CDBG - Emergency Assistance Program (EAP)

​Program Overview

The Community Development Block Grant -Emergency Assistance Program CDBG-EAP (PDF) is administered by the Wisconsin Department of Administration, Division of Energy, Housing, and Community Resources (DEHCR) under Title I of the Housing and Community Development Act of 1974, as amended. CDBG-EAP funds are used to assist local units of government in addressing emergency housing, public facility, infrastructure, and business assistance needs that occur as a result of natural or manmade disasters.  

The CDBG - Emergency Assistance Program includes funding for: Public Facility/Infrastructure Assistance; Housing Rehabilitation Assistance; and Business Assistance.

Public Facility/Infrastructure Assistance

CDBG-EAP Public Facility Assistance is available to communities where 51% or more of the population is low-to-moderate income (LMI) or where the activity will benefit LMI households. Funds are awarded as a grant, requiring a 25% local match for the total project expense. 

Eligible repair projects include:

Dam Removal Grant Program

Eligibility & Purpose:

Any county, city, village, town, tribe, public inland lake protection and rehabilitation district or person who owns the dam may apply. Other entities may apply as the authorized representative of the actual dam owner if the dam owner is willing to allow their dam to be removed. Dam removal grant funds cover costs directly related to planning for the actual removal, implementing the dam removal and the restoration of the impoundment.

The Maine Cancer Foundation is seeking proposals for cancer screening initiatives aimed at early detection and prevention. This RFP focuses on screenings for breast, cervical, colorectal, lung, prostate, and skin cancers. Proposals should align with evidence-based practices endorsed by the CDC and U.S. Preventive Services Task Force. Eligibility & Purpose:

The DNR and the Department of Agriculture, Trade and Consumer Protection (DATCP) offer cost-share funding grants to governmental units working with owners and operators of livestock operations to meet pollution control requirements imposed by the DNR.

The Greater Lake Superior Foundation Grant Program provides $2000 grants annually to support graduate research on Coaster Brook Trout in Lake Superior and its tributaries. Eligible applicants must be graduate students from accredited universities in Michigan, Minnesota, Ontario, or Wisconsin, focusing on Fisheries Management, Limnology, Ecology, or Biology. Research topics include habitat requirements, migratory behavior, and management activities. Recipients must submit a project summary for publication on the GLSF website.

The County Forest Sustainable Grant, offered by the Wisconsin Department of Natural Resources, aims to support short-term projects that enhance sustainable forestry practices in counties with lands enrolled under the County Forest Law. Priority is given to urgent needs such as storm recovery and temporary staffing to address immediate workloads. The Knowles-Nelson Stewardship State Property Development Grant Program provides $500,000 annually to support friends groups and nonprofit conservation organizations in enhancing state property facilities. Grants can reach up to $20,000 per project, with a focus on nature-based outdoor recreation and habitat restoration. Eligible projects must align with DNR plans and address unmet needs, ensuring long-term benefits. Successful applicants must comply with grant conditions and manage shared project costs effectively.
