittie Lake, a charter member of the National Federation of the Blind of Greater Louisville who understood and championed the value of higher education. Our minimum award for the Mittie Lake Scholarship is $500 for one winner.

About the Scholarship

The Mittie Lake Memorial Scholarship is named in honor of Mittie Lake who was a long-time Federationist and charter member of the National Federation of the Blind of Greater Louisville. Mittie was a student at the KY School for the Blind. During her middle years, Mittie lost all of her sight.

Mittie had an enthusiasm for life and all of its many offerings. The fact that Mittie became totally blind did nothing to stop her from living the life she wanted. Mittie was married and raised a family and she worked tirelessly in her church nursery for more than thirty years, providing nurturing care for hundreds of babies and young children. Mittie sang with numerous choirs, quartets and ensembles. She was a strong advocate for Braille and its use in all aspects of daily life. Mittie chose to use a guide dog and treated her guides not only as the tools she needed to live her life independently, but as valued friends and companions who were never without love, affection, and a treat or two.

In honor of her life experiences, preference will be given to students who are guide dog users and who utilize Braille as part of their daily lives.

The Juliette M. Atherton Scholarships support Protestant ministers pursuing advanced theological education in the U.S., particularly those who have completed a seminary degree. Applicants must be ordained ministers, residents of Hawai’i, and maintain a minimum GPA of 2.0. Funding is available for up to four years, requiring annual reapplication. This scholarship aims to enhance educational opportunities for ministers committed to their faith and community.

Washington County Visiting Nurses Scholarship Fund

The Foundation provides a limited number of need-based and merit-based scholarships to qualifying students attending a graduate school or other educational institution.

Hardin Medical and Dental Staff Memorial Scholarship

A graduating high school senior residing in Breckinridge, Grayson, Green, Hardin, Hart, LaRue, Meade, Nelson or Taylor Counties.

Armstrong County Community Foundation (The Community Foundation Serving the Heart of Western Pennsylvania)

In 1997 Merchants National Bank, an Armstrong County community bank, marked its 100th anniversary. The centennial celebration included a unique expression of gratitude to the community in the form of $100,000 to be used as a seed fund to initiate a community foundation for Armstrong County. The bank challenged the community to keep the principal balance of the endowed funds intact and spend only a portion of the interest earnings to ensure a lasting legacy.

Judy L. (Beveridge) Creel Memorial Scholarship

This scholarship is established to honor the memory of Gary and Judy (Beveridge) Creel of East Franklin Township, Armstrong County.

Gary, the son of Clarence and Hally (Sharpe) Creel, was employed in the surface coal stripping industry and then owned and operated a retail tire sales business until his retirement. At the time of his passing, Gary was in the process of getting a patent approved for a canine orthopedic support device.

Judy, the daughter of Floyd "Ernie" and Dorothy (Reesman) Beveridge, was employed in the banking industry. In retirement, Judy designed tombstones/grave markers for both humans and pets. Judy also was a published author having written three books.

Gary and Judy met in high school and shared 55 years of marriage. Life was busy with work, family, and church responsibilities, but both found time to be there for others in their moment of need. Whether it was offering their time, professional skills or personal resources, their compassion was shared authentically and altruistically.

It is the desire of children, Marci and Ryan, to establish this scholarship to continue their parents' legacy of ordinary people doing what they could to help others, simply because it was the right thing to do. Matthew 6:3-4; James 2:15-17

The Rich Huntsman Memorial Scholarship, offered by the Muskingum County Community Foundation, aims to support high school seniors from the Muskingum Valley League or Muskingum County who have actively participated in bowling. Eligible applicants must demonstrate ongoing involvement in the sport during their senior year. This scholarship reflects the foundation's commitment to enhancing community quality of life through education and sports engagement.

Klingensmith Scholarship

In October of 1983, the Trustees and various Klingensmith Trusts created a scholarship to further the higher education of working high school students residing in Ford City who chose to study in the field of pharmacy. Trustees funded the scholarship with $40,000, designated it as "The Klingensmith Fund," and authorized representatives of the Armstrong School District to invest and reinvest said principal sum and use the income to benefit any eligible student selected by the School District Representatives.

The Trustees further directed that in February of 2007, the School District was to use the Klingensmith Fund's principal and income in its sole discretion to further the interests of the "high school in Ford City" and giving adequate consideration to pharmacological education.

The Klingensmith Trusts that established the Klingensmith Fund no longer existed; and there no longer being a high school in Ford City, the CEO of Klingensmith Drug Stores, David J. Cippel, requested that the School District transfer the balance of the Klingensmith Fund to The Community Foundation Serving the Heart of Western Pennsylvania (the Armstrong County Community Foundation), a public nonprofit corporation, for the purpose of establishing student scholarships.

The Community Foundation Serving the Heart of Western Pennsylvania (the Armstrong County Community Foundation) willingly accepted. The Armstrong School District transferred the remaining principal and income of the Klingensmith Fund to The Community Foundation Serving the Heart of Western Pennsylvania (the Armstrong County Community Foundation) for the purpose of establishing college scholarships.

The Pharmacy Leadership Scholars program, offered by the ASHP Research and Education Foundation, is a competitive grant initiative aimed at early-stage pharmacist researchers focusing on diversity, equity, and inclusion (DEI) in healthcare. With funding of up to five $10,000 grants, this program fosters collaboration and leadership development among grantees. It encourages innovative research addressing DEI gaps, aiming to empower pharmacists to enhance healthcare access and quality for diverse populations. This initiative is pivotal for shaping future leaders in pharmacy.

The Public Policy & International Affairs (PPIA) Scholarship at Harvard Kennedy School is designed for alumni of the PPIA Junior Summer Institute. This scholarship aims to support both U.S. and international students by considering merit and financial need. Harvard Kennedy School is committed to fostering leadership and public policy expertise, making a significant impact on global societal issues. Recipients must have participated in the PPIA program to be eligible for this limited funding.

Stephen L. Heffner Memorial Scholarship

Stephen Heffner gave so much of his life to others. His passion for educating the youth of our community will have a lasting impact on countless lives. This scholarship was created to continue providing a positive impact on students’ lives. 

The John Berger Fellowship at Harvard Kennedy School supports MPP students who are graduates of Harvard College, aiming to work in U.S. or international institutions focused on international affairs. This fellowship is part of HKS's commitment to improving public policy and leadership, offering scholarships and fellowships based on merit and financial need, without discrimination against applicants based on citizenship, race, or other protected classifications.

National Federation of the Blind of Kentucky (NFBK) Scholarship

NFB of Kentucky scholarships may be awarded in amounts that range from $500 to $2,000 to deserving candidates. These scholarships may be awarded to either full time or part time students who meet the criteria set forth.

The Common Cents Scholarship, offered by the Communities Foundation of Texas, provides up to two $3,000 scholarships to Dallas ISD students involved in the Common Cents philanthropy program. This scholarship can be utilized for tuition, books, and fees at accredited colleges, universities, trade, or vocational schools across the U.S. Eligible applicants must be current Juniors or Seniors at a Dallas ISD High School and must have participated in the program during the application year.

The C.V.M. Scholarship Fund, established by Communities Foundation of Texas, offers up to $10,000 to graduates of Mildred Independent School District pursuing further education. Since 1953, CFT has collaborated with donors and nonprofits to uplift communities. Eligible candidates must have a GPA of 4.0 (out of 7.0) and meet SAT or ACT score requirements. This initiative aims to empower local students in their educational journeys.

The Dakota Alliance Soccer Club Student Athlete Scholarship, managed by the Sioux Falls Area Community Foundation, offers financial support to graduating seniors from Sioux Falls high schools. Eligible applicants must maintain a GPA of 3.0 or higher and participate in soccer. This scholarship aims to enhance educational opportunities by supplementing existing financial aid, making it easier for students to pursue their dreams of higher education.

The Dr. Anson L. Clark Scholarship, established by Communities Foundation of Texas, provides financial support of up to $20,000 for graduating seniors from Dallas Independent School District. Eligible applicants must maintain a minimum GPA of 3.2 and achieve either a SAT score of 1190 or an ACT score of 24. This initiative aims to empower students to pursue higher education in Texas, fostering academic achievement and community growth.

Maxine E. Elkan Scholarship

The Maxine E. Elkan Scholarship was created in 2025 by Diane Mancino, EdD, RN, CAE, FAAN. This permanent scholarship is awarded to a PhD or EdD student. Maxine Elizabeth Elkan, graduate of the third class of the Montefiore Hospital School of Nursing in 1928, served as a psychiatric nurse, American Red Cross Nurse, public health and industrial nurse. Late in her career, Maxine worked as a private duty nurse at Columbia Presbyterian Hospital's Harkness Pavillion. She was also a professional photographer, designer of women’s clothes, and mastered the recorder. Preference will be given to a student pursuing a career as a nurse educator.

The Dr. Frederick Jones Sr. Family Scholarship Fund, established by the Communities Foundation of Texas, aims to support graduating high school seniors from Southwest Dallas, specifically Duncanville, DeSoto, Cedar Hill, and Lancaster. This scholarship is intended for students pursuing degrees in STEM fields or medicine at accredited colleges or universities across the United States. Eligible candidates must maintain a minimum GPA of 2.8 and be in good academic standing.

The Elizabeth Abrams Memorial Scholarship, established by the Communities Foundation of Texas, offers a one-time award of $3,000 to graduating seniors from specific Plano high schools who were part of their swim teams. Eligible applicants must maintain a minimum GPA of 3.0 and meet SAT and ACT score requirements. This scholarship honors Elizabeth "Lizzie" Abrams and supports students pursuing their educational goals.

M. Elizabeth Carnegie African American Scholarship

In the past, Dr. Carnegie contributed to this fund each year with other donors to award an annual scholarship. Former recipients often give to this fund. On her death (2008), Dr. Carnegie left $125,172.06 to NEF to be used explicitly for "black nurses enrolled in doctoral programs in memory of Dr. M. Elizabeth Carnegie." Dr. Carnegie was an educator and author in the field of nursing, known for breaking down racial barriers. She was the first black nurse to serve as a voting member on the board of a state nursing association. She was later president of the American Academy of Nursing and edited the Journal of Nursing Research.

Miriam M. Powell Scholarship

Seeking to discover a meaningful career led Miriam Powell to enroll in the Cornell University-New York Hospital School of Nursing. In 2004, after a gratifying career in nursing, Ms. Powell decided to support a scholarship for one nurse each year with an annual gift to NEF. These scholarships were referred to as the Miriam M. Powell Fellowship. In 2015, the Fellowship Fund was made a permanent scholarship. Ms Powell’s scholarship is dedicated to clinical nursing leadership and scholarship.

The Giana Foundation Scholarship offers one-year scholarships of up to $5,000 for graduating high school seniors from public schools in Dallas, Collin, or Denton counties. Eligible students must pursue a degree in Visual and/or Performing Arts and maintain a GPA of at least 2.5. The scholarship can be used for tuition, books, and fees at any accredited college or university in the U.S. Up to four scholarships are awarded annually, promoting educational opportunities in the arts.

M. Janice Nelson Scholarship

A generous bequest from M. Janice Nelson, EdD, RN, was left to NEF and this scholarship was created to honor her in 2023. Throughout her career as an educator, administrator, founding dean, and professor, Dr. Nelson was active in many professional nursing organizations, including NEF, as President, Board Member, and Emeritus. This scholarship is dedicated to doctoral study with emphasis on nursing education and professional service through leadership in professional nursing organizations.

M. Louise Fitzpatrick Nursing Scholarship Award

M. Louise Fitzpatrick, EdD, RN, FAAN, was a 1970 NEF Doctoral Scholar and a longstanding member of the NEF Board of Directors. She served as the Dean of Villanova College of Nursing from 1978 until 2017. The scholarship award, established in 2015, by Dr. Fitzpatrick’s request, is given to graduate Nursing PhD or Nursing EdD candidates with community home/health focus or Nursing PhD or Nursing EdD candidates specializing in historical research. Upon her death in 2017, the president of Villanova University announced that in honor of Dean Fitzpatrick, the College of Nursing will be named the M. Louise Fitzpatrick College of Nursing. Dr. Fitzpatrick bequeathed $30,000 to her scholarship fund making it a permanent scholarship named the “M. Louise Fitzpatrick Nursing Scholarship Award”.

The Mr. & Mrs. W.L. Boyd Schooling Scholarship, established in 1953, provides up to $8,000 in scholarships for graduating seniors from Collin County, Texas high schools. Eligible students must maintain a minimum 3.2 GPA and complete the FAFSA before applying. This initiative, supported by the Communities Foundation of Texas, aims to empower students pursuing higher education at accredited institutions within Texas, fostering community growth and development.

The Van London Memorial Scholarship Fund, established in 1953 by Communities Foundation of Texas, offers a one-year scholarship up to $15,000 for students who are blind. This scholarship supports tuition, fees, books, and on-campus housing for those pursuing college or trade school certifications, ensuring that education is accessible to all. Eligible applicants must be U.S. citizens or legal residents and in good standing as students.
