About Us

In 2020, Connecticut established the Office of Workforce Strategy as an executive branch agency to serve as the staff to the Governor’s Workforce Council to provide strategic guidance and support the implementation of workforce initiatives and investments across the state.

The Governor's Workforce Council (GWC) is Connecticut's State Workforce Board. The GWC is responsible for setting strategy and policy for the state’s Pre-K through retirement workforce pipeline, and to serve as the primary coordinator for businesses, educators, trainers, state agencies, state workforce boards, non-profits, and others.

In April 2025, the Governor’s Workforce Council published an updated Strategic Plan, designed to provide a roadmap for workforce development efforts throughout the state. The Plan is anchored by three guiding values: Collaboration; Opportunity; and Impact, and aligned across three objectives: Drive Growth; Build Skills; and Expand Access.

"The Key to Connecticut's Community Development Future"

 Connecticut's Community Development Block Grant (CDBG) Program, also known as the Small Cities Program, provides funding and technical support for projects that achieve local community and economic development objectives. The Small Cities Program principally benefits low-and moderate-income persons. This program is only available to Connecticut towns and cities with populations of less than 50,000.

Funding for the Connecticut CDBG program is provided by the U.S. Department of Housing and Urban Development (HUD) under the guidelines of Title I of the Housing and Community Development Act of 1974, as amended. Eligible Activities must meet one of the following CDBG program National Objectives: benefiting low and moderate-income persons, eliminating slum and blight or addressing an urgent need.

The primary focus of the CDBG program is to benefit low-and moderate-income persons. The Connecticut CDBG program receives and distributes over thirteen million dollars each year. Since the state took over the administration of the CDBG program in 1982, over $325,700,000 has been invested in Connecticut communities. Communities participate in a competitive application process annually for CDBG funds to implement their proposed community and economic development projects.  

The Northwest Community Bank Foundation supports non-profits that enhance community life through grants focused on education, housing, basic human services, and community impact. Eligible organizations include registered 501(c)(3) entities aligned with the Foundation's mission, serving areas across Connecticut. With an average grant size of $3,500 and a cap of $25,000 per year, the Foundation aims to foster economic success, empower youth, and provide essential services to those in need.

The Brownfield Municipal Grant Program - Assessment in Connecticut supports municipalities in redeveloping brownfield sites, promoting economic impact through remediation. Grants range from $100,000 to $200,000, with councils of governments and brownfield land banks eligible for higher amounts. The program aims to stimulate job creation and leverage private funding, encouraging partnerships and revitalizing previously stalled sites. Proof of site control is required for applicants, ensuring effective use of the funds.

The Brownfield Municipal Grant Program in Connecticut supports municipalities and entities in redeveloping contaminated sites to stimulate economic growth. Grants of up to $6 million are available, with a minimum request of $200,000. Eligible applicants include municipalities and economic development agencies that can demonstrate site control. The program aims to leverage private funds, foster public-private partnerships, and create jobs, facilitating the revitalization of long-stalled properties.

The Urban Act Grant Program in Connecticut provides financial assistance to municipalities identified as economically distressed or public investment communities. This initiative aims to enhance community conservation, urban development, and improve quality of life for residents. Local officials must submit a letter to the Office of Policy and Management to apply, as there is no formal application process. The funds can support various projects, including economic development, housing, and public safety.

The Eversource Energy Foundation Grants support community initiatives by providing funding to organizations in Connecticut, Massachusetts, and New Hampshire. Grants typically range from $1,000 to $10,000 and require annual reapplication. Organizations must be based within the service territory and hold a 501(c)(3) designation. The Foundation prioritizes projects focused on community wellness, education, clean energy, and economic development while avoiding support for political, fraternal, or discriminatory activities.

The Bulkley Foundation Grant offers support for charitable organizations in Fairfield County, Connecticut, with a focus on those serving Norwalk. Eligible areas include animal welfare, arts and culture, civic activities, community development, education, environment, health and medical research, human and social services, and religious initiatives. This grant aims to enhance community welfare and promote various programs that benefit local residents.

The Grants Committee, composed of local non-management members, evaluates applications to ensure alignment with the foundation's mission and values.

The KeyBank Foundation Grants support nonprofit organizations focused on enhancing communities through education, workforce development, and affordable housing. Founded in 1969, the Foundation prioritizes diversity, financial capability, and sustainability. Their grants aim to empower individuals for success by improving access to resources, fostering economic inclusion, and creating safe environments. By partnering with community organizations, KeyBank Foundation seeks to make a measurable impact and ensure lasting positive change for families and small businesses.

L’Oréal Paris Celebrates 20 Years of Women of Worth

For 20 years, L’Oréal Paris has honored women who uplift their communities through service. These non-profit leaders, our Women of Worth, each receive $25,000 to support their causes, mentorship from the L’Oréal Paris network and a national platform to share their stories.

NCRC is looking for fellowship projects that move the needle on housing, small business development, and workforce development. Projects may directly result in community outcomes in these focus areas, or involve work with community members to create plans or project pipelines that will solve local issues in these areas.

The NCRC Fellowship cultivates the next generation of community development leaders and empowers them to tackle the issues of tomorrow. The community development sector will face significant challenges in the coming decades from climate change, widening wealth gaps, food insecurities, extreme housing shortages and other needs. These challenges will disproportionately impact low-wealth communities and communities of color. Therefore, it is NCRC’s intention and pledge to uphold the values of community empowerment in the fellowship program.

Student Fellow Applications

Fellow applications will open for eligible students once host projects have been reviewed and finalists selected. Students will apply to be considered for a specific host project. Top student candidates will be interviewed by NCRC as well as the host organization.

Fellow Requirements

• Must provide documentation confirming active enrollment (i.e. Letter of Enrollment from Registrar or transcript)
• Must commit to fellowship for full Period of September 14, 2026-May 14, 2027 academic school year
• Must commit to a 20 hour/week fellowship
• Must commit to a schedule with at least one day per week in-office of host organization

Alliance for Social Trust: Trust in Practice Awards

Trust is the foundation of vibrant, resilient communities and healthy civic life. Across the country, local and national organizations are demonstrating the profound ways trust shapes our collective well-being—strengthening relationships between neighbors, cultivating confidence in institutions, and enabling people to work together to solve shared challenges. These efforts are often rooted in the knowledge and leadership of those closest to the work. 

The Trust in Practice Awards support non-profit organizations that are collaborating on new initiatives to build trust across local or virtual communities. Grantees will be part of a national network dedicated to fostering trust through the Alliance for Social Trust’s programs and storytelling platforms. Award recipients will also participate in the annual Trust in Practice Summit to celebrate the work of trust builders.

The Choice Neighborhoods Implementation Grants for Fiscal Year 2025 support revitalization efforts in severely distressed public housing and surrounding neighborhoods. This program encourages collaboration among local governments, housing agencies, and community partners to create comprehensive plans aimed at improving housing quality, promoting upward mobility for residents, and attracting long-term investment for neighborhood development. Successful applicants will implement their Transformation Plans, which were developed through prior Planning Grants to enhance the quality of life for residents.

The Ochylski Family Foundation supports registered 501(c)(3) nonprofit organizations through grants aimed at enhancing their operational capacity. With an application deadline of October 1, organizations must submit a detailed request outlining their initiatives. The foundation's mission aligns with its commitment to foster community development and nonprofit effectiveness in Iowa, ensuring that resources are allocated to impactful projects that serve the public good.

The Thriving Community Impact Fund offers grants up to $2,499 to support local programs that enhance community health and well-being. This initiative by Gundersen Health emphasizes collaboration, focusing on areas such as physical and mental health, poverty alleviation, and neighborhood improvements. Organizations like non-profits and government agencies can apply for funding during a rolling application period, with decisions made monthly. The fund aims to empower communities and address health inequities through impactful partnerships.

The U.S. Venture/Schmidt Family Foundation supports initiatives that drive self-sufficiency and community enrichment for vulnerable populations. With over $4.31 million awarded last year, the foundation prioritizes projects that demonstrate measurable impact and foster stronger communities. Eligible organizations include those designated as public charities by the IRS. The foundation emphasizes collaboration with other funders, avoiding sole financial support to ensure comprehensive community development.

The Hebron Greater Together Community Fund Grant, established by the Hartford Foundation for Public Giving, aims to enhance community engagement and support initiatives that improve the quality of life for Hebron residents. Grants ranging from $500 to $7,500 will be awarded to nonprofit organizations and local citizens in partnership with nonprofits, focusing on diverse participation and new projects for underserved populations. This program also commemorates the 250th anniversary of the USA's independence.

The Peter Chortek Leadership Award honors Jewish high school students in San Diego who demonstrate outstanding leadership and commitment to community service through tikkun olam. Awardees receive a $9,000 stipend, $540 to set up a Donor Advised Fund, and a professional video showcasing their project. This award encourages students to create or enhance community initiatives, fostering engagement in social justice and service projects.

The Somers Greater Together Community Fund Grant, established by the Hartford Foundation for Public Giving, offers $100,000 to support community-driven projects in Somers. It prioritizes nonprofit organizations and municipalities that foster youth engagement, inclusive civic participation, and address local needs. Eligible applicants can collaborate with fiscal sponsors if necessary, ensuring that projects benefit residents without discrimination. This initiative aims to empower communities by enabling them to take ownership of their challenges and work collectively towards solutions.

The Crawford Taylor Foundation focuses on enhancing programs that create lasting legacies in St. Louis. With priorities in community development, women's health, animal welfare, and environmental preservation, the foundation seeks to support 501(c)(3) organizations that meet specific eligibility criteria. They avoid funding multi-year grants or for-profit initiatives, emphasizing support for local causes and relief efforts deemed important by the Taylor family.

The EDA FY25 Disaster Supplemental program provides critical funding to support communities recovering from severe economic distress caused by natural disasters in 2023 and 2024. With no submission deadlines for Readiness and Implementation Paths, and a specific deadline for Industry Transformation applications, this initiative aims to enhance community resilience and improve economic trajectories through strategic projects that engage local stakeholders and private industries.

The Greenpoint Foundation Grant aims to enhance community life by supporting organizations that focus on agriculture, food security, education, and community enhancement. Established in 2022, the Foundation accepts grant applications year-round for both general operating budgets and specific projects. Priority is given to 501(c)(3) organizations and local government entities, while faith-based programs are considered on a case-by-case basis. Grant recipients must submit impact reports to ensure continued support.

The Enfield Greater Together Community Fund Grant aims to enhance community well-being by awarding grants of $250 to $5,000 to programs that address local needs. Established by the Hartford Foundation for Public Giving, the fund encourages civic engagement and supports innovative programming. With an initial investment of $100,000, it seeks to empower residents and organizations in Enfield to drive positive change. Grant announcements will be made in September 2025, following a thorough review of applications.
