Revitalization Grant Fund

The JobsOhio Revitalization Program (Loan and) Grant Fund is designed to support the acceleration of redeveloping sites in Ohio.

Phase II Assessment Fund

The JobsOhio Revitalization Program Phase II Assessment Fund is designed to assist in the review of potential environmental risks on sites where redevelopment for job creation or retention is likely to occur. Demonstrations of redevelopment readiness might include end user interest in the site, locations that are attractive to JobsOhio targeted industry projects, areas already undergoing redevelopment with other nearby job creation momentum, market studies, and the like.

Job Creation

The project must demonstrate that job creation or retention is highly likely if environmental risks can be understood and addressed. Priority will be given to job creation and retention projects within JobsOhio targeted industry sectors.

Eligible Costs

Phase II services including environmental testing, lab fees, and work completed by certified professionals for completion of a Voluntary Action Program or American Society for Testing and Materials Phase II environmental property assessment.

JobsOhio will provide grant funding up to $200,000 per approved project, provided on a reimbursement basis.

Revitalization Grant Fund

The JobsOhio Revitalization Program (Loan and) Grant Fund is designed to support the acceleration of redeveloping sites in Ohio.

Job Creation

Revitalization projects typically retain and/or create at least 20 jobs at a wage rate commensurate with the local market. Priority will be given to job creation and retention projects within JobsOhio targeted industry sectors, those making additional capital investment beyond remediation and redevelopment, and/or projects with wages higher than the average local wage rate.

Remediation Projects

For environmental remediation grants a No Further Action letter issued by an Ohio Certified Professional is typically required for projects where long-term engineering controls are necessary on the site. In certain circumstances, JobsOhio may require a Covenant Not to Sue from the Ohio Environmental Protection Agency, depending on the project and site characteristics.

Available Funding: JobsOhio Revitalization Grants

Eligibility–Typically coupled with Revitalization Loans and provided to fill funding gaps where remediation costs exceed the anticipated net gain in land and improvement value, making successful redevelopment unfeasible. Funds are available only to projects where job creation will begin within a negotiated period not to exceed 5 years.

Building Demolition and Site Revitalization Program

The Building Demolition and Site Revitalization Program is designed to provide grants for the demolition of commercial and residential buildings and revitalization of surrounding properties on sites that are not Brownfields.

Grant Application Tracks

Eligible applicants may select either a: Commercial Demolition Track or Residential Demolition Track 

Commercial Demolition Track

The maximum residential application request is $2,500,000. 

Blighted, vacant or abandoned commercial buildings on sites that are not brownfields are eligible properties.  

[A “brownfield” is defined as an abandoned, idled, or under-used industrial, commercial, or institutional property where expansion or redevelopment is complicated by known or potential releases of hazardous substances or petroleum. The contamination to be remediated at a brownfield site is required at the subsurface level.] 

Eligible commercial properties include buildings that were zoned and/or used for retail, office, manufacturing, industrial, industrial warehousing, institutional, multi-family residential units, or other non-residential or mixed-use (meaning any mix of these uses or a mix of residential and commercial uses) purposes.  

Structures that are affixed to the land and that were used for either commercial or residential uses can participate.

Ohio Community Services Block Grant (C.S.B.G.) program 

The Community Services Block Grant (CSBG) is a federally funded block grant that aims to reduce poverty in the United States. The allocation for Ohio is administered by the Ohio Department of Job and Family Services Office of Community Support Services. Funds are used for innovative programs that are provided by eligible entities in Ohio which are 48 Community Action Agencies (CAAs), serving all 88 counties of the state.

This network provides programs that assist low-income individuals and families with attaining the skills, knowledge, and motivation necessary to achieve self-sufficiency and economic security. The services offered through CSBG vary by county. Some examples of the services offered include the following:

CSBG eligible entities establish partnerships and collaborate with local community organizations, service providers and public and private agencies to assure the effective delivery of services to the low-income population. CSBG eligible entities improve local services by linking low-income Ohioans to available resources through direct services and referrals to community partners.

CSBG eligible entities apply and evaluate community assessment data to identify gaps in services and opportunities. They then develop strategies to resolve the identified gaps and enhance current programs. As such, the practice of referring clients is common due to the collaborative nature of the grant.

The Frankenmuth Insurance Foundation Charitable Grant supports qualified charities focused on community betterment and basic human needs. Founded in 2016, it aims to enhance lives through initiatives such as affordable housing, health programs, and the arts. Organizations eligible for funding must be tax-exempt and serve areas where Frankenmuth Insurance operates. Notably, the foundation excludes support for individuals, political groups, and projects typically financed by governments, ensuring its resources benefit the wider community.

The Cleveland-Cliffs Foundation, established in 1962, focuses on enhancing educational opportunities, environmental protection, and community health in the regions it operates. As a leading steel manufacturer, Cleveland-Cliffs is committed to sustainability and responsible corporate citizenship. The foundation supports 501(c)(3) organizations that address key challenges in education, the environment, and community well-being, ensuring impactful investments that help communities thrive across North America.

The Elsa Heisel Sule Foundation Grant supports 501(c)(3) organizations in the Greater Cincinnati area, focusing on education, health, arts, and community welfare. Established in 2004, the foundation prioritizes projects that enhance community well-being, ensuring grants are awarded to nonprofits with operating budgets under $10 million. Organizations must apply annually and adhere to specific eligibility criteria, including geographical and operational restrictions. The foundation aims to empower local initiatives that promote positive societal impact.

The Bank of America Charitable Foundation focuses on supporting organizations that empower communities through basic needs, income creation, and stable housing. By investing in health and job opportunities, they aim to enhance economic mobility for low- and moderate-income families. Their partnerships target vulnerable populations, ensuring equitable access to resources that foster community vitality and resilience. This initiative emphasizes the importance of stable housing as a foundation for personal and communal growth.

ServeOhio offers grants for community service projects tied to National Days of Service, including Martin Luther King, Jr. Day and ServeOhio Day. These grants support initiatives that enhance community infrastructure through youth engagement. Eligible organizations in Ohio can apply for funding between $250 and $1,500, with a focus on educational components. Preference is given to applicants not currently funded by ServeOhio, aiming to foster impactful community involvement and service.

The Norfolk Southern Corporate Giving: Thriving Communities Grant Program supports initiatives that promote sustainability, workforce development, and community resilience across a 22-state network. With grants ranging from $1,000 to $50,000, the program aims to foster economic development and ensure equal access to basic necessities. Eligible organizations include tax-exempt nonprofits, government entities, and public schools, emphasizing diversity and inclusion in their community-focused efforts.

The Abandoned Mine Land Economic Revitalization (AMLER) Program, administered by the Ohio Department of Natural Resources, addresses abandoned mine lands in Appalachia. The Do it Best Foundation Grant supports nonprofit organizations focused on community needs, particularly in health and wellness, youth enrichment, the arts, and community development. Grants typically range from $5,000 to $20,000, with no strict limits based on quarterly applications. Eligible organizations must have 501(c)(3) status and be located near specific areas. This initiative aims to enhance community resources and foster connections among residents.

The Ian and Mimi Rolland Foundation, established in 1994, enhances the Fort Wayne community through grants focusing on social services, arts, and education. With over $6 million in assets, the foundation prioritizes local organizations and projects that benefit the public. Approximately 70% of grants support human and social services aimed at promoting equity. In 2023 alone, they donated over $200,000 to 190 organizations, reflecting their dedication to improving lives in New Hampshire. The St. Mary's Bank Charitable Foundation 1908 Funds Grants provide financial support to nonprofit organizations in New Hampshire, focusing on community development and services.
