The Foundation prioritizes projects addressing oral health and mental health, among other systemic health issues, to create sustainable, data-driven solutions.

2027-2028 Community Mental Health Services Block Grant

The BHDD federal fiscal year 2027-2028 Community Mental Health Services Block Grant Application was available for review and public comment from August 24-31, 2026.

Please note that this application serves as the Agency’s Community Mental Health Services Block Grant State Plan, required by Public Law 102-321, for providing comprehensive community mental health services to adults with a serious mental illness (SMI) and to children with a serious emotional disturbance (SED). The Block Grant is a noncompetitive formula grant that is provided to BHDD Office of Mental Health by the Substance Abuse and Mental Health Services Administration (SAMHSA).

Community Mental Health Services Block Grant (MHBG)

Each year, BHDD receives a two-year grant from SAMHSA. This grant is called the Community Mental Health Services Block Grant (MHBG). It is a noncompetitive grant based on a formula; funding is provided by SAMHSA to 59 recipients. The funding must be used to provide “comprehensive, community-based mental health services” to two types of people: adults with serious mental illnesses (SMI) and children with serious emotional disturbances (SED). Additionally, the funding can be used to help people who are having mental health crises, even if they have not been diagnosed with SMI or SED. Learn more about the block grant here.

There are many different services and programs that can be funded by the block grant – as long as the services fall into the category of “comprehensive, community-based mental health services” for the two types of people listed above, or the services are for people in crisis. This includes services like individual counseling, family counseling, group counseling, psychiatric services, medication management, transitional services, care coordination and crisis interventions.

BHDD provides block grant funding to each of its 16 community mental health centers (CMHCs) and several central administration programs. These CMHCs and programs provide a wide variety of services to patients and people in crisis.

BHDD also allocates block grant funding to nonprofit organizations through a competitive solicitation process. The next available solicitation will fund nonprofits from July 2026 – June 2029. A Mental Health Planning Council is a required activity for this grant. The purpose of the Planning Council is to ensure collaboration among various state agencies and provide opportunities for people with lived experiences with mental illness to give feedback and input to BHDD. Specific state agencies are required to participate on the council. A minimum of 51% of the Planning Council members must be people with lived experiences with mental illness or family members of people with mental illnesses. 

The Leon Levine Foundation, established in 1980, focuses on enhancing the human condition through investments in education, healthcare, and human services in North and South Carolina. The foundation seeks nonprofits with proven leadership and sustainable financial plans. They aim to create pathways to self-sufficiency and promote lasting change. LOIs are accepted year-round, and grant recipients must support an inclusive environment free from discrimination.

The AmeriHealth Caritas Foundation Grant aims to prevent and mitigate adverse childhood experiences (ACEs) to promote healthier outcomes for children. With a focus on empowering families, healing behaviors, and access to healthcare, the foundation supports nonprofit organizations that provide comprehensive care and resources. Grants range from $100,000 to $250,000, totaling up to $1.945 million for project-specific initiatives. Eligible organizations must be 501(c)(3) nonprofits operating in states where AmeriHealth Caritas Medicaid markets exist.

RBC Foundation – USA aims to enhance community quality of life by supporting non-profit organizations that promote diversity and positive change. In 2023, it awarded over $2.8 million in grants, prioritizing youth programs for ages 15-29, arts access for diverse populations, and mental well-being initiatives. The foundation encourages sustainable projects that foster economic independence, providing critical support for education, mental health, and cultural enrichment, thereby making a significant impact across various communities.

The Jolley Foundation Grant offers up to $100,000 to charitable organizations that are 501(c)(3) exempt and based in South Carolina. This grant aims to address poverty and discrimination through systemic solutions, capacity-building for nonprofits, and collaborative efforts. Priority is given to projects in arts, education, health, and human services, particularly those benefiting residents of Greenville County. Applicants must demonstrate financial sustainability for their programs.

Agnes McCarthy Caregiver Foundation

The Agnes McCarthy Caregiver Foundation is a 501(c)(3) not-for-profit charity that provides hope and relief to caregivers who care for a loved one with mental health conditions.

Caregiver Grant

Family caregiving has become a public health issue that receives inadequate recognition in our country. While it can be rewarding to care for our loved ones, it often comes with significant physical, emotional and financial costs to the caregiver. On average, caregivers spend over 25% of their own income to support their loved one and provide 32 hours a week in unpaid care.

AMCF currently offers a $500 financial relief grant to assist family members with unexpected expenses due to their caregiving role. Mary Joan Keeney Scholarship

The Mary Joan Keeney Scholarship was established in 2017 to honor the memory of Joan Keeney and her dedication to continuing education. In 1992, at the age of fifty-nine, she attended Denver Seminary in Denver, Colorado and completed a life-long dream of earning a Master’s in Counseling. Upon graduation, she volunteered as a grief and bereavement counselor at The First Presbyterian Church in Boulder, Colorado. Her life passion was helping others heal and return to love.

The purpose of this scholarship is to provide non-traditional, female students interested in nursing and mental health careers access to funds to help further their education and/or certification. In 2026, two one-time scholarship awards of $5,000 each will be offered.

The Charles Hamlin Scholarship, established by Nurses Educational Funds, Inc., supports professional nurses pursuing master's or doctoral degrees in nursing. Applicants must hold a current RN license and demonstrate a commitment to nursing leadership, particularly in orthopedic care and the well-being of Native American communities.
