McMurry Library Endowment Grant

The Carol McMurry Library Endowment was established in 2000 within the Wyoming Community Foundation to provide support to Wyoming library staff and volunteers and to publicly accessible Wyoming libraries in three areas:

• Education & Training (Library & Individual)
• Library Resources
• Library Foundation Development

Types of Library Grants Projects

• Education & Training: These can be used for in-service workshops or multi-library continuing education events. The application can include financial support to pay for substitute staff to keep a library open while staff attends the event or training.
• Resource: Resource grants can be used to purchase library books, audio-visual materials, informational software and hardware, and databases. Applications can be submitted for children, youth or adult resources, both physical and electronic. The library is expected to provide a collection analysis to support its justification for a grant and information on the population to be served by the project.
• Foundation: Foundation grants can be used to retain outside technical assistance for foundation boards and library staff in their planning of an endowment or for a publication about the endowment. Grants for consulting in the area of bylaws, foundation roles and responsibilities, relationship to the library board can be made. Grants for fundraising support and for the local library endowment itself will not be awarded. Capital construction, furnishings, carpeting, and building repairs have a very low consideration due to the amount of funds available in the Endowment for library grants.

Wyoming Outdoor Recreation and Tourism Trust Fund (ORTTF)

The Wyoming Outdoor Recreation and Tourism Trust Fund (ORTTF) is a long-term investment established by the State of Wyoming to support the planning, development, improvement, and maintenance of outdoor recreation infrastructure across the state. The fund is designed to help communities enhance public access to outdoor recreation opportunities while strengthening Wyoming’s outdoor recreation and tourism economy.

ORTTF was created through legislative action to provide a sustainable, dedicated funding source for outdoor recreation infrastructure. The trust fund structure was established by the Wyoming Legislature in 2023 through House Bill 74, which created the permanent trust and associated income account in statute. In 2024, the Legislature passed House Bill 67 to establish the program’s administrative framework, governance structure, and grant authority. Both measures were signed into law by Mark Gordon, reflecting strong executive and legislative support for long-term investment in outdoor recreation and tourism.

Funding Sources and Stewardship

The trust fund is supported by biennial legislative appropriations from the Wyoming tourism reserve and projects account, which is funded through the statewide lodging tax. The fund may also receive direct legislative appropriations and may accept federal grants and other contributions, including grants, gifts, transfers, bequests, donations of money or personal property, and certain real property interests, as authorized by law.

This structure reflects Wyoming’s recognition that outdoor recreation and tourism are closely linked and that investments in recreation infrastructure directly support residents' quality of life, visitor readiness, local economies, and community vitality.

ORTTF represents a collaborative effort among the Wyoming Office of Outdoor Recreation and the Wyoming Office of Tourism, aligning outdoor recreation planning with the statewide tourism strategy and economic development goals.

The 2026 Carceral Systems Organizing Grant seeks to support organizations working to eradicate carceral systems, create alternative justice solutions, or pursue system reform by addressing systemic criminalization that disproportionately targets Black, Indigenous and people of color (BIPOC) and low-income/poor communities across our five-state region.

We define carceral systems organizing broadly to include all systems that criminalize people’s lives based on race, poverty, gender, immigration status and/or disability. Examples include but are not limited to: 

• Abolition, transformative justice, and alternatives to incarceration
• Ending racial profiling and police brutality
• 'Addressing racial inequities in drug laws
• Child welfare, foster care, child protective services
• Youth incarceration and the school-to-prison pipeline
• Detention and deportation of immigrant communities
• Homeless encampment sweeps and criminalization of survival needs
• Re-entry organizing by and for folks who were recently incarcerated

The Express Health Information Outreach Awards aim to enhance public health by increasing access to biomedical information for U.S. health professionals and the general public. These awards support projects that improve health information literacy among consumers and caregivers, ensuring they can effectively find and utilize health information. Focused on partnerships and outreach to underrepresented communities, the initiative seeks to promote healthy behaviors, prevent illness, and improve health outcomes through informed decision-making.

The Ellbogen Foundation Grants aim to enhance the well-being and education of Wyoming residents. With a focus on serving large regions or the entire state, the Foundation prioritizes educational initiatives that improve teacher quality and student experiences. Organizations should align their proposals with the Foundation's mission and funding criteria, particularly in education and community support, while being aware that certain activities, like capital campaigns, are not eligible for funding.

Zions Bank Grant supports nonprofit organizations that provide essential services within the communities it serves. Focus areas for funding include affordable housing, arts and culture, community service, inclusive communities, economic development, education, and health and human services. Nonprofits applying must be 501(c)(3) organizations and operate within Zions Bank's market area. Notably, the bank does not fund individuals, for-profit entities, or programs outside its service areas.
