FFY 2027 FoodShare Outreach Partner Solicitation

The Wisconsin Department of Health Services (DHS) relies on its partnerships with state and local agencies, advocates, employers, and community- and faith-based organizations to help conduct outreach to low-income people who are not currently enrolled in FoodShare but may be eligible for the program. Under the Supplemental Nutrition Assistance Program (SNAP) Outreach Program, administrative costs for FoodShare outreach may be eligible for reimbursement at a rate of 25% of the expenditures. Partners are encouraged to submit outreach project proposals to DHS each year for reimbursement consideration under the SNAP Outreach Program.

Wisconsin Emergency Management 

Wisconsin Emergency Management (WEM), a division of the Wisconsin Department of Military Affairs, is committed to building a safe and resilient Wisconsin. WEM coordinates statewide resources, supports local governments and tribal nations, and strengthens preparedness for disasters and emergencies. From operating the State Emergency Operations Center (SEOC) to delivering training, exercises, and planning support, WEM ensures communities are ready to respond and recover. Key priorities include disaster response coordination, hazard mitigation, recovery programs, and public safety training. Guided by its mission to protect lives and property, WEM partners with agencies across the state to enhance emergency capabilities and foster resilience.

Building Resilient Infrastructure and Communities Program

The Building Resilient Infrastructure and Communities (BRIC) program is an annual, nationally competitive grant program for state agencies, county governments, local governments and Tribal Nations to implement long-term, cost-effective mitigation actions that mitigate risk to infrastructure and community lifelines.

BRIC program priorities include:

• Mitigation measures that incentivize natural hazard risk reduction activities that mitigate current and future risk to public infrastructure
• Incorporate nature-based solutions
• Enhance climate resilience and adaptation
• Increase funding to applicants that facilitate the adoption and enforcement of the latest published editions of building codes.

 WEM works to fund as many grants as possible under its set-aside allocation for planning, capability & capacity (C&CB) grants, and traditional mitigation projects. All projects must pass a Benefit-Cost Analysis using FEMA’s software and undergo a review for environmental and historic preservation impacts.

EMS Leave Behind Program: Fentanyl and Xylazine Test Strip Kits

The Division of Care and Treatment Services is providing fentanyl and xylazine test strip kits kits to Wisconsin EMS agencies operating leave behind programs.

Program overview

Drug checking technologies like fentanyl and xylazine test strip kits are an evidence-based method to prevent drug overdose deaths by educating people about the substances they are using.

Leave behind programs allow EMS professionals to share (“leave behind”) overdose prevention tools and resources with patients and/or their social networks (family, friends, roommates, etc.) at the scene of care or after a hospital transport. Leave behind programs also offer opportunities to provide connections to local treatment providers and overdose prevention organizations. This model presents an opportunity to provide the supplies and support people who use substances need to prevent and reduce health and safety complications.

EMS agencies interested in distributing fentanyl and/or xylazine test strip kits to community members as part of a leave behind program are invited to complete the application form linked in the "solicitation links" section to be considered for this DHS EMS Leave Behind Program.

Applicants accepted into this DHS EMS Leave Behind Program will receive test strip kits at no cost.

The Wetland Mitigation Banking Program for FY 2026 offers $3 million in grants to support the development of mitigation banks for agricultural producers with wetlands. Proposals are prioritized based on the number of wetlands and conservation compliance requests in states such as Georgia, Illinois, and Minnesota. This competitive program is designed to enhance conservation efforts while providing financial opportunities for eligible entities.

The Department of Tourism markets Wisconsin as a premier travel destination under the Travel Wisconsin brand. We are also home to the Wisconsin Office of Outdoor Recreation, Meet in Wisconsin, Sports Wisconsin, Film Wisconsin and the Wisconsin Arts Board. The Ready, Set, Go! (RSG) Grant Program

The Ready, Set, Go! (RSG) grant program assists destinations in securing competitive sporting events that are not regularly held in Wisconsin and require an upfront financial commitment. The RSG fund has $110,000 per fiscal year available for matching grants.

The Quentin and Ermagard Kuenzli Family Scholarship honors the legacy of accountant Quentin Kuenzli, who served in WWII. Established by his wife, Ermagard, it offers financial support to students pursuing degrees in accounting. Three renewable scholarships are available for four-year schools, totaling $13,000, alongside a $2,000 scholarship for two-year technical schools. The Fiscal Year 2026 Cooperating Technical Partners (CTP) Program provides $41 million in funding across nine regions to enhance flood risk awareness. This initiative, led by FEMA and the National Flood Insurance Program, empowers local communities to develop critical flood hazard data and maps. By strengthening local capabilities, the program promotes informed decision-making and responsible planning to mitigate flood risks effectively.

The WAB Creative Communities Grants, offered by the Wisconsin Arts Board, aim to foster arts education and community development across the state. These grants support projects in Arts Education, Folk or Traditional Arts, and Local Arts, promoting collaboration and innovation. Eligible projects must be distinct from ongoing programs and involve community participation. This funding sustains Wisconsin's cultural vitality, enhancing educational and economic growth within local communities.

​Folk Arts Apprenticeship Program - WI

​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​Folk & Traditional Arts Apprenticeships are designed to strengthen and encourage the continuity of Wisconsin's diverse cultural traditions by supporting exemplary traditional artists and culture bearers in passing their skills and knowledge on to committed and talented apprentices.

Any form of traditional art - from basketry to old time music, from beadwork to ethnic dance and singing, from instrument building to traditional foodways - as carried on by members of Wisconsin's various cultural groups, is eligible. These cultural groups are communities that emerge from shared ethnicity, language, religion, occupation, recreational pursuit, or geographic region. Priority will be given to instruction in art forms that are in danger of being lost or that help to preserve an endangered language. Both the instructing artist and apprentice should be committed to preserving and advancing the art form in their shared community.

Grant Amounts

Maximum awards are $3,500 to the instructing artist or a fiscal receiver*. Successful applicants may use the apprenticeship award to help cover the costs of the instructing artist’s fee, the supplies and materials needed during the apprenticeship, and in some cases, travel expenses.​

The Dogs for Joy Grant, funded by the Joy in Childhood Foundation, supports the integration of trained facility dogs in pediatric hospitals. These dogs provide emotional support, help children cope with medical procedures, and enhance overall well-being. The program aims to increase the presence of in-residence dogs, as research highlights their positive impact on reducing anxiety and improving patient outcomes. Grants typically cover multi-year funding, promoting innovative animal-assisted therapy approaches in healthcare settings.

The Community Foundation proudly supports students in Portage and Waushara counties with over $325,000 in scholarships annually, thanks to the generosity of local individuals and families. Award amounts range from $500 to $40,000, opening doors to educational opportunities.

The Starseed Foundation Grant offers support to 501(c)(3) organizations focused on enhancing the arts, environmental protection, literacy, and social services. Grants are available to organizations throughout the United States, with a specific emphasis on programs based in Oregon. Interested parties must first submit a Letter of Inquiry to be considered for funding. The Growing the Body of Christ Grants, offered by the Siebert Lutheran Foundation, aim to enhance the Lutheran community by funding capital requests over $50,000, specifically in the Fall cycle. These grants support ministries that strengthen congregations, develop leaders, and innovate in church practices. Eligible organizations include Lutheran churches in Wisconsin and the Upper Peninsula of Michigan, promoting effective, collaborative outreach and educational initiatives for youth and families.

Eligible projects must be innovative, generate increased visitor traffic, and have a funding strategy for future sustainability. Grants can cover up to 75% of promotional costs in the first year, with a maximum award of $39,550. This program is a vital resource for communities aiming to enhance their economic impact through strategic marketing initiatives.

The Joint Effort Marketing (JEM) Grant Program supports Wisconsin nonprofit organizations by funding promotional activities that boost tourism. Grants cover eligible expenses for sales promotions that entice visitors through significant incentives over a limited timeframe. Applications must demonstrate potential economic impact and include participating businesses. The maximum award is $39,550, with reimbursements based on project costs. This initiative aims to enhance local economies while promoting Wisconsin as a premier travel destination.

The FDC Foundation, established in 2008, is a private non-profit dedicated to providing grants to 501(c)(3) public charities across three main areas: Health & Nutrition, Education, and Housing. The foundation supports initiatives that improve nutrition, assist diabetic individuals, enhance early childhood development, and promote housing opportunities for those in need. However, it does not fund for-profit entities or international organizations, nor does it provide grants for specific excluded purposes.

The Wisconsin Opportunity Attraction Fund aims to strategically invest in the state's economy by attracting major events and programs. Managed by the Wisconsin Economic Development Corporation, this fund enhances Wisconsin's visibility as a prime destination for travel and business. The program supports eligible entities in securing opportunities through competitive bidding, ultimately driving economic impact and boosting tourism and out-of-state talent attraction. This initiative reflects Wisconsin's commitment to fostering economic growth and community well-being.

The Joint Effort Marketing (JEM) Grant Program offers funding to make a promotion or event come to fruition. The grant reimburses Wisconsin nonprofit organizations for qualified promotional costs. There are five categories of JEM grants.

The Joyce Awards

The Joyce Awards provide direct, catalytic support to Great Lakes-based artists and culture bearers whose visionary creative practices meaningfully impact and advance racial equity in their communities.

Informed by conversations with artists, arts leaders, and past awardees across the region, the new Joyce Awards program includes unrestricted awards of $100,000, paired with a $40,000 grant to a Great Lakes organization selected by the artist to help realize, expand, or deepen the impact of their work in the region.

Administered by United States Artists, the program now welcomes both peer and self-nominations and has expanded eligibility state-wide in six states. Artists and culture bearers based in Michigan, Minnesota, and Wisconsin will be eligible in 2026, followed by Illinois, Indiana, and Ohio in 2027. Following a nomination, application, and panel review process, four Awards will be awarded in each year. 

The Joint Effort Marketing (JEM) Grant Program supports collaborative marketing initiatives to enhance tourism in Wisconsin. By partnering at least three municipalities, projects can access funding for promotional activities, research, and strategic marketing efforts. The program is designed to boost local economies through increased visitor traffic and job creation. Nonprofits can apply for grants to cover up to 75% of eligible costs, with a maximum award of $10,000 per municipality, fostering impactful tourism campaigns.

The Herb Kohl Principal Leadership Award supports Wisconsin's private school principals and administrators by recognizing their leadership. Each year, up to four private school principals can receive a $6,000 grant, alongside a matching grant for their school. This award aims to help administrators achieve their professional goals and enhance their schools. Eligible nominees must be committed to their roles for the upcoming school year, and prior recipients may reapply if nominated.

The WEDC Capacity Building Grants aim to enhance local development efforts in Wisconsin by supporting nonprofit organizations and educational institutions. These grants facilitate the creation and expansion of cooperative initiatives, ensuring that communities have the resources needed to thrive. By addressing economic development challenges, the program fosters collaboration among various stakeholders, allowing for innovative solutions that benefit all Wisconsin residents. This flexible funding approach enables rapid responses to emerging needs and promotes sustainable growth.

The Herb Kohl Teacher Fellowship Program honors exceptional teachers in Wisconsin, providing support for professional development. Each of the 100 selected teachers receives a $6,000 grant, with matching funds for their schools. Nominations can come from various community members, and eligibility includes all PK-12 classroom teachers planning to continue teaching. This initiative aims to recognize and enhance teaching excellence, fostering innovation in education across the state.
