The Oklahoma Department of Libraries (ODL) serves as the State Library, State Archives, and Records Administrator for Oklahoma state government, overseeing public library development, statewide resource sharing, and programs such as literacy initiatives. Technology Grants to Public Libraries

Public libraries play a vital role in providing access to technology and digital resources in their communities. The FFY25 Technology Grant supports libraries in strengthening their technology infrastructure and expanding access to modern digital tools.

Administered by the Oklahoma Department of Libraries, this Library Services and Technology Act (LSTA)-funded grant helps libraries address local technology needs, enhance digital literacy, and improve technology-enabled services that support learning, creativity, and community engagement.

This long-standing belief has driven financial contributions to numerous Oklahoma parks and community organizations, including Turkey Mountain, River West Festival Park, the Gathering Place, Tulsa Zoo, the Tulsa Library Trust, Tulsa Area United Way, Youth Services of Tulsa, and so many more.

• Education: In line with its mission to support higher education in Oklahoma, the Zink Family Foundation is committed to several local universities, including Oklahoma State University and the University of Tulsa. This support is demonstrated through dedicated scholarship programs, campus housing initiatives, and the development of educational centers.

• Youth Development: By investing in today’s youth, we are securing tomorrow’s leaders. For multiple generations, the Zink Family has believed in this truth. Through annual contributions to nonprofit organizations serving our youth, we encourage kids to develop life and leadership skills, explore vocational opportunities, and receive academic support to learn on par with their peers.

Grants

ZFF supports non-profit organizations and programs that are relevant to our mission. Our core areas include: Arts & Culture, Community, Education, and Youth Development.

Grant amounts vary by category and organization size. If you have previously received a ZFF grant, an amount in that same range is a good starting point.

The Oklahoma Initiative Fund Grant, offered by the Communities Foundation of Oklahoma, aims to strengthen rural communities through funding of up to $15,000. Eligible organizations include 501c3 nonprofits serving populations of 50,000 or less, focusing on areas such as literacy, health services, and food insecurity. Preference is given to community-based organizations within these eligible areas, fostering impactful connections between philanthropists and local needs.

The Professional Development Award aims to enhance the capabilities of individuals affiliated with Region 3 Network Member institutions. This funding supports attendance at seminars and workshops focused on data science and health information access, promoting improved health literacy and equity. The NNLM encourages projects that empower underrepresented communities and healthcare professionals. Applications are open until funds are exhausted or April 1, 2024, with a singular award per annual performance cycle.

Health Literacy Grants

Public libraries and literacy organizations play an important role in helping Oklahomans access reliable health information and wellness resources. The FFY26 Health Literacy Grant supports projects that encourage healthy living, improve health literacy, and promote community wellness.

Administered by the Oklahoma Department of Libraries, this Library Services and Technology Act (LSTA)-funded grant supports Story Trails, fitness and wellness activities, healthy eating programs, information sharing, and other innovative health literacy projects.

Health Literacy

To help build thriving communities, ODL offers opportunities to develop personal and organizational health literacy. As trusted community anchor institutions, libraries are vital in supporting the community’s abilities to access, to understand, and to utilize health information, which directly impacts health outcomes.

Health Literacy Grant

ODL's Health Literacy grant provides libraries and literacy organizations across the state opportunities to develop and sustain programming that encourages healthy behaviors and information-gathering for members of their communities. Through funded programs, participants can increase their physical activity, grow and prepare healthy meals, learn about various health topics, and more--the possibilities are as numerous as local librarians' imaginations are wide!

ODL’s work is divided into two primary areas: Services to Government and Services to Libraries. The Services to Government division includes managing the State Library and administering the State Archives and Records Management Division. The Services to Libraries division focuses on Library Development and Statewide Initiatives, supporting public libraries, and fostering statewide library programs.

Professional Development Conference Grant - Association of Rural and Small Libraries

The Professional Development Conference Grant supports Oklahoma public library staff attending the 2026 Association of Rural and Small Libraries (ARSL) Annual Conference. Funded through the Library Services and Technology Act (LSTA) and the Institute of Museum and Library Services, the grant helps library professionals expand their skills, connect with peers, and strengthen library services in communities across Oklahoma. Funding is available to assist eligible applicants with conference registration reimbursement for the ARSL conference in Montgomery, Alabama.  This grant is for reimbursement ONLY.

Rob-See-Co Library Grant

In recognition of National Library Day, Rob-See-Co, an independent seed company located in Elkhorn, Neb. is proud to announce the continuation of its Rural Library Grant program.

Originally launched in 2023 to commemorate the company’s 10th anniversary and honor Agnes Robinson’s dedication to the rural library in Waterloo, NE, the program continues to hold special meaning. Agnes, great-grandmother of Jim Robinson, CEO of Rob-See-Co, was a passionate advocate for rural libraries. Today, the program extends support to libraries across rural communities within the company’s footprint. 

The focus areas for grant distributions from the Rob-See-Co Rural Library Grant program will assist local libraries with expanding book collections, core educational programs for adults or children, and computer or software upgrades. Examples of this would be new books, expansion of school visits or field trips, digitizing research materials, support for funding traveling exhibits and speakers.

Rob-See-Co will award ten grants to selected rural libraries across CO, IA, KS, MD, MI, MN, ND, NE, OH, OK, PA, SD, TX and WI. Funds may be used for core educational, preservation and interpretive purposes, including collection development, facility improvements, traveling exhibits, guest speakers, staff training, programming, and publications. 

The Virtual Professional Development Award aims to enhance professional knowledge and experience for individuals in Region 3 Network Member institutions. By funding attendance at seminars and conferences related to data science and health information access, this award supports the goals of the Network of the National Library of Medicine (NNLM). It seeks to improve health information access for healthcare providers and consumers, particularly among underrepresented populations, fostering health equity and literacy.

The Community Ties Giving Program by Union Pacific Foundation offers local grants aimed at enhancing community well-being through diverse funding priorities. These include safety initiatives, workforce development, community vitality, and environmental sustainability. The program emphasizes supporting organizations that promote diversity, equity, and inclusion, aiming to create impactful projects that resonate with Union Pacific's heritage and mission. Eligible applicants must be nonprofit organizations serving Union Pacific communities and demonstrate a clear need and capacity to deliver effective programming.

Civic Engagement Grant

Libraries play a key role in sharing information and resources to support citizens becoming civically engaged in their communities. This grant provides an opportunity for libraries and community-based literacy programs in partnership with libraries to share accurate and current information to achieve the following purposes:

• fostering on going civic engagement, and/or
• achieving citizenship for eligible individuals.

Eligible activities can include any combination of providing resources, programs, instruction, and/or one-on-one tutoring to support the grant’s purpose.

The Dollar General School Library Relief Grant Program, managed by the Dollar General Literacy Foundation, provides crucial support to K-12 public school libraries that face significant damage due to disasters such as fires or federally recognized acts of terrorism. This grant aims to restore essential library resources, ensuring that affected communities can continue to access vital educational materials and support. Libraries must be within 15 miles of a Dollar General store and meet specific eligibility criteria.
