2026-2027 Associates Scholars Empowerment Program
Daughters of Charity Inc., in partnership with UNCF, created the Associates Scholars Empowerment Program to assist students receiving certificates and two-year degrees.
The Associates Scholars Empowerment Program is a renewable need-based scholarship open to students receiving certificates and two-year degrees.
Students who do not meet the renewal criteria will be placed on probation and given a one semester grace period, while funded, to come into compliance.
FY27 RFP FWBPEFS27001 for Iowa Fatherhood Initiative
Description
The purpose of this Request for Proposal (RFP) # FWBPEFS27001 is to solicit applications that will enable the Iowa Department of Health and Human Services (referred to as Agency) to select the most qualified applicant to provide comprehensive fatherhood services, including family economic advancement, parenting education, access and visitation supports, financial literacy, and employment readiness programming to strengthen families and promote self-sufficiency.
FY27 RFP COAEREF27001 for Refugee Mentoring
Purpose
The purpose of this RFP #COAEREF27001 is to select qualified applicants to provide Youth Mentoring (YM) services to Office of Refugee Resettlement (ORR) eligible youth ages 15–24 in Iowa, consistent with ORR guidance. Program goals are to promote positive civic/social engagement and support educational/vocational advancement. Services include matching youth with mentors (one-on-one or group) and providing case management to support educational and career development, within five years of the youth’s date of eligibility. The Agency anticipates awarding multiple contracts from this procurement.
2025-2026 WBL-LIFT (Work-Based Learning Leadership & Investment for Field Training)
Strengthening the Work-Based Learning Educator Pipeline Through Targeted Professional Preparation
Iowa school districts will have the opportunity to strengthen the educator pipeline for Work-Based Learning (WBL) through the WBL-Leadership & Investment for the Field (LIFT) Grant Opportunity. WBL-LIFT, or Work-Based Learning Leadership and Investment for Field Training, is designed to support the recruitment, preparation, and retention of career and technical education (CTE) educators by expanding access to WBL-focused professional development and credentialing pathways.
This competitive opportunity will support efforts to increase the number of educators qualified to lead, supervise, and sustain high-quality Work-Based Learning programs in Iowa. Through this initiative, school districts may support professional learning and credentialing connected to the Multioccupations (MOC) Endorsement, the Work Experience Coordinator (WEC) Endorsement, and the Work-Based Learning Supervisor Authorization.
High-quality Work-Based Learning depends on educators who are prepared to coordinate student experiences, build employer partnerships, manage program quality, and support safe and effective learning in workplace-connected settings. WBL-LIFT is intended to strengthen statewide capacity by supporting both early-career and transitioning teachers, while also helping school districts build stronger local systems for WBL delivery.

By investing in educator preparation and credentialing, WBL-LIFT will help strengthen Iowa’s capacity to deliver authentic, high-quality Work-Based Learning experiences for students across the state. Expanding the number of WBL-qualified educators will support stronger school-employer partnerships, more effective coordination of student experiences, and increased access to career-connected learning opportunities.
Funding for this opportunity is provided through Iowa’s Work-Based Learning Clearinghouse State Appropriation.
On a competitive grant basis, this opportunity will allow school districts to expand educator access to Work-Based Learning-focused preparation, endorsements, and authorizations that support local program development and long-term sustainability.

The Nuisance Property and Abandoned Building Remediation program provides financial assistance to communities to remediate residential nuisance buildings and structures.
The administrative rules for the Nuisance Property and Abandoned Building Remediation program can be found in Iowa Administrative Code, section 216- Chapter 22. Please refer to these rules as necessary for more information regarding program requirements.
Rates and Terms
Assistance under the Nuisance Property and Abandoned Building Remediation program will be in the form of a short-term loan. Interest rates will be set at 0%. Terms will be a maximum of five years.
Communities may make loan payments to IEDA on a quarterly, semi-annual or annual basis.

The Edward and Sandra Meyer Foundation, Inc. has partnered with UNCF to establish the Edward and Sandra Meyer Family Scholarship. This scholarship is focused on providing vital financial assistance to ensure that high school seniors within the state of New York have access to a quality college education.
The candidates will have the opportunity to enroll in any accredited field of study at their selected institution. The candidates must be enrolled as first-time freshman within the 2026-27 Academic year. The eligible candidates must have maintained a cumulative grade point average of 2.50 throughout the entire application process.
The selected recipients will be eligible for renewal awards upon their continual adherence to the program guidelines and have established financial need by their institution each year.
CDBG Public Services
Funding Opportunity Details
Approximately $1,210,432 in federal Community Development Block Grant (CDBG) funds are available to cities and counties through the state of Iowa’s Public Services Program. All incorporated cities and all counties in the State, except those designated as HUD entitlement areas, are eligible to apply for and receive funds under this program. The Applicant will establish a subrecipient agreement with the participating nonprofit entity (“Subrecipient Partner”) for implementation of the program. Additionally, all Applicants & Subrecipient Partners must work with a Grant Administrator that complies with IEDA’s Certified Grant Administrator Policy (typically council of government or IEDA-approved consultant) to submit the application and conduct grant administration / project delivery.
The purpose of the Public Service Program is to support essential service providers, Homelessness Service Providers and Food Pantries, that address the most urgent and persistent needs of low- and moderate-income households in Iowa. By focusing resources on these high impact service areas, the program aims to support local safety nets, access to nutritious food, and individuals and families experiencing housing instability to improve community resilience. These investments complement broader CDBG goals by ensuring vulnerable Iowans receive the immediate services necessary to achieve long-term housing, health, and economic stability.
CDBG Streetscapes
Funding Opportunity Details
Approximately $1,031,297 in federal Community Development Block Grant (CDBG) funds are available to cities and counties through the State of Iowa’s Streetscapes Program. Incorporated cities and all counties in the State are eligible for this program's funding only if they are not in a designated HUD entitlement areas and if they have successfully closed out a previous Commercial Facades project with IEDA.
The Streetscapes Program exists to assist communities who have previously been awarded and completed CDBG Downtown Revitalization (DTR) projects in making improvements to their downtown “streetscape” infrastructure. After having completed a DTR grant, a community that wishes to take the next step in revitalizing their downtown area can apply for this program, so long as that community has documented blight in their current streetscape that they are intending to mitigate or the entire community is at least 51% low-to-moderate income (LMI).
Working with a professional engineer, a city will submit designs for everything to be included in the project scope of work.
FY27 College and Career Transition Counselor Grant Application - Sixth Round
Description of the Project
The start-up grants for the project will help offset the funding needed to start new College and Career Transition Counselor positions in Iowa. College and Career Transition Counselors will work directly through the community college and secondary schools to support college transition and career exploration through targeted connections with students and families during crucial time frames, including preparation, transition to enrollment, and persistence through their postsecondary program. These counselors will work closely with students in grades 11 and 12 in partner high schools throughout the summer after high school graduation and as the first-year advisor for students coming out of this program at the coordinating community college. The positions will be hosted at the community college and partner with at least one school district.
Purpose of the Grant
Financial support to expand the College and Career Transition Counselors across the state is provided by the Department of Education, Bureau of CTE and Post Secondary Readiness. Grant recipients will receive funding for a three-year period of time.
