Best Grants for Environmental Justice in Maryland

Maryland Department of Transportation

The Maryland Department of Transportation (MDOT) is made up of five modal administrations: the Maryland Aviation Administration (MAA); the Maryland Port Administration (MPA); the Motor Vehicle Administration (MVA); the State Highway Administration (SHA); the Maryland Transit Administration (MTA) – and authorities that are a part of MDOT, including the Maryland Transportation Authority (MDTA) and the Washington Metropolitan Area Transit Authority (WMATA). This unique approach provides the state’s leadership with the ability to develop a coordinated and balanced approach to transportation.

Urban Tree Program 

The MDOT Urban Tree Program is a stewardship community tree planting program to help plant trees in communities that have lost trees as a result of transportation construction projects. The program was established by statute (Transportation - §2–103.8) out of the 2021 legislative session and was developed as a grant program in partnership with the Department of Natural Resources and the Maryland Urban and Community Forestry Committee (MUCFC). The opportunity to apply for grant funding is open year-round! Applications will be reviewed twice a year for spring and fall planting seasons. The program awards grants for planting projects with additional funds available for pocket forest projects. The program supports the Maryland Five Million Trees initiative and supports MDOT's efforts to being the greenest department of transportation in the country.

Projects are prioritized if they support environmental justice initiatives, reduce the Urban Heat Island effect, and/or support the urban tree canopy.

Maryland Forestry Foundation

The Foundation is a 501(c)(3) non-profit organization and a member of the Maryland Association of Forest Conservancy District Boards. We act as the fiscal agent for several programs of the 24 local Forestry Boards and provide important tax deductibility for their donors.

From advocating for innovative legislation that impacts Forestry in Maryland to overseeing Maryland's largest private property tree-planting operation, we're committed to making a greener and healthier future. We also actively support Urban Forestry programs, nurture the next generation of environmental leaders with the largest college fellowships in Natural Resources in the mid-Atlantic, and serve as the fiduciary agent for programs like the Natural Resources Careers Camp for high school students and the Maryland Urban & Community Forest grant program.

The Maryland Department of Natural Resources, Watershed & Climate Services (WCS) is committed to providing technical and financial assistance to Maryland’s communities that are challenged by intense storms, changing sea levels and increasing flooding, while balancing growing populations, economic growth, and increased tourism and recreation. These trends make the already challenging task of restoring the Chesapeake Bay, safeguarding people and infrastructure and managing natural resources even more complex.

Grants Gateway provides a resource for partners seeking technical and financial support for projects that foster healthy and resilient ecosystems, communities, and economies. Grants Gateway provides a centralized hub to streamline the grant application process for governments, academic institutions, and non-governmental organizations.

Eligible projects across six programs (as above) will improve water quality, restore local waterways, increase community flood planning, develop the next generation of environmental stewards, improve shorelines, and plan for beneficial reuse.

Traditional Competitive Grant Program

What kind of projects are supported by the Trust Fund?

Implementation-ready restoration proposals can be submitted under this funding source. Example projects can include, but are not limited to: wetland restoration, afforestation and other tree planting projects, riparian buffer restoration, stormwater best management practices, stream restoration, meadow plantings, and agricultural best management practices.

Projects must address water quality in the Chesapeake Bay or Atlantic Coastal Bays by reducing non-point source pollution, namely nitrogen, phosphorus and sediment. Projects should be cost-effective, located in targeted areas, and be implementation-ready. Competitive projects will be large-scale, multi-partnered efforts with demonstrable water quality benefits. Proposed projects should demonstrate the ability to construct within 12 months of award. Additionally, the state is interested in supporting projects that provide desirable co-benefits (Maryland Code, Natural Resources § 8-2A-04), including:

• The restoration of aquatic resources, such as seagrass beds or oyster reefs;
• Climate resilience;
• Carbon sequestration;
• Creation of wildlife habitat;
• Local employment opportunities;
• The improvement or provision of recreational opportunities; or
• Environmental justice benefits;

Funding is only available for projects located in the Maryland portions of both the Chesapeake Bay Watershed and the Atlantic Coastal Bays. Tree planting projects are eligible for all of Maryland. Public and private lands are eligible. Site visits are required for all stream restoration projects.

Pay for Performance Track

In addition to the traditional competitive grant program, the Trust Fund is soliciting pay for performance contracts that provide the following:

• Cost per lb or outcome and cost per unit of implementation that is more cost effective than traditional grant values, as seen in the Trust Fund Table. Maryland DNR may select to not fund proposals as Pay for Performance if found to be less cost effective than traditional grant mechanisms.

• Reduced risk to state as payments commence once the project is installed and verified, with subsequent payments offered once project is verified to be functioning and sustained

• Innovative projects and/or projects of scale: Large scale restoration where implementation units exceed traditional grant acreages; Additionally, the state is interested in supporting holistic projects that maximize co-benefits; Innovative BMPs with a quantifiable reduction in nutrient and/or sediment pollution or increase in co-benefits

• Measurement of goal attainment (%) - Measure of success is more specific than implementation units and must include measurement of hydric soils, plant survivability, canopy cover, plant density or other indicators that measure performance.

• Long-term sustainability of performance measures achieved through expected project lifespan, monitoring, easements/landowner agreements, operation and maintenance and/or adaptive management plans

Pre-Proposal Meetings are required for all Pay for Performance Proposals; site visits are required for stream restoration projects and strongly encouraged for other restoration practices.

The program promotes equitable access and non-discrimination while ensuring measurable results in funded projects.

The Grand Rapids Community Foundation's Fund for Community Good supports projects that promote equity and justice across various sectors, including education, health, and economic prosperity. This unrestricted fund invites partnerships with 501(c)(3) nonprofits and government entities, primarily focusing on Kent County, Michigan. The foundation prioritizes initiatives that dismantle systemic racism and foster inclusive opportunities, ensuring all community members can thrive. Eligible applicants can submit pre-applications year-round for potential funding.

Community Action Fund

A grant for Indigenous frontline organizations, groups, and individuals for direct action initiatives.

The Community Action Fund (CAF) grants support non-violent direct actions and organizing efforts that are often urgent and time sensitive. CAF prioritizes frontline, grassroots and community-based efforts that defend Indigenous peoples rights, communities and Nations.

Community Action Fund Intent

This grant supports Indigenous frontline, grassroots, community-based groups and organizations, Tribes, communities and villages, and individuals leading non-violent direct action or movement-building work in their effort to DEFEND Indigenous People’s rights, and protect their land, air, water, and natural resources.

The Climate Change Investment Initiative Grant Program, funded by the Exelon Foundation, aims to support innovative start-ups focused on climate change solutions within Exelon's service territories. With a commitment of $20 million over ten years, the program promotes not only environmental sustainability but also social equality and economic prosperity. Eligible businesses can benefit from substantial equity investments and valuable in-kind services. The initiative seeks to empower diverse leadership teams, particularly those representing women and minorities, to drive impactful change.

The NACD Technical Assistance Grants program, in partnership with NRCS, has been enhancing conservation district support since 2018. By funding staff hires, it aims to improve service for agricultural producers and address conservation workload challenges. The initiative focuses on outreach, education, and civic engagement to empower local communities, promote sustainability, and support historically underserved producers in implementing conservation practices, thereby fostering both individual and community resilience.

The Puffin Foundation's Environmental Artistic Activism Grant Program supports artists addressing environmental issues through diverse artistic genres such as film, music, and theater. Grants, typically around $1,750, fund projects that prioritize sustainability and innovative solutions to the climate crisis. Eligible applicants include U.S. citizens, permanent residents, and current DACA recipients. The Call for Kindness Grant, offered by Riley's Way Foundation, empowers young leaders aged 13-23 to launch impactful social projects focused on kindness and community connection. Competing for a grand prize of $25,000, participants are encouraged to showcase urgent narratives about our climate future. The films should be under 10 minutes, including credits, and highlight both restoration efforts and the challenges posed by climate extremes. Winners will be revealed at the Bloomberg Green Docs Film Festival, making this a pivotal opportunity for storytellers passionate about environmental issues.

The Science Policy Fellowship, offered by the American Chemical Society, provides a unique opportunity for trained scientists to engage in public policy. The success of this program relies on having the right organizational leaders at the table. Each organization must commit two senior staff members who are equipped to make key decisions, drive implementation, and stay closely involved throughout the 18-month engagement. These leaders must:

• Have clear decision-making authority and/or strong backing from the Executive Director or CEO
• Be directly involved in the project or challenge the organization is addressing
• Be able to commit time, energy, and focus to move the work forward

There will also be opportunities to include additional staff members in operational projects, as needed, to ensure the right voices and expertise are present. 

Who this might include: Executive Director and Finance Director, Business Development Manager and Operations Lead, or Marketing Manager and Development Director, depending on the nature of your project.
