CDBG Construction Grants

Overview

Funding for all Community Development Block Grant programs is provided by the U.S. Department of Housing and Urban Development and administered by the Office of Community and Rural Affairs. The State of Indiana distributes CDBG funds to rural communities to support a range of projects, including infrastructure enhancement, downtown revitalization, improvements to public facilities, and economic development initiatives.

The state CDBG program offers competitive grants to units of local government to support rural areas. Within the CDBG program, there are five types of Construction Grants designed to enhance community resilience and livability:

• Blight Clearance
• Main Street Revitalization
• Public Facilities
• Stormwater Improvements
• Wastewater/Drinking Water

Main Street Revitalization

The Main Street Revitalization Program (MSRP) is designed to empower rural communities in their efforts to build vibrant, sustainable environments and enhance overall quality of life.

Eligible projects include:

• Traffic Control or Pedestrian Safety
• Functional Art
• ADA Improvements
• Sidewalk Rehabilitation or Addition
• Signage or Utility Relocation for Accessibility
• Pavers
• Water Management
• Energy Efficiency (LED Traffic Lights or Signals)
• Alley Activation

To be eligible, applicants must have a designated Indiana Main Street organization that meets one of the following qualifications:

• National Accreditation through the National Main Street Center (NAMS), or
• Indiana Accredited Main Street (IAMS) status with at least three years of active designation
• Be in good standing with the Indiana Mainstreet Program requirements

Grant awards are based on the proposed project cost, as outlined below.

• Projects over $2 million in total project cost may received a grant up to $600,000
• Projects under $2 million in total project cost may received a grant up to $500,000
• A local match of 20% of the total project cost is required for funding consideration.

CDBG funds will be awarded at a rate of $5,000 per project beneficiary.

The Environmental Justice Thriving Communities Grantmaking Program, led by The Minneapolis Foundation, supports community-based nonprofits in the Great Lakes region. With a focus on underserved communities, grants will total $40 million over three years, aiming to enhance environmental health, education, and resilience. The program prioritizes applications from federally recognized tribes and organizations with limited budgets, fostering inclusive community engagement and sustainable development. Eligible projects include environmental assessments, public health initiatives, and job training.

The Indiana Community Recycling Grant Program, administered by the Indiana Department of Environmental Management (IDEM), aims to enhance recycling and waste reduction initiatives across communities. With funding ranging from $1,000 to $100,000, this program supports projects focused on recycling education, organics management, and hazardous waste disposal. Funded through a solid waste management surcharge, it encourages environmentally sound practices while requiring a 25% cash match from applicants. Note that funding is not guaranteed.

NAFC Open Grant/Product Donation Applications

The National Association of Free and Charitable Clinics (NAFC) is the only nonprofit 501c(3) organization whose mission is solely focused on the issues and needs of the medically underserved throughout the nation and the more than 1,400 Free and Charitable Clinics that serve them. The NAFC has earned the Platinum Seal of Transparency from GuideStar and a 4-Star rating from Charity Navigator. Founded in 2001 and headquartered near Washington, D.C., the NAFC is working to ensure that the medically underserved have access to affordable quality healthcare and strives to be a national voice promoting quality healthcare for all. NAFC Healthcare Services Expansion Fund

The NAFC Healthcare Services Expansion Fund supports the launch or expansion of clinical programs and new service areas that increase access to care for underserved patients. This funding is designed to help NAFC members introduce new services or grow existing programs that address unmet community health needs and improve access to comprehensive, patient-centered care.

The Soil and Water Stewardship Scholarship, sponsored by the Community Foundation of Northern Illinois, provides financial support to students pursuing careers in natural resources. Applicants must reside in specific Illinois counties and plan to enroll in a full-time program related to fields such as ecology, hydrology, and conservation. The First Financial Foundation, established in 2017, aims to enhance local communities through targeted grants. With a focus on neighborhood development, workforce education, and cultural initiatives, the foundation supports organizations creating affordable housing, enhancing financial literacy, and promoting the arts. Eligible applicants must be 501(c)(3) nonprofits serving specific counties and must align with the foundation's mission. The OECD Conference Sponsorship aims to enhance scientific knowledge and provide essential information to influence policy decisions on sustainable resource use in food, agriculture, forestry, and fisheries. The event sponsorship encourages collaboration among policymakers, industry, and academia, ensuring that research insights are effectively communicated and utilized in decision-making processes.

The RNRF Planning and Small Grants program provides funding up to $50,000 to support projects that enhance collaboration among community partners in addressing critical environmental issues. Eligible applicants must be 501c3 organizations in the U.S. and demonstrate multidisciplinary cooperation. Projects should align with RNRF's mission and focus areas, including air quality, biodiversity, and renewable energy. The initiative aims to create sustainable and impactful outcomes by bridging research and practical implementation.

The RNRF Rapid Response Grants provide essential funding up to $50,000 for projects adversely affected by the loss of federal support. The program aims to foster collaboration among organizations working towards sustainable environmental, social, and economic practices. Eligible applicants must be 501(c)(3) organizations in the U.S. and demonstrate multidisciplinary collaboration with RNRF member organizations, ensuring impactful outcomes in critical focus areas such as air quality, biodiversity conservation, and renewable energy.

The RNRF Implementation/Collaboration Grants support innovative projects that enhance collaboration among stakeholders to address critical challenges in environmental, social, and economic systems. Offering up to $200,000 for initiatives lasting 12 months or more, these grants aim to implement evidence-based practices and facilitate multidisciplinary teamwork. Eligible applicants must be from 501c3 organizations in the U.S., ensuring alignment with RNRF's mission and focus areas, fostering sustainable and impactful outcomes.

The Regional Conservation Partnership Program (RCPP) Classic for FY 2026 encourages collaboration between the NRCS and partners to address critical natural resource concerns through innovative projects. By co-investing with partners, the program aims to enhance conservation efforts on farms and private lands, ensuring equitable access to NRCS services. Selected proposals will be based on their potential impact and effective partnership management, ultimately improving environmental outcomes across designated Critical Conservation Areas.

The Capacity Building Grant by the Community Foundation of Southern Indiana aims to enhance the operational capacity of nonprofits in Clark and Floyd counties. Grants ranging from $5,000 to $25,000 support initiatives like governance improvement, leadership development, and strategic planning. The Siletz Tribal Charitable Contribution Fund, established by the Confederated Tribes of Siletz Indians, has distributed over $16.3 million in grants since 1999.
