We are one of more than 750 similar tax-exempt public charities throughout the United States that work to make their community a better place to live. We are a local organization staffed by residents of the community and led by a board of trustees who have an in-depth knowledge of the issues that shape our County.

This Community Foundation was created by and for the people of Washington County MD, and exists to improve the quality of life for all of our citizens, now and for generations to come, by building community endowments, addressing needs through grant making and providing leadership on key community issues.

About Our Scholarships

Our scholarships exist thanks to local families, friends, and organizations who have partnered with the Community Foundation to memorialize or honor someone, celebrate their alma mater, or promote a chosen career field. The creation of a scholarship fund can affect the donor as much as the recipient. 

The Community Foundation of Washington County, MD offers more than 100 scholarships for graduating high school students and non-traditional students in continuing education. 

The Thomas J. Bowers Aviation Scholarship Fund

A scholarship fund created in honor of Thomas J. Bowers to provide scholarships to deserving Washington County students who are active members of the Civil Air Patrol and express a desire to pursue a degree in an aviation-related field.

The Karim Thomas Ziyad Memorial Engineering Scholarship Fund supports students from Washington County or nearby areas pursuing a career in engineering, especially in Mechanical Engineering. Established in memory of Karim Thomas Ziyad, this scholarship aims to empower deserving students to achieve their educational goals. The fund is part of the Community Foundation of Washington County Maryland, which offers numerous scholarships to enhance educational opportunities for local students.

The Carver, We’ll Find a Way Scholarship Fund, established by the Carver Family, offers scholarships to local students passionate about helping others. This fund is part of the Community Foundation of Washington County, Maryland, which manages over 100 scholarships aimed at supporting both high school graduates and non-traditional students pursuing further education. The foundation seeks to enhance the quality of life in Washington County through educational support and community engagement.

The Art Richards Scholarship Fund of Children In Need, Inc. offers scholarships to graduating clients of Children In Need, empowering them to pursue secondary education in academics or trades. Established in 1998, this fund was inspired by Art Richards' vision to uplift children living in poverty in Washington County, MD. Through local partnerships, the fund supports educational opportunities and honors community values, ensuring every child has the resources needed to thrive.

The Artist’s Palette Scholarship Fund, managed by the Community Foundation of Washington County, MD, supports students pursuing careers in cosmetology, aesthetics, barbering, nail technology, and massage therapy. This fund is designed to assist deserving individuals from Maryland, West Virginia, and Pennsylvania in achieving their educational goals. Scholarships are made possible by local families and organizations dedicated to enhancing community welfare and honoring significant contributions to the community. Applications open annually from January to April.

The National Human Genome Research Institute (NHGRI) is set to release a Notice of Funding Opportunity (NOFO) focused on the ethical, legal, and social implications (ELSI) of genomics. This initiative aims to explore how genomics can enhance health and well-being while addressing its broader societal impacts. The NHGRI encourages applications from diverse academic disciplines to promote innovative and replicable research approaches that effectively analyze the consequences of genomic advancements.

The Samuel Hunter Agricultural Education Scholarship, offered by the Community Foundation of Washington County, MD, aims to support students graduating from WCPS high schools, especially those from Smithsburg High School. Applicants must demonstrate commitment to community service and leadership. Scholarships open annually in January and close on April 1st, benefiting the community for generations.

The Robert and Jenilie Palla Education Fund offers scholarships to graduating WCPS seniors who have participated in Cross Country and/or Track & Field Teams. This initiative, supported by the Community Foundation of Washington County, Maryland, aims to honor local students and encourage their academic pursuits. The Remsberg-Trout Scholarship Fund supports local students pursuing STEM degrees. One scholarship assists a senior from Williamsport High School, while two additional scholarships are available for graduates from other Washington County public high schools. All applicants must be members of the National Honor Society. This initiative, part of the Community Foundation of Washington County, MD, aims to foster educational opportunities and enhance the community's future.

The Quinn Alec Hoover Legacy Scouting America Scholarship Fund supports graduating seniors from Scouting America in the Mason Dixon District, encompassing Washington County, MD, and parts of Pennsylvania. Established by the Community Foundation of Washington County, this scholarship honors the legacy of Quinn Alec Hoover, aiming to recognize and assist students who embody the values of scouting. Applications open annually in January, closing by April 1st, promoting community engagement and educational advancement.

The Paul Lawson Memorial Aviation Scholarship is dedicated to supporting deserving students aged 15-25 from Maryland and West Virginia who are pursuing aviation lessons. Established in memory of Paul Lawson, this scholarship aims to empower young individuals to achieve their dreams in aviation. Offered by the Community Foundation of Washington County MD, it reflects the commitment of local families and organizations to enhance educational opportunities in the community.

The Tim Moffatt Career Advancement Award

This scholarship will be awarded to deserving students who are graduating from a WCPS high school, or are a non-traditional learner with equivalent education, who have been accepted into a trade school/program/apprenticeship, or who have enlisted in the military. 

The Carol D. Garling Scholarship, established by Carol D. Garling, provides financial assistance to students pursuing a post-secondary education who have completed at least 30 credit hours at an accredited institution. Offered by the Community Foundation of Washington County, MD, this scholarship is part of a larger initiative to support local students and promote educational advancement within the community. Applications are accepted annually from January to April 1st, encouraging both high school graduates and non-traditional students.

The Bill Dorsey Memorial Scholarship Fund, established by the Community Foundation of Washington County, MD, offers scholarships to students at the Barbara Ingram School for the Arts (BISFA). Designed for rising sophomores, juniors, and seniors, this fund helps cover costs related to their arts discipline. The Hagerstown Garden Club Scholarship, administered by the Community Foundation of Washington County, supports Washington County residents pursuing education in horticulture. Eligible applicants include graduating high school seniors and current college students with a minimum GPA of 3.0. This scholarship honors the legacy of the Hagerstown Garden Club and is part of a broader initiative to enhance community life through educational opportunities, fostering both personal and professional growth in the horticultural field.

The WaterSMART Cooperative Watershed Management Program offers funding to eligible entities for developing local solutions to water management issues. This initiative supports watershed group development, restoration planning, and project design, promoting stakeholder cooperation and improving water reliability. It aligns with key priorities from the Trump administration, addressing complex water challenges and enhancing federal grant oversight. By facilitating these efforts, the program aims to stretch limited water resources and foster collaborative solutions among diverse stakeholders.

The National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) is inviting applications for the Clinical Trial Cooperative Agreement Program. This funding opportunity supports investigator-initiated, interventional clinical trials at various phases. Initial funding will facilitate the preparation needed to start trials, with successful milestones leading to further support. NIAMS emphasizes hypothesis-driven trials that promise significant clinical impact within its research mission.

The National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) is launching a funding opportunity for Exploratory Clinical Trials Grants. This program aims to support innovative clinical trials that enhance the understanding and treatment of arthritis and other musculoskeletal and skin conditions. Research proposals should focus on early-stage trials, including first-in-human studies, dose-finding, and biomarker evaluation. The FY26 Bureau of Land Management Youth Conservation Corps program aims to engage youth aged 16-30, including veterans and tribal members, in hands-on conservation projects. These initiatives foster skills in natural resource management, promote public land stewardship, and enhance community involvement through trail building, habitat restoration, and cultural resource preservation. By partnering with qualified youth corps, the program supports economic growth and environmental health while preparing the next generation of public land stewards.

To extend Lilly’s charitable reach and impact, the Eli Lilly and Company Foundation (Lilly Foundation) was established in 1968 and is supported by donations from Eli Lilly and Company.

All proposals should demonstrate clear alignment with at least one focus area and include charitable outcomes that are measurable and consistent with the Foundation’s long-term charitable goals.

Global Health, K-12 STEM Education and Economic Mobility Grant

Focus Areas

Global Health

Lilly Foundation, through its charitable grants, aims to support permissible charitable efforts to improve access to quality healthcare for resource-limited communities in low- and lower-middleincome countries (L/LMICs) and in the United States. Strengthening access to care is essential for enhancing community well-being and supporting economic stability in resource-limited settings.

The Global Health focus area aims to close gaps in quality healthcare by supporting charitable solutions that improve access, bring care closer to where people live, and address the high burden of non-communicable diseases (NCDs) in resource-limited settings. To the extent permissible, the Foundation prioritizes charitable efforts related to cardiometabolic health in resource-limited settings.

K-12 STEM Education

The K-12 STEM Education focus area aims to close the gaps for students from low-income communities by supporting programs that foster new pathways and pipelines to STEM education through focused K-12 efforts, concentrating on the critical middle school years. The Foundation’s K-12 STEM Education grants are focused on initiatives that benefit Marion County, Indiana.

Economic Mobility

The Economic Mobility focus area supports charitable and educational programs that strengthen workforce readiness, postsecondary and skills-based educational pathways, and housing stability to promote long-term prosperity. This support is focused on Marion County, Indiana, with the goal of improving economic opportunity for low-income communities and advancing community well-being.

Zero Electrocution Challenge

Despite decades of regulations, training, and personal protective equipment, workers continue to die from electrical contact every year.

McElhattan Foundation’s Zero Electrocution Challenge seeks breakthrough solutions that present pathways to eliminate life-threatening tasks that lead to fatal electrocution on the job by the year 2050, while increasing enterprise profitability and productivity. This is the inaugural ZERO 2050 challenge, awarding two Winners up to $1 million each.

The FY27 Communications and Networking Applied Research program aims to advance technologies essential for Naval operations. This initiative aligns with the Design for Maritime Superiority, focusing on the Naval Tactical Grid (NTG) to ensure seamless connectivity among distributed units. The technologies developed will operate under challenging conditions across multiple domains, enhancing command and control capabilities for effective decision-making in maritime and other operational theaters.
