Community Development Block Grant (CDBG) Program 

In 1982 the State of Maine began administering the CDBG Program to assist units of local government in various community projects in areas ranging from infrastructure, housing, downtown revitalization to public facilities and economic development.

CDBG Objectives

All CDBG funded activities must meet one of three National Objectives of the program. These objectives are:

• Benefit to low- and moderate-income persons.
• Prevention and/or elimination of slum and blight conditions; and
• Meeting community development needs having a particular urgency

The Maine CDBG Program serves as a catalyst for local governments to implement programs which meet one of the three National Objectives, and:

• Are part of a long-range community strategy, or State of Maine Strategic Economic Development Plan
• Improve deteriorated residential and business districts and local economic conditions
• Provide the conditions and incentives for further public and private investments
• Foster partnerships between groups of municipalities, state and federal entities, multi-jurisdictional organizations, and the private sector to address common community and economic development problems; and
• Minimize development sprawl consistent with the State of Maine Growth Management Act and support the revitalization of downtown areas.

CDBG Public Infrastructure Grant Program

The Public Infrastructure Grant (PI) Program provides gap funding for local infrastructure activities, which are part of a community development strategy leading to future public and private investments. Applications will only be accepted in even years. 

Eligible Activities

Eligible activities in the PI Program are construction, acquisition, reconstruction, installation, relocation assistance associated with public infrastructure, and public infrastructure limited to supporting construction of fully-funded affordable LMI housing; eligible planning activities necessary to complete the Project Development Phase.

Urgent Need Grant Program

The Urgent need Grant (UN) Program provides funding to communities to address serious and immediate threats to health and welfare which are declared state or federal disasters.

 The applicant must address a community development need which meets all four criteria listed below:

• poses a serious and immediate threat to the health or welfare of the community;
• originated or became a direct threat to public health and safety no more than 18 months prior to submission of the application;
• is a project the applicant cannot finance on its own. “Cannot finance on its own” means, that the town’s tax burden, regulatory structure, utility user fees, bonding capacity, or previous or existing budgetary commitments, precludes it from assuming the additional financial obligation needed for this project; and
• cannot be addressed with other sources of funding.

Funding for this program may be available based upon redistribution, reallocation and/or additional allocation from HUD.

The Agricultural Awareness Grant, administered by Maine Agriculture in the Classroom (MAITC), offers up to $1,000 for projects that enhance understanding of the food and fiber system among Pre K-12 students. Established in 2007, MAITC promotes agricultural education through various programs, impacting over 77,000 students annually. Nonprofits in Maine are encouraged to apply.

With a strong commitment to Alzheimer's research, the foundation has funded various initiatives including elderly care, domestic violence prevention, and cancer research. Their mission is to enhance the quality of life for individuals and communities through meaningful contributions, aiming to address critical social issues and promote well-being.

The Peckham Family Foundation offers Basic Support Grants aimed at enhancing the quality of life in local communities in New York and New England. The foundation supports various programs focusing on education, arts, and civic engagement. Organizations seeking funding must be 501(c)(3) tax-exempt and demonstrate a commitment to community improvement. The Grants Committee, composed of local non-management members, evaluates applications to ensure alignment with the foundation's mission and values.

The Dollar General School Library Relief Grant Program, managed by the Dollar General Literacy Foundation, provides crucial support to K-12 public school libraries that face significant damage due to disasters such as fires or federally recognized acts of terrorism. This grant aims to restore essential library resources, ensuring that affected communities can continue to access vital educational materials and support. Libraries must be within 15 miles of a Dollar General store and meet specific eligibility criteria.

The School Garden & Greenhouse Grant, offered by Maine Agriculture in the Classroom (MAITC), supports innovative educational projects that integrate agricultural concepts into Pre K-12 curricula. This initiative aims to enhance students' understanding of the food and fiber systems locally and nationally. Eligible nonprofit organizations in Maine can apply for funding, with a maximum grant duration of one year. Last year, over 77,000 students benefited from similar grants, promoting agricultural awareness and leadership.

The Lydia R. Laurendeau Scholarship Fund, established by the Maine Community Foundation in 2013, offers renewable scholarships to young women from Maine pursuing degrees in science or engineering at four-year universities. This initiative supports female graduates aiming for careers in these fields, emphasizing the importance of education and community investment. Preference is given to applicants with Franco-American heritage, promoting diversity and inclusion in STEM education.

William Wiseman Engineering Scholarship, established by the Maine Community Foundation, aims to support graduating seniors from Maine high schools pursuing engineering degrees at accredited colleges or universities. Eligible areas include rural towns and communities outside urbanized regions. Grants can be used for a variety of purposes such as training, land development, and community economic development. While there is no maximum grant amount, smaller requests receive priority, with two types of projects available: Opportunity grants and Enterprise grants.

The Maine Artist Fellowship for Fine Craft recognizes the artistic excellence of Maine artists through merit-based awards. Selected fellows receive unrestricted funding to advance their careers, promotional opportunities, and networking experiences. This fellowship aims to support artists engaged in contemporary or traditional craft practices. Eligible individuals must be Maine residents, at least 25 years old, and not enrolled in school. This award fosters a community of creativity and collaboration among seven distinguished fellows.

The Barr Foundation's Education Program is dedicated to transforming public high school experiences across New England, emphasizing excellence and equity for all students, particularly those from marginalized backgrounds. The Foundation prioritizes partnerships with public schools and organizations committed to these goals.

The External Collaborative Research Grants by Boehringer Ingelheim support academic and clinical scientists in proposing research studies. These grants facilitate collaboration with Boehringer Ingelheim, which may provide intellectual and financial support. Applicants must assume full responsibility for their research while complying with regulatory standards. The funding should cover research costs, excluding salary support for the collaborative partner. Interested investigators must apply online for consideration.

The Nationwide Fishing Trap Removal, Assessment, and Prevention (TRAP) Program aims to eliminate derelict fishing traps nationwide. Focused on collaboration, it emphasizes standardized data collection, quantifying impacts, and comprehensive data sharing. With an annual budget of up to $1,475,000, the program supports 6 to 15 projects, providing grants ranging from $50,000 to $200,000 for 18-month initiatives. With grants ranging from $45,000 to $120,000, the initiative focuses on enhancing human infrastructure, fostering collaboration among key partners, and ensuring that frontline communities directly benefit from project implementations.

The Maine Department of Administrative and Financial Services is issuing a Request for Proposals for Independent Verification and Validation services for the Health PAS Modernization Process. This initiative aims to enhance the Medicaid Enterprise System, ensuring its stability and security while upgrading to a new version. The project is expected to last 24 months, focusing on improving user experience, retaining custom functionality, and addressing security risks, ultimately supporting the mission-critical needs of the Maine Department of Health and Human Services.

Eligible applicants must be citizens or permanent residents of either country and have a formal offer from an accredited institution. The Coby Foundation Grant is dedicated to supporting non-profit organizations in the Mid-Atlantic and New England regions, focusing on innovative projects related to textiles and fashion. Applicants are encouraged to submit a letter of inquiry with a project description and budget at least nine months prior to the project start. The Chet Jordan Leadership Award, established in 1995 by the Maine Community Foundation, honors Joseph 'Chet' Jordan's legacy of leadership and community engagement. This scholarship is aimed at graduating seniors from Maine high schools pursuing post-secondary education. It seeks applicants who demonstrate exceptional leadership qualities, independent thinking, and the ability to inspire others. The award emphasizes that true leadership transcends typical roles, focusing instead on extraordinary contributions to the community.

The Annette M. Brown Scholarship Fund, established by the Maine Community Foundation, offers financial support to Androscoggin County residents pursuing post-secondary education. Founded in 1983, it honors Annette M. Brown, a teacher who bequeathed $16,000 for needy students in her will. Preference is given to first-generation college applicants and those attending accredited colleges in Androscoggin County. Each year, the fund helps numerous students achieve their educational goals.

The Joseph W. Mayo ALS Scholarship Fund, established by friends of Mr. Mayo, supports students who are children or caregivers of ALS patients. Funded by the Maine Community Foundation, it aims to assist Maine residents pursuing higher education, including colleges and technical schools. With a commitment to education, this scholarship honors Mr. Mayo's legacy as a public servant and aims to empower future generations through financial assistance.

The Human, Civil Rights and Social Justice Grant, offered by the Maine Education Association, provides up to $1,000 to support local associations in fostering leadership in human, civil rights, and social justice. This initiative aims to empower educators and students, ensuring equity and enhancing educational opportunities. Eligible activities include funding for speakers, materials, and equipment, all aligned with MEA's goals to improve public education in Maine.
