Urban forestry is defined as the management of the planting, maintenance and protection of tree populations in urban settings to enhance the economic and ecosystem services trees provide to the community.

Community forestry is a branch of forestry that engages the community in the completion of urban forestry practices in support of local government, serves broader community needs and works for positive change.

When municipalities and partners accomplish urban and community forestry practices and activities in an ordered manner, they enhance the level of management in the community, leading to sustainable program success.

We use the accomplishment of six specific standards to measure and classify the development status of a community’s U&CF program into one of four management classifications. This helps a community measure its progress, celebrate accomplishments, and allows us to best serve each community’s individual needs.

The Urban and Community Forestry Project Financial Assistance Program is designed to help communities climb this sustainable management hierarchy. The program accomplishes this by providing financial assistance and guidance in the development and completion of U&CF projects comprised of urban and community forestry practices and activities. A Request for Applications (RFA) process is offered several times a year to help you plan and apply for these assistance opportunities. N.C. Arbor Day Celebration Assistance

Working directly with the NCFS, this assistance package is designed to help municipalities that have not achieved Tree City USA designation plan and hold an Arbor Day celebration on North Carolina Arbor Day. Assistance is awarded to a select number of municipalities or tribal governments. The RFA opens in July each year.

The N.C. Forest Service (NCFS) Urban and Community Forestry (U&CF) program seeks to award two, two-year grants to an organization(s) (grantee) to manage and complete select urban forestry services (Climb to Tree City USA package) for municipalities awarded assistance (subrecipient) through our Financial Assistance Program (FAP) request for applications (RFAs) process. 

Funding Programs

There are two federal funding programs that will fund this work:

• Hurricane Helene Recovery (HHR)

• Inflation Reduction Act (IRA)

Inflation Reduction Act (IRA)

• 100% of the Tribal government or municipality’s incorporated lands fall within the boundaries of NCFS U&CF Financial Assistance Program Inflation Reduction Act project areas.
• Indirect administration – 20% of services billed.
• $5.6 million in assistance is available for award of all IRA funded work.

HFW Healthcare Career Scholarship Program – High School

Healthcare Foundation of Wilson established the Healthcare Career Scholarship Program to help Wilson, NC public high school students who have an interest in the healthcare profession. Each high school in Wilson County will have the ability to award one student with a $1,000 scholarship. The student must be a graduating senior who will attend any North Carolina community college, college, or university for a major related to a healthcare career.

Recipients of the scholarship will be selected by a committee at each high school with the understanding that any nominee must meet all eligibility criteria. Scholarship recipient information must be submitted by the school’s scholarship committee by the application deadline. 

The Lead Service Line Replacement Fund, supported by the Bipartisan Infrastructure Law, allocates $15 billion to assist communities in replacing lead service lines. It offers principal forgiveness loans to disadvantaged areas and low-interest loans for others. Eligible applicants include local governments and non-profit water companies. Funds can cover various activities such as the removal of lead lines, restoration of sites, and updating inventories. Applications are accepted year-round, with awards made quarterly.

South Arts, Inc. offers Professional Development Grants for Arts Organizations to enhance the skills and knowledge of Southern arts entities. These grants aim to support operational stability and growth, focusing on organizations with budgets of $500,000 or less. Eligible applicants include a range of arts organizations within South Arts' nine-state service area. The program emphasizes first-time opportunities and requires a dollar-for-dollar cash match, ensuring a commitment to professional development in the arts.

The NRCS' Feral Swine Eradication and Control Pilot Program for FY 2026 aims to combat the environmental and agricultural threats posed by invasive feral swine. With over $3.4 billion in annual damage attributed to these species, the program seeks to mitigate their impact on ecosystems and human health. Funded by the USDA, this initiative targets states with high feral swine populations, emphasizing collaborative efforts with State Technical Committees to implement effective control measures.

The Agricultural Conservation Easement Program (ACEP) in North Carolina supports landowners in protecting and enhancing wetlands and agricultural lands through conservation easements. The program offers financial assistance for permanent and 30-year easements, facilitating the restoration of degraded wetlands. Established in 1943, the foundation prioritizes established organizations and encourages collaboration with other funding sources. Grants are not available for operational expenses or start-up funding, and applicants must demonstrate a clear funding plan for ongoing operations. This foundation seeks to empower communities while avoiding dependency on funding.

The Go Outside (GO) Grants support North Carolina educators in providing students with outdoor learning experiences through field trips and visiting programs. Funding ranges from $3,000 for single-day trips to $5,000 for overnight excursions, encouraging exploration of parks and recreation areas. Applications are currently open, but funding is contingent on state allocations, with a recommendation to schedule activities after July 2025.

The O'Reilly Automotive Foundation Grant focuses on enhancing community welfare through philanthropic initiatives that support economic stability, workforce development, health services, and disaster relief. Established in 2020, the Foundation seeks to empower underrepresented individuals and organizations in the U.S. by addressing vital community needs. It particularly aims to provide assistance to nonprofits that foster positive change and improve quality of life for those in need, ensuring a lasting impact in local communities.

The External Collaborative Research (ECR) program by Boehringer Ingelheim invites academic and community scientists to propose collaborative studies aimed at protocol development and result publication. This program offers potential drug and financial support, excluding direct salary for the Principal Investigator. Budgets must represent fair market value and will be negotiated further. Research interests span therapeutic areas including Cardio-Renal-Metabolic, Mental Health, Dermatology, and Oncology, encouraging innovative solutions to unmet medical needs.

What does this program do?

It provides loans and grants to Microenterprise Development Organizations (MDOs) to:

• To help microenterprises startup and growth through a Rural Microloan Revolving Fund.
• Provide training and technical assistance to microloan borrowers and micro entrepreneurs.

Microenterprise Development Organizations must demonstrate experience in managing a Revolving Loan Fund, or:

• Certify that it or its employees have received education and training from a qualified microenterprise development training entity so that the applicant has the capacity to manage such a revolving loan fund.
• Demonstrate that it is actively and successfully participating as an intermediary lender in good standing under the U.S. Small Business Administration (SBA) Microloan Program or other similar loan programs as determined by the Administrator.

 What kind of funding is available?

• Grants are available to provide technical assistance to rural micro-entrepreneurs or microenterprises, up to $205,000 annually.
  • Funding at the requested level is not guaranteed, and at least 15 percent matching funds are required.
• Loans of $50,000 to $500,000 may be used for establishing a Rural Microloan Revolving Fund managed by the Microenterprise Development Organization.
  • Total aggregate debt is capped at $2.5 million.

What are the loan terms?

• Maximum term is 20 years.
• Two-year payment deferral.
• Must establish a loan loss reserve fund.

What terms are required on loans to ultimate recipients?

• Up to $50,000.
• Fixed interest rate.
• Limited to 75 percent of project cost.

How may the funds be used?

Microlenders may make microloans for qualified business activities and expenses including, but not limited to:

• Working capital.
• Debt refinancing.
• Purchasing equipment and supplies.
• Improving real estate.

South Arts, Inc. is offering Accessibility Grants of up to $2,500 to nonprofit organizations in the Southeast to enhance accessibility in arts programs for individuals with disabilities. The grants aim to foster inclusivity by supporting projects that engage disabled artists and audiences. Organizations must be located within the South Arts Service region and focus on the arts. Priority will be given to new applicants and those serving BIPOC and LGBTQIA+ communities, with a commitment to rural areas.

The Youth and Young Adult Well-Being Grant from the Nantahala Health Foundation aims to enhance the health and well-being of youth and young adults aged 5 to 24 in Western North Carolina. Climb to Tree City USA Package

This assistance package is designed to help municipalities that have not met all the Tree City USA standards complete select urban forestry practices and community forestry activities that are foundational in the management of public trees and to achieve Tree City USA designation. The RFA opens in January each year.

• Cost share %: Reimbursement of 100% of eligible purchased goods and services.
• Indirect administration – 20% de minimis/total purchased goods and services.
• $5.6 million of assistance is available for award of all IRA funded RFAs.

The NC Sea Grant and NC Space Grant Graduate Research Fellowship Program invites interdisciplinary proposals addressing critical focus areas such as sediment budgets, erosion, and habitat transformations. Emphasizing regional collaboration, the fellowship aims to concurrently fund graduate students in North Carolina and Louisiana to tackle sediment loss issues. Proposals must utilize data from NASA and NOAA, fostering innovative methodologies for effective natural resource management and providing unique professional development opportunities for students across both states.
