In recognition of National Library Day, Rob-See-Co, an independent seed company located in Elkhorn, Neb. is proud to announce the continuation of its Rural Library Grant program.

Originally launched in 2023 to commemorate the company’s 10th anniversary and honor Agnes Robinson’s dedication to the rural library in Waterloo, NE, the program continues to hold special meaning. Agnes, great-grandmother of Jim Robinson, CEO of Rob-See-Co, was a passionate advocate for rural libraries. Today, the program extends support to libraries across rural communities within the company’s footprint. 

The focus areas for grant distributions from the Rob-See-Co Rural Library Grant program will assist local libraries with expanding book collections, core educational programs for adults or children, and computer or software upgrades. Examples of this would be new books, expansion of school visits or field trips, digitizing research materials, support for funding traveling exhibits and speakers.

Rob-See-Co will award ten grants to selected rural libraries across CO, IA, KS, MD, MI, MN, ND, NE, OH, OK, PA, SD, TX and WI. Funds may be used for core educational, preservation and interpretive purposes, including collection development, facility improvements, traveling exhibits, guest speakers, staff training, programming, and publications.

Iowa Thriving Communities

The Iowa Thriving Communities initiative recognizes forward-thinking communities that are proactively addressing workforce housing needs. Designated communities complete a highly competitive application process, including a live pitch from teams of local partners to a panel from the Iowa Finance Authority (IFA) and Iowa Economic Development Authority (IEDA).

Selected communities demonstrate best practices in planning, financial support, targeted development, leadership and employer engagement. Communities previously recognized through the initiative are already seeing strong results, with increased developer interest and significant public and private investments in housing. In addition to valuable scoring advantages for the Federal Housing Tax Credit and Workforce Housing Tax Credits, HOME and Community Catalyst programs (effective through 2028), designated communities will gain statewide and national visibility as models for successful housing strategies.

What does this program do?

It provides loans and grants to Microenterprise Development Organizations (MDOs) to:

• To help microenterprises startup and growth through a Rural Microloan Revolving Fund.
• Provide training and technical assistance to microloan borrowers and micro entrepreneurs.

What kind of funding is available? 

Grants are available to provide technical assistance to rural micro-entrepreneurs or microenterprises, up to $205,000 annually. Funding at the requested level is not guaranteed, and at least 15 percent matching funds are required.

Loans of $50,000 to $500,000 may be used for establishing a Rural Microloan Revolving Fund managed by the Microenterprise Development Organization. Total aggregate debt is capped at $2.5 million.

What are the loan terms?

• Maximum term is 20 years.
• Two-year payment deferral.
• Must establish a loan loss reserve fund.

What terms are required on loans to ultimate recipients?

• Up to $50,000.
• Fixed interest rate.
• Limited to 75 percent of project cost.

How may the funds be used?

Microlenders may make microloans for qualified business activities and expenses including, but not limited to:

• Working capital.
• Debt refinancing.
• Purchasing equipment and supplies.
• Improving real estate.

Microenterprise Development Organizations must demonstrate experience in managing a Revolving Loan Fund, or:

• Certify that it or its employees have received education and training from a qualified microenterprise development training entity so that the applicant has the capacity to manage such a revolving loan fund.
• Demonstrate that it is actively and successfully participating as an intermediary lender in good standing under the U.S. Small Business Administration (SBA) Microloan Program or other similar loan programs as determined by the Administrator.

The Destination Iowa Fund Grant Program, funded with $6.5 million, aims to enhance tourism in Iowa by supporting cities, counties, and non-profits in developing vertical infrastructure for Primary Destinations. Eligible projects can receive grants covering up to 25% of costs, with minimum project thresholds of $5 million for urban and $1.5 million for rural areas. This initiative seeks to boost community quality of life and drive economic development, particularly in rural regions.

Funding Opportunity Details

The Nuisance Property and Abandoned Building Remediation program provides financial assistance to communities to remediate residential nuisance buildings and structures.

The administrative rules for the Nuisance Property and Abandoned Building Remediation program can be found in Iowa Administrative Code, section 216- Chapter 22. Please refer to these rules as necessary for more information regarding program requirements.

Rates and Terms

Assistance under the Nuisance Property and Abandoned Building Remediation program will be in the form of a short-term loan. Interest rates will be set at 0%. Terms will be a maximum of five years.

Communities may make loan payments to IEDA on a quarterly, semi-annual or annual basis.

The Rural Housing Readiness Assessment Grant Program in Iowa supports local governments in enhancing housing policies through data-driven assessments. Partnering with Iowa State University, the program provides up to $20,000 for projects aimed at improving community development environments. The Rural Child Care Planning Grant Program in Iowa aims to assist rural communities in analyzing their child care needs. With a $20,000 grant, applicants must provide a $10,000 cash match to secure funding for strategic solutions. This program focuses on planning initiatives that engage professional partners to address child care challenges, thereby benefiting communities with populations of 20,000 or fewer. It emphasizes data-driven approaches to enhance local child care services.

Iowa Department of Natural Resources

The Iowa Department of Natural Resources (DNR) manages fish and wildlife programs, ensures the health of Iowa’s forests and prairies, and provides recreational opportunities in Iowa’s state parks.

Derelict Building Program

The Derelict Building Program is available for Iowa towns of 5,000 or fewer residents to address neglected commercial or public structures that have sat vacant for at least 6 months. 

The Program’s main focus is landfill diversion through the recycling and reuse of building materials and the elimination of hazards both inside and out posed by these empty structures.

The Rural BOOST Grant Program in Iowa is designed to aid rural communities, nonprofits, and businesses facing growth challenges. It offers personalized technical assistance from expert teams to develop actionable growth plans. With a focus on communities with populations under 20,000, the program provides financial support of up to $10,000 for eligible projects, requiring a minimum cash match of $5,000. This initiative aims to empower local leaders to foster sustainable development and economic revitalization.

The Community Facilities Grant Program in Iowa provides essential funding to develop community facilities in rural areas, supporting services such as healthcare, education, and public safety. Eligible areas include towns with up to 20,000 residents, including Federally Recognized Tribal Lands. Funding can cover construction and equipment costs, with grant assistance based on community income levels. NIFA requests applications for grants under the RCDG program for FY 2025 to improve the economic condition of rural areas by helping nonprofit organizations who in turn provide technical assistance to start, expand, or improve cooperatives and mutually owned businesses in rural areas. This notice is being issued to allow applicants sufficient time to leverage financing and prepare and submit their applications. This notice identifies the goals and objectives, eligibility criteria, and application forms and instructions.

The purpose of the RCDG program is to enable nonprofit institutions to establish and operate centers for rural cooperative development (Center). The primary objective of the program is to improve the economic condition of rural areas by helping nonprofit organizations who in turn provide technical assistance to start, expand, or improve cooperatives and mutually owned businesses in rural areas.

The goals of a Center funded under this subsection shall be to facilitate the creation of jobs in rural areas through the development of new rural cooperatives, value added processing, and rural businesses.

The Level 2 Rural Outreach Grant, offered by the National Association of Realtors, supports initiatives aimed at addressing rural issues through collaboration with public and private stakeholders. Grants up to $7,500 are available for studies, events, and outreach efforts. Each association can receive one grant annually, and funds are distributed via reimbursement. Recipients must complete an evaluation form for their project, promoting effective advocacy and community engagement.

The Level 1 Rural Outreach Grant, offered by the National Association of Realtors, aims to enhance REALTORS®' understanding of rural issues. With a maximum award of $3,000, this grant is available once per calendar year to associations. It supports educational efforts and promotes smart growth and diversity in rural communities. OneRural provides essential technical assistance to rural organizations, fostering the development of affordable housing and community initiatives. This program offers tailored support, helping organizations enhance their operational capabilities and drive impactful change. By accessing expert resources and training, participants can effectively navigate challenges, improve program outcomes, and strengthen community resilience. This initiative targets nonprofits and tribal entities, ensuring that rural communities receive the guidance needed for sustainable growth and development.

The Powering Affordable Reliable Technology (PART) Energy Program, managed by the Rural Utilities Service, seeks Letters of Interest for loan applications to fund renewable energy generation and energy storage projects. With approximately $410 million available from the Inflation Reduction Act, the program offers up to 75% financing for project costs, along with potential loan forgiveness options. This initiative aims to enhance energy infrastructure in rural areas, promoting sustainable energy solutions.

The Rural Communities Opioid Response Program (RCORP) - Community Systems Development aims to enhance behavioral health systems in rural areas by providing funding for the development and expansion of services. This initiative supports the establishment of formalized networks to boost operational and clinical capacity, ensuring effective implementation of evidence-based substance use disorder prevention, treatment, and recovery services tailored to community needs.

The Rural Communities Opioid Response Program - Evaluation aims to assess the effectiveness of behavioral health strategies in rural settings. By developing evaluation tools and resources, this initiative seeks to empower local communities in their health initiatives, ensuring that future programs are informed by comprehensive evaluations. Funded by the Health Resources and Services Administration, the program highlights the importance of tailored approaches to address opioid-related challenges in rural areas.

The Rural Communities Opioid Response Program - Overdose Response aims to enhance healthcare access in rural areas by addressing urgent needs related to substance use disorder services. This initiative focuses on reducing overdose risks through targeted interventions and support, ensuring that rural communities receive necessary assistance. Funded by the Health Resources and Services Administration, this program is crucial for mitigating the opioid crisis in underserved regions, improving health outcomes, and promoting overall community well-being.

The Inspire Grants for Small Museums (2027) initiative, funded by the Institute of Museum and Library Services, aims to empower small museums across various disciplines.
