Request for Proposals for a Grantee to Provide Opioid Epidemic Response Services

Objective of RFP

The Opiate Epidemic Response Advisory Council (OERAC), in conjunction with the Minnesota Department of Human Services, through its Behavioral Health Administration (STATE), is seeking Proposals from qualified Responders to provide services aimed at addressing the opioid epidemic in Minnesota. These services include prevention and harm reduction for opioid use disorder (OUD), expansion and enhancement of the continuum of care for opioid related substance use disorders (SUD), and chronic pain management and alternative treatments.

The term of any resulting contract is anticipated to be for three and a half (3.5) years. STATE may extend the contract up to a total of five (5) years.

OERAC and STATE have identified four categories to meet the purpose of this RFP, each containing multiple focus areas. The four categories available for funding under this RFP are:

• Category A– Primary Prevention and Education for Opioid Related Substance Use Disorders
• Category B – Harm Reduction Services
• Category C – Expansion and Enhancement of Continuum of Care for Opioid Related Substance Use
• Category D – Chronic pain and Alternative Treatments

Prevent Sleep-Related Infant Deaths in Minnesota’s American Indian and Black/African American Populations RFP

The Minnesota Department of Health (MDH) seeks proposals to fund one organization with the capacity and expertise to create, manage, and support Community Action Teams (CATs) to implement culturally appropriate, data driven solutions to reduce sudden unexpected infant deaths (SUIDs) in Minnesota’s American Indian and Black/African American populations. The organization selected for this grant must be uniquely positioned to support the CATs in implementing community prioritized solutions to improve infant sleep safety that align with the American Academy of Pediatrics safe sleep recommendations. The awarded applicant must also be immediately ready, upon being notified about the award, to begin forming the CATs and executing other duties as contractually agreed upon. This RFP aligns with both state and national goals to reduce infant mortality by addressing SUIDs in communities that are disproportionately affected by sleep-related tragedies during infancy.

The source of funding for this grant opportunity is the Centers for Disease Control and Prevention, Department of Health and Human Services, through NU58DP007698. Funding is currently available for $134,000 from July 15, 2026, to Sept. 29, 2027. However, the grant may be extended for an additional year contingent on the availability of funds and the awarded applicant’s performance during the initial project period. Funding will be allocated through a competitive process.

RFP to Provide Supplemental Nutrition Assistance Program Employment and Training

The Minnesota Department of Children, Youth, and Families, through its Economic Assistance and Employment Supports Division, is seeking proposals from qualified responders to provide Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T) services. 

The state develops a SNAP E&T State Plan each year stipulating details on the operation of service in Minnesota.

Minnesota’s SNAP E&T program is intended for Minnesotans with low incomes to have clear pathways in developing marketable and in-demand skills, leading to career advancement and self-sufficiency. Through strong partnerships, the mission is to help Minnesotans fully utilize their SNAP benefits, gain the essential skills needed for gainful employment and successfully transition off public assistance. Minnesotans can receive SNAP E&T services if they meet all of the following:

• Receive federal food assistance
• Are age 16 or older (there are additional requirements to serve 16-17 year olds)
• Report that they intend to work at least part-time; clients reporting a disability may participate in SNAP E&T if they state they will be able to work with appropriate supports and/or training
• And are referred to SNAP E&T by an eligibility worker. 

Responders are expected to/will provide services to both Time-limited (TLR) and non-TLR SNAP recipients. Responders must have the ability to fully fund their SNAP E&T program with non-federal funding and request fifty percent (50%) reimbursement.

The Off-Highway Vehicle Damage Account provides funding to repair damage caused by off-highway vehicle (OHV) operations on private or public lands in unauthorized areas. Eligible claims must demonstrate damage occurred post-August 1, 2003, due to OHVs, and must include documentation supporting these conditions. Public and private entities can apply, but costs for preventative measures or improvements are not reimbursable. The program is administered by the Minnesota Department of Natural Resources, ensuring proper restoration of affected areas.

Eligible partners can receive financial assistance to purchase these easements, which can cover up to 75% of the land's value, thereby promoting sustainable agricultural practices and protecting vital ecosystems.

The MN Agricultural Conservation Easement Program (ACEP) offers Wetland Reserve Easements (WRE) to help private and tribal landowners restore and protect wetlands. This program is crucial for enhancing habitats, improving water quality, and supporting biodiversity. Eligible landowners can enroll in various easement options, including permanent and 30-year easements, with NRCS covering costs for restoration and easement recording. The application process is ongoing, ensuring continued support for conservation efforts in Minnesota.

The Community Facilities Grant Program in Minnesota offers essential funding to develop community facilities in rural areas. Their funding priorities include enhancing access to whole-person care for diverse populations and supporting professional training programs for practitioners, particularly those from underrepresented communities.

The Minneapolis Foundation invites proposals for the Economic Mobility – Capacity Building Grants, aimed at enhancing economic mobility through flexible funding for nonprofits. This initiative prioritizes organizations in Minneapolis and Hennepin County's inner-ring suburbs, focusing on capacity building, strategic planning, and community engagement.
