Request For Proposals: General Support for Program Evaluation and Related Services

Purpose

Enterprise Community Partners, Inc. (Enterprise) has initiated a Request for Proposals (RFP) process to select one or more qualified consultants who can provide a range of evaluation-related supports to its in-house Impact and Evaluation department on an as-needed basis.

Enterprise seeks to select contractor(s) who can:

• Conduct quantitative data analysis, using primary and secondary data sources
• Conduct qualitative data collection and analysis
• Provide evaluation-related training and technical assistance
• Prepare reports, presentations, white papers, blog posts, landscape analyses, literature reviews, etc., for a wide range of audiences and purposes

RFP proposals may address all service areas or only one or two. Proposals may also address only a subset of capabilities within a particular service. We do not expect that all proposals will address all competencies and capabilities. Enterprise may select individual consultants, and/or small and large firms, to meet the variety of evaluation-related activities for which we may need support. Preference will be given to those consultants who have experience in the housing and community development fields. 

The W. J. Blanchet Scholarship, offered by The Community Foundation for a Greater Richmond, supports graduating high school seniors from Northumberland County who demonstrate financial need and a commitment to academic excellence and community service. Preference is given to members of local churches. This scholarship aims to empower students to pursue higher education at accredited institutions, fostering educational growth and community engagement in the region.

The Transport Phenomena (TP) program, supported by the National Science Foundation, aims to advance fundamental research in the transport of mass, momentum, energy, and species across various scales. This initiative focuses on innovative methodologies that enhance our understanding of single- and multiphase systems, thermodynamic processes, and combustion dynamics. The Small Business Transition Grant for New Entrepreneurs, offered by the NIH, supports the career development of new investigators transitioning into entrepreneurship. It focuses on training and mentoring Program Directors/Principal Investigators in small business environments, enhancing their research and entrepreneurial skills. This grant is aimed at scientists with strong backgrounds in research and technology but limited experience in leading independent projects. The initiative ultimately seeks to foster innovative technologies that align with NIH's health improvement mission.

The A.J. and Sigismunda Palumbo Charitable Trust supports organizations committed to enhancing the lives of children and young adults. They focus on educational institutions, health-related initiatives, and community services in the St. Marys, Pennsylvania area. Grants are awarded to 501(c)(3) organizations demonstrating accountability and measurable outcomes, with a preference for projects that benefit the community at large. The Trust encourages collaborative funding efforts and endeavors that inspire hope and vision.

The Native American Library Services Basic Grant (NAB) aims to enhance library services for Native Communities. By supporting the acquisition of materials, programming, and staff training, the program empowers Tribal libraries to adapt to evolving information needs. This initiative fosters knowledge centers that contribute to community wellness and cultural preservation. Through targeted project activities, the NAB program ensures that libraries effectively meet their users' diverse needs, promoting accessibility and engagement across the nation.

Sony Corporation of America focuses its charitable giving on arts, culture, technology, and the environment, with a strong emphasis on education in these fields. It supports registered 501(c)(3) non-profit organizations while ensuring that their contributions encourage the development of the creative and technical skills essential for future workforce needs. Notably, multi-year requests and various exclusions, including those based on discrimination, are not considered.

The Indigo Oak Fund, based in Colorado, is dedicated to enhancing education, the arts, and social justice, particularly through its Equal Justice Under the Law Grant Program. Youth Sports Fund of Grayson County - Fall Football

CKCF’s Youth Sports Funds encourage and support youth participation in recreational sports, making these opportunities available to any player, regardless of their financial situation. Our Youth Sports Funds offers scholarships for families who need financial assistance for children to play sports.

Scholarships may cover all or a portion of registration fees and/or sports equipment. Scholarships will be paid directly to the sports league, not to the individual participants. Funding is limited, and scholarships are not guaranteed to all applicants.

The NeuroNEXT Small Business Innovation program invites small businesses to apply for exploratory clinical trials involving investigational agents, including drugs, biologics, and devices. These trials aim to gather critical data to support the design of future clinical studies, particularly focusing on diseases aligned with the NINDS strategic plan. Applications are due by 5:00 PM local time of the applicant organization, emphasizing the importance of timely submissions.

The Actions of Public Witness Grant, offered by the Unitarian Universalist Funding Program, provides matching grants of up to $1,500 to Unitarian Universalist congregations engaging in timely actions of public witness. This initiative supports efforts in social and environmental justice, encouraging congregations to mobilize during critical moments. Grants are available on a rolling basis and are intended for urgent projects that extend beyond the regular grant timeframe. Notably, individual applications are not accepted.

The David G. & Jacqueline M. Braithwaite Scholarship in Chemistry, offered by the East Texas Communities Foundation, supports graduating seniors from East Texas counties majoring in chemistry. This renewable scholarship emphasizes the importance of education in achieving dreams, with a preference for chemistry or biochemistry majors. Although financial need is not a consideration, students attending any college in the United States can apply, enabling broader opportunities for aspiring chemists.

The David G. & Jacqueline M. Braithwaite Scholarship, administered by the East Texas Communities Foundation, supports graduating seniors from East Texas planning to major in biology, mathematics, engineering, or related fields. This scholarship aims to empower students pursuing careers in medicine, veterinary medicine, or biotechnology. Financial need is not a consideration, and the scholarship is renewable, reflecting a commitment to education and community development in East Texas.

The Health Workforce Research Center (HWRC) aims to enhance understanding of health workforce needs across various levels of governance. Funded by the US HHS: Health Resources & Services Administration (HRSA), this initiative supports vital research that informs decision-makers, ensuring effective resource allocation and workforce planning to meet healthcare demands.

The FY 2023 Disaster Supplemental grant aims to support communities affected by major disasters, such as Hurricanes Ian and Fiona, by funding both construction and non-construction projects. This initiative focuses on long-term economic recovery strategies to address the challenges faced in areas with federal disaster declarations. August Corso Scholarship Fund

Scholarships shall be awarded to residents of Erie County, Ohio pursuing a post-secondary education. Preference shall be given to students pursuing a degree in Horticulture, Environmental Science or Agricultural Business. Financial need is a consideration for the scholarship award.

Scholarships are available for students planning to attend an accredited nonprofit college or university, or planning to receive licensure, accreditation, or a certificate from a nonprofit vocational or apprenticeship program in the United States.

The scholarship may be renewed for a second, third, and fourth year.

The Roger Arliner Young (RAY) Fellowship Program, managed by the Environmental Leadership Program, aims to foster conservation and clean energy careers for emerging leaders of color. This two-year paid fellowship provides recent graduates with professional development, mentorship, and networking opportunities. Ideal candidates are those with a passion for social and environmental justice, who identify as part of historically marginalized groups, and are committed to community engagement. The John M. O'Quinn Foundation Grant, established in 1986, has contributed over $192 million to various charitable activities, focusing primarily on Houston and its surrounding areas. Grants are not available for type III supporting organizations, individuals, or foreign charities, ensuring a targeted impact within the local community.

The NEA Foundation's Student Success Grants support educators in creating innovative learning experiences that foster critical thinking, problem-solving, and cultural understanding among students. Applicants must be members of the National Education Association and can use grant funds for educational materials and experiences. The Intellia Therapeutics UNCF Scholarship Program, in partnership with the United Negro College Fund, aims to support students pursuing careers in life sciences. With a commitment to educational equity, this program offers scholarships to eligible students who demonstrate financial need and maintain a minimum GPA of 2.75. By investing in future leaders, Intellia Therapeutics and UNCF continue to empower individuals and strengthen communities, ensuring that no mind is wasted.

The Gryphon Scholarship Program, administered by Scholarship America Inc., aims to support high school seniors and recent graduates from select metropolitan areas pursuing full-time undergraduate studies. With a focus on students demonstrating financial need, this initiative aligns with Scholarship America's mission to eliminate financial barriers to education. By fostering access and affordability for underserved communities, the program empowers students to achieve their academic goals while also promoting responsible debt management in their educational journey.

Cumberland Community Foundation ("CCF") manages more than 60 scholarship endowment funds created by local individuals, families, civic organizations, and corporations who want to provide a path to higher education for future generations. 

Each year, Cumberland Community Foundation announces more than $1,000,000 in college scholarships to students from southeastern North Carolina.

Beth Bryan Creative Arts Fund Scholarship

Graduating senior from any high school in Cumberland County.

The Latham Foundation for the Promotion of Humane Education, established in 1918, emphasizes humane education to foster kindness and respect for all living beings. The Artist in Business Leadership (ABL) Fellowship supports Native artists in building sustainable art-centered businesses. This yearlong program provides $10,000 in funding along with professional development and networking opportunities. Eligible applicants must be 18 years or older, reside in the U.S., and be enrolled in or have lineage from a federally recognized tribe. The fellowship aims to empower artists to thrive within their communities while honoring their cultural heritage.

The 2025 Vilcek Foundation Grants aim to support nonprofit organizations that celebrate immigrant contributions to the arts and sciences. The foundation invites applications from organizations operating under U.S. IRS Section 501(c)(3) that promote diversity and inclusivity. Grants will be prioritized for new partners and those in states without prior funding.
