Mobile English Program RFA 

The New York State Department of State’s Office for New Americans (DOS/ONA) was created in 2012 to welcome immigrants and to help them in achieving their American dream. Through its statewide network of community-based providers, ONA assists all new Americans in accessing and navigating a variety of free services and supports their inclusion as an integral part of New York State’s diverse cultural fabric.

Since 2014, ONA has offered mobile English programming to new Americans across the State. Through this Request for Applications (“RFA”) ONA is seeking to build on this work by establishing an expanded mobile English program to meet the needs of diverse new Americans across the state, particularly assisting new Americans who have limited English proficiency, representing over 13% of all New Yorkers.

This RFA seeks a qualified provider to develop and maintain a mobile English platform that allows students to access ESOL lessons through mobile devices. The grantee will also provide on demand coaching and support for navigating lessons offered in the platform and promote the program through development of outreach materials and training of staff at ONA and ONA partner organizations.

The One Hive Foundation Grant focuses on promoting pollinator health and ecologically responsible agriculture through funding research and nonprofit initiatives. Launched in 2022, the grant supports diverse projects aimed at enhancing environmental data, public education, and scientific collaboration. Targeting verified 501c3 organizations, the foundation emphasizes ecological practices and community engagement in Vermont and beyond, with grants of up to $75,000 available to eligible applicants.

The Irma L. and Abram S. Croll Charitable Trust, established in 2001, supports charitable causes primarily in New York City. With a focus on arts, education, and health, the foundation continues the philanthropic legacy of the Croll family. Administered by Wells Fargo Bank, it awards 3 to 5 grants annually, typically ranging from $25,000 to $200,000, to organizations that qualify as 501(c)(3) entities.

The Appalachian Landscapes Project Catalyst Grant supports climate-informed planning for land protection and stewardship in the Appalachian region. With funding up to $20,000 available, the grant aims to enhance community resilience and promote strategic land conservation efforts. Eligible applicants include land trusts, nonprofit organizations, and municipalities. Projects should prioritize broad-scale conservation planning and engage local communities to ensure specific benefits are achieved within a 12-18 month timeframe.

Office of Victim Services

Mission: OVS has a three-tiered mission to: provide compensation to victims of crime, their family members, and other eligible individuals in a timely, efficient and compassionate manner; fund direct services to victims of crime and their families through a network of programs across New York State; and advocate for the rights and benefits of all victims of crime.

Services

Compensation and Reimbursement

OVS provides substantial financial relief to victims of crime and their families by paying unreimbursed crime-related expenses, including but not limited to: medical and funeral expenses, loss of earnings or support, counseling costs, crime scene clean-up expenses, the cost to repair or replace items of essential personal property, reasonable and necessary court transportation expenses, assistance to crime victims acting as a good Samaritan, the cost of residing at or utilizing the services of a domestic violence shelter, and limited attorney fees.

Victim Compensation

Eligibility for Compensation

Victims of crimes that happen in New York State may be eligible to get reimbursed for certain crime-related, out-of-pocket expenses. New York State residents who are victims of terrorism in other countries may also be eligible.

Eligibility for compensation depends on the type of crime that occurred, and for certain types of crimes, there may be additional age or disability requirements.

Below is a list of the types of compensation OVS can provide:

• Crime-related, out-of-pocket medical and counseling expenses
• Repair or replacement of essential personal property lost, damaged, or destroyed as the direct result of a crime (up to $2,500 total per claim)
• Funeral and burial expenses (up to $12,000)
• Relocation, moving, and storage costs (up to $2,500)
• Lost earnings or loss of support (up to $30,000)
• Lost savings of vulnerable elderly or incompetent persons (up to $30,000)
• Transportation for crime-related medical appointments or necessary court appearances
• Employment-related transportation expenses due to a victim’s crime-related physical injury (up to $2,500)
• Crime scene cleanup expenses and/or cost of securing a crime scene (up to $2,500)
• The cost of residing at or utilizing the services of a domestic violence shelter
• Occupational rehabilitation expenses
• Home and vehicle modifications
• Attorney fees for representation before the agency and/or before an appellate court, upon judicial review of the victim’s OVS claim (up to $1,000)

The Coaching Enhancement Grant by the NCAA Division III aims to increase diversity in assistant coaching roles by providing financial support to member institutions. Over two years, selected schools receive $15,000 to cover salaries, requiring a matching contribution. This initiative encourages ethnic minority and gender representation, allowing up to 11 institutions to benefit annually, thus enhancing inclusivity in collegiate sports.

The Readings & Workshops Mini-Grants provide funding for individual readings and workshops, ranging from $150 to $450 per session. Open to New York State and California organizations, these grants support writers' participation in events. Eligible organizations include colleges, cultural centers, and libraries. Priority is given to those serving diverse audiences and presenting in underserved areas. The application process requires details about the writer and event dates. Grant amounts are capped annually, and matching funds are encouraged.

The Strategic Alliance Matching Grant by the NCAA Division III aims to bolster ethnic minority and gender representation in senior athletics administration roles. With an annual budget of $1.6 million, it supports up to 46 schools and conferences over five years. Eligible institutions must be active NCAA Division III members and meet various requirements. This grant encourages diversity in leadership, fostering an inclusive environment for student-athletes.

Award Categories

Step-Up Grants

Step-up Grants assist organizations with the administrative and legal fees needed to secure 501(c)(3) status, along with the costs associated with completing a consultant-facilitated organizational assessment and resulting plan(s). 

A $500 match is required, cash or in-kind. Award disbursed at contract signing.

Former students and auditors of Professor Samuel Freedman’s Book Seminar working on nonfiction book projects can receive US $3,000 for proposal development, research, or manuscript writing. Community Foundation of New Jersey supports these individual writing and literature efforts, which may benefit New York preschool-focused organizations only if led by eligible former class participants.

Professional Development Grants

Professional Development Grants support the hiring of permanent staff to advance organizations to a higher and sustainable level of professionalism, fiscal and administrative stability, and community outreach that in the future they will be able to sustain on their own. Professional Development Grants may be used to support:

• First Staff Hire: hiring the organization’s first permanent employee, full- or part-time.
• Additional Staff: hiring an additional full- or part-time permanent staff member to fill a critical administrative, outreach or development need, or other key function. Park and Trail Partnership Grants 5
• Upgrade to Full-time Staff: increasing a part-time Executive Director, or other key staff position to full time.
• Shared Staff: hiring a staff person to be shared by two or more eligible organizations.

Professional Development Grants are meant to support permanent increases in staffing capacity. If an organization is interested in hiring temporary contractors or staff to support the organization’s work, this request would fall under a Capacity and Organizational Effectiveness Grant or a Stewardship and Public Access Capacity grant.

A 20 percent cash match of the total project budget is required. Fifty percent of award will be disbursed at contract signing; remainder will be disbursed after submission of satisfactory one-year progress report.

The Coaching Enhancement Grant - Division II aims to enhance diversity in NCAA coaching by providing financial support for new assistant coaching positions. This grant specifically targets increased representation of ethnic minorities and women in athletics. Selected schools receive funding for three years to cover salaries and benefits, totaling $370,000 annually for up to 21 institutions. Eligible schools must be active NCAA Division II members committed to these diversity efforts.

The Strategic Alliance Matching Grant - Division II offers financial support to enhance ethnic minority and gender representation in mid- to senior-level athletics administration roles across NCAA Division II institutions. With an annual budget of $860,000, the grant aims to fund up to 20 schools and conferences each year. Eligible applicants must be active Division II members and are encouraged to collaborate with their human resources departments during the proposal process, ensuring compliance with grant requirements.

The Empire State Trail Town Program, managed by Parks & Trails New York, aims to transform communities along the iconic Empire State Trail into vibrant, trail-friendly destinations. Through expert guidance, the program supports local initiatives to enhance outdoor recreation, promote tourism, and strengthen community identities as trail towns. Applications for the 2026 round are now open, inviting eligible cities, villages, and towns to unlock the economic potential of outdoor recreation along this renowned trail.

Project Lead The Way is offering a rolling grant opportunity for schools to implement the PLTW Engineering program for the 2025-2026 academic year and beyond. Eligible institutions include public, private, and charter schools located in the US. Grant recipients will receive funding to cover participation fees and training costs. Total funding amounts to $16,000, distributed over three years. Schools are encouraged to create pathways for students in engineering through this initiative.

The UNICO Foundation's Ralph J. Torraco Scholarship provides two scholarships of $2,500 each to students pursuing a degree. Open to all ethnicities, applicants must be U.S. citizens, attend an accredited college full-time, and maintain a minimum GPA of 3.0. They should continue their studies in the 2026-2027 academic year and may apply if sponsored by a UNICO chapter from specific states. This initiative underscores UNICO's commitment to supporting educational opportunities for deserving students.

The George I. Alden Trust offers a Higher Education Grant aimed at supporting independent colleges and universities in New England, New York, Pennsylvania, and New Jersey. The Trust prioritizes capital needs to enhance the educational experience, approving grants up to $100,000 for first-time applicants. Eligible institutions must have a minimum of 1,000 full-time undergraduate students and demonstrate a commitment to educational excellence and effective administration.

The Ella T. Grasso Literary Scholarship, provided by the UNICO Foundation, offers two $1,000 awards to college students of Italian descent. Candidates must submit an original essay or short story celebrating their heritage while being enrolled in a full-time, accredited U.S. college for the 2026-2027 academic year. This initiative highlights UNICO's commitment to supporting educational endeavors and preserving Italian culture within America.

The Bernard and Carolyn Torraco Memorial Nursing Scholarships, funded by the UNICO Foundation, offer $2,500 scholarships to students pursuing accredited nursing programs in the United States. These scholarships support nursing students of all ethnicities who demonstrate financial need and maintain a minimum GPA of 3.0. Eligible candidates must be U.S. citizens and enrolled in a campus-based program, with a focus on continuing their studies within the academic year 2025-2026.

The UNICO Foundation offers the Dr. Benjamin Cottone Memorial Scholarship, providing $5,000 to support a U.S. citizen of Italian descent pursuing a medical degree. Eligible candidates must be seniors at accredited colleges or medical schools, with proof of enrollment required. This scholarship not only aids education but also honors the foundation's commitment to community service and heritage, reflecting the core values of the Italian American community.

The Sergeant John Basilone Memorial Graduate Scholarship, offered by the UNICO Foundation, provides two awards of $3,000 each for graduate students of Italian descent. Eligible applicants must be U.S. citizens, enrolled full-time in accredited programs, and reside in specified states. The scholarship supports students pursuing graduate studies in the academic year 2026-2027. UNICO promotes Italian American heritage and community service, making this scholarship a valuable opportunity for deserving students.

Project Lead The Way (PLTW) offers grants for schools to implement the PLTW Computer Science program from 2025 to 2028. Schools must provide at least one PLTW course in the first year and two courses in the second year. The total grant is $14,000, covering participation fees and training costs. Eligible institutions include public, private, and charter schools located in the U.S., with special encouragement for those serving low-income or minority-majority populations.

The Appalachian Landscapes Project Capital Grant, offered by the Open Space Institute, supports vital conservation initiatives aimed at preserving biodiversity and enhancing landscape connectivity. Established in 1974, the OSI has protected over 2.5 million acres in the Eastern US and Canada, focusing on land that ensures clean drinking water and wildlife habitats. This grant is specifically for projects within the Appalachian Landscapes Project service area, promoting sustainable community benefits.

The Hudson River Fund Research Grant, provided by the Hudson River Foundation, aims to support innovative research that explores the complex interactions within the Hudson River ecosystem. This grant focuses on projects that are scientifically significant and relevant to public policy and resource management in the Hudson River watershed. Established in 1981, the Foundation seeks to enhance public access and understanding of the River's ecological systems while promoting sound environmental policies.
