Resilient Food Systems Infrastructure Program (RFSI)

The purpose of the Resilient Food Systems Infrastructure Program (RFSI) is to develop and administer state-coordinated initiatives to build resilience across the middle of the State’s food supply chain for food crops. Funds will support expanded capacity for the aggregation, processing, manufacturing, storing, transporting, wholesaling, and distribution of locally and regionally produced food products, including specialty crops, dairy, grains for consumption, aquaculture, and other food products, excluding meat and poultry. DEM will work in partnership with USDA to make competitive sub-award investments in middle of the supply chain infrastructure (Infrastructure Grants) to domestic food and farm businesses and other eligible entities.

Cost Share or Match Required

Infrastructure Grant Recipients are required to contribute 50% of the total proposed project cost as a match to federal funding. This applies to all applicants except those who qualify for the reduced match described below.  

For historically under-served farmers and ranchers, or for other businesses that qualify under SBA categories of Small disadvantaged business, women-owned small business, or veteran-owned small business, the required match funding Resilient Food Systems Infrastructure Grant (RFSI) contribution or cost share is reduced to 25% of the project cost. 

What Can I Use the Funding for?

RFSI will focus on funding Infrastructure Grant activities in each State that:

• Expand capacity for processing, aggregation and distribution of agricultural products to create more and better markets for producers;
• Modernize manufacturing, tracking, storage, and information technology systems;
• Enhance worker safety through adoption of new technologies or investment in equipment or facility improvements;
• Improve the capacity of entities to comply with federal, state, and local food safety requirements;
• Improve operations through training opportunities;
• Support construction of a new facility;
• Modernize or expand an existing facility (including expansion and modifications to existing buildings and/ or construction of new buildings at existing facilities);
• Construction of wastewater management structures, etc.;
• Modernize processing and manufacturing equipment; and
• Develop, customize, or install equipment that reduces greenhouse gas emissions, increases efficiency in water use, improves air and/or water quality, and/or meets one or more of USDA’s climate action goals.

The Champlin Foundation offers Challenge Grants to Rhode Island-based nonprofits to leverage funding for matching donations. These grants are limited and require organizations to discuss their plans with the Foundation before submitting formal requests. Since its inception in 1932, the Foundation has invested nearly $725 million in capital projects, enhancing various sectors such as healthcare, education, and the arts, while fostering community engagement and supporting marginalized populations.

The Capacity Building Grant program, initiated by the Rhode Island Foundation, offers funding and technical assistance to 501(c)(3) nonprofit organizations in Rhode Island. This program aims to address critical community priorities identified through extensive public engagement and research. By focusing on diversity, equity, inclusion, and access, the grant supports various activities, including strategic planning and operational improvements, enhancing the capacity of organizations to better serve their communities.

The Point32Health Foundation Grant focuses on advancing equity in aging by providing multi-year, general operating grants to nonprofits in Connecticut, Maine, Massachusetts, New Hampshire, and Rhode Island. The foundation emphasizes collaboration with community organizations to address systemic inequities and improve health outcomes for older adults. Grant applications are accepted at various times, with specific deadlines for advocacy and social justice projects. The foundation seeks to honor the voices of those most affected by inequities.

The RIF Community Priority Grants, initiated by the Rhode Island Foundation, aim to enhance community well-being through targeted support to 501(c)(3) nonprofit organizations in Rhode Island. These grants focus on addressing six identified community priorities, promoting diversity, equity, inclusion, and access. By fostering collaboration and understanding community needs, the program seeks to empower local organizations to effectively respond to systemic inequities and support thriving communities for a better Rhode Island.

The Newport County Fund (NCF) provides competitive grants ranging from $1,000 to $10,000 to support nonprofit organizations in Newport County. These grants aim to assist initiatives such as project development, community program expansion, and advocacy efforts. Eligible applicants include 501(c) nonprofits and municipal departments, while faith-based organizations can apply for secular projects. However, NCF does not fund individuals, scholarships, or capital efforts, ensuring support is strategically directed to impactful community services.

Creative Aging Grant

The Creative Aging Grant for organizations supports sequential arts instruction for adults, 55 years and older. Organizations may apply for up to $7,000 to support a series of creative activities designed for older adults led by experienced teaching artists. RISCA defines “sequential arts instruction” for older adults as a multi-session engagement with a consistent group who are actively learning artistic skills. 

For this initiative, the emphasis is on a learning model.

Designed to meet the needs of older adult populations through arts and creativity, the program's primary purpose is to help state arts agencies deliver more high-quality arts learning experiences to these adults by expanding point-of-service delivery.

The Stranahan Foundation’s Early Childhood Education grant program supports efforts to improve access to high-quality early care and education for young children (birth to five), especially those from low-income families. We do this by investing in strategies that strengthen, support, and retain a high-quality, thriving early educator workforce.

The Foundation has a history of supporting professional development (PD) and learning systems through its Provider strategy (). We believe strong professional development systems are essential for building a skilled early childhood workforce and creating positive learning environments for young children.

The Fall 2026 funding cycle is available for organizations that align with this Provider strategy.

Funding Opportunity

This funding opportunity will provide up to $750,000 to support early childhood education providers in strengthening existing professional development (PD) systems. Funding is intended to improve a specific area of an established PD system—not to build a brand-new system from scratch or put the foundational elements in place.

What kind of improvements can funding support?

Organizations should focus their projects on strengthening their professional development systems. The Stranahan Foundation defines a strong professional development system as one that includes:

• Connect learning opportunities that build on one another over time.
• Use adult learning best practices.
• Align staff learning to educator competencies, credentials, career growth, or compensation.
• Provide learning experiences that are individualized, scaffolded, and responsive to educators’ needs, experience, and goals.

Grants ranging from $2,500 to $10,000 are awarded annually to nonprofit organizations that enhance the quality of life within the community. Eligible applicants include all agencies serving LGBTQ needs, ensuring non-discrimination policies are in place. The Rhode Island Community Foundation, a private funder, administers these grants, with decisions typically made within 8-10 weeks.

The Grant Sherburne Fund, established in 1888, supports nonprofit organizations in Rhode Island focused on basic human needs such as food, shelter, and healthcare for underserved populations. The fund encourages proposals for operating and program support that align with its mission, while small capital expenses may be included. However, educational programs and support for startups are generally not funded. The grant aims to strengthen the nonprofit sector and enhance community well-being.

The Emergency Community Water Assistance Grants in Rhode Island support eligible communities in preparing for or recovering from emergencies that compromise safe drinking water availability. Events such as droughts, floods, and chemical spills qualify for assistance. Grants can fund projects like waterline extensions or treatment facilities, with amounts reaching up to $1 million. This initiative aims to restore access to clean water and promote environmental sustainability in rural areas.

The Water & Waste Disposal Loan & Grant Program in Rhode Island offers essential funding to enhance drinking water systems, sewage disposal, solid waste management, and storm water drainage for eligible rural households and businesses.
