The Social Science Research Council (SSRC) is an independent, international, nonprofit organization founded in 1923. The Council fosters innovative research, nurtures new generations of social scientists, deepens how inquiry is practiced within and across disciplines, and mobilizes necessary knowledge on important public issues.

Driving University Impact: Expanding the Public Exchange Network

With generous support from the William and Flora Hewlett Foundation, the Social Science Research Council is pleased to invite U.S. R1 research universities in SSRC’s College and University Fund for the Social Sciences to apply for funding to join the Public Exchange Network. Public Exchange is a new network that turns university research expertise into real-world action and impact. Foundedat the University of Southern California in 2020 and expanded to Washington University in St. Louis in 2025, Public Exchange connects researchers with government, nonprofit, and industry partners to tackle pressing challenges—from disaster recovery and climate solutions to food insecurity and homelessness prevention. Since its founding, Public Exchange has developed high-impact collaborations between 48 partners and 142 researchers including:

• CLEAN LA and CLEAN STL: One of the largest free soil testing programs for lead in Los Angeles County following the January 2025 wildfires, and a related program in St. Louis to test soil and air for contaminants following the May 2025 EF-3 tornado;
• The California Solar Canal Initiative: An ambitious public-private research collaboration to advance solar panel infrastructure along California’s 4,000 miles of open aqueduct, conserving water and generating renewable energy;
• Food Base LA: LA County’s first food systems data dashboard, helping LA County and non-profit partners target distribution of millions of pounds of food and related resources to families experiencing food insecurity;
• ShadeLA: A people-powered campaign to cool Los Angeles ahead of the 2028 Olympics and Paralympics by advancing natural and built shade cover in the region.

Partners have included the City and County of Los Angeles, the State of California, the City of St. Louis, Yelp, Solar AquaGrid, the United Nations Foundation, Keck Medicine of USC, the Southern California Association of Governments, Santa Clarita Valley Water Agency, the Sustainable Entertainment Alliance, the Los Angeles Regional Food Bank, Department of Angels and many more. In addition to real-world impact positively affecting millions of lives, Public Exchange collaborations have resulted in over $18m in research funding, some helping to incubate new centers or areas of research, more than 40 academic journal publications, hundreds of media hits, and dozens of student career opportunities. 

The Public Exchange Model

Public Exchange is a partner-driven program, working collaboratively with external partners to: (1) define a research scope, timeline, and deliverables; (2) identify the right team of multidisciplinary academic experts to analyze the problem; (3) provide project management from concept and strategy development to project outputs and tools delivery; and (4) manage the public and stakeholder engagement related to the project, as well as communications and design needs. Public Exchange staff are not researchers, but come from government, industry, and non-profit backgrounds, uniquely equipping project teams to understand partners’ needs and lead projects to action. Staff oversee activities including partnership and proposal development, funder cultivation, research translation, dissemination, and communications, impact and scaling strategy, administrative support, cross-sector convening, and more, to maximize the real-world impact of university expertise. Public Exchange builds results-driven teams that deliver measurable impact and lasting solutions for partners.

How the Public Exchange Network Works

No single university – even a large R1 – has enough faculty expertise available to meet the needs of every partner. The Public Exchange Network was designed to help universities work together seamlessly to build robust partnerships and generate more collective impact. Universities joining the network are independent but affiliated members, with full control over their own program and project portfolios. As a national network with local, on-the-ground capacity, Public Exchange Network members can also share approaches that work, scale solutions to common problems, and build cross-regional partnerships together. 

As an institutional partner in the Public Exchange Network, universities will build capacity to develop, test and implement solutions to the most urgent problems in their regions and beyond. Universities joining the Public Exchange Network get:

• The tools, templates and training they need to start right away;
• A shared brand they can plug into on day one;
• A network of faculty, past and potential partners and philanthropic relationships, benefitting everyone in the network. 

SSRC Public Exchange Network Expansion Grants

Public Exchange Network Expansion grants will cover 75-80% of the minimum estimated annual costs for two years to launch a new Public Exchange. To launch a Public Exchange, universities must have the following in place: (1) a staff executive director with experience launching and leading social impact partnerships, (2) a project seed fund, and (3) a modest operations budget. We also recommend some in-kind project management support from an existing university staff member. The grant includes a two-year Public Exchange Executive Director (ED) compensation subsidy of $300,000 to launch the Public Exchange on campus, and a 2-year license to use the Public Exchange brand. New Public Exchange Network members will also receive ongoing support and guidance from current Public Exchange leadership and staff at USC and WashU, including recruitment support and intensive training for hiring and onboarding an executive director, a sub-site on the Public Exchange website, incubation and project management support from current Public Exchange staff, and a suite of tools for developing and implementing Public Exchange projects.

In addition, every university in the Public Exchange Network benefits from central communications support (currently housed at USC), and access to a collaborative network of project partners, researchers, and funder relationships. Separately, SSRC will select a local research fellow to study and document how the Public Exchange model develops within and between host institutions during the grant term, and how the Public Exchange Network universities work together to effect larger-scale change. 

Expectations

Institutions selected to join the Public Exchange Network are expected to:

• Hire an Executive Director who can launch and lead efforts to incubate social impact projects with public and private sector partners;
• Have in place before public launch: (1) an executive director, (2) a seed fund, (3) a modest operations budget, and (4 – recommended) some in-kind project management support. 
• Develop and sustain at least three high-impact research partnerships during the two-year grant tenure;
• Invest modest resources during the grant term that demonstrate commitment to continuing the Public Exchange model after the end of philanthropic support. This is estimated at approximately $85-$90k annually (with some variation considering local labor markets) to support an operations and project seed fund and any additional capital needed for the Executive Director hire beyond the subsidy. 
• Coordinate with the SSRC research fellow who will examine the impact of Public Exchange at their university and across the network. 
• Work with faculty across their university. Public Exchange can live anywhere within a university at the school or central level. The majority of Public Exchange projects to date at USC and WashU have included researchers from two or more schools, and grantees must be able to work with faculty university-wide. 

The Gabriel, Joseph and Lila Mandour Karam Scholarship, established by the late Joseph G. Karam, supports educational opportunities for students attending 2-year or 4-year colleges, universities, or vocational schools. Administered by the Community Foundation of Herkimer and Oneida Counties, the fund has awarded nearly $60,000 to various nonprofits since 2012. The scholarship reflects a commitment to the dramatic arts and technological development, continuing Joseph's philanthropic legacy and vision for community enrichment.

The Ian Amendolare Blue Collar Trade Award Fund supports students from West Canada Valley Junior/Senior High School pursuing a degree or certification in trades like HVAC, trucking, welding, or farming. This award emphasizes promise and effort rather than academic grades, reflecting a commitment to fostering talent in essential skilled trades. The Community Foundation of Herkimer and Oneida Counties, a leader in community investment, manages this fund to empower local youth and strengthen the community's future.

The Inspire the Future Scholarship, offered by the Community Foundation for the Fox Valley Region, aims to support graduating high school seniors from Calumet County who have experienced foster care. Eligible students must maintain a minimum 2.5 GPA and demonstrate a commitment to personal growth and academic success. This scholarship not only alleviates financial burdens for college or vocational training but also fosters a supportive community environment for those in need.

The Joyce Bytof Memorial Cancer Survivors Scholarship, established by Joyce Bytof in collaboration with the American Cancer Society, supports childhood cancer survivors graduating from specific Wisconsin high schools. This scholarship aims to assist them in pursuing higher education despite the financial and academic challenges posed by their experiences. Joyce's legacy continues to inspire hope and resilience among young survivors as they strive for academic success and a brighter future.

The Margaret Ferris Scholarship for Hard of Hearing Students, established by Margaret Ferris, a dedicated teacher, supports hard of hearing students from Calumet, Outagamie, and Winnebago counties. It aims to assist graduating high school seniors pursuing higher education. This scholarship honors Margaret's impactful career and commitment to the deaf community, emphasizing aural/oral training over American Sign Language. By providing financial aid, it continues her legacy of fostering educational opportunities for hard of hearing individuals.

Gribler Loving Trust Nursing Education Scholarship

Each year, the Pacific Communities Health District Foundation awards the Gribler Loving Trust Nursing Education Scholarship to three students who live in Lincoln County, are pursuing a degree in nursing and who intend to practice in the community when they graduate. Up to $3,000 is awarded to each student and students who receive the scholarship are eligible to apply for a second year.

The scholarship is awarded in honor of Bill and Olga Gribler, Newport residents since 1947. Bill taught music, providing entertainment throughout the community, and Olga worked for the phone company and later the Bank of Newport. They established this generous scholarship to help address the ongoing need for quality nurses in the region.

Purpose

The intent of this scholarship is to assist a resident from Lincoln County, Oregon:

• To secure training in order to enter or re-enter the field of nursing.
• Who is pursuing a career as a Registered Nurse.
• Who needs training to improve working skills.
• Who has obligations in addition to those of providing for their education

The Impact Fund provides recoverable grants to legal services nonprofits and small law firms working on social, environmental, and economic justice issues. With over $10 million awarded since 1992, the fund supports impactful litigation addressing systemic injustices. Grants range from $10,000 to $50,000 and prioritize cases directly involving affected communities. Recipients must repay the grant amount with interest if they recover fees or costs, ensuring sustainability for future funding.

The Rapier Education Fund, managed by the San Antonio Area Foundation, supports high school seniors and college students pursuing degrees in the USA. Eligible applicants must maintain a minimum GPA of 2.5 and be enrolled full-time. The fund covers tuition, fees, and books, and is renewable for up to three years. Since 1964, the foundation has awarded millions in grants to enhance community living through education and other initiatives, making a lasting impact on the San Antonio area.

The Dayton Daily News Si Burick Scholarship honors the legacy of sports editor Si Burick, awarded annually to a graduating senior from specific counties in Ohio pursuing journalism. The scholarship emphasizes academic success and journalistic aspirations, supporting students with a minimum 3.0 GPA and demonstrated financial need. Established by The Dayton Foundation, this initiative reflects a commitment to fostering talent in journalism while contributing to the community's cultural and educational landscape.

Bethany's Butterflies Scholarship Program, managed by the St. Croix Valley Foundation, offers up to $500 for Wisconsin students aged 21 or younger with an Individualized Education Program (IEP). This scholarship supports enhanced learning and recreational experiences in Polk, St. Croix, or Pierce County. Applications are reviewed monthly without a hard deadline, as long as funds are available. This initiative honors the memory of Bethany Mazur, aiming to create lasting impacts through educational opportunities.

The Dale A. Nordquist Family Scholarship, offered by the St. Croix Valley Foundation, supports students from Clayton, Amery, or Clear Lake High Schools pursuing degrees or training in tech or trade fields. With a commitment to fostering local talent, this scholarship aims to empower future generations by investing in their education and career aspirations. The Foundation has a rich history of connecting local generosity with impactful initiatives that enhance community well-being across the St. Croix Valley.

The Dale & Delores Willi Scholarship, offered by the St. Croix Valley Foundation, provides financial support to students from Hudson High School or homeschool programs who maintain a minimum GPA of 3.0 and plan to pursue music in college. This scholarship awards $2,000 per year for up to two years, focusing on applicants who demonstrate financial need and a strong passion for music, thereby aiding their academic and musical development.

The Frank Chaney Memorial Scholarship, offered by the St. Croix Valley Foundation, supports graduating seniors from Hudson or Stillwater area high schools pursuing any field within the arts. This scholarship aims to empower young artists and facilitate their educational journeys at any college of their choice, reflecting the Foundation's commitment to enhancing community impact through local generosity and support for the arts.

The Hudson Physicians Scholarship, offered by the St. Croix Valley Foundation, supports graduating seniors from high schools in St. Croix or Pierce Counties who are pursuing a career in healthcare. Applicants must have a GPA of 3.0 or higher, and financial need will be considered. This scholarship reflects the Foundation's commitment to fostering local talent and enhancing community well-being by investing in future healthcare professionals.

The Kevin & Rita Vance Family Scholarship, offered by the St. Croix Valley Foundation, supports students from St. Croix County, WI, pursuing trade degrees. This scholarship is aimed at individuals demonstrating financial need and a commitment to vocational training. The Foundation, a key philanthropic organization in the region, aims to foster community growth and prosperity through support for educational initiatives and charitable funds. This scholarship exemplifies their dedication to investing in local talent and future careers.

The McKernon Scholarship, offered by the St. Croix Valley Foundation, supports financial need-based students from Pierce County, particularly targeting graduates of Elmwood High School and non-traditional learners pursuing their first degree. The Foundation, a prominent philanthropic organization, aims to foster local impact through generous donations, having facilitated over $100 million in grants since its establishment in 1995. This scholarship embodies their mission to enhance community prosperity and empower individuals through education.

The Mary Eleanor Morris Scholarship, established by the estate of Mary Eleanor Leonard Morris, supports educational opportunities for graduating seniors from Logan County, Ohio. This scholarship reflects Morris's enduring commitment to community service, benefiting students from various local high schools. Eligible candidates must not hold significant national scholarships and must plan to attend an accredited educational institution in the U.S. This initiative aims to empower local youth and foster their educational aspirations.

Samaritan Albany General Hospital Volunteer Services Scholarship

The Samaritan Albany General Hospital Volunteer Services is proud to offer scholarships each year for tuition, books and required program supplies to students pursuing higher education in a human medical field. Samaritan Albany General Hospital Gift Shop sales and miscellaneous special event proceeds are used to fund the scholarships.

Linn County students currently attending college and majoring in a medical field are invited to apply for the Samaritan Albany General Hospital Volunteer Services Scholarship. 

The Guyon Scholarship for Veterans, established by Ann Guyon in memory of her husband Bill, supports U.S. military veterans from specific Wisconsin counties. It offers a non-renewable $1,000 scholarship for college costs during the first semester. Eligibility includes being a veteran and planning to attend an accredited institution. Financial need is considered, ensuring that the scholarship benefits those who require support for their educational pursuits.

Mary Decker Scholarship

The North Lincoln Hospital Foundation is honored to offer scholarships to aspiring health care professionals who live in Lincoln County. The Mary Decker Scholarship Fund was created in 2006 with the support of many friends and colleagues in the health care community and the North Lincoln Health District Board. The intent is to honor and recognize Mary’s many years of service to her community and the state by providing scholarships to further career development in health care. The fund provides scholarships for qualified applicants to pursue a degree in a medical or paramedical field at an accredited school of their choice.

Virginia Welch Scholarship

Each year the Good Samaritan Regional Medical Center Auxiliary awards the Virginia Welch Scholarship to students planning to pursue a career in a medically-related field. The scholarship is named in honor of Virginia Welch, a head nurse who became Good Samaritan’s administrator in 1951 and served until 1967. To date, more than $320,000 has been awarded to students pursuing a career in health care.

High school seniors, undergraduate and graduate students currently enrolled in, or accepted to, a program to pursue a career in a medically-related field in a hospital setting are eligible to apply.

The Folsom Garden Club Scholarship supports California residents pursuing degrees in horticulture-related fields. Scholarships range from $1,000 to $5,000 for full-time students and $500 to $3,000 for part-time students. Eligible applicants must have a minimum 3.0 GPA and be college students entering their sophomore year or higher. The program emphasizes academic excellence and commitment to horticulture, with opportunities for renewal each year based on continued eligibility and field of study.

Frank Girod, MD, Medical Scholarship

The Frank Girod, MD, Medical Scholarship was established by the Lebanon Community Hospital Development Council and was funded by numerous contributions made by the late Girod’s friends and family.

The Girod Medical Scholarship is awarded to medical students in honor of the lifetime contribution to health care made by Girod of Samaritan Lebanon Community Hospital and to assist new students of medicine to make similar contributions. The scholarship is coordinated by the Lebanon Community Hospital Foundation and is designed to help residents of east Linn County who are attending medical school.

Healthcare Scholarships

The North Valley Health Education Foundation (NVHEF) provides scholarships to students pursuing healthcare careers who are committed to serving Northern California communities. Our focus is on strengthening the regional healthcare workforce by supporting students in medical, nursing, and allied health programs.

Each year, NVHEF awards $20,000–$30,000 in healthcare scholarships to students enrolled in accredited programs who demonstrate academic commitment, community connection, and a passion for healthcare service.

Advanced Practice & Medical School Scholarship

This application is for students pursuing Advanced Practice degrees (NP, PA, PT, Dietetics, Pharmacy) or attending medical school.

Nurse Education Scholarship

The Nurse Education Scholarship is intended to provide financial support for the continued education of an individual who desires to further their career in the nursing field. The scholarship’s purpose is to support caregivers and Certified Nurse Assistants (CNA) who are pursuing ongoing education. The funds will be sent directly to the college for the student’s tuition and other expenses.
