Annual Agency Review Human Services Funding

An annual funding process known as Agency Review provides an opportunity for nonprofit human services providers to apply for available human services funding from City of Tempe and Tempe Community Council. Learn more..

For over 40 years, Tempe Community Council (TCC) has expertly administered and managed the distribution of human services funds on behalf of the City of Tempe, along with community donations, through a process known as “Agency Review.”  

What makes this process unique – and truly a community effort – is TCC’s involvement of community members who live or work in Tempe. Their participation brings a personal, human touch to Agency Review, making it much more than just a grant process.

Funding Human Services for Tempe

For Fiscal Year 2026-27, Tempe’s City Council approved $1.136 million in funding to support agencies offering 35 different services and programs, addressing a wide range of needs Tempe residents may be facing. The primary funding source comes from City of Tempe tax dollars, specifically allocated to support human services. Additional funds come from Together Tempe donations, collected through City of Tempe utility bills and direct contributions to Tempe Community Council (TCC).

Each year, this funding process is administered by TCC. The selected programs and services help individuals and families move from crisis to stability, and in some cases, toward self-sufficiency. These services address critical areas of need, including aging, homelessness, poverty, disabilities, abuse, addiction, youth support, food security, isolation, mental health, and shelter.

The National Institute on Aging is announcing a Notice of Funding Opportunity for the Claude D. Pepper Older Americans Independence Centers (OAICs) award. This initiative aims to establish centers of excellence in geriatrics research and education to enhance the independence of older adults. Applicants are encouraged to identify a research focus that fosters collaboration and education in aging. Though applications are not currently being accepted, this notice allows potential applicants to prepare meaningful projects. The P30 activity code will be utilized.

AmeriCorps Seniors RSVP Opportunity

About RSVP

Established in 1971 and now one of the largest senior volunteer programs in the nation, AmeriCorps Seniors RSVP engages people ages 55 and older in a diverse range of volunteer activities. AmeriCorps Seniors RSVP volunteers tutor children, help prepare simple taxes, assist victims of natural disasters, provide nutrition/food support, facilitate opioid and substance abuse education workshops, and serve in their communities in many other ways. AmeriCorps Seniors RSVP volunteers choose how, where, and how often they want to serve, with commitments ranging from a few hours to a maximum of 40 hours per week. While serving, AmeriCorps Seniors RSVP volunteers improve their own lives by staying active and civically engaged. 

Funding Priorities

AmeriCorps Seniors RSVP programming is designed to meet community needs. Applicants may propose activities intended to address community needs by thoroughly explaining the unmet need and activities to be completed by volunteers to address that need. In addition, AmeriCorps is interested in programming that addresses agency priorities. AmeriCorps Seniors RSVP priorities for this funding opportunity are:

• Supporting Older Adults and Caregivers: Provide respite, support groups, system navigation, care coordination, and resources for older adults, including custodial grandparents, and caregivers.
• Helping Older Adults Re-enter the Workforce: Offer job readiness, mentoring, training, and remove barriers to employment for older adults (volunteers provide services, not seek jobs).
• Building Strong Families: Support parents in helping children succeed, mentor parents, connect families to resources, and strengthen community partnerships.
• Preventing and Mitigating Fraud and Scams: Use digital navigators and other strategies to protect older adults from financial fraud and exploitation, including emerging AI-driven scams.
• Reducing Homelessness: Develop or renovate affordable housing, assist people experiencing homelessness in finding and maintaining permanent housing, and address housing needs for vulnerable populations.
• Supporting Behavioral Health Initiatives: Improve mental health, reduce isolation, prevent substance use, provide harm reduction tools (Naloxone, fentanyl test strips), peer support, and recovery services.

Award Funding Requirements

Applicants must construct the budget in the following manner. The federal share of the budget must not exceed $75,000 plus up to $350 for every unduplicated volunteer, whether or not they serve in an outcome-based work plan.

Managed by Wells Fargo Bank N.A., the trust focuses on supporting organizations that benefit residents of Los Angeles County. Eligible organizations must be 501(c)(3) exempt. Preference is given to requests aiding needy Christians and elderly women. The trust awards an average of four grants per year, fostering community support and outreach.

The NIA Expanding Research in AD/ADRD Postbaccalaureate Research Education Program aims to enhance the research workforce by providing intensive research experiences for recent graduates. This initiative supports early-stage investigators in Alzheimer's Disease and related dementias, addressing a critical shortage of researchers in the field. Funded by the McKnight Brain Research Foundation, this scholarship offers $65,000 annually for two years, plus an education stipend. Eligible applicants should have completed their PhD or residency within the last five years and conduct their research in accredited U.S. institutions. The award emphasizes rigorous training and aims to foster careers in human cognitive aging research.

The JTMF Foundation Grant focuses on improving the lives of individuals in need, particularly in the Pacific Northwest. By partnering with organizations addressing immediate needs and long-term challenges, the foundation supports children, older adults, veterans, and individuals with intellectual and developmental disabilities. Targeted at early-career investigators, the program encourages high-risk, high-gain proposals that explore clinical translational research and the biological mechanisms of cognitive aging. By fostering emerging scientific leaders, the initiative seeks to advance transformative discoveries in this critical area of aging research, enhancing understanding and treatment of age-related cognitive decline.

The Sagol Network GerOmic Award for Junior Faculty supports early career investigators in aging research, focusing on -omics studies related to biological aging and age-related diseases. Eligible applicants are independent researchers at U.S. not-for-profit institutions, with 10 years or fewer since their postdoctoral training. The award may cover overhead costs, promoting innovative research in the vital field of gerontology.

The AARP Community Challenge Grant supports innovative projects that enhance community livability for people aged 50 and older. Funded by the AARP Foundation, these demonstration grants range from $10,000 to $25,000 and aim to improve pedestrian safety, expand broadband access, and reconnect divided communities. Since 2017, AARP has awarded over $20 million in grants, fostering immediate improvements and long-term progress across the United States, including Puerto Rico and the U.S. Virgin Islands.

Joseph G Markoly Foundation Inc

When Joseph Markoly originally established the foundation more than thirty years ago, its focus was on Alzheimer’s and heart disease support, funded through a number of the larger national disease-related organizations. Over time the focus has shifted to helping small to mid-size organizations in our local communities which support children and seniors in a variety of effective ways. 

Markoly Foundation was established in honor of Joseph G. Markoly, an entrepreneur and philanthropist who wanted to make a positive impact in people’s lives. Joseph’s family was affected directly by both Alzheimer’s and heart disease having lost a family member to each condition. For that reason, the foundation dedicates a majority of their resources to providing grants to organizations that focus on the treatment of each of these diseases. In addition, Markoly Foundation supports a variety of programs dedicated to helping children and seniors by providing services, supplies, programs and research in areas impacting these demographics.

The Markoly Foundation takes pride in supporting local organizations that provide services for elders in our community. Seniors face a number of challenges that come with aging, especially when they don’t have loved ones who are able to assist them with their needs. The Fiscal Year 2027 AmeriCorps Seniors RSVP Competition invites communities to apply for funding aimed at engaging adults aged 55 and older in addressing pressing local needs. Through national service and volunteerism, AmeriCorps strengthens communities and fosters civic engagement.
