New York State Community Development Block Grant (CDBG) Program

Funds Available

The NYS CDBG Program is administered by the Housing Trust Fund Corporation’s (HTFC) Office of Community Renewal (OCR) and funds a variety of activities across the State to develop viable communities. CDBG Program funds are allocated to New York State by the Department of Housing and Urban Development (HUD) for the NYS CDBG Program. HTFC will make available approximately $20 million in NYS Community Development Block Grant (CDBG) Program funds through this Request for Applications (RFA). This RFA is limited to the activities listed below. Applications will be accepted and reviewed on a rolling basis throughout the year. Funding for CDBG public infrastructure and housing activities will be announced separately and subject to a future Request for Applications.

CSX Charitable Investments provide essential in-kind donations to nonprofit organizations focused on supporting military members and community first responders. Through intermodal transportation services, CSX offers equipment and rail services to help reduce transportation costs for eligible organizations. The program also includes occasional donations of railroad materials and equipment based on availability. CSX prioritizes support for organizations operating within its service areas, promoting community betterment and development.

New York State Empire State Development

Regional Council Capital Funds (formerly ESD Grant Funds)

Funding Available: Up to $60 million

Empire State Development (ESD) has $60 million of capital grant funding available for the State's Regional Economic Development Council Initiative, which helps drive regional and local economic development across New York State in cooperation with ten Regional Economic Development Councils ("Regional Councils"). The $60 million available includes $8 million for tourism projects, formerly offered though the Market New York Capital Grant program. Grant funding is available for capital-based economic development projects intended to create or retain jobs; prevent, reduce or eliminate unemployment and underemployment; increase business or economic activity in a community or Region; and/or expand, construct, restore or renovate New York State tourism destinations and attractions.

Grant funding will be allocated among the ten regions, each represented by a Regional Council. Funding decisions will be based on each Regional Council's strategic plan and subsequent progress reports that set out a comprehensive vision for economic development and specific strategies to implement that vision, coupled with New York State's economic growth priorities. Funding will be awarded by the New York State Urban Development Corporation (d/b/a Empire State Development) at its discretion.

Clean Energy Career Pathways Training (PON 6121)

NYSERDA is seeking proposals for Clean Energy Career Pathways projects. These projects must include clean energy technical training as well as career preparation, wraparound services, and job placement support to prepare new workers for entry-level clean energy careers. Projects funded under this solicitation are intended to build or expand training infrastructure and capacity to build an equitable and inclusive pipeline of skilled talent for New York’s clean energy labor market. All training funded under this solicitation must be industry-driven and meet a demonstrated business need.

Total funding for this solicitation is $30 million, with up to $1.5 million per project. Additional funds may be added to this solicitation, if available, at NYSERDA’s discretion.

Funding is available for training that advances skills in the following clean energy technology areas: energy efficiency and building electrification; renewable energy; energy storage; smart grid; and electric vehicle charging stations (installation, operation and maintenance). 

The Booth Ferris Foundation's Higher Education Grant Program offers crucial capacity-building support to eligible higher education institutions in New York State, requiring an annual budget exceeding $1 million. Established in 1957, the Foundation has contributed over $425 million to various charitable causes. This program focuses on enhancing institutional effectiveness and sustainability, ensuring that organizations can thrive and serve their communities effectively. Note that the Foundation does not fund requests from individual schools or certain types of support.

Community Foundations of the Hudson Valley 

Community Foundations of the Hudson Valley (CFHV) empowers individuals, families, businesses, and organizations to fulfill their philanthropic goals through the establishment of charitable funds that support the needs of Dutchess, Putnam and Ulster counties. With over $100 million in assets, CFHV manages nearly 600 charitable funds and has distributed more than $777 million in grants and scholarships since January 2000. We lead initiatives to address urgent community needs such as food insecurity and educational challenges, offering both immediate relief and long-term support.

Acacio “Roger” Rodrigues Memorial Scholarship

Established by the Rodrigues family, in memory of Acacio “Roger” Rodrigues, scholarships will be awarded to graduating high school seniors or current undergraduate who reside in Dutchess, Putnam or Westchester County, New York or Fairfield County, Connecticut and who plan to study in a field which will lead to a career in the building/construction industry. These fields include but are not limited to engineering, construction management, electrical construction technology, plumbing and heating, welding and fabrication, etc. The scholarships will be awarded to individuals who are or will be full time students at any accredited vocational school, college or university in the United States.

Renewable for up to three additional years and payable to the school.

Grant Procedure

Founded in 1946 to honor the memory of renowned New York Governor and champion of the “little people,” Alfred Emanuel Smith, The Alfred E. Smith Memorial Foundation awards annual grants to organizations that bring hope and support to the poor, sick, and underprivileged within the Archdiocese of New York, regardless of race, creed, or color. Selected organizations are well-managed, financially stable, and propose projects that are worthy, purposeful, and clearly targeted. Charitable efforts are directed primarily toward organizations that serve:

Individuals facing physical, developmental, or emotional challenges who can achieve improved health and well-being through specialized medical and therapeutic services. 

Children and youth affected by poverty or other barriers who can reach their full potential through innovative educational programs and learning opportunities. 

Families and children in need of social support or foster care, whose stability, safety, and long-term prospects can be strengthened through targeted, outcome-driven services. 

The Elevance Health Foundation's Behavioral Health Grant aims to address significant challenges in mental health and substance use disorders. With a commitment of up to $90 million over three years, the Foundation seeks partnerships with nonprofits to enhance treatment access, promote prevention strategies, and alleviate loneliness among affected individuals. This initiative emphasizes innovative solutions and measurable outcomes, targeting both national and local programs, particularly in states with pressing health disparities.

The National Coastal Resilience Fund (NCRF) aims to protect coastal communities through nature-based solutions, enhancing habitats while addressing the growing threats of climate change. Established in 2018, the fund focuses on restoring vital ecosystems like marshes and reefs to mitigate flooding impacts. With rising sea levels and increasing storm intensity, NCRF invests in community-led projects that foster resilience, ensuring both people and wildlife can adapt to changing environmental conditions.

The New York State Agricultural Conservation Easement Program (ACEP) offers financial assistance for Agricultural Land Easements (ALE) to protect vital croplands and grasslands. This initiative supports landowners, including American Indian tribes and local governments, in maintaining agricultural land use by limiting non-agricultural development. By preserving these lands, the program ensures food security and promotes environmental quality, while also fostering local partnerships for sustainable land stewardship.

The NY Technical Assistance Grants (TAGs) program offers funding up to $50,000 to eligible community groups for independent technical assistance related to environmental remediation activities. TAGs help communities understand contamination issues and the remediation process at significant threat sites, as designated by the State Superfund Program and the Brownfield Cleanup Program. The New York State Department of Environmental Conservation encourages applications from non-profit organizations looking to enhance public awareness and involvement in environmental decision-making.

New York organizations restoring or protecting freshwater, fish, or other native species habitat can apply for US $50,001 - US $175,000 to implement on-the-ground projects in the Lake Champlain Basin. Focused on habitat and ecosystem restoration, Lake Champlain Basin Program supports work like riparian plantings, native species surveys, and critical habitat conservation that preschool campuses with relevant land or waterfront may undertake.

New York Pollinator Conservation Fund

This year, the New York Pollinator Conservation Fund invites proposals for small projects ($5,000 – $20,000) to be implemented in disadvantaged communities, identified through the Climate Leadership and Community Protection Act. Nonprofits or volunteer-led organizations are eligible to apply if they are either: 1) located in the disadvantaged community where the project will be implemented; or 2) located outside the disadvantaged community where the project will be implemented but have at least one year of experience working in the community. Organizations located in the disadvantaged community where a project will be implemented will receive preference.

To be competitive, projects should be consistent with the recommendations of the 2016 New York State Pollinator Protection Plan and subsequent updates. Projects must focus on one or more of the following:

• Preventing, abating, mitigating, or controlling prior or ongoing water, land, or air pollution affecting pollinators and their habitat
• Creating, managing, restoring, or enhancing pollinator habitat, including working with property owners or managers
• Undertaking pollinator-related research, monitoring, education, and outreach
• Working with tribal authorities and local governments to support the development and implementation of pollinator-friendly policies, programs, and activities.

The NYSCA/GHHN Preservation Supplies Grant, funded by the New York State Council on the Arts and the Greater Hudson Heritage Network, provides financial assistance for collection management supplies to museums and cultural organizations in New York State. Eligible applicants can request up to $650 to purchase essential materials, such as storage boxes and acid-free tissue paper, to support the preservation of their collections. This grant aims to enhance the care and management of historical artifacts across the state.

The NYSCA/GHHN Grants for Site Assessment offer support for half-day museum site assessments in New York. Funded by the New York State Council on the Arts and the Robert David Lion Gardiner Foundation, this initiative helps museums and cultural organizations improve their collections care. Organizations can apply for up to $1,000 for professional consultancy services, focusing on stewardship and collections-related issues. Eligibility includes chartered nonprofit museums and historical organizations, while federal and municipal institutions must inquire about their status.
