Youth Lead Project — Youth Homelessness Demonstration Program

The Washington State Department of Commerce is making up to $646,065 available in Youth Lead Project grant funding. The Office of Homeless Youth received awards through HUD’s Youth Homelessness Demonstration Program (YHDP) to provide interventions that prevent and end youth homelessness in Washington’s Balance of State (BoS) Continuum of Care (CoC).

The Youth Lead Project was developed by the BoS YHDP Youth Action Board, known as the Youth for Youth (Y4Y) Board, to embed youth voice into every aspect of the youth homelessness response system. Grant funds support professional opportunities for young adults with lived experience of homelessness to address youth homelessness through both direct service delivery activities, like street outreach and case management, and participating in leadership activities for local and statewide system change efforts.

Grant funds must be used to support youth and young adults, ages 12-24, who meet criteria for category 1, 2, or 4 of the HUD definition of homelessness at enrollment. Youth Lead Project grants are for supportive services only and do not include housing programs or ongoing rental assistance.

Robison Foundation for Jewish Elders

Robison Foundation for Jewish Elders (RFJE) supports community organizations and initiatives by funding programs that enhance the lives of elders in the Jewish community of greater Portland and Southwest Washington by supporting their social, spiritual and physical well-being.

To achieve its mission, RFJE offers funding through four grant track opportunities:

• ChikChok Grants
• Kadimah Grants

Oregon Jewish Community Foundation ( OJCF) administers and supports RFJE's grantmaking programs. In 2025, OJCF announced and managed the application process for RFJE's ChikChok, Kadimah, Nitzan, and Kulanu grant programs that support Jewish elders in Greater Portland and Southwest Washington. OJCF specifically stated that it is proud to support the administration of these grants.

Kadimah Grants

Kadimah (move forward) grants are designed to support growth, innovation and capacity-building to better serve elders. These grants are intended to launch new programs or expand existing ones, address identified community needs or service gaps; and invest in strategic planning, infrastructure and organizational capacity. There are two Kadimah grant cycles per year.

The Purpose of the Kadimah Grants

Grant awards for this Kadimah cycle will be $20,000-$50,000 per year, with multiyear commitments possible. There will be two grant cycles per year. We strongly encourage organizations to self-evaluate how they can effectively use grant funds-given existing organizational constraints-and ask for funding accordingly.

RFJE will limit funding of a program to no more than 10% of an organization’s overall budget during this grant cycle for their solo grant application.

For collaborative grants, RFJE will fund up to 50% of a program’s overall budget, irrespective of the organizational budget. 

RFJE understands that effective planning is vital to nonprofit success. Thoughtful strategic planning strengthens and sustains vibrant community institutions. To support this work, RFJE will offer Kadimah planning grants—covering up to 100% of costs—to organizations with proven impact on community elders and sound fiscal management. We invite organizations seeking strategic, capacity-building support to expand services for elders to apply for funding.

We believe that overreliance on a single funder can undermine a nonprofit’s long-term stability and encourage you to share how others are supporting your work. RFJE does not guarantee a specific award amount and reserves the right to decline any or all proposals.

We hope Kadimah grants will serve as a catalyst to inspire new projects and activities or expand and enhance existing programs that address the community’s priority needs.

The Purpose of the Kulanu Grants

Grant awards for this Kulanu cycle will be $50,000+ per year, with multiyear commitments possible. There will be two grant cycles per year. We strongly encourage organizations to self evaluate how they can effectively use grant funds-given existing organizational constraints-ask for funding accordingly.

Nitzan Grants

Nitzan (blossom) grants are designed to support early-stage ideas and modest program expansions. These grants are intended to pilot new concepts with room to grow, expand existing programs in a limited but meaningful way; and bridge the gap between small, rapid-response funding and larger investments.

The Purpose of the Nitzan Grants

Grant awards for this Nitzan cycle will be $5,000-$20,000 per year. There will be two grant cycles per year. We strongly encourage organizations to self-evaluate how they can effectively use grant funds-given existing organizational constraints-ask for funding accordingly.

Collaboration with other aligned non-profit organizations in a joint grant application is encouraged. Funds will be awarded to the lead applicant who will also be responsible for measured outcomes reporting.

The GCF Community Grants program, funded by the Gorge Community Foundation, seeks grant proposals from nonprofit agencies within the Columbia River Gorge area. With a focus on charitable initiatives, this program emphasizes innovation, collaboration, and demonstrated community needs. Eligible organizations must be 501(c)(3) entities or operating under such, and proposals for capital campaigns will not be considered. This funding opportunity supports a diverse range of projects aimed at enhancing local communities.

The Salvador Fund Grant offers financial support ranging from $250 to $3,500 to nonprofit organizations in the mid-Columbia region of Oregon and Washington. It aims to benefit low-income individuals through various programs, projects, or events. The fund prioritizes applications that demonstrate community impact and cultural competency. Nonprofits must be based in Oregon or Washington, and activities must not solely serve church members or involve religious teachings. Applications are accepted year-round.

Eligible organizations must be 501(c)(3) public charities and located within 60 miles of a mill or corporate office. The Foundation prioritizes shareholder-driven projects and specific program support over general operational funding. Note that organizations previously funded are not eligible this year.

The Building Leaders Grants by Catholic Extension aim to enhance the recruitment, education, and ongoing formation of church leaders. This initiative provides critical funding for the professional development of both ordained and lay leaders in mission dioceses. By fostering partnerships with various organizations, it addresses the need for trained ministers and supports various funding areas, including seminarian sponsorship and diaconate formation, ensuring a robust future for church leadership.

The Weyerhaeuser Giving Fund provides grants to support communities in the U.S. and Canada where the company operates. Focused on affordable housing, education, environmental stewardship, and more, the fund emphasizes projects that meet local needs and demonstrate community support. Eligible organizations include nonprofits and educational institutions. Applications are accepted year-round with a deadline for 2025 on September 30. National initiatives related to working forests are funded by invitation only.

The Building Foundation Grants by Catholic Extension aim to support essential pastoral and administrative functions in under-resourced communities. The Betty Kinsman Fund supports arts in Oregon and southern Washington, focusing on theatre, literary arts, and photography. Grants prioritize smaller organizations and aim to celebrate individual artists and innovative presentations. The fund does not support physical improvements, arts education, or activities aimed at specialty audiences. While all proposals are considered, preference is given to project support over general operating expenses. This initiative honors Betty Kinsman's passion for the arts while ensuring a public benefit.

The Inukai Family Foundation, established in honor of Richard Michael “Dick” Inukai, supports nonprofit organizations that enhance community welfare in Oregon, Idaho, and Southwest Washington. The Rocky Mountain Power Foundation supports arts and culture organizations through grants typically ranging from $2,000 to $5,000, with a focus on enhancing community vitality. Eligible organizations include nonprofits dedicated to performing arts, visual arts, and historic preservation. The foundation operates on a quarterly grant cycle, ensuring careful review of applications. Grants are limited to tax-exempt organizations, and the foundation does not fund projects outside its service areas in Utah, Wyoming, Idaho, Oregon, and California.

The CFEW Community Outreach Grants support projects addressing the spiritual, physical, and emotional needs of communities in Eastern Washington. Grants range from $500 to $10,000 and prioritize organizations that contribute to local welfare. Examples of funded initiatives include assistance for housing and food, support for women in poverty, and programs aimed at reducing social isolation. This streamlined application process makes it easier for eligible organizations to receive vital funding for their outreach efforts.

The CFEW Horrigan Catholic School Grants support projects that enhance the mission of Catholic education, awarding amounts from $200 to $12,000. Eligible applicants include Horrigan Catholic School, focusing on community outreach and religious education. Previous grants have funded technology purchases like Chromebooks and lab tables, as well as religious artwork for school spaces. This initiative strengthens the Catholic community in Eastern Washington, fostering educational growth since 1981.

The CFEW Lourdes Hospital Grants offer financial support for projects that enhance the mission of Catholic schools. With grants ranging from $200 to $12,000, the focus is on community outreach and religious education initiatives. Eligible applicants include Catholic schools aiming to strengthen their educational programs. Notable past recipients include schools that have acquired technology and artistic resources to enrich their environments. This streamlined application process ensures that impactful projects receive timely funding.

The Pacific Power Foundation provides Education/STEM Grants aimed at enhancing community vitality through charitable investments. With over $1 million awarded in 2021, eligible organizations include 501(c)(3) nonprofits, educational institutions, and youth organizations. The foundation emphasizes initiatives in electrical safety, energy efficiency, and workforce development. Grants are available in four cycles to ensure thorough evaluation of requests. Exclusions apply to organizations that discriminate or operate outside the service areas of Pacific Power and Rocky Mountain Power.

Ecosystem Enhancement Program

This program aims to support Basin communities, including Indigenous Peoples, to steward and lead ecosystem enhancement and restoration projects that maintain and improve ecological health and resilience in a variety of ecosystems across the Basin. Projects funded through the Program will have a meaningful and measurable landscape-scale impact in supporting and strengthening the health and resilience of the Basin’s natural environment in a changing climate, which is a focus area in the Columbia Basin Management Plan 2024-2034.

This year is a Basin-wide call for eligible project ideas that restore and/or enhance a variety of ecotypes, including terrestrial, aquatic and wetlands. The Trust will identify and support ecosystem enhancement and restoration projects that have an ecological need that is consistent with existing regional plans and research as well as aligns with input received from Indigenous Peoples, community groups and government and technical experts.

How much will the Trust fund?

Up to 75% per cent of total project costs can be requested from the Trust. The maximum amount of Trust funding for any one project is $750,000 with a maximum duration of five years for multi-year projects.
