Through these partnerships, $2.5 million in Key Bank geographies and $1.5 million in HSBC geographies has been allocated for the subgrants for direct-to-client housing counseling services that will be awarded in three rounds in the FEF-HCS track.

The Department offers various funding opportunities to ensure the growth of New York’s agricultural communities. These opportunities touch many parts of the diverse agricultural sector: connecting farmers with new markets; supporting marketing efforts for producers and retailers; getting local, healthy foods into schools; improving infrastructure on fairgrounds and in companion animal shelters statewide; ensuring climate resilient farming practices; and more.

FFGF - NYS Food and Fiber Processing Grant Program

The Food and Fiber Processing Grant Program, administered by the Farm and Food Growth Fund (FFGF) on behalf of the New York State Department of Agriculture and Markets, supports the scaling of existing and new products produced and harvested in New York State. Funding is available for the construction and renovation of facilities, as well as the purchase and installation of equipment. Priority will be given to projects that expand processing for fruits, vegetables, grains and beans for human consumption; plant and animal fibers.

Eligible applicants may apply for awards ranging from $250,000 to $2.5 million. Of the $8.5 million available, $1 million is reserved for projects that use plant and animal fiber. Processed products developed through the grant must contain a minimum of 51% raw agricultural ingredients grown or raised in New York State.

Funding priorities include:

  • Early/initial stage processing for plant and animal fibers including retting, degumming, decortication, scouring, carding, and combing
  • Edible fruits, vegetables, grains and beans for human consumption
  • Projects focused on products that support the Nourish NY, Farm-to-School, and NYS 30% Initiative, or Executive Order 32
  • Processed products containing large majority of New York State grown/harvested ingredients
  • Further geographic diversity of New York State food processing capacity

The Patrick Leahy Lake Champlain Basin Program (“LCBP”), in coordination with the New England Interstate Water Pollution Control Commission (“NEIWPCC”), is pleased to announce a Request for Proposals (RFP) for projects that will directly support the Healthy Ecosystems goals of Opportunities for Action: An Evolving Plan for the Future of the Lake Champlain Basin by supporting organizations situated in the United States that have the ability to sell or grow native trees and shrubs for habitat conservation planting projects in the Lake Champlain Basin. The intent of this funding opportunity is to measurably enhance the native plant supply available to local organizations for habitat conservation projects that benefit Lake Champlain.

Awarded funding may be used for infrastructure investments and to support workforce development initiatives needed to build or grow tree nursery capacity and reduce the cost of stems for conservation planting projects located in the Lake Champlain basin.

Applicants must demonstrate or provide a viable business plan and describe how costs to local non-profits purchasing the native plants will remain stable or be reduced or eliminated through use of this funding. Approximately $1,000,000 in funding is available to support awarded projects. Grants of up to $500,000 will be awarded. One proposal may be submitted per eligible organization or entity. LCBP anticipates granting multiple awards from this RFP.

This grant opportunity is supported by funds awarded to NEIWPCC by the U.S. Environmental Protection Agency via the Infrastructure Investment and Jobs Act on behalf of the Lake Champlain Basin Program. Proposals should offer a scope that supports work in the U.S. portion of the Lake Champlain Basin. Partial funding of total application requests may be awarded if agreeable to the applicant. All awards are subject to funding availability.

Housing Trust Fund

The Housing Trust Fund Program was established under Article XVIII of the Private Housing Finance Law (PHFL) to help meet the critical need for decent, affordable housing opportunities for people of low income. HTF provides funding to eligible applicants to construct low-income housing, to rehabilitate vacant, distressed or underutilized residential property (or portions of a property), or to convert vacant or underutilized non-residential property to residential use for occupancy by low-income homesteaders, tenants, tenant-cooperators or condominium owners.

Since 1985, HTF has received annual appropriations between $25 and $39 million; a nominal amount of each appropriation can be used for administration of the program.

Funding Limitations

Funding under the Low-Income Housing Trust Fund is limited to $125,000 per unit. Project sponsors must ensure long-term (15-30 years) use by low and/or very low-income persons. Up to 10 percent of an HTF award can be used for a community service facility.

Program funds cannot be used for a project's or applicant's administrative costs, nor can they be used for any non-residential facilities, except for community space for project tenants and such space necessary for operating and management activities as approved by the HTFC. No more than 50 percent of the HTF award may be used towards acquisition of the project property. Operating reserves cannot be capitalized with HTF monies.

No more than 50 percent of the annual HTF appropriation may be allocated to any one municipality. Additionally, no more than one-third of the funds appropriated in any one year may be used by private developers.
