The Duluth Superior Area Community Foundation was established in 1983 by visionary community leaders. We are a collection of hundreds of endowed funds established by individuals, families, private foundations, and businesses to enhance the quality of life in our region. Since our inception, we have distributed more than $40 million in grants and scholarships and currently administer over 360 different funds, each with its own charitable purpose. The Duluth Superior Area Community Foundation promotes private giving for the public good.

The Community Opportunity Fund is at the heart of our work at Boreal Waters Community Foundation. It’s how we connect generosity with possibility to support bold ideas, local leadership, and long-term solutions across northeastern Minnesota and northwestern Wisconsin.

Each year, this fund helps nonprofits tackle critical challenges, strengthen communities, and ensure that everyone in our region can thrive.

A Grant Program Rooted in Community and Collective Generosity

As our region’s permanent civic endowment, the Community Opportunity Fund helps nonprofits and community groups respond to challenges, create solutions, and build a better future. In 2023, we restructured the fund to offer larger, more flexible grants—supporting not just programs, but long-term vision and systems change.

We focus on these interconnected areas:

Community Opportunity Fund: Resilience Grant Focus

Projects must enhance the ability of organizations, families, or communities to anticipate, adapt to, and recover from challenges, creating sustainable, long-term solutions that reduce risk and promote resilience.

Examples include:

• Leveraging partnerships and resources to implement scalable, lasting solutions that strengthen community resilience.
• Expanding access to knowledge, training, and tools that improve economic, social, or environmental stability for individuals and families.
• Developing community-driven solutions that address housing stability, food security, workforce resilience, or climate adaptation.
• Applying innovative or proven strategies that increase a community’s ability to prepare for and respond to systemic challenges (e.g., disaster preparedness, economic shifts, public health crises).

What We Fund

We support a wide range of community-driven, equity-centered work. Funding can be used for:

• Program or Project Support: To launch, expand, or sustain work in Opportunity, Resilience, or Belonging
• General Operating Support: To build strength and stability
• Capacity Building: To grow organizational effectiveness or leadership
• Community-Led Solutions: Especially those involving lived experience and cross-sector collaboration
• Systems Change and Upstream Impact: Projects that address root causes—not just symptoms

The Fred C. & Katherine B. Andersen Foundation Grant focuses on enhancing the quality of life in the St. Croix Valley of Minnesota and Wisconsin. It supports 501(c)(3) nonprofit organizations with priorities in healthcare, education, housing, human services, civic initiatives, and environmental education. While capital requests may be considered, the foundation primarily funds operational and programmatic needs. Organizations outside the geographic area may be considered if they align with the foundation's funding priorities.

The Old National Bank Foundation offers grants to nonprofit organizations for community impact initiatives across Indiana, Illinois, Kentucky, Tennessee, Michigan, Minnesota, Iowa, and Wisconsin. Focused on four key areas—Affordable Housing, Workforce Development, Economic Development, and Financial Empowerment—the foundation prioritizes programs that support underrepresented communities. Organizations must have 501(c)(3) status and align with the foundation’s funding priorities to qualify for grants, which can be applied for every two years.

The Wisconsin Public Service Foundation Grant supports local communities through charitable contributions, focusing on areas such as arts, education, and human services. Funded by shareholders, not utility customers, the foundation awards nearly $1.4 million annually to nonprofit organizations that enhance community quality of life. Eligible projects must align with specific funding areas and be located within the service area. The foundation encourages innovative projects that foster community engagement and development.

The Wisconsin Public Service Foundation offers Local Community Grants to support initiatives that enhance community development, health, arts, education, and the environment. Nonprofit organizations in the service areas are eligible for funding. The foundation emphasizes partnerships that promote educational opportunities and community improvement. With a history of providing financial support since 1964, the foundation encourages projects that engage local residents and foster collaboration among diverse groups. Preference is given to specific programs or projects that align with their mission.

The Menasha Corporation Foundation, established in 1953, supports nonprofit organizations across North America, focusing on community betterment, education, environmental sustainability, and health initiatives. Grants are awarded to projects that enhance the lives of individuals and strengthen communities, particularly in areas where Menasha Corporation operates. Eligible organizations must be tax-exempt and prioritize non-public funding. The foundation also encourages involvement from Menasha Corporation employees in supported projects.

The Andersen Corporate Foundation, established in 1941, aims to enhance lives and strengthen communities where its employees reside. It has contributed over $65 million to various causes, focusing on housing, healthcare, hunger relief, and education. Grants range from $5,000 to $50,000, primarily supporting nonprofit organizations that align with these areas, particularly in communities where Andersen operates, ensuring a lasting impact on local initiatives.

The WAB Creation and Presentation Grant provides vital support to established nonprofit arts organizations in Wisconsin that create or present significant arts programming. This grant emphasizes community impact and artistic quality, requiring applicants to demonstrate a history of consistent artistic activities and community engagement. Eligible organizations must be incorporated in Wisconsin, hold 501(c)(3) status, and provide a dollar-for-dollar match of funding. This multi-year grant program facilitates ongoing artistic development while ensuring accountability.

The GIG Fund, managed by the Illinois Arts Council Agency, provides grants ranging from $2,000 to $15,000 for nonprofit organizations to support public arts projects in Midwestern communities. This initiative aims to enhance access to arts for underserved audiences, including rural and economically disadvantaged groups. Eligible activities include performances and art festivals, with a focus on engaging professional artists. The funding period extends from December 1, 2025, to June 30, 2026, and requires a 1:1 match.

The Bernick's Beverages and Vending Fund Grants aim to support organizations that align with the Bernick family's values, offering up to $150,000 in funding for 8-10 eligible groups. Focus areas include youth education and fitness initiatives, with grants ranging from $5,000 to $40,000. Eligible applicants include 501(c)(3) nonprofits, schools, and government entities within Bernick's operational regions. The foundation seeks innovative programs that foster community engagement and promote healthy lifestyles.

The BayCare Clinic Foundation Grant supports health and wellness initiatives in northeastern Wisconsin. It welcomes applications from 501(c)(3) nonprofit organizations that address mental health issues. The Foundation prioritizes community engagement and charitable giving to enhance the well-being of residents. Grant requests are reviewed quarterly, with a focus on projects that align with the Foundation's mission of promoting health within the community. Applications submitted after October 1 may not be considered for the current calendar year.

The Samuel F. Atkins and Barbara H. Atkins Memorial Fund Grant, managed by the Duluth Superior Area Community Foundation, supports projects that assist low-income individuals and address animal welfare. Eligible organizations include 501(c)(3) nonprofits, governmental entities, and tribal governments located in specific counties in Wisconsin and Minnesota. The fund prioritizes projects demonstrating financial need, including emergency services and training programs for the physically disabled. This grant exemplifies the foundation's commitment to enhancing community welfare.

The Mid Wisconsin Grants, established under the Community Foundation of North Central Wisconsin, provide funding for nonprofit projects in communities once served by Mid Wisconsin Bank. The grants support initiatives in health, education, and community development. Eligible organizations must be tax-exempt entities based in specific Wisconsin locations. Potential applicants are encouraged to discuss their project ideas with grant officers before submission. Note that political or strictly religious purposes are not funded, and prior recipients are ineligible for two years.

Impact100 Greater Milwaukee is a women's organization dedicated to awarding transformative grants that significantly enhance the community. It encourages nonprofits to innovate and address pressing needs in the Greater Milwaukee area by presenting creative proposals. Grants focus on various areas, including arts, education, health, and environmental revitalization. Eligible organizations must meet specific criteria, including being a recognized 501(c)(3) and demonstrating measurable outcomes. This initiative aims to drive impactful change and foster collaboration among nonprofits.

The PRISM Fund Grant, offered by PFund Foundation, aims to enhance equity within LGBTQ+ communities in the upper Midwest. It focuses on supporting rural LGBTQ+ organizations through grants, training, and collaboration. The program prioritizes communities disproportionately affected by discrimination, such as queer people of color, gender-expansive individuals, and LGBTQ+ residents of North and South Dakota. By addressing unique regional challenges, the PRISM Fund fosters resilience and connectivity among these underserved populations.

The Valley Arts Grants empower creativity and foster community connections through high-quality arts experiences in the St. Croix Valley. Funded by the St. Croix Valley Foundation, this program supports a range of activities from performances to workshops, enhancing access to the arts. Organizations can receive funding for program support or general operating expenses, with award amounts ranging from $500 to $5,000. This initiative underscores the belief that the arts are vital for a vibrant and inclusive community.

The Wisdom Family Foundation Grant Program supports organizations that empower children and strengthen communities. Founded in 2007, this 501(c)(3) nonprofit focuses on providing essential resources such as food security and educational assistance. Grants typically range from $1,000 to $5,000, with larger capital grants considered on a case-by-case basis. The Foundation operates primarily in Greater Chicago, Northern Wisconsin, and the Twin Cities, promoting a spirit of generosity and collaboration within communities.

The Four Cedars Environmental Fund, supported by the Boreal Waters Community Foundation, offers financial assistance for programs that protect and educate about the unique natural resources of the western Lake Superior watershed. Eligible applicants include charitable organizations and those serving specific counties in Wisconsin and Minnesota. The fund aims to enrich local environmental initiatives through capital requests, start-up costs, and technical support, fostering sustainable practices within the community.

The AmeriCorps State Competitive Program Grant in Wisconsin empowers organizations to engage AmeriCorps members in addressing critical community needs through service and volunteering. It focuses on enhancing community resilience by funding direct service and capacity-building activities. Priority is given to organizations serving marginalized populations and those focused on youth mental health, veterans' support, environmental stewardship, and reducing community polarization. The Herb Kohl Philanthropies Homegrown Grants support local initiatives aimed at strengthening communities in Wisconsin. These grants are designed for organizations that empower children and youth, promote financial stability, and provide essential resources. Eligible applicants include nonprofit organizations with federal tax-exempt status that actively engage with their communities. The program emphasizes innovative solutions to local needs, ensuring funds are used effectively to enhance well-being and skills. Collaboration with local partners is encouraged to maximize impact.

The LCCF Nonprofit Capacity Building Grant Program, funded by the La Crosse Community Foundation, aims to enhance the sustainability and effectiveness of nonprofit organizations in La Crosse County. With $300,000 available, grants of $50,000 to $90,000 will support infrastructure investments, especially for those addressing disparities in historically marginalized communities. This program emphasizes ongoing technical assistance, fostering partnerships, and sharing best practices among grantees to build a more equitable community.
