Funding supports service coordination, and recovery support services. VTCs integrate mandatory drug testing, incentives and sanctions, and transitional services in judicially supervised criminal court settings that have jurisdiction over veterans with behavioral health treatment needs. These courts aim to reduce recidivism and overdose fatalities, while increasing access to treatment and recovery support that leads to long-term recovery.

Category 1 supports the planning and implementation and/or launch of a VTC. These courts will support core capacity and provide critical behavioral health treatment, case management and coordinated judicial supervision, sanctions and incentives, and other supportive services, such as transitional housing, peer recovery services, relapse prevention and employment services, that can reduce recidivism.

Planning and Implementation grants are available to eligible jurisdictions ready to commit to a 6- month planning phase followed by an implementation and/or launch of a VTC that supports core capacity and provides critical behavioral health treatment, case management and coordinated judicial supervision, sanctions and incentives, and other supportive services, such as transitional housing, peer recovery services, relapse prevention and employment services, that can reduce recidivism, including serving veterans who cannot or do not have access to Department of Veterans Affairs (VA) services

This NOFO will provide training and technical assistance (TTA) to state and local grantees of the Residential Substance Abuse Treatment (RSAT) for State Prisoners Program to enhance implementation of comprehensive residential substance use treatment during detention or incarceration and aftercare services to prepare individuals for successful reintegration into the community. The selected TTA provider will also maintain and update the RSAT TTA website to serve as single source of information for RSAT grantees that reflects evolving needs and emerging evidence-based approaches.

The NIDA Avenir Program aims to cultivate innovative leaders in addiction science by funding exceptional early stage investigators (ESIs) embarking on pioneering research. Launched in 2015, this initiative encourages high-risk, high-reward mechanistic studies related to Substance Use Disorders (SUDs) across diverse scientific domains. Applications from new investigators and those outside addiction research are welcomed, fostering interdisciplinary approaches that enhance understanding of SUD mechanisms. The program supports ESIs who may lack preliminary data but demonstrate potential for impactful contributions.

The Building Communities of Recovery program aims to enhance access to long-term recovery support for individuals facing substance use disorders and co-occurring mental health issues. By empowering organizations to mobilize community resources, this initiative fosters a collaborative environment that promotes sustained recovery. Residential Substance Abuse Treatment for State Prisoners (RSAT) Program

Overview

The Residential Substance Abuse Treatment (RSAT) Program is a formula grant program that enhances the capabilities of state, local, and tribal governments to provide residential substance use disorder (SUD) treatment to adult and juvenile populations during detention or incarceration, initiate or continue evidence-based SUD treatment in jails, prepare individuals for reintegration into the community, and assist them and their communities throughout the reentry process by delivering community-based treatment and other recovery aftercare services.

The RSAT Program encourages the establishment and maintenance of drug-free prisons and jails and development and implementation of specialized residential SUD treatment for individuals with co-occurring mental health and substance use disorders. The program also encourages the inclusion of medication-assisted treatment as part of any SUD treatment protocol.

This work was merged into the Bureau of Justice Assistance in 2003.

The Adult Treatment Court Program supports state, local, and tribal efforts to plan, implement, and enhance the operations of adult treatment courts, including tribal healing to wellness courts. Adult treatment court programs are a tool for criminal court partners and the judiciary to facilitate coordinated approaches that address the needs of nonviolent individuals involved in the justice system who have substance use disorders and/or co-occurring mental health needs.

These courts effectively integrate evidence-based substance use disorder treatment, random drug testing, equitable sanctions and incentives, and recovery support services in judicially supervised court settings to reduce recidivism and substance use and misuse, as well as prevent overdoses. These initiatives can incorporate cultural elements and approaches.

This could include training to address staff turnover and offer operational skills updates and to expand treatment resources in locations with critical substance use needs. These are intended to be one-time projects to enhance capacity that can be sustained. 

The GLS Campus Suicide Prevention program aims to enhance behavioral health services for college students, addressing critical issues such as suicide, depression, and substance use disorders. By fostering a culture of help-seeking and reducing stigma, this initiative ensures that at-risk students receive timely intervention and support. The program represents a vital investment in the mental well-being of students, promoting a healthier campus environment through evidence-based strategies and comprehensive public health approaches.

The Emergency Department Alternatives to Opioids Program aims to implement practices that offer alternatives to opioid treatments in hospitals. This initiative focuses on reducing the harmful consequences of opioid use for pain management, promoting safer treatment options, and minimizing the risk of opioid misuse and overdose. Specifically, it targets healthcare organizations to enhance their pain care strategies, ultimately contributing to better patient safety and health outcomes.

The Providers Clinical Support System – Universities program aims to equip graduate-level health professional students with the necessary skills to understand, identify, intervene, and treat patients with substance use disorders. By focusing on practical training and comprehensive education, this initiative prepares future practitioners to effectively address the challenges associated with substance misuse, ensuring they are well-prepared upon obtaining their licenses.

The CDC has announced funding for FY 2027 to enhance state capacity in alcohol epidemiology and prevent excessive alcohol use through the NOFO CDC-RFA-DP-27-0072. This initiative aims to equip states with essential tools and knowledge for effective public health measures against excessive alcohol use, a major preventable cause of death in the U.S. The program will also provide expert technical assistance and training on effective prevention strategies over a 5-year performance period.

The SCALE initiative aims to combat injury, violence, overdose, and suicide, the leading causes of morbidity and mortality among individuals aged 0-44. By enhancing implementation and outreach, this funding opportunity seeks to empower organizations to implement effective prevention strategies, especially in underserved communities, including tribal areas. The Tobacco Centers of Regulatory Science (TCORS) program, supported by the NIH and FDA, aims to foster research centers that enhance the scientific understanding of tobacco regulation.
