RFP #290: Workforce Innovation and Opportunity Act Title II and Welfare Education Program Funding

The Adult Education and Family Literacy Act (AEFLA), Title II of the Workforce Innovation and Opportunity Act (WIOA) require States to award multiyear grants or contracts on a competitive basis to eligible providers within the State. The purpose of this RFP is to provide adult education and literacy services that help out-of-school youth and adults develop literacy skills, achieve secondary credentials, and gain the knowledge and skills necessary for employment and economic self-sufficiency.

There are four types of competition: 

• Adult Basic Education and Literacy Services
• Integrated English Literacy and Civics Education (IELCE), 
• Corrections Education and Other Institutionalized Education Programs and
• Literacy Zones

The Dollar General Literacy Foundation offers Adult Literacy Grants to support organizations providing essential literacy services to adults. Grants of up to $10,000 are available for programs in Adult Basic Education, GED preparation, and English language acquisition. Eligible applicants include 501(c)(3) organizations, schools, and libraries located within 15 miles of a Dollar General store. The foundation aims to enhance educational opportunities and foster personal growth through literacy.

RBC Foundation – USA aims to enhance community quality of life by supporting non-profit organizations that promote diversity and positive change. In 2023, it awarded over $2.8 million in grants, prioritizing youth programs for ages 15-29, arts access for diverse populations, and mental well-being initiatives. The foundation encourages sustainable projects that foster economic independence, providing critical support for education, mental health, and cultural enrichment, thereby making a significant impact across various communities.

The Dollar General School Library Relief Grant Program, managed by the Dollar General Literacy Foundation, provides crucial support to K-12 public school libraries that face significant damage due to disasters such as fires or federally recognized acts of terrorism. This grant aims to restore essential library resources, ensuring that affected communities can continue to access vital educational materials and support. Libraries must be within 15 miles of a Dollar General store and meet specific eligibility criteria.

The Dollar General Literacy Foundation offers Family Literacy Grants to nonprofit organizations that support family literacy initiatives. Eligible applicants must provide services such as adult education, children's education, and parent-child engagement activities. Organizations must be located within 15 miles of a Dollar General store and have a valid IRS tax ID. This funding aims to enhance literacy skills for families, empowering individuals to achieve their educational goals.

The Dollar General Literacy Foundation offers the DGLF Summer Reading Grants, which support the development and expansion of summer reading programs aimed at Pre-K to 12th grade students, particularly new and below-grade-level readers, including those with learning disabilities. Eligible organizations, such as nonprofits, schools, and libraries within 15 miles of a Dollar General store, can apply for grants up to $3,000 to foster literacy and education initiatives.

The DGLF Youth Literacy Grants, established by the Dollar General Literacy Foundation, aim to enhance literacy among underperforming students in K-12. Organizations such as schools and libraries can apply for funding to implement or expand literacy programs, purchase necessary materials, and acquire technology. With over $159 million awarded to date, the foundation supports efforts that provide equitable education opportunities, ensuring every child has the chance to learn and succeed, regardless of their background.

The SUNY Open Educational Resources (OER) Impact Grants aim to enhance accessibility and affordability in education by promoting the use of OER across the State University of New York system. These grants support initiatives that reduce textbook costs and foster innovative teaching methods using openly licensed materials. By facilitating the adoption of OER, SUNY is committed to improving academic success and ensuring equitable access to high-quality educational resources for all students.

The SUNY Innovative Instruction Technology Grants (IITG) program, integrated with OER Impact Grants as of 2024, fosters innovation in teaching and learning within the State University of New York (SUNY) system. By funding projects that enhance the use of Open Educational Resources (OER) and explore AI applications in education, the initiative aims to improve accessibility, affordability, and student success. It promotes collaboration among faculty and institutions to build effective educational practices and sustainable partnerships.

The Reading is Fundamental Matching Grant - Books for Ownership program supports local literacy initiatives by providing funding for diverse books and literacy resources. Established in 1966, RIF aims to foster a culture of literacy among children in under-resourced communities. Eligible organizations can apply for funding to double their impact through matched funds, ensuring children have access to high-quality books that reflect their experiences and broaden their perspectives.

The Seedlings Summer Institute at The New York Botanical Garden offers educators of Pre-K-2 grades a unique opportunity to engage in hands-on nature and plant science activities. This weeklong program emphasizes inquiry-based learning, bridging connections between math and literacy. The CGC scholarship covers course fees, making this immersive experience accessible to teachers looking to enhance their science instruction both indoors and outdoors.

The Read Across America State Affiliate Event Grant supports NEA state affiliates in enhancing coordinated events that celebrate diverse reading. This grant encourages proposals aimed at providing students with access to diverse books, addressing challenges such as curriculum bans. Activities may include guest readings, establishing diverse book clubs, and promoting literacy through community engagement. Applications are open only to state affiliates, with a strong emphasis on year-round reading awareness.

The O'Reilly Automotive Foundation Grant focuses on enhancing community welfare through philanthropic initiatives that support economic stability, workforce development, health services, and disaster relief. Established in 2020, the Foundation seeks to empower underrepresented individuals and organizations in the U.S. by addressing vital community needs. It particularly aims to provide assistance to nonprofits that foster positive change and improve quality of life for those in need, ensuring a lasting impact in local communities.

The TruStage Foundation focuses on fostering economic mobility through education and housing initiatives. By supporting K-12 literacy, mentoring, and affordable housing projects, the foundation aims to uplift marginalized communities. With a commitment to addressing racial and socioeconomic disparities, TruStage seeks to empower individuals and families to build a brighter future. Their funding is directed towards impactful programs that align with their mission, while avoiding causes that do not meet their criteria for economic mobility.

The Believe in Reading Grant, offered by The Steve and Loree Potash Family Foundation, targets established literacy programs with a proven track record. The foundation aims to support initiatives that address literacy across various age groups, particularly in areas of high need. Grants can be up to $10,000, with a focus on projects that earmark funds specifically for literacy. Applications are reviewed bi-monthly, and first-time applicants are limited to $3,000.

The National Book Fund (NBF) offers grants to support adult education and literacy programs across the U.S. by providing New Readers Press materials. Grants typically range from $500 to $2,000, with applications considered for higher amounts if justified. Eligible applicants must have a defined project and use materials directly with learners. Priority is given to nonprofit organizations providing free literacy instruction. Note that individuals and lending libraries are not eligible for funding.

The Amgen Foundation Inc focuses on non-healthcare donations and sponsorships that target humanitarian, social, educational, and community programs. They offer support to organizations outside the U.S. healthcare community, particularly those recognized as tax-exempt public charities. The Wabtec Direct Grant Program focuses on creating sustainable impacts in local communities by funding 501(c)(3) non-profit organizations. Emphasizing education and environmental stewardship, the program supports initiatives that improve literacy, academic outcomes, and workforce readiness. Grants range from $1,000 to $10,000, prioritizing organizations that engage local Wabtec employees in volunteerism. The program promotes equitable access and non-discrimination while ensuring measurable results in funded projects.

The National Leadership Grants for Libraries (NLG-L) program, funded by the Institute of Museum and Library Services, aims to enhance library services across the nation. By supporting projects that promote adult reading, health and financial literacy, and effective use of new technologies, this initiative fosters community prosperity and builds partnerships among libraries, archives, and museums. The grants ensure that libraries can respond effectively to public needs and enhance their contributions to education and information access.

About the Slice of Literacy Grant

The bi-annual grant opportunity awards up to $10,000 to public libraries and non-profit organizations that are actively working to improve literacy initiatives in Pizza Hut communities.

The Golden Goldman Philanthropic Fund’s mission is to maximize local impact in support of: Women’s issues including reproduction and choice; Arts and Culture; Literacy; Reducing Income Inequality; and Judaism.

Funding will be awarded based on your proposal's potential impact. We will be looking at the applying organizations' fiscal viability and their ability to reach out to underserved individuals as part of our evaluation process. We do not usually provide funding for ongoing, existing programs.

Scholarship Program

Thanks to our generous partners, there are thirty $10,000 merit-based scholarships currently available. All scholarships are awarded on the basis of academic excellence, community service, and leadership. The finalists are announced every spring. They then attend our national convention in July when the winners of each individual scholarship are selected. 

The American Action Fund for Blind Children and Adults Scholarship

For more than 100 years the American Action Fund for Blind Children and Adults has strived to improve the lives of blind and Deafblind children and adults. Best known for annually producing and gifting Braille Calendars, sponsoring the free Braille books for blind children program, and administering the Braille Readers are Leaders contest, the American Action Fund leads in promoting Braille literacy. The American Action Fund is proud to award this scholarship to a deserving and talented blind person. 

Literary Arts Fund

Grants Overview

The Literary Arts Fund will award at least $50 million in grants to the nonprofit literary arts field over the next five years, concluding in 2031.

With a short timeline, the fund’s grantmaking has a strategic focus on the areas of the literary arts ecosystem where it determined it could have the greatest impact— that is: supporting independent U.S.-based literary arts nonprofits whose primary mission is directly serving adult writers of creative nonfiction, fiction, poetry, and hybrid works in making their artistic work and sharing it with readers outside of school and academic settings. Innovation project grants provide funding to literary arts nonprofits for projects that may be collaborative and that aim to address critical challenges in one or more literary arts nonprofit organizations, presses, or publications that, if improved, would directly benefit creative writers’ artistic work and ability to share it with readers and audiences. These grants are disbursed to nonprofits in a single payment and intended for use during the project period.
