FHS, within the DOH, encompasses a broad range of programs and services that focus on the health and well-being of families and communities in New Jersey. The mission of FHS is to protect and promote the health of mothers, children, and adolescents while reducing health disparities by ensuring access to quality comprehensive systems of care. This is accomplished primarily through the administration of funding for a wide variety of family-centered, culturally competent programs and community initiatives.

Public Health Emergency Preparedness - LINCS
Sustain and enhance the established designated regional LINCS Agency PHEP programs. Funding will support Local Core Capacity for Public Health Emergency Preparedness by maintaining and enhancing the capabilities of emergency-ready public health departments by upgrading, integrating and evaluating local public health jurisdiction's preparedness, response and recovery in accordance with the NJDOH and updated federal program guidelines and requirements.

Pharmaceutical Services for Adults with Cystic Fibrosis Program (CYS)
To provide funding to a non-profit agency that will assist adults living with Cystic Fibrosis to purchase nutritional supplements, prescription drugs, medical supplies and equipment needed to manage the disease.
New Jersey Youth Tobacco Prevention Program
The New Jersey Department of Health (NJDOH), Office of Tobacco Control and Prevention (OTCP), is soliciting applications through this Request for Applications (RFA) to implement evidence-based tobacco prevention strategies for youth under the age of 21, with a strong focus on youth engagement, school-based policy efforts, and point-of-sale (POS) strategies.
Reproductive Health Security Grant Program (RHSGP)
The Reproductive Health Security Grant Program (RHSGP) provides funding to eligible reproductive health care facilities, licensed by the State of New Jersey and in good standing, that provide reproductive health care services and determined to be at a high risk of unlawful activity (acts of violence, property damage, vandalism, harassment, etc.) within the State of New Jersey. Reproductive health care services include all medical, surgical, counseling, or referral services relating to the human reproductive system, including, but not limited to, services involving pregnancy, contraception, or the termination of a pregnancy.

Eligible reproductive health care providers may request a maximum of $100,000.00. Investments may include any one or a combination of the following:
This is not a reimbursement grant. Funding will be advanced based upon proper submission of a purchase order and respective invoice. NJOHSP will ensure the expenditure is consistent with the approved application and forward the authorized amount to the subgrantee within 5 to 10 working days of receipt. Subgrantees will be required to submit a proof of payment document.
Purpose and Overview
The New Jersey Department of Health (NJDOH), Office of Tobacco Control and Prevention (OTCP), is soliciting applications through this Request for Applications (RFA) to implement the Tobacco Age of Sale Enforcement Program. The purpose of this program is to support enforcement of New Jersey’s Tobacco Age of Sale law, which prohibits the sale of any tobacco products to anyone under the age of 21, through routine compliance inspections of Tobacco Retail Establishments (TREs). Eligible organizations will be responsible for recruiting, hiring, training, and supervising inspectors to conduct compliance inspections and monitor adherence to New Jersey’s tobacco control laws.

Purpose of Grant: to assist qualified non-profit organizations to prepare a neighborhood plan that meets the Neighborhood Revitalization Tax Credit program requirements.
Population to be Targeted: Residents of an identified neighborhood within a Neighborhood Revitalization Tax Credit eligible municipality.

HOME-ARP Program Fact Sheet: Rental Housing
Overview:
A PJ may use HOME-ARP funds to acquire, construct and rehabilitate rental housing for occupancy by individuals and families that meet one of the Qualifying Populations defined in CPD Notice: Requirements for the Use of Funds in the HOME-American Rescue Plan Program (“the Notice”). HOME-ARP rental housing may include single family or multifamily housing, transitional or permanent housing, group homes, single room occupancy (SRO) units, and manufactured housing.
To promote the development of financially viable housing, PJs may pay the entire amount of eligible costs associated with HOME-ARP rental units, are encouraged to work with local PHAs and state or local agencies to obtain project-based rental assistance and may provide ongoing operating cost assistance or capitalize a project operating cost assistance reserve to address operating deficits of HOME-ARP units occupied by qualifying households. To promote inclusion of HOME-ARP units in mixed-income housing, up to 30 percent of the units a PJ funds with its HOME-ARP grant may be restricted for occupancy by households that are low-income.
