Custom Distributed Generation Projects

Program Description

The Trust is seeking applications for DG projects with the principal goal of reducing grid-supplied kilowatt hour (kWh) consumption from businesses that use electricity delivered through Maine’s electrical grid.

Maine businesses, nonprofits, institutions and governments are eligible for funding for distributed generation projects through Efficiency Maine’s Commercial and Industrial (C&I) Custom Program. Distributed generation projects are behind-the-meter generation projects that reduce the consumption of grid-supplied electricity and meet Efficiency Maine’s cost-benefit analysis.

Combined heat & power (CHP) projects are the most common type of distributed generation project completed through the C&I Custom Program.

Program Description

The Trust is seeking applications for energy efficiency projects with the principal goal of reducing energy use by Maine businesses and institutions through the installation of more efficient equipment. 

Maine businesses, nonprofits, institutions and governments are eligible for funding for electrical and thermal energy efficiency projects through Efficiency Maine’s Commercial and Industrial (C&I) Custom Program.

Eligible projects may include process improvements designed to improve efficiency, heat recovery and custom heat pump systems, HVAC equipment and controls, high efficiency compressed air systems, installation of VFDs on motors, chillers and pump upgrades.

Energy Storage System Projects

Program Description

The Trust is seeking applications from customers with demand meters to install and dispatch energy storage during ISO-New England peak summer load conditions. The Trust will require participants awarded under this PON to remain active in the program for a minimum of 5-years. 

Efficiency Maine’s Energy Storage System (ESS) Program Opportunity Notice (PON) offers performance based incentives for the deployment of energy storage systems during summer peak demand conditions.

All demand metered customers (commercial, nonprofits, institutions and government) are eligible to participate.

Compressed Air Leak Surveys

Efficiency Maine’s Commercial and Industrial (C&I) Custom Program provides funding for compressed air leak surveys and leak repairs. The program is designed to reduce compressed air losses and support capital planning for larger compressed air investments through installation of permanent compressed air flow metering equipment.

Efficiency Maine also offers incentives for high efficiency air compressors and dryers.

Technical Assistance

Efficiency Maine’s Commercial & Industrial (C&I) Custom Program offers incentives for Technical Assistance Studies to those customers that have already identified a project but need engineering services before it can be implemented. Efficiency Maine may provide 50% of the cost of an approved Technical Assistance Study up to $25,000.

For a project to be eligible for Technical Assistance funding, Efficiency Maine must confirm that its implementation is likely to be eligible for a C&I Custom Program incentive award.

Scoping Audits

Efficiency Maine offers free scoping audits to eligible businesses that have the potential to develop a qualifying project under the C&I Custom Program. These scoping audits provide businesses with the opportunity to get a professional consultation on their facility’s specific energy use and identify cost-effective energy efficiency projects that will reduce operating expenses.

The Japan – U.S. Global Partnership Grant Program aims to foster collaborative projects addressing global issues through partnerships between Japanese and American organizations. It focuses on policy-oriented research and dialogue among diverse professionals, including academia and grassroots practitioners. Key thematic areas include resilience, inclusivity, and advancements in science and technology. Projects outside these themes may also be eligible if aligned with grant goals, covering topics like climate change, public health, and digital transformation.

Bicycle and Pedestrian Program Funding

Please note: The Bicycle and Pedestrian Program Funding was formerly known as the Transportation Alternatives Program (TAP), Transportation Enhancements, Quality Communities, and Safe Routes to School Funding programs.

General Information about the Bicycle and Pedestrian Program Funding

• This program assists with funding sidewalks, pedestrian crossing improvements, off-road transportation- related trails, downtown transportation improvements, projects that address safety and/or ADA compliance concerns, etc.
• The goal of this program is to improve transportation and safety, encourage healthful activities, and promote economic development, while improving the livability and vitality of local communities
• MaineDOT annually allocates the Bicycle and Pedestrian Program about $4 million in federal funds for this statewide program. Each project has a 10% local match requirement.
• MaineDOT is currently accepting applications for projects to be constructed 3 years out. Communities seeking construction outside of this timeline would need to contact the Program Manager to discuss this request.

MaineDOT Bicycle and Pedestrian Program

MaineDOT’s Bicycle and Pedestrian Program Funding was previously known as the Transportation Alternatives (TAP), Transportation Enhancements (TE), Quality Communities (QC), and Safe Routes to School (SRTS) funding programs. It is a federally-funded program to help communities improve safety for pedestrians and bicyclists, and to provide transportation options that relate to surface transportation under the eligible categories outlined under the FAST Act and prioritized by MaineDOT. These priorities include: 

• Safe Routes to School for non-drivers
• Pedestrian & Bicycle Facilities
• Development of Trails and Paths that Serve a Transportation Purpose

The Bicycle and Pedestrian Program principally supports locally-initiated projects that improve the community transportation environment, economic vibrancy, safety for pedestrians and bicyclists, downtown revitalization initiatives and environmental mitigation. There is a required 10% non-federal share required.

The John Sage Foundation supports projects that enhance the relationship between people and the natural environment, primarily in Maine. Since its inception in 1992, it has funded various initiatives, including land acquisition, water testing, and environmental education. The foundation is open to funding a range of projects but may concentrate its resources on a single entity in a grant cycle. Notably, it does not support political advocacy efforts.

The New England Grassroots Environment Fund's Grow Grant supports community-based initiatives in CT, ME, MA, NH, RI, and VT. This grant is designed for groups with local grassroots projects, prioritizing those with diverse voices and limited access to other funding sources. Eligible groups may not need formal tax status, but must maintain a checking account. This funding aims to enhance community engagement and empower local decision-making.

The Max and Victoria Dreyfus Foundation offers grants to support diverse initiatives, including museums, educational programs, and environmental activities. Aiming to make a significant impact with modest funding, the Foundation targets IRS-qualified non-profits in the U.S. Grants typically range from $1,000 to $20,000, fostering community development and enhancement. Organizations focused on youth, seniors, and individuals with disabilities are particularly encouraged to apply, as the Foundation seeks to empower those in need.

Overview

The Submerged Lands Harbor Management and Access Grant (HMA) is administered by the Submerged Lands Program (SLP), a program of the Bureau of Parks and Lands (BPL) within the Maine Department of Agriculture, Conservation and Forestry (DACF). The SLP works to balance the public’s right to access state waters with demand for private and commercial use of those waters. The SLP administers the Submerged Lands Leasing Program which provides limited leases and easements that allow piers and other structures to be built on or over publicly owned submerged lands. Lease and easement revenues are used to support harbor planning and public access improvements through grants to municipalities and state agencies. Maine’s submerged lands include:

• Coastal waters:
  • All land from the mean low-water mark out to the three-mile territorial limit (including islands).
• Tidal Rivers:
  • All land below the mean low-water mark of tidal rivers upstream to the farthest natural reaches of the tides.
• Great Ponds:
  • All land below the natural low-water mark of ponds that are 10 or more acres in size in their natural state.
• Boundary Rivers:
  • Land lying between the banks of rivers that form Maine's border with Canada.

The New England Food Vision Prize aims to enhance local food supply chains in New England's educational institutions by awarding up to $1.5 million. The program supports innovative projects that increase the amount of regionally produced food served to K-12 and college students. By fostering collaboration among schools, farmers, and community organizations, the Prize strengthens food systems while prioritizing access for students and communities with limited fresh food options.

The Agricultural Leadership Grant, administered by Maine Agriculture in the Classroom (MAITC), supports leadership development for students enrolled in agricultural courses at Middle and High School levels. With grants of up to $1,000, the program emphasizes organized leadership activities over individual funding. Established in 2007, MAITC aims to enhance students' understanding of agriculture's role in society, benefiting over 77,000 students last year through various educational initiatives.

Small Community Grant Program (SCG)

What is the Purpose?

The Small Community Grant Program provides grants to municipalities to help replace malfunctioning septic systems that are polluting a waterbody or causing a public nuisance. An existent pollution problem must be documented to qualify for funding.

Grants can be used to fund from 25% to 100% of the design and construction costs, depending upon the property owners' income and the property's use. The municipality receives the grant as a reimbursement for eligible costs of the replacement septic system after substantial completion of the construction.

What are the program priorities?

When funds are available, grants are awarded based on financial need of the property owner, as well as the negative environmental impacts of a system. The program prioritizes and awards funding to replace systems which are:

Contaminating a public drinking water supply,

polluting a shellfishing area

discharging into a body of water, or

creating a public nuisance condition.

The Department of Environmental Protection (DEP) grants are not available to provide septic systems for new homes or for the replacement of a septic system that was constructed after July 1, 1974 and was not constructed in compliance with the Maine Subsurface Wastewater Disposal Rules at that time. Grant applications must be submitted by the municipality in which the property owner resides.

Cancer Prevention in Maine

Cancer remains a leading cause of death in Maine, impacting thousands of Mainers each year. Fortunately, there are many ways to reduce cancer risk and prevention certain types of cancer, ultimately reducing the burden of the disease in our state.

To support cancer prevention efforts, Maine Cancer Foundation is now accepting applications for evidence-based interventions to reduce the risk of cancer in Maine.

Cancer Prevention Focus Areas that will be considered include:

• Alcohol Use
• Environmental Factors that Impact Cancer (Arsenic, PFAs, Radon)
• HPV Vaccinations
• Obesity Prevention
• Sun Safety
• Tobacco Use and Prevention and/or Treatment

Proposals should utilize evidence-based practices in preventing cancer. Please be prepared to provide quantitative and/or qualitative data to support your proposed strategies throughout an application.

Grant Term & Request Amount

Applicants may request a 1- or 2-year grant. Request amounts up to $40,000 per year will be accepted. The maximum request over two years is $80,000. Please note, requests do not have to meet the maximum amount. Smaller, pilot projects are also encouraged.

CDBG Public Service Grant Program

The Public Service Grant (PSG) Program addresses community and business resource needs by providing funding for operating expenses, equipment, and program materials for activities which will benefit low/moderate income (LMI) persons.

Project Benefit: Eligible PSG projects must provide benefits to one of the groups of persons listed below and be in support of an identified business or non-profit entity:

Participants in a program where 51% or greater of the persons receiving benefit from PSG activities are determined to be LMI.

Persons who are members of the following groups that are currently presumed by HUD to meet benefit requirements. The presumption may be challenged if there is substantial evidence the group served by the project is most likely not comprised of principally LMI persons;

Abused Children (Does not include “at-risk” youth) • Battered Spouses (Does not include all victims of domestic violence) • Elderly Persons (62 years +, or 55 years + for housing) • Severely Disabled Adults • Homeless Persons • Illiterate Adults • Migrant Farm Workers • Persons Living with AIDS

All communities applying for PSG funds must certify that: The activity represents a new service to the community; or a quantifiable increase in the level of an existing service;

Maximum PSG Amount: $50,000

The NEBC Graduate Student Research Award offers up to $3,000 to support graduate students conducting botanical research on New England's flora, including plants, algae, and fungi. This award encourages projects involving field, lab, and herbarium work, as well as travel within the region. Open to all graduate students, it aims to foster significant contributions to systematic botany, plant ecology, genetics, and conservation biology.

Catholic Extension's Enhancing Pastoral and Social Ministry Grants aim to empower the church to broaden its outreach and foster societal transformation through targeted pastoral and social initiatives. This program supports specific elements of the church's ministerial efforts, including funding for catechetical resources, marriage and family ministries, and social outreach for vulnerable populations. By investing in these areas, Catholic Extension seeks to enhance the church's role in communities, especially following disasters.

The Postdoctoral Grant Program at the University of Wisconsin School of Medicine and Public Health aims to support the growth and professional development of postdoctoral trainees, fellows, and associates. With funding up to $20,000 for one year, recipients can engage in independent research projects, attend workshops, or cover open-access publication fees. This initiative enhances research capacity and promotes health equity in Wisconsin, addressing critical health challenges while fostering career advancement in the medical field.

The Les Mehrhoff Botanical Research Award, established by the New England Botanical Society, supports innovative botanical research that enhances our understanding of New England's flora. Open to applicants without membership, it prioritizes projects lacking traditional funding sources. Eligible expenses include fieldwork, lab supplies, and moderate stipends. This award encourages researchers to explore unconventional inquiries and fosters a deeper appreciation for the diverse plant life in northeastern North America.

The National Sea Grant Law Center is inviting proposals for the Coastal Resilience Program to research laws and policies addressing coastal resilience challenges such as sea level rise and flooding. With a funding cap of $150,000 over two years, this initiative aims to assess the effectiveness of existing policies and promote informed decision-making in coastal management. Up to two projects will be selected for funding, supporting innovative solutions to enhance community resilience against environmental threats.

The Bank of America Charitable Foundation focuses on improving economic mobility and social progress through partnerships with nonprofits. It prioritizes basic needs, income creation, stable housing, and community empowerment. By supporting vulnerable populations, the foundation aims to enable individuals to achieve their goals and contribute positively to their communities. The foundation emphasizes sustainable progress, ensuring that all community members have access to essential resources and opportunities for growth.

The O'Reilly Automotive Foundation Grant focuses on enhancing community welfare through philanthropic initiatives that support economic stability, workforce development, health services, and disaster relief. Established in 2020, the Foundation seeks to empower underrepresented individuals and organizations in the U.S. by addressing vital community needs. It particularly aims to provide assistance to nonprofits that foster positive change and improve quality of life for those in need, ensuring a lasting impact in local communities.

The Resilient and Connected Appalachians Grant Program, offered by The Nature Conservancy, provides up to $100,000 for projects that acquire land and easements throughout the Appalachian region. This program emphasizes equitable conservation, aiming to support historically marginalized communities and enhance access to nature while addressing climate change impacts. Projects must demonstrate community engagement and align with the program's goals to protect vital habitats and foster resilience in the face of environmental challenges.

The Hearst Foundation: Culture Grant aims to support outstanding nonprofits that enhance cultural engagement and artistic talent in the U.S. With a focus on programs that reach young people, the grant prioritizes organizations that create lasting impacts in the arts and sciences. The Foundation allocates 25% of its funding to cultural initiatives, favoring established organizations with a history of significant results. Eligible nonprofits must encourage inclusivity and sustainability in their programs.

The Focused In-Stream Habitat (FISH) project aims to enhance in-stream habitats in Maine through a collaborative effort by the Department of Marine Resources and NRCS. This initiative seeks to improve habitat diversity and connectivity for various fish species, particularly Atlantic salmon and brook trout. With funding from the Regional Conservation Partnership Program, the project will implement restoration practices including streambank stabilization and habitat complexity restoration, ultimately benefiting local ecosystems and fisheries.
