FS 6: DCHS-wide Human Services Workforce Stabilization, Round Three

This RFP aims to improve staff recruitment and retention within organizations with active Department of Community & Human Services (DCHS) awards providing Human Services in King County. Funds may be used to support staff across an organization through related expenses including, but not limited to:

• increased wages
• improved benefits
• reduced cost of living subsidies, such as housing, education, childcare or
• health insurance offsets
• hiring bonuses
• retention bonuses
• professional development and other training to improve service quality and staff wellness.

This RFP is open to eligible organizations that are funded by DCHS, have not been awarded funding through a prior procurement of FS 6, and have an active contract period that ends on or after December 31, 2026 OR a contract that automatically renews annually and will extend to or beyond December 31, 2026. This includes contracts with the Adult Services Division (ASD), Behavioral Health and Recovery Division (BHRD), Children, Youth and Young Adults Division (CYYAD), Developmental Disabilities and Early Childhood Supports Division (DDECSD), Director’s Office (DO) and Housing and Community Development Division (HCD); and may include contracts administered by Public Health Seattle-King County that include VSHSL allocated funds.

At least 25 percent of the funds allocated to this strategy will support the workforce of agencies in King County delivering Housing Stability Strategies. VSHSL providers not funded in previous FS 6 procurements, those providing Housing Stability Strategies and providers whose services are delivered in King County zip codes receiving a Communities of Opportunity quintile score of 1-3 will be prioritized during the scoring process.

All contracted providers under this strategy will be required to demonstrate that their proposed programs are supported by a cross-section of management and workers. DCHS will require these funds to be spent in ways that aim to improve employee retention and recruitment, not just support onboarding or training of employees.

The Operating Support: Launch Grant for New Organizations aims to provide essential financial assistance to emerging cultural and science organizations in King County. This grant supports a variety of operational expenses for nonprofits, including staff salaries and program development. Over three years, organizations can request funding ranging from $45,000 to $180,000, based on their needs. This initiative not only fosters new programming but also prioritizes equity and public benefit, ensuring a diverse cultural landscape in the community.

The Curiosity Pass: A Cultural Education Program supports arts, cultural, and science education for King County K-12 students. This grant offers funding to cultural organizations and educators to create or enhance educational programs that foster holistic growth and community partnerships. Eligible projects include workshops, performances, field trips, and professional development. Applications must comply with safety and insurance policies, ensuring a secure environment for students. The Bayer Fund Health & Wellness Grant Program aims to support organizations that provide education and resources for patients and caregivers facing cancer and cardiovascular diseases. Grants focus on assisting communities, particularly the African American population, in managing these health issues. Funding covers educational services, disease awareness, and access to care, with all activities to commence post-funding decisions. Eligible organizations must hold a 501(c)(3) status and operate within 55 miles of Bayer sites.

Graduating high school seniors planning for higher education can receive scholarship support for any field of study, with eligibility tied to residency in specific Idaho counties. Grants from Innovia Foundation help students with strong academics, financial need, and community service, including those who may later attend college or university in King County, Washington.

The Building for Equity - Anchoring Community Grant provides crucial funding to support equitable development projects in King's County. It aims to assist organizations in purchasing, renovating, or constructing spaces that enhance cultural experiences. Eligible applicants are those managing project budgets of $10 million or more, ensuring impactful investments in community infrastructure and cultural enrichment.

The ESRP Regional Pre-Design Projects aim to enhance ecosystem restoration in Puget Sound through strategic investments. By identifying ecological needs and uncertainties, these projects guide the selection and development of effective restoration initiatives. Through scientific analysis, they help address complex issues related to nearshore and salmon recovery. Funded by the Washington Department of Fish & Wildlife, these projects are crucial for improving restoration outcomes in diverse ecosystems, including delta, beach, and embayment environments.

The Public Free Access Grant by 4Culture aims to eliminate barriers to cultural programming for underserved communities in King County. Organizations can apply for funds to support free or reduced-cost participation in arts and heritage experiences that engage the public. To qualify, applicants must meet specific criteria, including documenting attendance and adhering to funding requirements. This initiative promotes equitable access to cultural experiences, ensuring that everyone can participate regardless of financial constraints.

The Classroom Enrichment Grant, offered by the Kent Schools Foundation, aims to enhance educational experiences for students in the Kent School District. This initiative supports projects in art, music, STEM, and emotional well-being, among others, with grants typically capped at $500. Educators, including teachers and counselors, are encouraged to apply, ensuring innovative learning opportunities that resonate with students. The Beim Foundation's Regional Grant Program invites proposals from nonprofit organizations serving under-resourced communities in the U.S. for environmental education projects by 2025. Grant amounts range from $5,000 to $15,000, supporting direct services to participants rather than staff training or curriculum development. Applications are limited to specific geographical areas.

The PHSKC Centering Diverse Healers in Youth Well-Being and Mental Health Grant Program aims to enhance youth mental health support by prioritizing BIPOC and LGBTQI+ organizations. This initiative seeks to increase access to resources, improve retention in youth-serving organizations, and support diverse mental health providers. Eligible applicants include nonprofits and community organizations focused on mental health and wellness in King County. The program encourages innovative proposals that address youth mental health needs and promote healing in the community.

The Prenatal to Five (P-5) Innovation Fund aims to empower community-driven solutions for families in King County. With approximately $900,000 available, community leaders are invited to propose innovative, anti-racist approaches that prioritize Black, Indigenous, and families of color, as well as those facing systemic barriers. Proposals can request up to $30,000, or $50,000 for pilot activities, to implement impactful services and programs for underserved communities.

The Building for Equity: Native Cultural Facilities Grant, offered by 4Culture, supports initiatives aimed at preserving and promoting Native cultures through funding for land acquisition, renovations, and new constructions. Eligible applicants include nonprofit arts and cultural organizations in King County and federally recognized Tribal governments. This grant emphasizes the importance of long-term site control and a two-year operating history, ensuring that funded projects contribute to the vitality of Native cultural expressions.

The 4Culture: Cultural Support Services Projects' Grant aims to enhance the quality of life and career development for cultural workers in King's County. This grant supports organizations committed to fostering cultural initiatives and community engagement. By providing essential funding, 4Culture seeks to empower local arts and cultural projects, ensuring a vibrant cultural landscape. Eligible applicants are those working within the county who contribute to the cultural sector.

Organizations and community agencies serving the greater Kent/Covington area can receive up to US $1,000 for cultural arts and education programs in King County, Washington. Kent Community Foundation provides King County nonprofits and schools with support to promote educational activities that inspire learning and expand cultural arts in the community.

Established in memory of Daniel Arnold, killed in action in Iraq in September, 2005. Provides a college scholarship for a student who has excelled in athletics and has exhibited patriotism for the United States.

Turlock Irrigation District Energy Scholarship

Open to high school seniors attending a high school within the TID District territory planning to pursue a career in the Energy Utility Sector. (i.e. Engineering, Environmental Science, Electrical, Lineman etc.). Must plan to attend an accredited trade school or college/university and demonstrate financial need. The household must be a TID customer.

Gould Medical Group

Open to local college students from Stanislaus and San Joaquin Counties pursuing healthcare careers, particularly those entering medical school.

The scholarship amount is $10,000. Up to five (5) students will be awarded.

The Chevron Changing the Face of Golf Scholarship, awarded by the LPGA Foundation, aims to empower female high school seniors from minority backgrounds pursuing STEM studies. Established in 2022, this scholarship promotes diversity in golf and education, honoring Dinah Shore's legacy. By supporting young women, the LPGA Foundation continues its mission to change the face of golf and provide educational opportunities, enhancing representation in both golf and STEM fields.

The Chevron Dinah Shore Scholarship

The Chevron Dinah Shore Scholarship was established in 1994 by the LPGA Foundation to honor the late Dinah Shore, a graduate of Vanderbilt University, a Hollywood entertainer, and an honorary member of the LPGA Tour Hall of Fame. This Scholarship also helps preserve her legacy, as an advocate for women’s golf, co-founder of The Chevron Championship and honorary member of the LPGA Tour Hall of Fame.

The Chevron Dinah Shore Scholarship is granted annually to female high school seniors who are pursuing a college education, but will not be playing collegiate golf. In an effort to preserve the legacy of Dinah Shore and her contributions to women's golf, Chevron is offering two (2 scholarships that will be awarded per year renewable over 4 years for each recipient.

Phyllis G. Meekins Scholarship

The Phyllis G. Meekins Scholarship is granted annually through The LPGA Foundation and the Phyllis G. Meekins Scholarship Fund. Established in 2006, the objective of the Phyllis G. Meekins Scholarship is to provide a need-based scholarship to a female high school senior from a recognized minority background who will be pursuing a full-time course of study and playing collegiate golf at an accredited college or university in the United States.

Qualifications for all scholarships include strong academic programs, community service and recommendations.

Phyllis Galloway Meekins was a Professional, member of the LPGA Teaching Professionals Northeast Section Teaching Division, Founder of Phyllis G. Meekins Golf Clinics,Inc. (PGM) 1973.

Warrior Assist Foundation

Founded in 2020, Warrior Assist Foundation is dedicated to supporting those who serve or have served in the U.S. armed forces and their families.

Grants

Warrior Assist Foundation offers grants to 501(c)(3) organizations that dedicate at least 85% of their annual expenditures to provide assistance to active duty and reserve military personnel, their spouses and children, veterans, or spouses and children of veterans.

Marilynn Smith Scholarship

The Marilynn Smith Scholarship is granted annually through The LPGA Foundation and the Golf it Forward Foundation. Established in 1999 by Marilynn with the proceeds of a golf tournament she organized, the objective of the Marilynn Smith Scholarship is to provide a scholarship to a female high school senior, who is a legal resident or citizen of the United States or Canada, has played golf in high school or in her community and intends to play golf at an accredited college or university in the United States.
