Warren County Philanthropic Partnership
Warren County Philanthropic Partnership was formed as a community foundation to distribute Iowa’s County Endowment Fund money and support charitable giving in Warren County, Iowa.
For more than a decade, the foundation has responsibly distributed charitable dollars through grants to community nonprofit organizations. Since our inception, we have awarded more than $1 million into the community for beneficial projects. As we move into the future, our goal is to continue grantmaking, but also to assist citizens in their charitable giving plans, work closely with city leaders and other organizations for organizational collaboration, and improve the quality of life in Warren County.
WCPP is an Affiliate of the Community Foundation of Greater Des Moines and is governed by a Board of Directors under the direction of Warren County Economic Development Corporation, made up of passionate individuals invested in making decisions to improve Warren County.

154075 - Nuisance/Abandoned Property Remediation Fund
Funding Opportunity Details
The Nuisance Property and Abandoned Building Remediation program provides financial assistance to communities to remediate residential nuisance buildings and structures.
The administrative rules for the Nuisance Property and Abandoned Building Remediation program can be found in Iowa Administrative Code, section 216- Chapter 22. Please refer to these rules as necessary for more information regarding program requirements.
Rates and Terms
Assistance under the Nuisance Property and Abandoned Building Remediation program will be in the form of a short-term loan. Interest rates will be set at 0%. Terms will be a maximum of five years.
Communities may make loan payments to IEDA on a quarterly, semi-annual or annual basis.

Mission
Strengthen economic and community vitality by building partnerships and leveraging resources to make Iowa the choice for people and business. Through two main divisions – business development and community development – IEDA administers several state and federal programs to meet its goals of assisting individuals, communities and businesses. IEDA works to achieve its mission and goals to benefit Iowans while maintaining a high level of transparency.
Opportunities and Threats Fund
A portion of Community Development Block Grant (CDBG) funds are reserved for communities facing an imminent threat to the public requiring immediate assistance. These funds may also be used by communities seeing an opportunity to demonstrate sustainable community activities.
The program is funded through the federal CDBG program. The goal of this program is to provide economic opportunities for people, especially those of low- and moderate income.
Opportunity for Sustainable Community Activities
Iowa Department of Education
The Department provides oversight to the state education system that includes PK-12 public elementary and secondary schools, nonpublic schools that receive state accreditation, area education agencies, community colleges, and teacher preparation programs. The Department works to remove barriers for pursuing education beyond high school. The Department also establishes and enforces rigorous standards and licensing for Iowa educational practitioners to effectively address the needs of students. Under the leadership of the Iowa Department of Education Director and in partnership with the State Board of Education, Department team members, in collaboration with a wide range of community partners, support schools and districts as they prepare students for college and career training and ensure they receive the support needed to succeed.
Programs for At-Risk Early Elementary Students Grant
The Programs for At-Risk Early Elementary Students is a grant made available to eligible Iowa public elementary schools in a year in which funds are made available by the Iowa legislature. The grant provides funds to assist schools in addressing the needs of kindergarten through third-grade students who are at-risk of educational failure.
Funds are awarded to elementary schools with a high percentage of low-income families in grades K-3 as reported on the previous year’s fall certified enrollment report (SRI). Elementary schools notified by the Iowa Department of Education are eligible to participate. Funds can be used to pay for expenditures designed to improve academic achievement and to “provide activities and materials designed to encourage children’s self-esteem, provide role modeling and mentoring techniques in social competence and social skills, and discourage inappropriate drug use” (Iowa Code § 279.51).
Historical Resource Development Program (HRDP)
The program provides grant funding to help preserve, conserve, interpret, enhance, and educate the public about Iowa’s historical assets. The Historical Resource Development Program provides funding for documentary collections, historic preservation and museums.
