Community Service Block Grant

The Community Service Block Grant is a federal anti-poverty program administered by the Community Advancement and Development office of the WV Department of Economic Development. CSBG is funded by the U.S. Department of Health and Human Services (HHS) Administration for Children and Families (ACF) and administered by the Office of Community Services ACF-OCS.

CSBG is not a competitive grant. Eligible applicants are Community Action Agencies that are designated by the Governor of West Virginia to administer the Community Services Block Grant. CSBG does not directly fund individuals but provides funding to Community Action Agencies throughout the state. The purpose in West Virginia is to aid a network of 15 Community Action Agencies (CAAs) in the reduction of poverty, revitalization of low-income communities, and to provide economic opportunities for low-income families.

Organizations which were officially designated as Community Action Agencies (CAAs) under the Economic Opportunity Act of 1964 and were specifically designated by the 1981 CSBG Act as eligible entities to receive CSBG funds.

All recipients of CSBG funds submit community action plans and budgets detailing the programs, services, and activities to be conducted using CSBG funding.

Governed by clear guidelines and criteria, the RMEF Grant Program seeks to foster meaningful collaborations and long-term impacts in the conservation of natural resources and outdoor traditions. Grant project partners include federal, state, local, and tribal wildlife and land management agencies, private landowners and local stakeholders, sportsmen and women, and conservation organizations, universities, foundations and the outdoor industry. Eligible projects primarily focus on habitat stewardship, land conservation and access, wildlife management, and hunting heritage.

We support organizations recognized by the Internal Revenue Service (IRS) as a 501(c)3 entity, federal, state, local, or tribal government entities, sportsmen’s organizations, or educational institutions. All applicants must have a Federal Employer Identification Number (EIN) issued by the IRS. RMEF does not offer grants to individuals.

Wildlife Management and Research

RMEF funds wildlife management and research to keep big game healthy and thriving, including disease surveillance, big game-friendly fencing, road management, and scientific studies that expand our understanding of big game habitat, movement, interactions, and overall herd health.

RMEF’s 2026 priorities include:

The Resilient and Connected Appalachians Grant Program, offered by The Nature Conservancy, provides up to $100,000 for projects that acquire land and easements throughout the Appalachian region. The Patterson Foundation offers Assistance Dog Program Grants to support organizations providing service animals to veterans and individuals with disabilities. Funding is available for projects that expand capacity, personnel costs related to puppy training, and program support aimed at improving client experiences. Section 5310 Mobility Management Grant

Title 49 U.S.C. 5310 (CFDA Number 20.513) amended by MAP 21, authorizes a formula grant assistance program for the enhanced mobility of seniors and individuals with disabilities. The Federal Transit Administration (FTA), as well as, the West Virginia Division of Multimodal Transportations Facilities - Transit (Public Transit), refers to this program as “the Section 5310 Program.” FTA, on behalf of the U.S. Secretary of Transportation, apportions the funds appropriated annually to the States based on an administrative formula that considers the number of seniors and individuals with disabilities in each state.

The goal of the Section 5310 Program is to enhance mobility for seniors and individuals with disabilities throughout the country. Towards this goal, FTA provides financial assistance for transportation services planned, designed and carried out to meet the special transportation needs of seniors and individuals with disabilities in all areas - urbanized, small urban, and rural. The program requires coordination with other federally assisted programs and services in order to make the most efficient use of Federal resources. 

The WGPF: Legends & Lore Marker Grant Program celebrates and promotes local folklore, legends, and folklife as vital aspects of cultural heritage. Targeted at 501(c)(3) organizations and government entities across 14 US states, it aims to enhance cultural tourism by commemorating community stories. Successful applications typically focus on folktales, historical legends, and community traditions, while excluding purely literary works or personal folklore that lacks broader community significance.

The Dunn Foundation Grant supports initiatives focused on social justice, population stability, and environmental issues in West Virginia. Preference is given to non-profit organizations engaged in coalition building, climate change, sustainable forestry, and alternative energy. About Northeast SARE

The Northeast Sustainable Agriculture Research and Education (SARE) Program offers grants and education to farmers, educators, service providers, researchers and others to address key issues affecting the sustainability of agriculture throughout our region.

The program serves Connecticut, Delaware, Massachusetts, Maryland, Maine, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, West Virginia, and Washington, D.C. The program is administered by Northeast SARE's host institution, the University of Vermont.

Farming Community Grant Program

The Northeast SARE Farming Community Grant applies social science research and education projects that strengthen farming and food systems at the community level.

These projects explore innovative approaches to improving the health and sustainability of agricultural communities in the Northeast. This program supports projects that are grounded in community partnerships and informed by the lived experiences of farmers. It encourages collaboration among farmers, service providers, researchers, and nonprofit organizations to co-create solutions that are responsive to local needs and scalable across the region.

This program encourages innovative solutions to challenges in farming and food systems in the Northeast USA, including but not limited to the areas of: Marketing and business; Crop production; Raising livestock; Aquaculture; Economic and social sustainability; Ecological knowledge; Projects related to climate and/or bioenergy work that provide direct or indirect benefits to farmers,ranchers, and private foresters; and more.

Technical Assistance Program

Applicants and grantees of the Farming Community Grant Program are eligible for Technical Assistance (TA) provided by Northeast SARE’s Technical Assistance Providers.

The Abelard Foundation, established in 1958, supports progressive social change projects located east of the Mississippi River. With an average grant size of $12,000, they prioritize new initiatives with budgets under $350,000. The foundation emphasizes community organizing, civil rights, and empowering marginalized groups. Eligible applicants must be associated with a nonprofit organization and demonstrate a commitment to local leadership and broader policy connections. The board meets biannually to decide on approximately 15 grants per year, focusing mainly on general support.

The Express Health Information Outreach Awards aim to enhance public health by increasing access to biomedical information for U.S. health professionals and the general public. These awards support projects that improve health information literacy among consumers and caregivers, ensuring they can effectively find and utilize health information. The Maier Foundation is a private, non-profit organization dedicated to advancing higher education in West Virginia. It provides grants to support educational initiatives and cultural organizations within the Kanawha Valley. To be eligible, applicants must have 501(c)(3) tax-exempt status. The foundation does not fund direct scholarships to individuals or grants to non-tax-exempt entities, ensuring its resources support educational advancement effectively.
