Sustainable Solutions for Housing Stability – Addressing Critical Needs Grant

Central to our Critical Needs strategy is the recognition that access to stable, healthy and secure housing is fundamental in paving the way toward economic stability for individuals and families. Understanding the Chicago region’s formidable homelessness challenges, the Trust is offering this funding opportunity aimed at bolstering direct service organizations that provide housing and homeless prevention services. Through a human-centered approach, we are dedicated to ensuring that communities experiencing homelessness or unstable housing receive the support and resources necessary to achieve and maintain stable housing.

Need/Opportunity Statement

The Chicago Coalition to End Homelessness estimates that 58,625 people experienced homelessness in 2024 – nearly three times higher than the 18,836 individuals counted in the city’s annual Point-in-Time survey. Unlike the Point-in-Time count, this estimate includes people who are doubled-up or living in overcrowded and unstable housing, revealing the broader reality of housing insecurity across Chicago.

Both reports show that homelessness is widespread and disproportionately impacts Black and Latine communities. Black residents make up about 30 percent of Chicago’s population but account for more than 50 percent of those experiencing homelessness. Latine residents also represent about 30 percent of the population and over 90 percent of those living doubled-up.

While Illinois and the City of Chicago have multi-year plans to address homelessness, philanthropic support remains essential. The Chicago Community Trust is committed to providing flexible, multi-year funding to help make homelessness rare, brief and non-recurring.

Priority Strategies & Activities

The Sustainable Solutions for Housing Stability RFP will fund programs that support individuals and families experiencing homelessness or housing instability.

Grants will support initiatives in two primary categories:

Prevention:

• Emergency rental assistance and subsidies to help people stay in their homes
• Legal support for individuals and families facing eviction

Housing:

• Safe emergency shelter that provides healthy meals, healthcare access, and case management to help people move into stable housing
• Transitional housing with wraparound support, giving residents time to pursue education, job training, and employment
• Permanent supportive housing for individuals with chronic illnesses or disabilities
• Housing navigation services to reduce barriers and offer culturally and linguistically responsive support
• Specialized housing programs tailored to the unique needs of vulnerable communities, including returning residents, youth, LGBTQIA+ individuals, and survivors of gender-based violence

The ultimate goal is to foster sustainable solutions that promote housing stability and address the root causes of homelessness within the Chicago region.

Goals & Outcomes

The Sustainable Solutions for Housing Stability RFP supports the Trust’s 10-year goal of increasing the number of households meeting their basic needs. Progress measures focus on tracking how housing programs help people move from homelessness to stable housing and stay housed, while also capturing the impact of prevention efforts that keep people in their homes.

Grant Amounts Available & Grant Term

These multi-year, general operating grants will span three years. Yearly grant amounts will be between $75,000 and $125,000. The Trust estimates it will make between 20 and 25 grant awards.

The IDHS Homeless Youth program provides essential services for youth aged 14-23 facing homelessness, including emergency shelter, case management, and transitional living support. Focused on safety and independence, the program aims to meet immediate needs while fostering self-sufficiency through education and vocational training. Providers must ensure culturally appropriate services for marginalized youth, promoting partnerships with community organizations. This holistic approach helps youth transition from crisis to stability, ensuring that basic needs are met and pathways to successful living are established.

The Ralph J. Torraco Food Bank/Shelter Fund Grant, offered by the UNICO Foundation Inc., aims to combat hunger and provide shelter for the homeless and indigent. Eligible applicants include registered non-profit food pantries, soup kitchens, and shelters in 13 U.S. states. The grant focuses on direct services, ensuring that all funds are used for food and shelter, not for operating expenses, thereby promoting effective community support for vulnerable populations.

The Operations and Program Grant by the Quad Cities Community Foundation provides essential operating and program support to nonprofits, enhancing their long-term sustainability. Eligible organizations must be located in specific counties in Illinois and Iowa, with a focus on diverse fields such as health, education, and community development. This grant favors applications for general operating support and those from successful existing programs. Grant amounts range from $5,000 to $20,000, allowing for flexible funding options.

The Cigna Foundation is dedicated to enhancing veteran mental health through strategic partnerships with nonprofit organizations. This initiative targets the alarming issue of homelessness among veterans, with nearly 40,000 veterans without shelter nightly and 1.5 million at risk. By funding evidence-informed programs, the foundation aims to increase access to permanent housing, improve affordability, and provide essential wraparound services, ultimately fostering mental health stability and resilience within veteran communities.

In Youth We Trust, a youth philanthropy program by the Community Foundation of Northern Illinois, offers grants up to $40,000 for community projects focusing on youth mental health. Nonprofit organizations can apply for funding to support initiatives that empower youth, address community issues, and foster practical implementation plans. With awards up to $5,000, this initiative aims to make a significant impact on local youth in Boone, Ogle, Stephenson, and Winnebago counties.

The McKinney Education for Homeless Children RFP, issued by the Illinois State Board of Education, aims to provide crucial financial and technical assistance to educational organizations. This initiative focuses on ensuring that children experiencing homelessness receive equitable opportunities and support, fostering their successful attendance and achievement in school. By collaborating with local educators, families, and stakeholders, the program seeks to improve learning conditions and outcomes for these vulnerable students.

The Veterans Scratch-Off Lottery Ticket Grant Program in Illinois aims to support veterans by utilizing 100% of net proceeds from lottery ticket sales. Grants ranging from $25,000 to $100,000 are awarded quarterly to organizations assisting veterans with issues such as behavioral health, homelessness, and job placement. Eligible applicants include government and nonprofit organizations providing veteran assistance. This initiative fosters community support for Illinois veterans, enhancing their well-being and aiding their transition to civilian life.

The Charitable Trust Stabilization Fund Grant aims to support small nonprofits in Illinois by providing funding for programs in food, housing, and workforce development. Established in 2007, this initiative utilizes filing fees from nonprofits to sustain its efforts. The Spring 2024 Grant Cycle will focus on food and housing, while the Fall 2024 cycle will address food and economic development. The Georgia-Pacific Foundation Grant supports organizations in the Metro Atlanta area, focusing on education, entrepreneurship, community enrichment, and environmental sustainability. Established in 1958, the foundation prioritizes investments that align with its mission and values, promoting long-term well-being within communities where Georgia-Pacific operates. Eligible applicants include 501(c)(3) nonprofits, public schools, and local government entities located within 30 miles of GP manufacturing sites.

The McGraw Foundation offers annual grants to not-for-profit organizations, primarily in the greater Chicago area, focusing on education, conservation, and human services. Grant amounts typically range from $2,000 to $10,000, with larger grants available for particularly impactful projects. While supporting diverse initiatives, the Foundation does not fund individuals or specific events. Organizations must be tax-exempt under IRS regulations to qualify for funding. The Teens for Tomorrow Grant, offered by the Quad Cities Community Foundation, empowers high school students to support nonprofits in Rock Island County, IL, and Scott County, IA. With a total of $10,000 available each year, grants focus on critical community issues such as domestic violence, homelessness, immigration support, and food insecurity. Eligible 501(c)3 organizations can apply for operational and program support to enhance the well-being of local residents.
