PFund Community Grants are for LGBTQ+ serving nonprofits in the Upper Midwest. These grants range from $1,000-$20,000+ and include organizational membership to the PFund Leadership Institute, a monthly cohort based learning and networking opportunity.

• PRISM Fund

PRISM (Promoting Rural Interconnections for Sexual Minorities). Fund supports rural LGBTQ+ serving nonprofit organizations. Grants are made possible by the Northwest Area Foundation.

• TRANScend Fund

TRANScend Fund supports Trans & gender nonconforming serving nonprofit organizations and programs. Grants are made possible by Drop Deadlift Gorgeous and donors.

• Bi+ Fund

Bisexual Fund supports noprofit organizations primarily serving the bisexual community, including but not limited to bisexual, omnisexual, pansexual, polysexual, or sexually fluid. Grants are made possible by an endowed fund.

The Rural Business Development Grants in Iowa support small rural businesses with technical assistance and training. Eligible projects must benefit rural areas or towns outside urbanized regions. Funding is available through Opportunity and Enterprise grants, prioritizing smaller requests. Parent Support Grant

The Shared Visions Parent Support Program grants provide funds for educational support services to parents of children ages birth to five and who are determined to meet certain at-risk criteria as defined in 281—Iowa Administrative Code 64. Priority for funding will be given to applicants who serve parents of children ages birth to three years and meeting at-risk criteria. Iowa Code 279.51 governs these grants. 

Overview and General Information

In 1988, the Iowa Legislature established Iowa Code 256A creating the Child Development Coordinating Council (CDCC) and funding the Shared Visions Parent Support Program. The mission of the CDCC is to advocate for Iowa’s children and families and support comprehensive programs for families with children meeting risk factors. The CDCC advises the Iowa Department of Education (Department) regarding the administration and implementation of state funded at-risk programs for families with children ages birth to five. The Department administers the Shared Visions Parent Support Program which provides comprehensive educational support services for families with children meeting identified risk factors who are ages birth to five years. 

The Department is issuing a competitive application to fund Shared Visions Parent Support Programs. The purpose is to solicit applications that will enable the CDCC to select grantees who will provide a Shared Visions Parent Support Program created in accordance with Iowa Code section 279.51 and the rules in 281—Iowa Administrative Code 64.

Iowa Fatherhood Initiative

The purpose of this Request for Proposal is to solicit applications that will enable the Iowa Department of Health and Human Services (referred to as Agency) to select the most qualified applicant to provide comprehensive fatherhood services, including family economic advancement, parenting education, access and visitation supports, financial literacy, and employment readiness programming to strengthen families and promote self-sufficiency.

Temporary Assistance for Needy Families (TANF)

Purpose

The purpose of this Request for Proposal (RFP) is to solicit applications that will enable the Iowa Department of Health and Human Services (referred to as Agency) to select the most qualified applicants to provide state-wide and local programming that supports economic mobility for Iowa families. Funds are made available through the Temporary Assistance for Needy Families (TANF) program and must achieve one of the four purposes of TANF:

• Provide assistance to needy families
• End dependence on benefits
• Prevent and reduce out-of-wedlock pregnancies
• Encourage two-parent families

Priority Projects will demonstrate that they can make measurable progress in the following areas:

• Reducing barriers to consistent and stable employment for the TANF-eligible (≤ 200% FPL) population
• Enhancing opportunities for TANF-eligible Iowans who are employed to increase their income
• Reducing dependence on government-provided benefits or assistance
• Improving overall education and work-readiness gains for the TANF-eligible population
• Enhancing community-based and local programming focused on economic mobility for the TANF-eligible population

Refugee Youth Mentoring Program

Purpose

The purpose of this RFP  is to select qualified applicants to provide Youth Mentoring (YM) services to Office of Refugee Resettlement (ORR) eligible youth ages 15–24 in Iowa, consistent with ORR guidance. Program goals are to promote positive civic/social engagement and support educational/vocational advancement. Services include matching youth with mentors (one-on-one or group) and providing case management to support educational and career development, within five years of the youth’s date of eligibility.  The Agency anticipates awarding multiple contracts from this procurement. 

The Variety Grant Program, run by Variety – the Children’s Charity of Iowa, offers funding to nonprofits dedicated to supporting at-risk and underprivileged children. Annually, various agencies can apply for grants that aid in critical care, camp activities, and transportation for children facing health challenges or poverty. The program emphasizes tangible projects that directly benefit children, ensuring that applicants demonstrate financial stability and organizational impact.

The PFund Foundation offers a Sponsorship Fund for events primarily serving LGBTQ+ communities in the upper Midwest. With sponsorship amounts ranging from $500 to $1,000, organizations can apply once per calendar year. Applications must be submitted at least 60 days prior to the event and include information on the event's impact and how funds will be used. PFund aims to foster equity and strengthen networks within its focus areas.

The Royalty Fields Grant Program, presented by the Kansas City Royals Foundation, supports the enhancement of youth baseball and softball facilities across the Midwest. This initiative offers matching grants for major renovations, including essential upgrades such as new sod, infields, fencing, and dugouts. Eligible applicants include 501(c)(3) organizations or local government entities that can demonstrate secured funding. Grants aim to foster safe and improved playing conditions for youth athletes.

The NCAA Division II Degree Completion Award provides financial assistance to student-athletes who have exhausted their athletics eligibility, enabling them to complete their first undergraduate degree. Since its inception in 2001, nearly $9 million has supported approximately 1,875 athletes, with a remarkable 90 percent graduation rate among recipients. The award covers tuition costs up to $15,000 for remaining credits and may be used in the summer term or short terms surrounding the final undergraduate year.

RFP for High-risk OB and Neonatal Transport

The Iowa Department of Health and Human Services (the Agency) is providing this notice of intent to release a request for proposal (RFP) to fund approximately three High‑Risk OB and Neonatal Transport projects that will strengthen Iowa’s rural perinatal system by expanding EMS capacity to safely transport high‑risk pregnant individuals and newborns to appropriate levels of care. These projects will equip EMS agencies with specialized training, tele‑OB support, and neonatal‑specific equipment to improve outcomes and ensure timely, coordinated access to advanced maternal and neonatal services. A core objective of this initiative is to establish consistent, reliable transfer patterns across a statewide hub‑and‑spoke network so rural facilities can efficiently route patients to the right care at the right time.

Purpose

The purpose of this Request for Proposal (RFP) # PHTHOET27002 is to solicit applications that will enable the Iowa Department of Health and Human Services (referred to as Agency) to select the most qualified applicants to implement the High-Risk OB and Neonatal Transport Initiative. This initiative will strengthen Iowa’s emergency maternal and neonatal care system by funding equipment purchases, non-reimbursable clinical services, workforce initiatives, continuing education and training.

The DDIF: Toothbrush Donations program, supported by the Delta Dental of Iowa Foundation, aims to improve oral health by providing essential dental supplies like toothbrushes, toothpaste, and floss. The Strategic Alliance Matching Grant by the NCAA Division III aims to bolster ethnic minority and gender representation in senior athletics administration roles. With an annual budget of $1.6 million, it supports up to 46 schools and conferences over five years. Eligible institutions must be active NCAA Division III members and meet various requirements. This grant encourages diversity in leadership, fostering an inclusive environment for student-athletes.

The Delta Dental of Iowa Foundation offers System and Capacity Building Grants to enhance the health and well-being of all Iowans. These grants, starting at $25,000, focus on significant infrastructure and system changes aligned with core initiatives such as oral health integration and health equity. Project Lead The Way is offering a rolling grant opportunity for schools to implement the PLTW Engineering program for the 2025-2026 academic year and beyond. Eligible institutions include public, private, and charter schools located in the US. Grant recipients will receive funding to cover participation fees and training costs. Total funding amounts to $16,000, distributed over three years. Schools are encouraged to create pathways for students in engineering through this initiative.

Project Lead The Way (PLTW) offers grants for schools to implement the PLTW Computer Science program from 2025 to 2028. Mobile Integrated Health

The Iowa Department of Health and Human Services (the Agency) is providing this notice of intent to release a request for proposal (RFP) on or around July 2026 for approximately seven Mobile Integrated Health (MIH) projects that will expand EMS‑led community care by delivering preventive, chronic disease, prenatal/postpartum, and acute care services directly to Iowans in their homes and communities. Maternal Health Hub and Spoke

The Iowa Department of Health and Human Services (the Agency) is providing this notice of intent to release a request for proposal (RFP) on or around July 2026, for Maternal Health Hub and Spoke networks. This procurement is for establishing the framework for hub and spoke networks of care for the delivery of maternal health care in Iowa. The Agency anticipates successful applicants will be required to complete some activities related to behavioral health care for the maternal health population.

The Agency anticipates that this work may include forming rural provider strategic partnerships, advancing telehealth, establishing referral networks and agreements (particularly among non-affiliated provider organizations), provider recruitment, equipment purchases and associated minor renovations, and other funds needed to establish or advance the provision of maternal health care at hub and spoke sites.
