New York State Community Development Block Grant (CDBG) Program

Funds Available

The NYS CDBG Program is administered by the Housing Trust Fund Corporation’s (HTFC) Office of Community Renewal (OCR) and funds a variety of activities across the State to develop viable communities. CDBG Program funds are allocated to New York State by the Department of Housing and Urban Development (HUD) for the NYS CDBG Program. HTFC will make available approximately $20 million in NYS Community Development Block Grant (CDBG) Program funds through this Request for Applications (RFA). This RFA is limited to the activities listed below. Applications will be accepted and reviewed on a rolling basis throughout the year. Funding for CDBG public infrastructure and housing activities will be announced separately and subject to a future Request for Applications.

MH253024 - Aging in Place Pilot Western New York Region

The Office of Mental Health announces enhanced annual operating funding and up to $2 million in capital funding to develop one (1) Pilot Program for aging adults residing in the CR-SRO level of care.

The funding is for programs in OMH's Western New York Region.

The New York State Office of Mental Health (OMH) announces the availability of enhanced annual operating funding and up to $2 million in capital funding to develop one (1) Pilot Program for adults who are aging and are currently, or could be with enhanced supports, residing in the CR-SRO level of care. This pilot program will be developed within an existing CR-SRO program already operated by the applicant. The expectation is for an agency to set aside 20-25 existing units within the CR-SRO program to support long-term care services for older adults and medically complex individuals. Agencies with multiple CR-SROs within 30 minutes travel time of each other may propose to utilize these enhanced services across multiple programs.

Capital funds up to $2 million for minor renovations and/or environmental modifications will also be available. It is OMH’s expectation that this pilot program will prioritize 20 to 25 older adults that require enhanced supports to avoid the need for transfer to a higher level of care such as hospitalization, assisted living residences, and/or nursing homes.

OMH intends to fund one (1) existing CR-SRO program, in OMH’s Western New York region, that can demonstrate an ability to provide appropriate need-based housing services for those aging in the community. Applicants also need to demonstrate their ability to undertake minor renovations and/or environmental modifications to eliminate physical barriers impeding aging and medically complex residents and allow them to remain in their current setting. The capital award will not exceed $2 million dollars. Project scope and budget will be developed by the selected applicant in conjunction with the OMH Bureau of Housing Development and Support after further analysis of the project. Capital and enhanced operating funding will be subject to approval by the New York State Division of the Budget (DOB).

Housing First Scattered Site Supportive Housing for Homeless Adults Western New York and Long Island Region

The Office of Mental health is announcing funds to develop 45 units of Housing First Supportive Housing for homeless individuals in the following counties:

• 20 units in Steuben and Chemung counties
• 25 units in Nassau and Suffolk counties

Notification of intent to apply should be made to the Local Governmental Unit (county director of community services) for each county to be served under the program application, as defined in Section 41 of the New York State Mental Hygiene Law. Proof of this notification is required to be uploaded in SFS and should not be sent directly to the procurement unit.

Target Population

Individuals eligible for this program will be homeless and be enrolled in a Safe Options Support (SOS) team, Intensive and Sustained Engagement Team (INSET), or Assertive Community Treatment (ACT) Team. SPOA/SPA referrals are not a requirement of this RFP.

Please note that within this target population group, individuals with an Assisted Outpatient Treatment (AOT) order must receive priority access. 

The Fair Housing Initiatives Program (FHIP), established by Congress in 1988, aims to fund organizations to combat discriminatory housing practices. The Education and Outreach Initiative (EOI) educates stakeholders about their rights under fair housing laws. Key components include the National Media Campaign, which promotes fair housing awareness nationally, and local programs that support community-based outreach. HUD oversees the process, ensuring compliance and monitoring of funded initiatives to enhance fair housing practices.

The BJA FY 2026 Smart Reentry Demonstration Program aims to support state, local, and tribal governments in implementing effective reentry strategies for individuals transitioning from correctional facilities back to their communities. This program encourages comprehensive interventions designed to reduce recidivism by addressing various reentry needs, as outlined in the Second Chance Act. Applications are due by October 1, 2026, at 8:59 PM ET, and are submitted through JustGrants.
