Technical Assistance for Federal Cost-Sharing Program

The Technical Assistance for Federal Cost-Sharing Program (TAFC) helps Colorado water users secure and use federal money for water projects. The TAFC Program's main purpose is to provide technical and administrative support to organizations applying for federal funding. This program is especially helpful for water users who struggle to access federal funds due to limited staff or technical resources.

The TAFC Program offers grants directly to water users. These grants can be used to hire consultants or get other necessary resources to create strong applications for federal funding. All projects funded by TAFC must align with the Colorado Water Plan and can include projects involving aging infrastructure. TAFC grants cannot be used for treated water projects or wastewater projects.

The CWCB has $500,000 available for projects across Colorado. Applications will be accepted on a rolling basis.

Grant funding can be used for tasks such as:

• Preliminary project planning, design, and engineering
• Preliminary permitting
• Developing estimated project costs
• Understanding available federal funding opportunities
• Grant writing
• Submitting federal grant applications

Project development: This includes site assessments, data collection for project design, working with other interested parties, permitting, design help, cost estimates, securing matching funds, and other technical work needed for a federal funding application.

Grant writing: This covers researching federal grant opportunities, contacting funding programs before applying, reviewing federal rules and application requirements, and creating the application and required documents like support letters.

The Colorado AmeriCorp Operational Grant, administered by Serve Colorado, aims to enhance community service through AmeriCorps funding. It supports programs targeting workforce development, health care, and green infrastructure, focusing on underserved communities. Applicants must demonstrate a commitment to priority areas, ensuring high-quality program designs to improve lives and foster civic participation. This grant empowers organizations to engage AmeriCorps members in impactful service, promoting economic mobility and advancing racial equity, while addressing local community needs.

Planning Grants

This Notice is for organizations interested in applying for a 2026-2027 Serve Colorado AmeriCorps State planning grant. An AmeriCorps planning grant provides organizations with resources to assess the feasibility, readiness, and design of a potential AmeriCorps program or to explore opportunities to deepen the reach, scale, impact, or effectiveness of existing service models. The goal is to develop a strong, sustainable program model that is responsive to community priorities and positioned to pursue future AmeriCorps operational funding. 

Serve Colorado is seeking planning grant applications in the following areas: 

• State Service Plan Alignment and Program Strengthening
• AmeriCorps Program Expansion into Colorado

Funding

Serve Colorado awards planning grants up to $150,000. The project period will be co-determined by the applicant and Serve Colorado based on a number of factors including, but not limited to, the applicants’ familiarity with AmeriCorps organizational capacity, and proposed timeline. Per statute, the planning grant award may not last more than 365 days and cannot be extended for any reason.

The Advanced Industries Collaborative Infrastructure Grant, offered by the Colorado Office of Economic Development & International Trade, aims to bolster collaborative projects across key advanced industries in Colorado. With funding up to $500,000, the grant seeks to enhance industry infrastructure, promote partnerships, and support innovation. Eligible applicants must engage multiple partners, provide matching funds, and demonstrate sustainability beyond the grant, ensuring impactful contributions to the state's economic landscape.

The Tribal Solar Accelerator Fund (TSAF) empowers tribal communities across the U.S. by promoting renewable energy projects and workforce development. Launched by GRID Alternatives, TSAF provides critical funding for solar initiatives, enhancing energy sovereignty and resilience. Since its inception, TSAF has integrated community participation into its projects, ensuring that tribes can access sustainable energy solutions. The GFF Capital Grants by the Gates Family Foundation support capital projects for nonprofit organizations in Colorado, emphasizing community needs and sustainable development. Eligible applicants must be 501(c)(3) organizations, demonstrating strong community support and effective management. Capital grants are not given for general operating expenses, loans, or projects already completed.

RBC Foundation – USA aims to enhance community quality of life by supporting non-profit organizations that promote diversity and positive change. In 2023, it awarded over $2.8 million in grants, prioritizing youth programs for ages 15-29, arts access for diverse populations, and mental well-being initiatives. The foundation encourages sustainable projects that foster economic independence, providing critical support for education, mental health, and cultural enrichment, thereby making a significant impact across various communities.

The NFL Foundation Grassroots Program, in partnership with the Local Initiatives Support Corporation (LISC), aims to enhance the quality, safety, and accessibility of community football fields. With grants up to $250,000, this initiative addresses the critical lack of safe recreation spaces in low-income neighborhoods, ensuring children and adults have access to well-maintained facilities for gathering and exercise, ultimately fostering community health and well-being.

5428 - Establish Standardized Guidelines for Embedding O&M Considerations into the Design Process

Grant Information

• To provide provisions that address common, recurring design issues that drive operations and maintenance (O&M) time and material, including but not limited to standardization of spare parts and consumables, support for condition based and predictive and preventive maintenance, and maintain-in-place design strategies.
• To develop standardized design guidance to measurably reduce lifecycle O&M labor hours for municipal water and wastewater treatment facilities, pumping stations, etc., once required process performance and regulatory compliance are achieved.

5416 - Innovative Approaches to Extend Lifetime and Minimize O&M for Nature-based Installations

Grant Information

• Identify and evaluate innovative design, construction, and management approaches that extend the functional lifetime of nature-based installations and reduce ongoing operations and maintenance (O&M) requirements.
• Develop practical guidance on key factors affecting nature-based solution (NbS) longevity, including hydraulic optimization, engineered media selection and replacement, plant selection, sediment management, and construction-phase best practices.
• Survey utilities and other NbS owners to document current maintenance practices, costs, and hours, and establish benchmarks to inform targets for improvement.

Grant Information

• Identify carbon flows across drinking water, stormwater, wastewater, and advanced treatment systems. Carbon flows may include source water, stormwater, process emissions, process inputs, residuals, and biogas.
• Identify the most relevant carbon recovery, capture, conversion, storage, and avoidance opportunities.
• Evaluate value creation pathways, including products, avoided costs, and environmental attributes, and mechanisms and partnerships needed to put them into practice.
• Assess how opportunities vary across system types and local contexts by focusing on more common scenarios for utilities.
• Provide practical, research-based insights to support identification, prioritization, evaluation, and advancement of carbon management opportunities under site-specific conditions and constraints.
• Evaluate implications for greenhouse gas (GHG) accounting, environmental attribute claims, and other potential benefits across pathways.
