New York State Department of Environmental Conservation
The New York State Department of Environmental Conservation (DEC) was created on July 1, 1970 to combine all state programs designed to protect and enhance the environment into a single agency.

DEC's goal is to achieve this mission through the simultaneous pursuit of environmental quality, public health, economic prosperity and social well-being, including environmental justice and the empowerment of individuals to participate in environmental decisions that affect their lives.
Water Quality Improvement Project (WQIP)
Grant Description
The Water Quality Improvement Project (WQIP) program is a competitive, statewide reimbursement grant program open to local governments and not-for-profit corporations to implement projects that directly improve water quality or habitat, promote flood risk reduction, restoration, and enhanced flood and climate resiliency, or protect a drinking water source. This funding is for construction/implementation projects, not projects that are exclusively for planning.
Maximum funding awards vary by project type. Program priorities and requirements are also subject to change from year to year. The typical annual funding available for the WQIP program is at least $75 million.
Grant funds are available for up to 75% of the application budget. Applicants must provide the remaining 25% in match funds. Additional information regarding eligible forms of match (eligible costs) is provided under each project type.

Funding is available for the following project types: 1) Wastewater Treatment Improvement; 2) Nonagricultural Nonpoint Source Abatement and Control; 3) Vacuum Trucks in Municipal Separate Storm Sewer System (MS4) Areas; 4) Land Acquisition for Source Water Protection; 5) Salt Storage and Road Salt Reduction; 6) Dam Safety Repair/Rehabilitation and Removal; 7) Aquatic Connectivity; 8) Marine District Habitat Restoration; 9) Fish and Wildlife Habitat Restoration and Enhancement; 10) Landfill Leachate Treatment
Landfill Leachate Treatment
Project Type Description
Funding is available for projects to treat landfill leachate for contaminants, including but not limited to polyfluoroalkyl substances (PFAS), at municipally-owned active municipal solid waste landfills or active construction and demolition debris landfills with leachate collection systems.
Lake Champlain Basin Program
Mission
The Lake Champlain Basin Program (LCBP) coordinates and funds efforts that benefit the Lake Champlain Basin’s water quality, fisheries, wetlands, wildlife, recreation, and cultural resources, in partnership with government agencies from New York, Vermont, and Québec, private organizations, local communities, and individuals.
Artist-in-Residence Programs
New England Interstate Water Pollution Control Commission (“NEIWPCC”), is pleased to announce a Request for Proposals (RFP) for Artist-in-Residence (AiR) programs in the Lake Champlain Basin. The aim of this process is to invite a wide range of innovative and effective projects and further the goals of Opportunities for Action: An Evolving Plan for the Future of the Lake Champlain Basin. The intent of this funding opportunity is to support development of sustainable Artist-in-Residence programs that will recruit artists to obtain and use scientific data, cultural trends, or historical facts to increase interpretation of natural resources within the Lake Champlain basin.

Family and Community Engagement Program Grant
The purpose of the FCEP is to increase the academic achievement and college and career readiness of boys and young men of color. Many schools and districts are faced with the challenge of how to develop and sustain effective relationships with families toward the goal of increasing student success. Teachers, Principals and School District leaders identify family engagement as one of the most challenging aspects of their work. When narrowing the scope of this ongoing concern to the issues of boys and young men of color, it is not only an issue of engaging and connecting to the immediate family, but to the extended family and the larger community.
New York State Office of Mental Health
The New York State Office of Mental Health (OMH) oversees a large multi-faceted mental health system serving nearly 800,000 individuals each year. This includes operating 23 psychiatric centers and overseeing the Nathan S. Kline Institute and New York Psychiatric Institute. OMH regulates and certifies more than 6,500 programs operated by local governments and nonprofit agencies.

Community Mental Health Loan Repayment Program: Mental Health Clinicians
The Office of Mental Health is awarding state aid grants for community agencies that want to offer student loan repayment funds to eligible professionals in exchange for a 3-year service commitment.
Agencies must provide eligible mental health programs licensed or authorized by OMH.
For the 2026 MH Clinicians RFP up to $5M is available annually ($15M over 3 years). These funds will support a minimum of 500 awards. $1.5M annually ($4.5M over 3 years) is set aside for eligible professionals who, as members of groups traditionally underrepresented in the mental health field, provide culturally competent care for populations underserved in mental health.
Agencies can apply on behalf eligible professionals with the following titles for awards of up to $30,000 over the 3-year service commitment:

Request for Proposals - Environmental Review Services for Blue Buffers Program
Enterprise Community Partners, Inc. ("Enterprise") was selected as a subrecipient of New York State Housing and Community Renewal to administer the Blue Buffers Program pursuant to a subaward. To fulfill its obligations, Enterprise formed a special purpose entity, Enterprise Assisted Properties, LLC (“EAP”).
EAP is seeking to procure professional services for environmental review for eligible properties in the New York State Blue Buffers Voluntary Risk Property Buyout Program (Blue Buffers Program) in the Town of Brookhaven, Mastic Beach, New York. The Blue Buffers program is currently available for property owners within the designated buyout area in the Town of Brookhaven, Mastic Beach. The environmental review will be conducted on properties where the owner has signed a purchase and sale agreement to participate in the program.
New York State Homes and Community Renewal (HCR)
New York State Homes and Community Renewal (HCR) is the State’s affordable housing agency, with a mission to build, preserve, and protect affordable housing and increase homeownership throughout New York State. HCR develops, preserves and protects affordable housing and invests in economically vibrant communities. We work with many private, public and nonprofit partners to create safe, healthy and affordable housing opportunities for all New Yorkers.
HCR is charged with carrying out Governor Hochul’s new $25 billion, five-year, comprehensive housing plan to increase housing supply by creating or preserving 100,000 affordable homes across New York including 10,000 with support services for vulnerable populations, plus the electrification of an additional 50,000 homes.
Access to Home for Heroes
The Access to Home for Heroes Program provides financial assistance to make accessibility modifications, emergency home repairs or address code violations to the primary residences of low- and moderate-income veterans with disabilities. Such activities will enable veterans with disabilities to live in their residences safely and comfortably, rather than in an institutional setting. Eligible veterans may be renters or homeowners, with service-related injuries, age, or health related disabilities. Examples of accessibility modifications may include wheelchair ramps and lifts, handrails, doorway widening, and roll-in showers.
NY PLAYS: Places for Learning, Activity, and Youth Socialization
Recognizing that Playgrounds promote physical activity, exercise, and building friendships – and that research shows outdoor play supports emotional well-being – Governor Hochul announced the New York Places for Learning, Activity, and Youth Socialization (NY PLAYS) Initiative. This new competitive grant program will support the design, construction, and renovation of Playgrounds that are open to the public in Communities across the State.
NY PLAYS is overseen by the New York State Office of Parks, Recreation and Historic Preservation (“NYS OPRHP”) and administered by the Dormitory Authority of the State of New York (“DASNY”).
New York State Energy Research and Development Authority
The New York State Energy Research and Development Authority (NYSERDA) offers objective information and analysis, innovative programs, technical expertise, and support to help New Yorkers increase energy efficiency, save money, use renewable energy, and reduce reliance on fossil fuels. A public benefit corporation, NYSERDA has been advancing energy solutions and working to protect the environment since 1975.
New York State Clean Energy Internship Program
Description
Provides funding to eligible clean energy businesses, organizations, and local municipalities hiring interns to perform meaningful work in the clean energy sector. Both clean energy businesses and interns can apply to participate in the program. Accepted businesses will select, interview, and hire interns, and NYSERDA provides reimbursement on a percentage of the interns’ wages.
Up to $4.7 million is available to enhance the talent pipeline through meaningful clean energy internships. Funding is allocated on a first-come first-served basis to businesses that register, perform eligibility checks, and submit all completed materials in to NYSERDA. Funding will be allocated until it is exhausted or until the submission deadline.

All businesses that participate under this PON must have a formal business location in New York State. Any intern supported under this PON must work in New York State.
