The Horner Foundation is a family-based charity dedicated to partnering with community-based organizations that provide youth, aged 10-19, hands-on experiential learning opportunities through Out of School Time (OST) to foster positive youth development.

We work in 4 geographic regions, determined by where family members live, their specific interests and needs identified by the community.

Organizational Funding Statement

The Horner Foundation strives to be responsive and meet organizations where they are. This means that we may provide multi-year funding and ongoing support to nonprofits who may be launching a pilot project or going through a transition. However, we also believe in the value of diverse funding sources. The Horner Foundation typically funds organizations for 1-2 funding cycles (2-4 years). In rare cases, we may fund an organizations for 3 funding cycles (6 years).

The Foundation awards two-year grants dedicated to project funding. We fund in four geographic regions, each with its own funding priorities.

Philadelphia, Pennsylvania: Out of School Time (OST) Organizations - STEM Programs    

Strategy

Since 2013, The Horner Foundation has supported Out of School Time programs working directly with underserved youth aged 10-19 in the City of Philadelphia. For our 2024 funding cycle, we will focus on out-of-school time STEM programming. 

Funding Focus

STEM (Science, Technology, Engineering, and Math): The intention of this funding focus is to inspire members of the next generation to pursue careers in the science, technology, engineering, and math sectors through programming delivered in an inclusive learning environment.

• The program may include coding, robotics, entrepreneurship, engineering, and other STEM-related OST programming aimed at equipping youth with the tools necessary to thrive in a tech driven society.
• This funding focus also includes programs that encourage leadership training and career preparation for young tech leaders in underserved communities.

The Mary Hillman Jennings Foundation Grant supports nonprofit organizations in southwestern Pennsylvania, focusing on community development, health, education, and the arts. Established in 1968, the Foundation aims to improve the quality of life for underserved populations, including at-risk youth and homeless individuals. It prioritizes direct services that promote economic and social welfare, while accepting applications from tax-exempt organizations. The grant cycle may take two to three months, reflecting the Foundation's commitment to thorough review.

The Penn National Gaming Foundation Grants support various community initiatives across North America, emphasizing education, health services, and cultural affairs. Launched post-Hurricane Katrina, the foundation aids local nonprofits, enhancing community development, public safety, and veteran support. The grants cater to organizations that address the needs of children, senior citizens, and disadvantaged populations, ensuring a broad impact in areas where Penn National Gaming operates. This commitment reflects the foundation's dedication to uplifting communities and fostering resilience.

The Georgia-Pacific Foundation Grant supports organizations in the Metro Atlanta area, focusing on education, entrepreneurship, community enrichment, and environmental sustainability. Established in 1958, the foundation prioritizes investments that align with its mission and values, promoting long-term well-being within communities where Georgia-Pacific operates. Eligible applicants include 501(c)(3) nonprofits, public schools, and local government entities located within 30 miles of GP manufacturing sites.

Century Fund for Strong Neighborhoods Competitive Grant Program

The Century Fund was established in 2016 as a result of a development campaign to celebrate FCFP’s 100th birthday.

This Fund will support civic, economic development, recreational, and youth grant initiatives for the residents of Lycoming, Montour, Northumberland, Snyder and Union County. It will celebrate neighborhoods, showcase our environmental treasures, and guide our youth toward a positive future.

Program Focus

Positive Youth Development initiatives that support adolescents ages 13 through 17

The EQT Foundation Grant Program supports nonprofits with a focus on community enrichment, education, and environmental preservation in areas aligned with EQT Corporation's business operations. Since 2003, it has awarded over $74 million, emphasizing impactful, evidence-based proposals that foster safe and sustainable communities. Eligible organizations must be tax-exempt and demonstrate effective resource management. The foundation prioritizes projects that promote STEM education, community engagement, and conservation efforts to enhance quality of life in the regions it serves.

The Lycoming County Emergency Service Grant Program, established in 1916, aims to support local fire companies, volunteer organizations, and emergency medical services in Lycoming County. The program provides funding for facility renovations, equipment repairs, and member training, promoting community safety and emergency preparedness. Strong preference is given to collaborative efforts between organizations, ensuring a unified approach to enhancing emergency services. The Pennsylvania Council on the Arts offers the Creative Catalyst Grants to support innovative arts projects that can have a significant impact across the state. These grants aim to enhance the cultural, educational, and economic vitality of Pennsylvania's communities through special initiatives. Eligible organizations include nonprofits and local government units, with a focus on diversity, equity, and inclusion. The grant cycle is quarterly, ensuring timely support for unique arts opportunities.

Impact100 Philadelphia provides impactful grants aimed at supporting nonprofit organizations in the Philadelphia area. With a focus on addressing unmet needs, the program encourages applications from diverse organizations that demonstrate financial stability and community impact. Eligible nonprofits must be 501(c)(3) tax-exempt entities serving specific Pennsylvania counties, with at least three years of financial statements. The program prioritizes initiatives in arts, education, environment, family, and health sectors, enabling organizations to strengthen their core missions.

The Pittsburgh Foundation aims to foster a vibrant, equitable, and just community in the Pittsburgh region through its Foundation-Directed Grantmaking. Focus areas include Basic Needs, Equity and Social Justice, Arts and Culture, Economic Mobility, and Environmental Action. The Foundation prioritizes support for organizations serving low-income communities and those impacted by social injustices. By aligning grantmaking with community aspirations, they strive to ensure everyone can thrive and access essential resources and opportunities.

The Resilient and Connected Appalachians Grant Program, offered by The Nature Conservancy, provides up to $100,000 for projects that acquire land and easements throughout the Appalachian region. This program emphasizes equitable conservation, aiming to support historically marginalized communities and enhance access to nature while addressing climate change impacts. Projects must demonstrate community engagement and align with the program's goals to protect vital habitats and foster resilience in the face of environmental challenges.

Philadelphia District Attorney’s Office Forfeiture Fund – Summer Camps, Cycling, Swimming & Athletic Programs

Forfeiture Fund

Pursuant to its obligations under the Pennsylvania Controlled Substances Forfeiture Act, 42 Pa.C.S.A. § 5802, and the final order entered on February 17, 2021(Sourovelis v. City of Philadelphia, Civ. Action No. 2:14-cv-04687-ER), the Office of the District Attorney of Philadelphia must utilize funds forfeited to it to support community-based anti-crime and anti-narcotics organizations.

Organizations may request support for:

• Summer Camps
• Cycling
• Swimming
• Athletic Programs 

Organizations may use funds to support anti-crime, anti-drug, anti-violence initiatives consistent with guidance from the Office of the Attorney General of Pennsylvania and the United States Department of Justice. A non-exhaustive list of permissible uses based on these sources will be provided to grantee organizations. The Fund will prioritize requests from grassroots community groups with smaller budgets, defined as $950,000 or less. Grants are limited to organizations working with people in the city and county of Philadelphia.

Funding priorities

The Forfeiture Fund will accept applications from community-based organizations offering programs that align with the guidelines and a single focus area of this grant cycle. Applications which attempt to address all focus areas in a single application are likely to be declined.

Priority will be given to:

• Organizations with annual operating budgets at or below $950,000 
• Organizations that can demonstrate a track record of running a summer camp, cycling, swimming and/or athletic programs 

The Folk and Traditional Arts Community Projects Grant, offered by the Mid Atlantic Arts Foundation, supports projects that enhance traditional arts and cultures in the mid-Atlantic region. Non-profit organizations can apply for grants ranging from $1,000 to $5,000, with a required 1:1 match. Eligible activities include performances, workshops, and public art collaborations, particularly those engaging underrepresented communities. This initiative fosters artistic expression and cultural connection across diverse communities.

Neighborhood Assistance Program (NAP)

Tax credit program to encourage businesses to invest in projects which improve distressed areas.

Statement of Purpose

The goals of NAP are to provide resources to assist low-income and distressed neighborhoods and communities, encourage positive health outcomes, and address the safety and welfare of their residents. As a result, NAP encourages communities to pursue and achieve fiscal well-being and self-sufficiency.

These Programs are intended to benefit low-income populations. Applicant’s proposed projects must not result in the displacement or forced relocation of low-income individuals or households.

The goals of the Programs are to promote community participation and collaborations among the residents, nonprofits and businesses while producing outcomes by assisting a distressed area or the low-income population in a neighborhood. Eligible neighborhood nonprofits (“Applicants”) apply for tax credits based on pending contributions from for-profit companies (“Contributors”).

In FY2026-27, the Department will prioritize applications that align with the vision and goals of newly developed Commonwealth’s Housing Action Plan & Economic Development Strategy in addition to childcare. These priorities include:

The Henry A. Jordan, M.D., Preservation Excellence Fund supports innovative projects in the Mid-Atlantic region, offering up to $5,000 to organizations committed to protecting cultural and natural resources. Established in 1996, this fund promotes collaboration among various stakeholders, facilitates policy development, and enhances public engagement in preservation issues. Eligible activities include planning and education efforts, requiring applicants to match grant funds and adhere to specific conditions to ensure effective use of resources for community sustainability.

2026 FCFP Birthday Grants for Lycoming County

Competitive grant program that supports nonprofit organizations with missions relating to arts and culture, education, health and human service, youth, environment, and economic development in Lycoming County.

The Jazz Touring Network (JTN) fosters the presentation of jazz across the mid-Atlantic region, supporting both novice and experienced presenters. Through an open and competitive application process, JTN members engage in professional development and collaborate on annual jazz tours. Eligible organizations must be located in specific states and maintain a strong history of presenting touring artists. The JTN prioritizes diversity and inclusivity, ensuring that programming reflects the vibrant landscape of contemporary jazz.

The Greater Harrisburg Foundation Upstream Grant aims to foster community improvement by funding innovative projects that address systemic issues at their source. This grant supports nonprofit organizations in Cumberland, Dauphin, Franklin, Lebanon, and Perry Counties, allowing them to implement creative solutions in areas such as education, health, and environmental stewardship. By focusing on upstream interventions, the foundation encourages a proactive approach to social change, ultimately enhancing community resilience and well-being.

The TFEC Community Impact Grants, including the Benjamin Franklin Trust Fund, support nonprofits in South Central Pennsylvania. Emphasizing community sustainability, these grants address diverse local needs such as education, health, and housing stability. Priority is given to projects aiding Mifflin and Juniata counties, with a focus on measurable impact and lasting outcomes. Eligible organizations must be registered nonprofits, and funding decisions depend on the number of qualified applicants and available resources.
